IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann's original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann's factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann's factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. INTRODUCTION Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA, have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic units, or benches, within the coal seam can be made. These units are recognizable in the core and also on geophysical logs. Like any systematic approach, geologic modeling has been refined and improved through new technologies. Today, coal seam properties are mapped using computer applications. Rapid access and manipulation of these data allow for optimization of mining efforts. This presentation will demonstrate how a detailed mapping program can be important in both pre-mine development and in-pit quality control.

THE MAJOR use of spelter has always been for the coating of iron and steel products, the process of coating being known as "galvanizing" and the products themselves as "galvanized," except for a couple of years during the war, when the consumption for brass making became superior, in the United States at least, owing to military demands. Since 1919, however, the consumption of spelter for galvanizing has regained the premier position, but not with such a long lead over brass making as previous to the war. The last development is ascribable to two main reasons, viz., an increased demand for brass in new industries, especially automobile manufacturing; and a diminished use of spelter per unit of iron and steel galvanized. MAJOR IMPORTANCE OF SUBJECT The last mentioned matter has already been the subject of some discussion and of some literature. The galvanizers have been charged with deliberately thinning their zinc coatings, with the consequence of producing inferior goods and thereby jeopardizing the whole galvanizing business. Zinc producers have been concerned about this, out of consideration of both the less use of zinc per unit of iron and steel and the fear that, the number of units produced may be curtailed. It has been argued, among other things, that the present policy of American galvanizers would impair their ability to compete in foreign markets with British galvanizers, who have been represented as making a superior product.

IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Aging of specimens of Au-20 at. pct Ni and Au-40 at. pct Ni has been followed with electron microscopy, resistance, magnetic measurements, and X-ray diffraction. The periodic structures observed by electron microscopy in Au-Ni alloys by Fisher and Embury are shown to be due to nickel-rich prepre-cipitates. Assuming this alloy system undergoes spinodal decomposition, our observations and available data on thermodynamic properties and elastic constants indicate that the gradient energy coefficient in this system is of the order of 10-5 ergs cm-1 . Shifts of X-ray peaks in this system have been found to be due primarily to residual stresses, not faulting. A large effect of applied stress during aging was detected by X-rays and electron microscopy for the Au-20 at. pct Ni alloy. The presence of a preprecipitation stage during aging of gold-rich Au-Ni alloys for short times below 300°C has been indicated by several previous investigations. Changes in electrical resistivity,1"3 elastic modulus,4 superparamagnetisrn,5 positions of X-ray diffraction peaks,6 and hardness7 have been studied. Electron diffraction and microscopic studies by Fukano8 and Fisher and Embury9 respectively showed that the precipitation process resulted in the formation of periodic composition fluctuations—perhaps spinodal decomposition. MOSS10 detected a satellite with X-rays in quenched specimens, but the wavelength was much smallerthan that found by Fukano. Recently Woodilla and Averbac11 detected a modulation similar to that found by Moss, but with electron diffraction. They suggested that the microstructures observed by Fisher and Embury may be simply due to a Moir'e effect from a back deposit of gold during electropolishing. Satellites in electron diffraction can be enhanced by small bends or tilts of a foil. Even if this were not the case, asymmetric satellites, as are found in Au-Ni are difficult to analyze. They are principally influenced by the large differences in atomic size in this system, and obtaining information on the associated composition fluctuations depends on assumptions as to whether or not there are isolated clusters or composition "waves", and in the latter case whether or not the entire specimen has decomposed. Assuming that decomposition was complete in alloys aged at low temperatures, Woodilla and Averbach suggested that the satellites indicated a composition which varied about the average value by only± 5 pct, much less than that predicted from the phase limits, Fig. 1; they attributed this small variation to a cessation of the reaction caused by the loss of mobile vacancies. In Ref. 12 it was shown that vacancies are trapped by the preprecipitate in this system. Furthermore, after reversion, aging proceeds at a much slower rate than immediately after a quench from the solution temperature,5'11,13 indicating the importance of vacancies in the kinetics. In some senses Au-Ni is a favorable system for studying preprecipitation and reversion mechanisms because of the simplicity of the equilibrium diagram14 and the availability of good thermodynamic15 and diffusion data.16,l7 The calculations necessary to relate the decomposition process to classical nucleation and growth or to spinodal decomposition, as well as those necessary for understanding reversion mechanisms, can, therefore, be made. As an example, the position of the chemical spinodal, calculated from the thermo-dynamic data of Sellars and Maak15 with the method described by Rundman and Hilliard,18 is included in Fig. 1. It is compared to the chemical spinodal calculated from the equilibrium miscibility gap by Cook and Hilliard's method.l9 Included is the coherent spinodal suggested by Golding and MOSS," using measured elastic constants for their calculations and the same ther-modynamic data. The spinodal estimated by Woodilla and Averbach,11 by determining the temperature limits for the observation of the satellites discussed above, is also given. Unidirecltonally sulidijied AL-A13Ni was found to exliibit excellent microstructural stability to 508°C. Above this temperature the transverse micvostructure coarsened in a manner analogous to "Ostwald Ripening", but the A13Ni whiskers did not spheroidize or foreshorlen. The coarsened whiskers reinforced the matrix as effectirely as the finer whiskevs and no reduction in room-temperature tensile strength mas noled after exposure for 90 hr at 96 pel 0-1 the absollite melling temperature of the eulectic. The slability was auribucted to the presence of low-index (and presurrlably lor-energy) cvystallographic interjaces between phases. The driving force for microstructural coursening was presumed to be the reduction of interfacial energy between the phases. Finer micvoslructures were found to coarsen more rapidly than those which weve imitally coarser. FIBER-reinforced metals have been shown to exhibit good short-time tensile properties at elevated temperatures.1-4 However, many elevated-temperature applications require long-time property retention which dictates the necessity for microstructural stability. Two types of instability are common to fiber composities. The first, chemical instability, is due to chemical reaction between the matrix and the relnforcing phase. Petrasek and weeton5 have shown that chemical reaction between tungsten wire and several copper alloy matrices resulted in degradation of the reinforcing phase and reduction in strength of the composite materials. Kreider and Leverant4 have noted similar behavior for boron-reinforced aluminum above 400°C. The second type of instability arises in systems in which the phases are essentially chemically stable with respect to each other and is characterized by spheroidization and/or agglomeration of the reinforcing phase. parratt6 has reported this type of degradation to occur relatively rapidly at moderate temperatures for nickel and cobalt alloys containing whiskers of silicon nitride, aluminum oxide, and silicon carbide and has identified it as "physicochemical" instability. Although both types of instability are the result of the differences in the chemical potential between the fibrous phase and the matrix, they may be differentiated by the fact that the second type, "physicochemi-call' instability, results in little or no net change in the composition or amount of each phase present. It does, however, result in a morphological change which profoundly affects the strengthening mechanism. Chemical interaction. on the other hand, results in a change in the composition and amount of one or more of the phases present, or the appearance of a new phase. In the latter case, the appearance of the mi-crostructure, that of a fibrous phase aligned in a matrix, may remain essentially unchanged, but the chemical degradation of the fiber results in markedly reduced composite strength. This investigation was initiated in an attempt to evaluate the microstructural and related mechanical property changes of a whisker-reinforced eutectic composite after elevated-temperature exposure. The composite system chosen for this study was the uni-directionally solidified A1-A13Ni eutectic which Lemkey. Hertzberg, and Ford7,8 demonstrated to behave as a whisker-reinforced composite. The microstructure of the unidirectionally solidified material consists of aligned needles of A13Ni in a matrix of aluminum. EXPERIMENTAL PROCEDURE Eutectic ingots having a nominal composition of 6.2 wt pct Ni were produced by melting 99.99+ pct A1 and 99.99 pct Ni in recrystallized alumina crucibles in an argon atmosphere. The analyses of the starting materials are listed in Table I. These master heats were cut up? melted by induction heating, and unidirectionally solidified vertically in 1/2 -in.-ID. 6-in.-long graphite crucibles, in a dynamic argon atmosphere. Therma1 gradients in the liquid were determined by measuring the temperature in the melt as a function of apparatus travel distance, as discussed by Kraft and Albright.9 The rate of solidification was assumed to be equal to the uniform rate at which the crucible assembly was withdrawn from the furnace. Ingots representative of nominal growth rates of 2, 5, and 11 cm per hr were produced and the solidification parameters are summarized in Table 11. Ingots used for met allographic analysis were pre-

From aluminum to zirconium, the quantitative preponderance of quartz as a gangue material is well recognized. lf this material is to be efficiently removed, its variations must be understood. Variations with temperature are especially important. Too little attention has been given to the thermal polarization of quartz. Under closely controlled conditions, electrostatic upgrading is very reliable. For efficient separation, contact charges must be fostered and charges due to radiation, surface coatings, or thermal polarization avoided. This paper lists thermal transition points of quartz and shows their effect on actual separations. Simple separation tests with all factors except temperature held constant are recommended for determining transition points. With silica making up more than 27% of the earth's crust, its oxides comprising more than 59% of all igneous rocks, and quartz accounting for most of the main free oxides, the mining engineer is in constant contact with quartz, which may occur as a valuable mineral to be purified or, far more frequently, as a gangue material to be removed as completely and economically as possible. As a means of effecting such purification or removal, dry beneficiation is becoming more and more desirable owing to local water scarcities, wet waste disposal problems, or freezing conditions. One method that has been gaining particularly rapid acceptance is electrostatic beneficiation, or the separation of dry free-flowing materials by means of opposite surface charges, differences in potential, or differences in conductivity. Electrostatic beneficiation dates back to the 1870's, but only in recent years have newly developed methods and apparatus and a growing knowledge of solid-state physics widened the field for its economical application. Because the term "electrostatic beneficiation" has been rather loosely used in the literature, it has come to include both electrostatic and electrodynamic procedures. Attracting type separators, however, in which oper- ation is based on differences of surface charge or potential, are truly electrostatic, because the separation occurs in a substantially static field set up between oppositely charged surfaces. Separations with this type of equipment may occur at potentials as low as 1000 v and seldom require potentials as high as 30,000 v. In the new contact charge dielectric separators1 the variation in charge is produced by continuous contact and separation of the particles in the moving feed stream and these charges are fostered by the use of non-conducting support and feed surfaces and by handling the feed in the form of streams of appreciable depth. This favors uniformity of feed and allows higher production rates. The distinctive surface charge differences are set up on the separation of the particles according to Coehn's Law,2 which states that equal and opposite charges are generated on the separation of any two materials in contact and that the substance having the highest dielectric constant will be positively charged. The basic contact charge concept is reliable, but all electrical charges are transient and modified by the electrical conditions of the surroundings. Pyro-electric, photoelectric and radiant effects may modify or totally destroy the contact charges necessary for efficient separation, or contact with conducting surfaces may neutralize them. Such hostile conditions must be carefully guarded against, since they have led to many costly failures in the past. The most consistent difference in surface charges to insure good separation is produced by repeated uniform contact and separation of particles in the moving stream. The thickness of the feed stream possible with this method reduces the effect of contact with the supporting surfaces, but as some contact is inevitable, the best results may be assured by having the dielectric constants of the supporting surfaces between the dielectric constants of the substances to be separated. In general, the hard smooth surface of quartz makes it an ideal substance for electrostatic separation from most minerals. For instance, with calcite, starting with a feed containing 1.9% acid insolubles, one can produce a concentrate containing 0.30% acid insolubles with a tailings containing 21.7% acid insolubles and a yield of 92.8%. The color can be held at 92 or above and the tint at 1.7 or lower. Working with specularite iron ore, laboratory work has given a concentrate of 68.8% Fe., with an iron unit recovery of 96.7%. This report includes the lead isotopic dating of a suite of galenas from Arizona and an application of the K-Ar method to the dating of a Laramide porphyry copper deposit, the Silver Bell Mining District. The lead isotopic data supports prior age assignments based upon geologic inference. The Silver Bell study illustrates the necessity of correlative geologic and petrographic investigations for the interpretation of the results of potassium-argon dating. LEAD ISOTOPIC DATING OF GALENAS FROM ARIZONA ORE DEPOSITS A group of galenas from Arizona ore deposits have been analyzed for lead isotope ratios. The results were used to calculate model ages by the. method of Russell, Stanton and Farquhar,l6 in which the age is calculated directly from the Pb206/Pb207 ratio. The use of Pb206/Pb207 ratios eliminates the errors inherent in measuring the abundance of Pb204. The Holmes-Houtermanns model is the other model commonly used for calculating model ages. Both models assume that any lead sample is composed of primeval and radiogenic components and the calculated age is the time at which the lead was extracted from its source area. Using the Holmes-Houtermanns model, a lead is ordinary if its isotopic ratios lie on an isochron. The growth curve that passes through the experimental point determines the U/Pb ratio in the source area. The RSF model assumes the source area for conformable leads is the mantle, that this has a uniform U/Pb ratio, and thus all ordinary leads must lie on a single growth curve, having a mantle U/Pb ratio. The definition of an ordinary lead differs between the models, and differences in age arise mainly from the assumptions made to evaluate parameters in the model equations. These assumptions depend on the hypothesis chosen to explain ore genesis. In the RSF Model, the Pb206/Pb207 ratio is derived as a function of time. The equation contains three undetermined parameters which are evaluated by assuming three known points lie on the curve. These are the following: 1) Primeval lead from the Canyon Diablo and Henbury meteorites, 2) Modern conformable leads which lie on Patterson's zero isochron, 3) Lead from the Bathurst, New Brunswick base metal deposits. The Bathurst deposits are postulated to be examples of "conformable base metal deposits", as proposed by Stanton.l9 A conformable deposit has a particular genetic history and, as a result, the orebody conforms to stratigraphic layering in the host rock. The metals are brought to the surface in volcanic rocks which originated in the mantle. Weathering products of these rocks, including sulfur and metals, accumulate in areas undergoing sedimentation. The formation of sulfide ion in the sediments by the action of sulfate reducing bacteria causes fixation of iron as pyrite. If the pyrite becomes concentrated in favorable stratigraphic horizons, any base metal deposit eventually formed by replacement of pyrite will have a strata bound character. Compaction and expulsion of pore water from the sediments at depth result in upward mobility of solutions containing soluble base metal chlorides. The strata with high pyrite content act as chemical traps for the base metal ions and replacement occurs. An important result of this general evolutionary model is that, if complete separation of lead and parent isotopes occurred during accumulation of the sediments, any ore deposit formed solely of metals derived from those sedimentary rocks will contain "conformable" lead. This would be true even if the actual ore deposit were formed at a later date by some epigenetic process. In this case, mineralization would be controlled by local conditions, and need not conform to stratigraphic layering. Also, any ore deposit containing lead derived from a mantle or mantle-like source, even though not conformable in Stanton's sense, will fall on the curve for conformable ores and thus give a meaningful model age. Model ages for Arizona galena deposits are listed in Table 1. Fig. 1 is a location map. Jerome-Humbolt District: Galenas from the United Verde mine at Jerome and the Iron King mine at Humbolt give model ages of 1750 m.y. and 1640 m.y. respectively. The diffusivities of oxygen and sulfur in liquid iron have heen determined hy a capillary technique in which the surface concentrations of the solutes were established by means of appropriate H2/H2 and H2S/H, gas mixtures. Total diffusate and concentration profile results are shown to be in good accord, yielding for- 1560 and Supporting results at 1660°C are also presented. The conditions necessary to avoid gas transport control in this type of experiment are discussed. IN spite of their importance in understanding the kinetics and mechanisms of refining reactions, the dif-fusivities of oxygen and sulfur in liquid iron are not well established. Accordingly, as a first step in studies of rates of solute absorption from the gas phase into liquid iron, new measurements of these diffusivities have been made and are presented in this paper. The only published results for the diffusion of sulfur in pure liquid iron are those of Kawai.' He used a diffusion couple technique in which two cylindrical specimens, one containing sulfur and the other with negligible sulfur concentration, were joined together and held in a refractory capillary. After an experiment, the sample was quenched and the concentration distribution of the solute determined. Kawai recognized that significant changes in solute distribution occurred during melting and freezing and he attempted to correct the concentration profiles for these effects to give a sulfur diffusivity of 4.6 x 10-6 sq cm per sec at 1560°C. The method of correction, however, was not rigorous and the uncertainty in this result cannot be easily assessed. Koslov et a1.2 have reported the diffusivity of oxygen in iron as 7.8 x 10"3 sq cm per sec at 1660°C. This value appears to be unreasonably high but, unfortunately, details of their experiments are not available. Shurygin and Kryuk have used the rotating disc method for a study of oxygen diffusion in liquid iron. In their experiments a silica disc was rotated in liquid iron containing oxygen, and the rate of formation of liquid iron silicate was determined by measuring the decrease in weight of the disc. On the assumption that the rate of dissolution was controlled by the diffusion of oxygen in the iron, the diffusion coefficient was computed to be 5.2 x sq cm per sec at 1550°C. However, the Levich equation, which was used to interpret the rate data, was originally de- rived for the case of mass transfer between a solid disc and a single-phase liquid. The hydrodynamic and diffusion boundary layers in the iron stirred by a disc, via coupling of the silicate melt, may be appreciably different from those predicted by Levich's equations. Recently, Novokhatskiy and Ershov, using an identical experimental method to that of Shurygin and Kryuk, obtained a diffusivity for oxygen in liquid iron of 1.22 x 104 sq cm per sec at 1550°C: no reasons were offered for the disagreement. Schwerdtfeger5 has also recently studied the diffusivity of oxygen in liquid iron. He reacted shallow melts of liquid iron, 0.5 to 1.0 cm deep and contained in high-purity alumina crucibles, with appropriate H20-HZ-He mixtures. The total sample was analyzed, without sectioning, to obtain the average concentration of diffusate. A value at 1610°C of D = 12(3) x 10-5 sq cm per sec was obtained from the results of twenty experiments.= Oxygen profile measurements, which were carried out in three additional experiments using long capillaries and the semiinfinite boundary conditions, indicated a diffusivity about half that computed from the shallow bath experiments. Possible sources of error in Schwerdtfeger's study will be discussed later in this paper. EXPERIMENTAL TECHNIQUE The essential arrangement of the diffusion cell is shown in Fig. 1. The magnetic after-effect, in the form of time decay of permeability (l/µ), has been used to obtain independent data on the solubility of' carbon in pure iron. The results differ slightly from the solubilities obtained through internal -friction experiments. The mechanism of the time decay being the magnetic analogue of internal friction, it appears necessary to explain the observed discrepancies, and some suggestions are made. THE purpose of this work was to establish the reliability of the time decay of permeability as a measure of dissolved interstitial in the body-centered-cubic lattice, and further, to establish techniques suitable for such measurements with samples of a form convenient for various other measurements. This particular sample form was the "epstein" strip, i.e., 25 cm by 3 cm by 0.035 cms. While the general conclusions are not limited by this geometry, there are two aspects of the samples that may be relevant: a) texture, and b) grain size, which ranged generally from 1 to 10 mm. Effects due to these two possible parameters were thought to be small and were not investigated. Calibrating the time decay technique and the other experimental procedures by measuring the solubility of carbon in pure iron suggested itself because of the accumulation of data on this subject through the related technique of the internal friction'; The essentials of this report have been published in a somewhat condensed form.5 Since then some additional data have been taken. It is the purpose of this paper to add these data and to provide more complete description of the experimental techniques than was possible then. The time decay of permeability is a form of the magnetic after-effect.6,7 Permeability is measured immediately after demagnetization (µº) and also long after (µ8). The time decay, ?(l/µ), is the difference 1/µ8 - 1/µ0 and has been considered to be proportional to the concentration of a dissolved interstitial6,8,9,12 The relaxation time! 7, is characteristic of a particular diffusion, and affects the permeability as follows: where he being the activation energy for diffusion of the interstitial. Reference is made to the works of snoek6 and Neel7 for a complete discussion. A brief exposition of the principal ideas may be in order here, as follows. On the basis of the simplest model, resistance against domain wall motion increases with time after demagnetization due to the diffusion of interstitials to preferred sites created by the magnetostrictive tetragonolization under the strong magnetic field. Thus permeability, measured with a small field after the abrupt removal of the large field, will continuously fall with the process of diffusion of the interstitials, and the total "time decay" (or "time decrease") should be proportional to the amount of interstitial in solid solution. In the present report, use is made only of the total time decay rather than of the nature of the progress of the decay; the only problem involved in this approach is the need for assurance that only one interstitial is contributing to the effect as used. It is felt that the special use made here of the total time decay warrants the conclusions. Other work has been going on elsewhere on the detailed study of the nature of the time decay.8'9 EXPERIMENTAL A) Materials—12-lb ingots were made in a vacuum furnace from high-purity iron and by a series of hot and warm reductions were brought down to 14-mil strip. This was cut into 25-cm epsteins. The pure iron was decarburized at 750 °C by hydrogen. The time decay measurement for the decarburized iron (see below) indicated a satisfactorily low starting level of interstitials. Grain growth to grain sizes of 1 to 10 mm was produced in the pure iron by a 700" anneal in hydrogen after a critical reduction of about 7 pct as suggested by previous trials. No measurement of texture in the pure iron was made. The grain size was taken to be large enough to be beyond any sharply critical size regarding solubility. B) Infusion of Carbon—Since the permeability measurement required about two dozen epsteins, a special method of carbon infusion had to be developed to ensure homogeneity of infused carbon. Now producing 35,000 tpd of coal from a deposit whose estimated reserves total 1.1 billion t, the Navajo mine of Utah International Inc. near Farmington, N. M., is the largest open-pit coal operation in the US. The history of this mine began in 1953 when, foreseeing the growing need for electrical power in the southwest, Utah International obtained a prospecting permit from the Navajo tribe. The lease, now covering 31,000 acres of the 12-million acre New Mexico-Utah-Arizona Navajo Indian reservation, was entered in 1957; in the next 3 years, Utah International negotiated with the State of New Mexico for water rights on the San Juan River, and finalized an agreement with the Arizona Public Service Co. to provide coal for the proposed Four Corners power-generating plant near Farmington.

The state of California produced 310,-996,696 bbl. of oil and about 415,832,000 M cu. ft. of gas in 1944. AT some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of ; reference.. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the, development,, operation and repair of each or all of the mine-workings, some such method of designation becomes a necessity. . Moreover, such a plan is admirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart.

The 139th meeting* of the American Institute of Mining and Metallurgical Engineers was held at New York, February 17 to 20, 1930, the attendance totaling approximately 1800. The meeting consisted of the annual business session, 34 technical sessions at which were presented 166 papers, two meetings of the Board of Directors, two meetings of Section Delegates, two formal lectures and one special lecture, five group dinners and one group luncheon, luncheon daily for members and guests, fourteen committee meetings and conferences, the President's reception, the dinner-dance, an informal dance, a smoker, an exhibition of rare minerals and metals, two meetings of the Woman's Auxiliary and a special program of entertainment for the ladies. The Petroleum Division held seven sessions, including two general sessions featuring, respectively, a symposium on unit operation of oil pools and reports on developments in the petroleum industry during the previous year. The Iron and Steel Division held four sessions, at one of which Dr. Zay Jeffries delivered the Howe Memorial Lecture, the title of which was "The Future of the American Iron and Steel Industry." The Institute of Metals Division held six sessions, including two devoted to a symposium on the Melting and Casting of Metals, and the general session at which Dr. S. L. Hoyt delivered the annual Institute of Metals Lecture. The title of his lecture was "Hard Metal Carbides and Cemented Tungsten Carbide." The Coal and Coal Products Committee devoted one session and the greater part of another to Coal Classification and at a third session organized as the Coal Division of the Institute. The Committees on Mining Methods and Ground Movement and Subsidence each held a session, besides which they met jointly. AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. At present Gabian has only a very small production. During 1937 there was no private undertaking for petroleum research. Only the Office National des Combustibles Liquides has done any drilling, unsuccessfully, at Pezenas and Frangy-Chilly. Algeria.—No new research has been made and Tliouanet, a small acreage pool that has been declining for several years, gave only 2193 bbl. in 1937. Morocco.—The SociCt6 Chhrifienne des Petroles continues active work. First tests of production made on the Jurassic structures of the Tselfat and Bou Draa must be mentioned for 1937. EXPERIENCE has indicated that hard bronzes are not suitable for bearing applications where high bearing loads and speeds are involved. It is the general practice to utilize softer materials for these purposes, such as copper, lead, silver, babbitt, lead-base alloys, and more recently aluminum-base alloys, preferably supported by a steel backing. It was the objective of the present investigation to study a new material produced by powder metallurgical methods susceptible to precipitation-hardening. TEST MATERIALS Preliminary tests were made with compacts containing copper, nickel and silicon in quantities sufficient to form 3 to 5 per cent nickel silicide. It was found that this type of alloy was susceptible to the formation of a soft surface shell when sintered in tank hydrogen. The depth of the shell depended on the length of sintering time and sintering temperature, and varied in thickness from a few thousandths to as much as one eighth inch. This soft shell resulted from the preferential oxidation of silicon, thereby reducing the efficiency of age-hardening by the nickel silicide compound. The body of the sintered compacts below the soft shell could be precipitation-hardened to a hardness of 70 to 85 Rockwell B, by quenching from. 900°C. and age-hardening at 450°C. A series of tests was made with various addition agents, in order to decrease the rate of preferential oxidation, and it was found that phosphorus was most beneficial in this respect. After considerable experimentation, the following nominal composition was accepted as standard: 2.4 per cent nickel; 0.8 silicon; 0.3 phosphorus; balance copper. The physical properties and certain bearing properties of this alloy are described in the present paper. PREPARATION OF COMPACTS Several methods of incorporating the hardening ingredient (nickel silicide) were studied. Compacts formed from copper, nickel and silicon powders were found to be inferior to those fabricated from prealloyed nickel silicide master alloys, because of the rapid oxidation of pure silicon during sintering. The use of a prealloyed nickel silicide hardener containing 25 per cent silicon and 75 per cent nickel could be further improved by preparing a master alloy, incorporating nickel, silicon, phosphorus and copper, having the following nominal composition: 25 per cent nickel; 7 silicon; 3 phosphorus; 64 copper. This alloy is brittle in. the cast condition and can be readily powdered. SINTERING PROCEDURE The blended powders were pressed at 25 to 40 tons per sq. in., the pressure depending on the size and shape of the compacts. Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value
