The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Magnetic separation is routinely used in the processing of titanium minerals, and the efficiency of these operations can be determined by measuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved. This paper describes the development of an inductance-based instrument for measuring very low levels of magnetic susceptibility on-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance. A prototype instrument has been installed in the zircon scavenger circuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction. Using the instrument, the zircon content of this stream can now be accurately determined from the measured magnetic susceptibility, provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. Over recent years a number of techniques have been developed as part of the Australian Minerals Industries Research Association (AMIRA) P9 project to represent mathematically or measure directly subprocesses occurring in flotation cells. These include the determination of a:machine parameter (bubble surface area flux, Sb); froth parameter (froth recovery, Rf); entrainment and drainage parameters; and ore floatability parameter (Pi). A cost-effective methodology was developed for using these techniques to derive models of flotation circuits. This methodology was applied to derive a model of the flotation circuit at the Western Mining Corporation (WMC) Ltd Mt Keith Nickel Concentrator. The model was used to simulate a number of minor circuit flowsheet changes, the results of which are discussed in this paper. One year later, a second study of this plant was conducted. In this second study, data were collected while operating the plant in the flowsheet configurations that were simulated from the model developed from the first study. The results obtained from the second study showed reasonable agreement with the trends predicted from the first study model; discrepancies can be explained in terms of the model assumptions. This suggests that this simple circuit modelling methodology can be useful in assisting plant engineers to optimise flotation circuits.

Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

The Truong Son Fold belt in Indochina hosts the significant Sepon gold-copper district (Laos) and the similar gold-basemetal districts of Phuoc Son and Bong Mieu (Vietnam). With over seven years of exploration, Toronto-listed Olympus Pacific Minerals Inc, is one of few foreign companies that have to date made a substantial investment in mineral exploration in Vietnam.Much of this work has been conducted along the Phuoc Son û Tam Ky Suture, on the south-eastern limb of the Truong Son Fold belt on the Vietnamese side of the border with Laos. These programs have produced a significant number of gold prospects at varying stages of exploration development. The Phuoc Son û Tam Ky Suture is a major Paleozoic subduction zone that extends from northern Laos, through Central Vietnam and out into the South China Sea.It represents a Lower Mesozoic collision zone between the Paleozoic-age Truong Son fold-belt terrain to the north, with the crystalline terrain of the Pre-Cambrian Kontum Block to the south. Since its formation, it has been a locus of deep faulting, continental accretion, intensive intrusive activity and mineralisation. This paper briefly discusses the geological setting, structure, metamorphism, mineralisation, exploration history, and proposed mining development of the Olympus Phuoc Son Gold Project, with particular reference to the Phuoc Son û Tam Ky suture.

Robe River Iron Associates (RRIA or Robe) is widely regarded as the worldÆs most cost-effective, consistent and reliable supplier of iron ore. It has been in operation since 1972 and globally is the fourth largest seaborne trader in iron ore exporting 25.5 million tonnes of -9.5 mm sinter fines and 4.5 million tonnes of pisolite lump (-31.5 +6.3 mm) during 1999. Robe is a joint venture that controls major iron ore resources in the Pilbara region of Western Australia. ItÆs participants are North Limited with an interest of 53 per cent (65 per cent including minority interests) and Japanese companies Mitsui (33 per cent), Nippon Steel Australia (10.5 per cent) and Sumitomo Metal Australia (3.5 per cent). Robe River Mining Co Pty Ltd manages the project which is a subsidiary of North Limited and Mitsui.

Research into cemented rock fill at Mount Isa Mines Limited since 1992 is described. The key mechanisms controlling segregation during stope filling with cemented rock fill are described and include the gravity flow mechanism which is described in detail. Examples are provided to demonstrate these mechanisms. Comparisons are made between Mount Isa MinesÆ cemented rock fill and slurry-based cemented rock fills. Recent backfill stability modelling using a three-dimensional finite element program is described.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

A small modification to current industrial practice should lead to better nickel powders for use in alloying, electroplating, and powder metallurgy. Nickel powder compacts sold for alloying are not always suitable for electroplating applications, since some presently used commercial powders will expand on sintering. Further, such nickel powders are unsuitable for use in the production of powder metal parts, because of expansion during heating of the near-net-shape preforms. Research in these laboratories has enabled the elimination of expansion, and led to techniques for the production of compacts suitable, in particular, for commercial use in both alloying and electroplating. The techniques include: powder pretreatment, cold pressing and sintering, hot pressing, and hot pressing and sintering. In this way compacts are readily prepared with densities of at least 93 per cent of solid nickel, and these, when used as anodes in Watts general purpose and bright baths, give both cathode current and plating efficiencies of 90-98 per cent.

SITUATED in the county of Manchcster, in Northern Eyre's Peninsula, the Iron Knob ore-deposits form the basis of the industry. These deposits are connected by the Iron Knob tramway to the port of Whyalla, aal miles distant, on the western shore of Speneer Gulf,and to-day another tramway is under construction to link up with the same port, a second group of iron ore leases known as Iron Baron, which is situated 18 miles south of Iron Knob. Fig. 1 indicates the geographical relationship of these three places, Iron Knob, Iron Baron, and Whyalla, which together comprise this field of the company's activities.

With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. The Pemali Open Pit Mine is situated in a small island called Bangka in Indonesia. It produces approximately 165,000 m3/year of tin ore with an average grade of 3.67 kg/m' of tin from a primary deposit. The deposit occurs at the rim of a granitoid intrusion within sedimentary beds. The rock formations, all extremely weathered, and the overlying alluvium, are exposed to a rainfall exceeding 3m/year. Serious slope stability problems are experienced at the mine, despite using overall pit slopes of 20¦-29¦, the latter resulting in a stripping ratio of 4:1. This paper outlines a computer based back analysis of a major slope failure involving some 250,000 m' of material which occurred on the west wall of the pit in February, 1984. The findings from the analysis, together with other information, are used to examine the stability of the east wall of the pit, where tension cracks developed later. The results indicate that the large influx of water was the most significant cause of such slope stability problems and a more intensified water management programme would be beneficial.

Research cruises by HMNZS 'Tui' (1986) and RV 'Moana Wave' (1987) investigated the geology, geophysics and seafloor mineral resources of Manihiki Plateau in the central Pacific Ocean.Manihiki Plateau is a large (500,000 km2) mid-ocean platform that rises 3000 m above the abyssal plains of surrounding ocean basins (depth -5500 m). Its foundation evolved about 112 Ma ago by massive outpouring of basaltic lavas at a plate triple junction. The plateau is blanketed by a 900 m thick sedimentary section comprising (i) mid-Late Cretaceous volcaniclastic sandstones / siltstones grading upwards to limestones / chalks and (ii) -500 m of Tertiary nanno-foram chalks and oozes. Cores from DSDP 317 drill-site on the Manihiki High Plateau indicate that the volcaniclastic sediments contain native copper and some thin beds rich in organic carbon.

My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis of metallurgical products. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine process control. Knowledge of the crystal structures of the major phases is essential for Rietveld analysis, and these are well known for most minerals and major phases in metallurgical products. It provides the basic structural information necessary for the determination of mineral stoichiometry and for elucidating solid solution behaviour. Modern methods, such as simulated annealing and charge flipping, permits the determination of crystal structures from powder data. Unit cell data can be used where conventional microchemical analysis is unable to provide an answer to the extent of solid solution in ilmenite roasting. Unit cell data (by XRD) is used to determine the amount of roasting necessary for the development of magnetisation to be able to separate chromite from an ilmenite concentrate. Phase quantification is probably the most widely used application of XRD analysis. It is used for materials balance in the minerals and cement industries, and it is finding novel applications in the iron and steel industry. Applications of XRD in high-temperature metallurgical processes are increasing. In this paper the phase chemistry of iron ore sinters, the evaluation of subsolidus reactions in titania slags and the identification of furnace accretions are discussed. Despite the success of the Rietveld method in phase quantification, the method still needs further development in the quantification of closely related or polytypic phases. The quantification of pyrrhotite phases using various Rietveld programs still gives ambiguous results. This is also true for the different SFCA phases in iron ore sinters. Clearly the analysis of similar phases, differing only in the presence of weak superlattice reflections is still problematic.

Rock formation at shallow depths is generally associated with complex geology consisting of many joints, fractures, bedding planes, etc. Fragmentation results from primary blasts in such strata are therefore significantly influenced by structural discontinuities. To evaluate the role of discontinuities, which is of great use in the design of blasts in such conditions, a two-stage investigation program was taken up. In the first stage, model scale tests were conducted with single and double holes with the strike of discontinuities parallel and perpendicular to the face. Later, field studies were conducted in a limestone mine and a coal mine. Blast patterns were modified based on the results obtained from model scale blasts. Secondary blasting was taken as a measure to assess blast performance in the field, whereas mean fragment size, fine and coarse fragmentation indices were considered as fragmentation measures in model scale tests. Model tests indicated confinement of explosive energy by the discontinuities surrounding blasthole. Crater shape and size were significantly influenced by the orientation of joints with respect to the face. Modified blast designs with decreased burden x spacing patterns resulted in improved fragmentation in the field. A reduction of about 12 per cent in explosive consumption was recorded with modified blast designs. Boulder formation was observed to decrease by about 79 per cent as well.

The Charters Towers goldfield is located in the centre of a Lower to Mid-Palaeozoic igneous complex where schistose, amphibolite-grade metamorphic rocks were intruded by multiple phases of medium grained granodioritic rocks. Several generations of mafic and felsic dykes also occur. Two distinct mylonites cut all but the youngest granitoids. Gold mineralisation occurs in quartz veins located in brittley reactivated mylonite and in sympathetic fissures in the undeformed granitoids. The gold-quartz veins occur in complex, gouge-filled, 2.5m thick zones, with minor sulfides, surrounded by zoned phyllic and propylitic alteration assemblages. Four main vein systems are each restricted to separate granitoids or contain oreshoots near granitoid contacts. No genetic relationship between the granitoids and the vein systems can be documented. The early mylonitic fabrics and the granitoid contacts played an important role in ground preparation and in the localization of oreshoots. Non mylonitized granitoids also served as favourable hosts for many of the lodes. Whole rock values of 180 of the granitoids range between 6.5 and 7.9 per mil. Hydrothermal vein quartzes have 180 values between 12.2 and 15.7 per mil. Mylonite quartzes have values of 8.4 per mil. Variation in 180 values of quartzes is in part related to granitoid host rock type.

The reduction of zinc from lead blast furnace slags using hydrogen was studied at 1300¦C as part of a laboratory investigation of zinc fuming. To perform the experiments, 300 g "spent slag" was melted in a crucible. Hydrogen was then injected into the slag through a lance and fresh blast furnace slag was added regularly in small quantities over a period of 40 minutes. Zinc added in the fresh slag was reduced and the zinc level of the bulk slag attained a steady state value of between 1 and 9% after about 10 minutes, depending on the gas injection rate. Because of the high reactivity of hydrogen, bulk supply of hydrogen to the slag was the rate limiting step at the flow rates used and it is believed that the gas-slag reactions in the system were at equilibrium. A partially/stabilized zirconia cell with a Ni/NiO reference electrode was immersed in the slags during the experiments and the steady/state oxygen potentials of the slags were measured. By using the experimental oxygen potential values and calculated values of the steady state concentrations of zinc in the offgas, the activity of ZnO in the slags was calculated from the Gibbs's free energy change for the reaction:
