History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. (New York Meeting. February, 1913.) For a number of years many attempts have been made to use thermit in order to do away with piping in ingots. Some of these attempts were successful, while others did not give the expected results. Nearly every plant had its own method of using the thermit, and no special care was taken to study, the results or to find the causes for lack of success. Formerly the principle of the process was to decrease the piping by introducing a can filled with thermit, attached to an iron rod, into the head of the ingot directly after it bad been poured. In this case the thermit reaction took place in the upper part of the ingot, and it was thought that through the heat produced the head would keep liquid longer and piping thus be reduced. In other words, the aim was to keep the head of the ingot open by making use of the heat of the thermit reaction, which would thereby give the gases in the steel sufficient time to escape. This result can be attained by the application of a large enough quantity of thermit, but it would not be economical in general practice, and could only be used for high-grade material. Many steel-makers abroad and in this country have had this experience. The Th. Goldschmidt A. G., Germany, has, therefore, made a special study of this question with the co-operation of a well-known steel company, and has worked out a new method for. the application of thermit for this purpose. The results obtained have been most satisfactory and reliable, and this- process is now used in Germany on a large scale in many prominent steel-works.

INTRODUCTION The chapter discusses the procedures and operations starting with the actual training of operations personnel with respect to a grinding mill circuit and a typical check-out and start-up of a grinding circuit before turning over the operating circuit to production personnel. For the purposes of this paper, it will be assumed that the mill circuit installation is at a new location or a new operation at an existing operation. Expansion of an existing grinding facility would probably require less time-consuming and less costly procedures than those that will be outlined here. There are numerous arrangements and types of equipment that can be used for grinding circuits. For example, the grinding could be wet or dry. The grinding mill could be a rod or ball mill or some combination. The circuit could be open or closed. The closed circuit classification could be accomplished with rake classifiers, spiral classifiers, cyclones, stationary screens, or vibrating screens. To limit the discussion, the grinding circuit shown on Figure I will be discussed. The circuit includes a dry ore feed by a belt conveyor (feeder) to a wet ball mill. The ball mill discharges to a cyclone feed pump box and pump. The pump feeds a cyclone type classifier with the cyclone underflow returning to the ball mill feed and cyclone overflow being the required grinding circuit product. For the purposes of this paper, it will also be assumed that the extensive overall preparation necessary for every start-up has been accomplished. These preparations are only outlined here as they have been adequately dealt with in recent papers. (1), (2), (3) The items in these preparations would include. 1. Appointment and indoctrination of the start-up organization. 2. Integration of the start-up into the overall project schedule. 3. Development of the specific start-up schedule. 4. Budget determination and monies appropriation.

The diamond drilling of certain characters of unstable rock formation, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as a caving " of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving—with resultant difficulties, such as decreased speed of sinking and increased consumption of diamonds—would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the out~ide of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole. At the Bingham Canyon pit operated by Kennecott's Utah Copper Division, the demand for geology has recently grown and diversified so rapidly that it has necessitated a revolution in geologic mapping techniques. The most significant changes in method have been in the preparation of the base map and in the computer application of collected data. Formerly maps were prepared by surveying with a transit or plane table. Now, however, a photogrammetric map with a scale of l in. to 200 ft is prepared semiannually and updated continuously to keep pace with the removal of more than 350,000 tons of material a day. Larger-scale bases of areas with specific problems such as un- stable slopes are prepared with aerial and terrestrial photography and photo-mosaics. Note sheets designed for computer application speed the processing of data. The multiplying applications of geology at the Bingham mine now include studies of the effect of structure, rock type, and alteration on slope stability, the relationship of sulfide mineral distribution to concentrating results, the effect of rock and mineral types on waste dump leaching, and the requirements of a reliable internal source of silica flux for smelting, as well as many others.

Many large high-grade manganese deposits occur in marine-transgressive sedimentary sequences deposit fed on stable platforms, although the manganese mineralogy varies from carbonate to oxide facies and host lithologies vary from carbonate- to clay-dominated sections. Examples include the Nikopol and related deposits of the Soviet Union and Groote Eylandt, Australia. Recent work has shown that high sea-level stands are synchronous with stratified and stagnant oceans. We suggest that during transgressions and consequent anoxic events, the anoxic deep waters rich in dissolved manganese were dilute ore-forming fluids. Manganese was precipitated on the oxidized side of oxidation and alkalinity interfaces on shallow shelves. Where the precipitate was preserved, manganese ac- cumulated into ore deposits. Sedimentary manganese deposits have not been widely explored for in North America, nor are they always obvious in outcrop. Large areas of North America are underlain by rocks that we consider broadly favorable for such manganese deposits, and the disparity between the high potential but significant reserves of the United States is difficult to reconcile. Important undiscovered deposits seem likely. An area of Cretaceous rocks in South Dakota is presented as a possible location for a United States deposit analogous to foreign deposits described herein.

The water-hoisting tanks herewith illustrated have been designed for removing large quantities of water from recently-flooded mines, through their hoisting-slopes, with rapidity proportional to the capabilities of the hoisting machinery available, the tanks being adaptable to slopes of small sectional areas and varying pitches. The following features may be of interest to those operating mines liable to be flooded. 1. The arrangement of doors on each tank by which it may be automatically filled by immersion at any point on the varying pitch of a slope, the water being retained while hoisting on the flat as well as on the steep pitches, and quickly and autoniatically discharged at the top. 2. The arrangement, in connection with the above-mentioned doors, of side-wheels over the rear wheeh of each tank and of sidedumping tracks at the top of the hoist, for the automatic emptying and quick return of the tank. 3. The arrangement of two or more tanks, one in front of the other, so as to give as large a capacity in a single hoist as the enginepower will permit, yet without making any tank too large for the sectional area of the slope, or of unwieldlp length, or of such a shape that it cannot easily pass over vertical curves; and without concentrating too much weight on any one pair of wheels or on any point of the track. The details of construction and method of operating are shown by the accompanying sketches (Figs. 1 and 2), and the following more detailed description. At the end of each tank is a large iron door of almost the full size of the end of the tank, opening inwards, so that when immersed the tanks fill almost instantly. The names of members who have accepted election during March and April, 1907 (new members), are printed in italics. The large number of changes of address since Jan. 1, 1907; shows the importance of publishing these changes as frequently as possible, and the Bi-Monthly Bulletin has. been selected as the means to present this information to the members of the Institute. By the simple method of cutting out these names and addresses and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date, and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages.

The main value of earth magnetic measurements, outside of certain mining problems, resides in the study of deeply buried tectonic phenomena related to regional and local geology. Magnetic surveys are a necessary complement of gravimetric measurements, especially of pendulum surveys. To date, magnetometer prospecting has been used chiefly in the study of sedimentary basins where petroleum structures are associated with the uplifted basement rocks. There are, in the literature, innumerable articles dealing with such surveys as applied to oil geology but few treat of broad geological features related to regional magnetic disturbances of the earth field. An important piece of coordination work has been made by Jean Jungl for the magnetic and gravimetric measurements made in France and their geologic significance. A similar attempt at correlation of the known geology with the anomalies of the vertical component of the earth magnetic field has been made for the United States by George B. Somers2. Taking the magnetic vector as a whole, W. P. Jenny3 made a coordination of magnetism and geology for the main producing oil states of the United States. A more detailed study along the same lines is published by A. Van Weelden4 for southern Oklahoma and northern Texas; in this work magnetic and gravimetric measurements taken at stations as close as one mile apart are compiled and compared to the regional geology of the Ouachita-Amarillo uplifted area. From the literature mentioned, it is evident that reliable interpretation of magnetic' anomalies can be arrived at only when the magnetic stations are numerous and cover the area in a close net of measurements, therefore the works of Somers and Jenny, based on sparsely distributed Government measurements, can be regarded only as preliminary programs indicating lines along which further work should be done, whereas the coordination made by Van Weelden is an example of the contribution to the knowledge of regional geology that can be arrived at by the use of applied geophysics. Samuel Thomas Wellman, of Cleveland, Ohio, prominent in the iron industry on the Great Lakes, died suddenly of heart disease at Kennebago, Me., July 11. He was on his way to the camps of the Megantic Fish and Game Association .of which he was a member, when stricken. He was one of the founders and directors of the Wellman-Seaver-Morgan Co., of Cleveland.

In this year's review, the concept of solution mining has been expanded to include total solution as well as the technology of leaching, or partial solution methods. Leaching methods continue to make strides in the processing of metallic minerals, particularly in copper and uranium production. No quantitative data are available on the increase of leach operations; however, it is known that there were more systems installed in 1969 and that the estimated 15% of U.S. domestic production of copper produced in 1968 was by leach methods.1 While the number of publications appearing during the year were few,2,3 there were special sessions in this field at the AIME Annual Meeting and SME Fall Meeting in 1969 and more scheduled for these meetings in 1970. Significant areas that should be mentioned are: the continuing interest in bacteria to convert sulfide sulfur to acid thus reducing reagent costs in both copper and uranium sulfide ores, the exploration of leaching agents other than common mineral acids or alkaline solutions,4,5 kinetic studies of leach mechanisms and the development of microfractures for increased leach solution penetration by use of chemical or atomic explosives.6,7

SME hopes to publish its first separate volume of Mining Exploration Transactions later this year. The reason for this separate publication was stated in "Rock in the BOX," December 1969 [ ], p. 14, as follows: "Because of the great upsurge in mineral exploration (during) the last few years and the fragmentation and narrow specialization of the earth sciences into a great many fields not directly related to exploration, many explorationists feel that a need for a special journal devoted to mineral exploration now exists." To summarize the history behind this change in publication policy of the Mining and Exploration Division, we go back to 1968 when a small group of M&E Division members advocated the establishment of an entirely separate journal devoted specifically to exploration. S. Parker Gay Jr. was appointed chairman of an ad hoc committee to investigate the feelings of the other Division members toward such a journal. Approximately one thousand questionnaires were sent out and the returns showed an extremely favorable reaction. Gay reported the results of his survey to the M&E Division Executive Committee Meeting in Salt Lake City in September 1969. These results were also published in the December 1969 issue of [ ].

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

Several methods have been devised for rapid determination of sulfur in coal using a high-temperature combustion furnace. The fundamental principles of the various methods are similar but the techniques vary widely. The method described herein is no different in principle from some of its predecessors but varies considerably in technique. Originally devised to overcome the low-accuracy criticism leveled against the others, the tube-furnace method has proved successful for limited applications. Work is being done to widen the applicability of the technique. Subsequent to the work of A. Vita1 in 1920, a number of investigators have published data dealing with the rapid determination of sulfur in coal using a high-temperature combustion furnace.2-5 These, together with several unpublished methods, involve wide differences in technique although they are all similar in principle. Investigation of typical details of procedure showed that poor precision or accuracy could be attributed to one or more of the following: 1) inadequate quantity of sample to be representative, 2) a delivery tube temperature too low to confine condensation to a washable area of the tube, 3) no provision for back washing the delivery tube, 4) incomplete absorption of the sulfur compounds due to inadequate bubbler, and 5) the false assumption that all of the sulfur is evolved as sulfur dixoide. The method herein discussed is no different in principle from some of its predecessors; the differences are in technique. Although the method is rapid—a determination can be completed in 5 min— accuracy has riot been sacrificed in order to achieve speed. MATERIALS AND EXPERIMENTAL WORK Fig. 1 shows the arrangement of the equipment. A metered volume of oxygen is passed through calcium chloride for removal of moisture, then through Ascarite for removal of carbon dioxide, and thence through a glass tee to the feed end of the combustion tube. Connected to the side arm of the glass tee is a rubber tube that is closed with a pinch clamp during combustion of a sample. The products of combustion are expelled through a Vycor bubbler, the end of which is submerged 3 cm below the surface of a 1 pct hydrogen peroxide solution contained in a 300 ml high-form beaker. At the completion of the 4-min combustion period the contents of the beaker are titrated to a yellow end point, using a methyl red indicator, with 0.05 N sodium hydroxide (or sodium tetraborate). The pinch clamp on the tube leading from the tee in the oxygen line is then opened and mouth suction applied to draw the hydrogen peroxide up into the bubbler past the ell, almost to the rubber tube connecting the bubbler to the combustion tube. This washing of the bubbler is repeated until no further acid reaction with the indicator is obtained. The hydrogen peroxide-sul-furic acid solution is then titrated to the final yellow end point. Test work conducted at the Robena Laboratory disclosed the following critical conditions that had important bearing on the precision of the method: Weight of Sample: Several series of tests wherein the sample weight ranged from 0.1 to 0.5 g of -60 mesh coal showed that the lowest variance (standard deviation squared) resulted from the use of 0.5-g samples; the variance was slightly greater when 0.3-g samples were used, and with less than a 0.3-g sample weight the variance increased rapidly with decrease in weight. Although the use of a 0.5-g sample invariably resulted in a very slight explosion as soon as the sample entered the hot zone of the combustion tube, this did not detract from the precision of the method. Temperatures: Mott and Wilkinson5 found that a combination of low temperature (1250°C) and low oxygen flow rate (less than 700 ml per min) tended to give high results due to formation of oxides of nitrogen. Although the method herein employs a much higher oxygen rate than 700 ml per min, as an additional precaution to assure accurate results, 1315°C (2400° F) is recommended as the most desirable furnace temperature. WITH J. T. Ryan, of Pittsburgh, in the chair, 40 men on Monday afternoon were attracted to the first meeting of the new Health and Safety in Mines Committee. The speakers were well received and the discussion was good and virile. The field and scope of the new Health and Safety in Mines Committee was reviewed briefly, yet concisely, by Scott Turner. This committee is to cover the whole mining industry, in which much progress in reducing accidents has been made in recent years. Members of the A.I.M.E. can considerably assist in this important problem.
