An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

Diamond drilling through caving formations at depths greater than ZOO0 ft has long presented serious difficulty, generally solved either by casing or cementing. Casing is permitted only when the resulting smaller hole is acceptable, and cementing is frequently a problem at depth. A new method that injects cement under pressure at the desired location is an aid in diamond drilling deep holes. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pump- ing process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. Although determining and controlling specific gravity of operating medium in a heavy-media plant manually presents no problem, there are advantages to automatic recording and control. The two installations discussed employ the usual method of measurement. Pneumatic control with band control and reset features is used to regulate dilution water and hence specific gravity. Difficulties have been mechanical in nature and associated with obtaining a proper I sample and maintaining tight air connections in bubble-tube piping:

It is a rare work of art that attains the proportions of a major construction project. One instance of such a phenomenon is Bartholdi's Miss Liberty, which was designed and built section by section in Paris and then erected in New York Harbor. Another is Borglum's massive presidential quartet hewn from the granite of Mount Rushmore. Now, however, there is a new monument in the making which will completely dwarf all others. The sculptor of this supercolossus is Korczak Ziolkowski, a colorful, bearded genius who assisted Borglum on Mount Rushmore and is now carving his own granite masterpiece from Thunderhead Mountain near Custer, S. D., just ten crow-flight miles away from Rushmore.

BEDS or lenses of potash and magnesium salts are found in a thick salt section (Salado) overlain by Rustler Red Beds in several members of which water is present and from one of which the refinery process water used by International is obtained. Most of the holes drilled are less than 1000 ft. deep, but some wildcat holes have exceeded 3000 ft. Cable or rotary tools are used to drill down to the salt. When samples of water are desired the cable rig is used, but when this is not necessary, and where caving material is present, the rotary rig has an advantage. The rotary rig has a further advantage in that only one machine is required to drill and core the entire hole, whereas the cable rig must be moved off to make way for the core drill. Casing is placed in the upper section of the hole as required to shut off water, and a 5 3/16-in. string is set in the top of the salt before coring starts. With the rotary rig drilling is often carried to the salt with no casing, as drilling mud seals off caving ground and water-bearing strata, and a string of 4-in, line pipe or 4-in. flush-joint casing is landed on top of salt. Several types of gasoline-powered core rigs have been used in the field and all recover a 2 1/2-in. core. More recently the Sullivan Model 37 rotary rig has been tried, and a Sullivan Model N has been adapted to use a rotary bit in the upper section. Core is recovered in 20 ft. sections with a double-tube core barrel, and the bit used is a bottom-discharge type set with diamonds. The drilling fluid must be a saturated brine to prevent solution and etching of the minerals present. Blowouts are apt to occur from nitrogen gas trapped under the several polyhalite beds, and some have been strong enough to blow the tools out of the hole. Core recovery is practically 100per cent. All holes are plugged after drilling, with cement through the salt section and opposite each water horizon, and mud through the remainder of the hole. Cores are carefully logged and preserved, and in sections containing potash and magnesium minerals they are quartered and analyzed. The correlation of ore beds between drill holes is briefly described.

With the construction of the Magdeburg zinc works, the Georg von Giesche's Erben Mining Co. of Breslau has to a certain extent completed the program of reconstruction which it set as its goal after the boundaries of Upper Silesia were drawn by the Treaty of Versailles. During its history, covering.more than two centuries, zinc and lead mining has been its chief activity. Through the new boundaries established, it lost to Poland all its mines and smelters, including five distillation smelters. Of its extensive properties, there remained only an apparently unimportant and unexplored portion of the old Bleischarley ore field which, however, happily made possible the resumption of its old business. In 1925 the Deutsch-Bleischarley shaft-only a few kilometers from the old Bleischarley shaft—was sunk and developed, and in May 1926 production of lead and zinc ore was resumed. As facilities for smelting were lacking, the ore was at first delivered to the neighboring smelters, which had now become Polish. Realization of the plan to build its own zinc works had to be postponed at first for lack of capital. In the meantime, however, plans for the new works were worked out in all details. After extensive experimentation in a semicommercial pilot plant it was decided, at the end of 1928 and the beginning of 1929, to use the electrolytic process and, for economic reasons, to place the works at Magdeburg. With zinc at the approximate price level that had ruled since the Deutsch-Bleischarley mine had begun working, it was hoped that the plan could be completed in 1930 with the company's own resources. However, falling metal prices, already noticeable in 1929, made this impossible, and further postponement for a time became necessary. Finally, at the end of July 1933, the funds for building the works became available, in the form of a loan granted under the first employment

In order to study the role of work hardening in the fatigue process, use was made of the great sensitivty of the resistivity of AuCu to cold work. A change of the resistivity of AuCu of the order of 1 to 2 pct at the temperature of liquid nitrogen was found to occur as a consequence of severe fatigue. ACCORDING to Orowan's theory,' the process of fatigue In metals 1s associated with the production of a number of small regions which have undergone strain hardening. This phenomenon is supposed to occilr even if the stress applied during fatiguing is always smaller than the yield stress. In an attempt to verity the existence of such regions, Welber and Webeler' undertook to detect the stored energy associated with severe fatigue in copper. Previous experiments" had shown that the energy stored in a sample of copper which has been cold worked by torsion is released in the temperature range between 150" and 250°C when the sample is heated from room temperature and that no more energy is released (or absorbed) between 250" and 450°C. In particular the stored energy amounted to 0.41 cal per g for a case in which the mechanical energy expended in twisting the sample was 11.9 cal per g. In the case of fatigued copper, however, no release of stored energy could be detected between 150" and 250°C, so that the experimental error of &0.02 cal per g represents an upper limit for the amount of energy stored in strain hardening., It seemed desirable to attack the problem in a new fashion. For this purpose, it was decided to make use of the fact that, if an alloy capable of undergoing the order-disorder transition is ordered and then cold worked, the resistivity, p, increases very greatly above the value for the ordered state even if the deformation is very small. Some insight into the nature of the fatigue process may be obtained then by measuring the resistivity of an ordered sample before and after subjecting it to fatigue. For reasons which will become apparent from the following remarks, considerably more can be learned by carrying out the resistivity measurements at two different temperatures. In the case of a material containing impurities, vacancies, dislocations, or other imperfections of essentially atomic dimensions, the resistivity, p, according to Matthiessen's rule, can be represented as a sum of two terms p = p, + p, where p, is the (temperature dependent) resistivity of the pure metal, and p, is the temperature independent contribution of the imperfections. Briefly, the physical basis for this rule is the following: The main contribution of the impurities in question to the resistivity results from the fact that they interrupt the periodicity of the lattice and thus scatter the conduction electrons with a probability which is almost independent of temperature. In order that this be the case, it is necessary that the' extension of the impurities be small enough—roughly less than one electron mean free path—so that their main effect on the resistivity occurs for the foregoing reason. If an alloy like AuCu is partly or completely disordered by quenching from an appropriate temperature, Matthiessen's rule also applies to a very good approximation* with p, representing in this case the resistivity po of the ordered sample and p, the additional (temperature independent) resistivity due to the disorder. In general, the disorder can be represented in terms of atoms which are displaced from their "proper" positions in the superlattice and which thus qualitatively represent the imperfections in the superlattice responsible for the term p,. Since the misplaced atoms are distributed at random throughout the super-lattice, their contribution to the resistivity still can be considered in terms of the scattering of conduction electrons by lattice defects. The situation is somewhat more complex in the case of an alloy disordered by cold work because the process of disordering here does not involve a random redistribution of the atoms; however, Matthiessen's rule also holds in this case. Whenever Matthiessen's rule does apply, the values of the quantity /3 = (p? — /(T, — T,), where p, and p, are the values of the resistivity at two fixed temperatures, T, and T,, respectively, is constant (independent of p,) for a given alloy or metal. In particular, if a sample of AuCu is subjected to ordinary cold work, the value of /3 remains equal to Po, the value for the ordered material. According to Orowan's theory,' as remarked before, a fatigued sample contains a large number of isolated severely cold-worked regions, which make up only a small proportion of the metal. Thus, if a sample of AuCu initially in the ordered state is fatigued, more or less disordered regions will be produced within the ordered material. If these regions are small enough so that Matthiessen's rule applies, then it follows from the previous discussion that /3 again will remain equal to Po. If the effect of fatigue is to produce cold-worked regions which are macroscopic—of the order of at least several electron mean free paths—the effective resistivity, p, has to be computed by use of the ordinary laws of large-scale electrodynamics. For the sake of simplicity, it will be assumed here that the cold-worked regions are completely disordered and have a resistivity, p,. Most minerals have experienced a slow hut perceptible decline in their annual primary production growth over the past hundred years. This decline is due to a combination of factors: (1) increased recycling; (2) exhaustion of the more accessible or higher grade ores; (3) partial substitution; (4) the more efficient use of materials; (5) progressive saturation of markets as living standards rise. Therefore, future demand for new mineral resources will probably be lower than anticipated. As the world population stabilizes, this slowdown in production growth will become even more pronounced.

The reprocessing of advanced fuels such as carbides, oxides, and cermets, containing up to 30pct pu has been studied. Dissolution of uranium carbides in nitric acid produces appreciable quantities of mellitic acid which has undesirable effects in subsequent stages of the process. Mixed oxides containing up to about 40 pct Pu in solid solution with UO, are soluble in nitric acid and a leaching type process in nitric acid for a stainless steel/UO,. PuO, fuel containing 30 pct Pu appears to be feasible. It offers considerable economic advantages THE reprocessing of the U-Cr alloy core of the Dounreay Fast Reactor was described by Buck and others at the Second Geneva conference.' This paper described the flowsheet and plant for processing a relatively simple fuel of good dissolution charac- over total dissolution routes. A new oxidation-sub -limation process is described for metallic fuels containing up to 12 pct Mo. New data is presented on the solvent extraction of uranium and plutonium nitrates into tributyl phosphate -odorless kerosene and of the influence of radiolytically produced acid phosphates on this part of the process. It is concluded that there are no insuperable difficulties which will prevent the satisfactory reprocessing of high burn-up plutonium fuels by a solvent extraction route. teristics and of low-plutonium content after irradiation. Can the mining industry in the United States accept the change and challenge of the "Now Generation" of an entirely new high-performance automated transportation system? Advanced transportation systems for the mining industry can be defined as those which lend themselves to automation and meet definite performance and cost objectives. The term automation shall mean that control of transportation system is accomplished by a closed loop electronic circuit which, when started on command, will continue to cycle as programmed until such time as an intelligent feed-back causes the system to shut down.

AT the Belmont mine of the Anaconda Copper Min-ing Co., Butte, Mont., a new double-drum electric main hoist and a single-drum electric auxiliary hoist have recently been placed in operation to meet the demand for greater hoisting depths, and to replace a steam-driven hoist which was inefficient and inade-quate for the new conditions. The ease of operation, safety, and efficient consumption of power of the main hoist all tend toward improved hoisting conditions. It consists of a 2150 hp. d. c. motor, directly connected to a shaft carrying two drums equipped with clutches and brakes. The auxiliary hoist consists of a 1000 hp. d. c. motor directly con-nected to a single drum provided with the necessary brakes. Fig. 1 shows the general arrangement of the complete installation, with idler towers and head-frame. The headframe is built of Bethlehem H and G rolled sections, equipped with two 12-ft. dia. cast steel sheaves for the main hoisting ropes. The sheaves are mounted 129 ft., 6 in. above the collar of the shaft; and above them trolleys are provided for their removal or repairs. Between the headframe and the hoist machinery are two idler towers for supporting the ropes on 3-ft. man-ganese steel idlers provided with roller bearings which fleet on a fixed shaft. As a city street is between- the mine headframe, and hoists, it is necessary to protect the thoroughfare from drippings of the preservative compound used on the ropes which pass over the street. For this purpose, at the point where the hoisting ropes cross the street ,a bridge of trusses, supported on columns and roofed with corrugated iron, is provided from property line to property line. Since one of the idler, towers is set close to the street, a part of the structure is built in-tegral with the street covering. The general design of idler tower as well as the covering over the street is shown at A in Fig. 1.

A quarter of a century of service of steel rails on our oldest railroads, many of which have changed their standard sections three or four times, has furnished, and is furnishing, excellent opportunities to study their wear and behavior in the track. Such experience is valuable for the design of new sections, now required to meet the constantly increasing severity of railroad service. Before presenting the new sections for consideration, I will briefly call attention to some features of past experience. For convenience of study, rails may be separated according to their weight and height into four groups, viz.: 1. Hails weighing per yard from 52 to 60 pounds, and 34 to 4 inches high. 2. " " " " " 85 or more " " over 5 " I Experience in this country is confined mainly to sections in groups Nos. 1, 2 and 3. • During the past few years I have had the opportunity to run my car over many thousands of miles of railway laid with the principal sections in use, and to obtain diagrams showing their deflections, permanent set, and, in a great measure, their manner of wear. The First Group.—The first steel rails imported, and those manufactured here, were light sections—included in the first group—and many of them, being rolled in rolls used for rolling iron sections, have pear-shaped heads, 2 3/8 to 2 1/2 inches wide, the base being heavy and from 1/4 to 1/2 inch narrower than the height. These rails were laid upon ties of solid timber, at least 8 inches face, spaced 2 feet from center to center. The moments of inertia of these rails were low, only ranging from 8 for the lightest sections to 12 for the heaviest. "Quiet, please!" is the newest directive being thrust at industry by guardians of the environment-with good reason. In countless cases, industrial noise is literally deafening its listeners, and sooner or later the volume must be turned down. Noise control is already mandatory for many companies under a Federal regulation that went on the books when the Walsh-Healey Act was revised last May 20. The new rules impose specific noise limits on any plants supplying the Government with goods under a contract valued at more than $10,000.

Higher coal quality is being recognized in potentially lowering the cost of power as measured at the bus bar. Assessment of potential coal supplies for most power plants is now going beyond buying at the lowest delivered fuel cost. It is now taking into consideration other factors, such as handling, storage, pulverization cost, boiler fouling, post combustion cleanup, and waste disposal costs. New measurements of quality are being considered now by those producing and those consuming the fuel by assessing numerous variables in the total fuel cycle to achieve the lowest possible power costs.

Industrial minerals are becoming increasingly important in Colorado's mining industry, not only in production value but also in the variety available and in their potential development for both conventional and new uses. Fluorspar, building stone, fire clay, and pegmatite minerals have been historically important but are not now extensively mined. Aggregates (sand, gravel, and crushed stone), cement materials, metallurgical limestone, and common clays currently are the highest valued commodities. Those offering the greatest future potential include diamonds, nahcolite and dawsonite associated with oil shale, alunite, potash, zeolites, and rare earths.

Availability of large-scale high field/high gradient magnetic separators during the past five years allows applications of magnetic separation to feebly paramagnetic materials which have been considered nonmagnetic in the past. Technology is now available for magnetically attracting not only feebly magnetic compounds of iron such as hematite and pyrite, but also hundreds of compounds of nonferromagnetic elements such as copper, tin, uranium, vanadium. Besides enabling novel separation of industrial minerals, metallic ores, and coal, the new technology also can be used in effluent treatment, catalyst cleanup, and purification of chemicals.
