Recent start-up of the Pinto Valley mine and mill is expected to add to domestic copper mine capacity by some 62,500 tpy. Owned and operated by Cities Service Co.'s Miami Operations, the complex lies approximately 5% miles west of Miami, Ariz. The estimated $100- million project, the largest single construction project ever undertaken by Cities Service, includes the Pinto Valley open pit mine, a 40,000-tpd concentrator, and a 10-mile slurry pipeline that will transport a 28% copper concentrate slurry to a new filter plant located in Miami. Concentrate will be treated nearby at Inspiration Consolidated Copper Co.'s new smelter complex. The current pit design contains reserves of approximately 350 million tons of ore averaging 0.44% Cu. Based on an initial production target of 40,000 tpd ore and 60,000 tpd waste, mine life is estimated at 24 years. The current stripping ratio is 1.5: 1, requiring the ultimate removal of more than 500 million tons of waste and leach-grade material.

WITH the modern trend toward motor drive in coal mines, more careful forethought should be given to future layouts than has usually been done in the past. Both top and bottom equipment of future new mines is likely to differ radically from those of a decade ago. No one is able to predict very far ahead, but provisions can be made to allow for uncertainty. One thing stands out: the mine of the future will be laid out for long life compared to that of the small mine of the past, where an inexpensive top plant, simple equipment, a small timbered shaft, small cars, light rail, hand loading and mule haulage all contributed to a short economical life.

Ocean environmental factors are an intriguing new set of parameters to be dealt with in the prospecting and exploration phases of resource development for both the continental margins and the deep ocean. While information and data gathering programs for ocean minerals would parallel onshore procedures, their costs generally run higher. Commercial Prospecting-Identification of Mining Sites Two modes of prospecting can be identified-commercia1 prospecting (in which the ultimate objective is to define potential mining sites), and scientific prospecting, which is conducted with different objectives in mind. For ocean exploration, both types of prospecting are carried out prior to the obtaining of any exclusive rights to explore and exploit a specific deposit. Deepsea's John Flipse adds: "Any commercial prospecting program should by its very nature require the freedom to search wherever minerals might occur with maximum flexibility."

ONE of a series, this report is concerned with the experimental documentation of the deformation behavior of pure metals over a wide range of temperature. Previous reports in the series describe the creep behavior of platinum1 and aluminum2 and the tensile behavior of copper,&apos; silver,& and molybdenum.5 Subsequent reports will describe the creep behavior of copper and silver and the tensile behavior of platinum, thus providing extensive creep and tensile data on four face-centered-cubic metals tested under comparable conditions. Material Two lots of high-purity aluminum were used in this investigation. One lot, designated AC, was obtained direct from the Aluminum Co. of America as high-purity aluminum in notch-bar form. A typical analysis of this type of aluminum is 0.006 pct Si, 0.015 pct Cu, 0.006 pct Fe, and 99.975 pct Al. Lot BS was obtained from J. I. Hoffman of the Bureau of Standards as a portion of the Aluminum A described in his report of the redetermination of the atomic weight of aluminum.6 Lot BS originated with the Aluminum Co. of America also, and was received in the standard notch-bar form. A detailed chemical and spectroscopic analysis of lot BS has been published.6 Principa1 impurities were 0.006 pct Si, 0.003 pct Fe, 0.002 pct Cu, and >99.987 pct Al. Samples were processed identically by room-temperature swaging and drawing to 0.030 in. diam wires from approximately ½ in. diam rods that were machined from the notch-bar pigs. Samples were cut from the cold-drawn wire, placed in a grooved graphite block in groups of thirteen, and annealed in air for 1 hr at each of several temperatures, with the results shown in Table I. The two lots of aluminum responded quite differently to annealing, the behavior of aluminum AC suggesting that its grain growth was controlled by impurities. The recrystallization texture of aluminum of similar purity comparably treated has been reported as predominantly <111> fiber with some <100> fiber present.7 Testing Procedure The testing procedure and method of analyzing the data have been described previously.2,3 Annealed specimens of 5 in. gage length were tested in an Instron tensile testing machine at a constant head motion corresponding to a strain rate of 0.04 min-&apos; at a number of temperatures. Based on the technical features of the Feng- huang-shan concentrator, the authors have designed a new scheme for optimal search and self-adaptive control in flotation process, in order to apply computer control to the concentrator. Hence, a plant test of optimal control in bulk flotation of copper and iron sulfides was successfully carried out. The control parameters are xanthate addition, pulp level, and amount of aeration, etc., in flotation cells. Two mathematical models of multiple parameters established by the authors were adapted and flotation efficiency was used as an objective function in the control.

Since 1941 not more than 15 per cent of aii wildcat wells drilled in Louisiana have been successful. This figure is not too discouraging, especially in view of the fact that during the same period approximately 80 per cent of all wells (average 701 wells per year) drilled in or adjoining producing areas were successfully completed. However, a somewhat discouraging aspect concerning Louisiana&apos;s wildcat completions is that in 1942 only 12 out of 20 fields found were oil fields; in 1943, only 13 out of 24; and in 1944, only 8 out of 21. This means that an operator has less than a 50:50 chance of finding an oil field. In other words, it is more likely that he will find a gas-condensate field. This fact has become increasingly evident as the data for each year are compiled and compared. Yet, strangely enough, operators are reluctant to accept this fact and plan accordingly. Certainly they cannot continue to search for oil fields and, for the most part, end with shut-in gas-condensate wells. The reason for shutting in is that there is no immediate and satisfactory market for all the gas being discovered. The solution, and it is a very satisfactory one, as experience in Louisiana has already demonstrated, is cycling. The advantages of this type of operation of gas-condensate fields, especially where the entire field is pooled and unitized, should be self-evident. These advantages will become increasingly more important, especially now that legislatures, regulatory bodies, royalty owners, and others are beginning to realize that "reasonable development" in a field is not indicated by the number of wells completed, but rather by the method of development. To complete a great many wells that can produce at only, partial capacity is waste. Producing hydrocarbons from these wells and not subjecting them to processing by surface operations, in order to recover all liquefiable hydrocarbons, is waste. Permitting bottom-hole pressures to drop or gas-oil ratios to increase because of excessive production is waste. Loss of leases and of wells because of inability to produce or to meet lease obligations is waste. Therefore, it is becoming increasingly apparent that a reservoir entirely pooled and unitized with a minimum number of completions, but over which there is exerted careful control so as to provide maximum recovery and the processing of all hydrocarbons brought to the surface, is the only logical and reasonable method of developing a gas-condensate field. Oil Production Twenty-one new fields, including three rediscoveries, were found during 1944. Three of these new discoveries—Delhi in northeast Louisiana, Good Hope in southeast Louisiana, and West Tepetate in southwest Louisiana—should add considerably to Louisiana&apos;s oil reserves. The other discoveries were either gas condensate or of apparently little consequence. Colorado nahcolite deposits, estimated at 29 Gt, formed in an asymmetric permanent-lake basin whose waters were rich in algae and sulfate-reducing bacteria. Nahcolite (NaHCO3) occurs in oil shale of the Green River Formation (Eocene) as aggregates (62%), disseminated crystals (24%), and impure beds (13%). Because much of the nahcolite is nonbedded, it will be mined with oil shale and can be concentrated to marketable grade by crushing and screening. Impurities in nahcolite are kerogen, quartz, pyrite, and carbonate minerals. A promising new market for nahcolite is in the process of removal of sulfur dioxide from industrial stack gases. When heated, nahcolite reacts with sulfur dioxide to form sodium sulfate. Differences in thermally induced microporosity may explain why nahcolite is more reactive than trona, a Possible competitor with nahcolite for SO2 removal. Limited production of nahcolite at one or possibly two localities is expected in the next several years, but large-scale production is probably at least 10 years away.

According to Vorwärts, the German Mining Commission sent to ascertain the damage done to the mines of France says that the work of restoring these mines will furnish work for all the unemployed in Germany for the next 8 years. The commission said the work of reconstruction would have to be clone from. "the ground up," especially in the Departments of Pas de Calias, Courriere, Lens, Lievin, Drocourt, Mourchin, Carvin, and Dourgas, where the destruction was pronounced "terrible." Most of the mines have been "drowned," and in rebuilding new shafts would have to be protected against the inward pressure of water. The Germans declared the work of restoration would not only be one of great difficulty, but that in many cases it was impossible to ascertain the extent of the damage clone to each mine. They also said it was not easy to fix responsibility for the destruction because it was done by nu-merous groups of troops and the records showing where each military unit was located and at what period were not complete or available.

In the past, steam engines were used in practically all cases for driving the machinery in and about an anthracite breaker, and hence few or no accurate data were available as to the power requirements for starting and operating the individual machines, which make up the complete equipment. It was impossible to segregate the power necessary to drive each individual machine, first, because the equipment was driven in groups, and second, because it was impracticable to obtain graphic, integrated, or instantaneous records of the horsepower used. As a result of these conditions, it was found, when individual electric motors were applied to the various machines, that more accurate and complete data were needed in order to provide motors of the proper power and design for the particular services to be rendered. In order to obtain the desired information, the writers made and collected a number of tests, from time to time, on the individual motor drives in electrically operated breakers, and as these tests have been of great value, it occurred to them that a paper giving the results might be of service to other engineers interested in similar installations. Table I shows the results of these tests. All the motors tested were of the three-phase, 60-cycle, 440-volt, induction, squirrel-cage type, except a few, which, on account of size and starting conditions, were of the wound-rotor type. The instruments used in making these tests were: An integrating watt-hour meter, a graphic ammeter, and a graphic voltmeter. These instruments were connected in each motor circuit, and a record of a day&apos;s run of 9 hours was obtained from each machine. From these tests, the running light load, the average all-day load, and the instantaneous peak readings in amperes, volts, and kilowatt input, were obtained. By means of the characteristic curves obtained from these motors at the factory, the power factor, the efficiency, and the horsepower output were calculated for each particular test. Starting tests were made by the brake-arm method, in which the torque in pounds was measured directly on a spring balance.

Problems of oil recovery are attacked from the approaches dictated by the two strikingly dissimilar complexes that comprise an oil reservoir—the fluid complex and the interstitial complex. Knowledge of the fluid complex, due to labors in the fields of fluid mechanics and physical chemistry, has far outdistanced knowledge of the interstitial characteristics of the sand complex. This paper is concerned with the latter and applies the technique of statistics to petrographic facts—namely, porosity and permeability—dealing with what might be called petrometry. Statisticians have long worked within the problem of reconstruction of a universe oi variables by means of samples that comprise a small percentage of the universe from which the samples were drawn. Core-analysis data comply with the requisite of random sampling as stipulated by theoretical statistics. A basic concept of statistics employs t.he following substitution: 1. The results of sampling are arranged as a frequency distribution. 2. The observed frequency distribution is compared with a mathematically precise distribution. 3. If a sufficiently good agreement is found between the two, the precise distribution is substituted in all subsequent operations involving characteristics of the sampled material. This mathematically precise distribution is also known as the normal curve, curve of error, the probability, the Gaussian, and the bell-shaped curve and is describable with but two figures. Further, these two figures, the arithmetic average and the standard deviation, are subject to mathematical manipulation. This paper demonstrates that, in some cases in the Dominguez field of Southern California, if sufficient core-analysis samples are taken over not too great a thickness of sediments, the resultant permeability and porosity assemblages give satisfactory agreement with ilormal curves. It is shown that the indications are strong that oil wells wherein a satisfactory agreement is found are predictable as to productivity. Since the predictions are made by employing the laws of chance that are operative within sedimentation, it follows that the mechanism by which the predictions were made is a basic concept of reservoir mechanics. Therefore, tentative examples are given of the application of normal curves to the solution of problems of primary and secondary recovery. Nature of Permeability Frequency Distributions Core-analysis data are made available as a tabulated depth vs. permeability profile. The nature of the distribution of permeability values within a given strati-graphic interval may be approximated from an array constructed with samples plotted in the order of their appearance with depth (accession number) against their permeability value in millidarcys. In Great Britain all analytical chemists are styled assayers, but in the United states a slight distinction is made, assayers being considered those analytical chemists who have chiefly to do with the determination of the precious metals. There have grown up around the assayers of precious metals a number of customs and traditions which, as a rule, do not fetter American chemists when called upon to determine the composition or constituents of any samples submitted to them for analysis. In Great Britain, on the other hand, trade-customs even go to the extent of enforcing the employment of an admittedly erroneous atomic weight in certain alkali-determinations. If the American chemist is asked to determine the amount of lime in a water, potash in an alkali, or silica in an ore, the owner of the sample does not presume to suggest what method he shall employ, nor does he question his report on the ground that he should employ another method. But even in America it is different with the assayer. Unfortunately for the guild, as well as for those who have to base business operations on the reports of assayers, customs and traditions as well as divergent interests seek to circumscribe him in his choice of method and sometimes dictate how he shall perform his operations. This was true at one time of copper, which to-day in England is still determined by the so-called Cornish fire-assay, an attempt to imitate in the laboratory the various metallurgical operations in the smelting-works; but nowhere in this country is the assayer forced to employ any particular method for determining copper so long as his certificate indicates the true total percentage of copper in the sample. It is true that both buyers and sellers demand use of the electrolytic method, but only because it is the most accurate. In America the trade accepts the assayer&apos;s statement as final, and makes

INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let&apos;s examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company&apos;s financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate. When the investment is rejected they are advised that one reason was that the reinvestment assumption inherent in the discounted

This paper is the result of a research program entered into cooperatively by the General Reinsurance Corporation and Lehigh University in January 1944. The research program was instituted to find a more positive method to determine the presence of hazardous roof conditions in mining operations. The co-authors, together with Mr. R. D. Currie, Engineer for the General Reinsurance Corporation, started working on the project in January 1944, first undertaking a library search; second, a preliminary study based on some existing equipment; third, the design of new and more suitable equipment; and finally, the field testing of equipment and methods. PURPOSE Any study of the accident statistics of mining operations will disclose the rather startling fact that approximately 50 to 60 per cent of all fatal underground accidents in the anthracite and bituminous mines are caused by falls of roof and coal, the metal and nonmetal mines showing only a slightly smaller percentage. Advancements in safety engineering have produced definite results in the decrease of accidents due to blasting, haulage, electricity, and explosions but no such decrease is shown in those caused by falls

• Pellets of concentrated iron ore have been smelted in the blast furnace by Armco and the results proved satisfactory. Various percentages of pellet burdens were tried and it has been found that charges up to 70 pct pellets are workable. •In the reorganization of the Department of the Interior, two new assistant secretaries were appointed and the work divided between the four assistant secretaries. C. Girard Davidson will head a division of mineral resources including the Bureau of Mines, Geological Survey, Division of Oil and Gas and Division of Geography. •Germanium, one of the rarest of metals and a wartime strategic material, has been discovered almost in the shadow of the Capitol. The only catch is that the scattered nature of the deposits makes profitable recovery extremely doubtful. Nevertheless, experts have tabbed the concentration in the District of Columbia area the world&apos;s second richest known concentration of the element. • Cakes of mica, weighing up to 500 lb, have been formed at the Colorado School of Mines by a new "cool hearth" method. The process avoids use of crucibles and contains the molten mica in a basin of unmelted raw mixture from which the melt was derived. Crystallization takes place in this melting basin which forms a center pool surrounded by a solid cool mass of the unmelted raw mixture. • William 1. Baxter, of the International Economic Research Bureau, predicts a period of deflation because of war-essential restrictions on consumer credit and materials use. He stated; "the recent prosperity was based mainly on the sales boom in autos, homes, and household accessories." •Two subsidiaries of United States Steel have decided to build four new ships immediately to augment iron ore and limestone carrying capacity on the Great Lakes to meet demands created by the national defense emergency. •The Norfolk and Western Railway is making a complete change over to coal to drive its locomotives. •A national roster of scientific personnel similar to the one used in the last war will be established by the Office of Education, by agreement with the National Security Resources Board. The new unit, the National Scientific Register Project, will make studies of the Nation&apos;s scientific manpower supply and recommend steps to increase the numbers of skilled personnel where needed. •National Lead Co. will start construction immediately of new facilities at St. Louis, Mo., for production of titanium pigments for paints. Producers of titanium pigments have been under considerable pressure to meet all demands from paint manufacturers, particularly for titanium dioxide. •The basic criteria for deferment of reservists in civilian occupations are (1) the Department of Labor List of Critical Occupations, and (2) the Department of Commerce List of Essential Activities, both of which were announced Aug. 3. Fundamentally, the reservist deferred must be engaged in a critical occupation which is necessary to a highly essential activity, and he will be deferred only until he can be satisfactorily replaced in that occupation. A delay in call to active duty, it was emphasized, may not be considered as an indefinite exemption from military service.
