Measures appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient knowledge1-l9 has accumulated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors—the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Control of the danger arising out of prolonged contact with pernicious airborne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects—one, medical; the other within the province of the engineer. I—Factors Comprising Degree of Individual Susceptibility Thorough investigations conducted among miners who have labored for years in the presence of recognized silicosis hazards usually reveal an impressive difference in the injury incurred by men whose exposure to dust has been nearly identical. After a quarter century underground, one individual is short of breath and incapacitated with miners' complaint, while a fellow workman suffers no pulmonary embarrassment and is in good health. Physicians ascribe this oft-observed difference in reaction to individual susceptibility and express a universal regret when they deplore the fate that chose to make the predisposed youth a miner rather than a farmer. To trust the health of miners to fate at the present time is even more unfortunate, because many of the factors that influence man's susceptibility to dust are known, and can be accurately determined by competent medical methods. Among the most important factors comprising susceptibility to injury by dust are the anatomical peculiarities of the individual's respiratory mechanism, his physiological response to the inhalation of dust, his previous dust, exposure, the existence of pulmonary infections or other pathological processes in his lungs, his age,

SIX years have passed since the last grindability table was published.1 In that time the list has been increased with many new tests, and the development of the new Third Theory of Comminution2 has made possible the reduction of all results to a consistent work index value. In this tabulation all grindability and crushability test results are given in terms of the work index, with formulas for reversion to the older units if desired. The average values for 57 different classes of materials are listed in Table I. The total number of work index values listed is 1211, and the overall average work index is 14.42.

Two massive sulfide zinc-copper ore bodies are in quartz-sericite schist (probably formed by regional metamorphism of sediments) and andesite of the Precambrian Yavapai Series, on opposite sides of a large rhyolite mass. The Copper Queen ore body is conformable with bedding of its schist host rock, but the Old Dick ore body probably crosscuts the strata. A lens of low-grade mineralization in chlorite schist, associated with the Old Dick ore body, crosscuts through 150 feet of strata. The ore bodies are almost entirely enclosed by premineral faults with less than 150 feet of displacement. The minerals of the ores are pyrite, sphalerite, and chalcopyrite, with minor arsenopyrite and galena and small amounts of intimately associated chlorite, sericite, and calcite. Old Dick sphalerite-chalcopyrite intergrowths have mutual boundaries, and sphalerite grains contain abundant exsolved chalcopyrite. Copper Queen sphalerite-chalcopyrite intergrowths have extremely ragged boundaries, the sphalerite contains no exsolved chalcopyrite, and the ore overall has a schistose texture. The pre-mineral fault on the hanging wall of the Copper Queen ore body has had 100 feet of post-mineral displacement. Wall rocks of the Old Dick ore body locally have been sericitized. Andesite and quartz-sericite schists for at least several hundred feet around both ore bodies have been chloritized erratically and contain traces of copper.

NOT much activity has been evident during the past year in the establishment of co-operative scholarships but the interest among the coal-mining companies is more pronounced than ever. This is apparent from the replies received to a letter sent out by the Committee on the Promotion of Student Interest in Coal Mining to over 120 coalmine operating officials. With that letter was forwarded a bulletin issued by the school of mineral industries of The Pennsylvania State College entitled ?Industrial Scholarships ? a Partnership of Industry and Education.? In that circular was outlined the need for trained men in the war and postwar world, and particularly as such demands pertain to the growth of the mineral industries.

THE large difference in the X-ray scattering factors for molybdenum and manganese makes the o- phase in the Mn-Mo system an interesting one to study with respect to ordering of the atoms. Such a study has been carried out using data obtained from a powder sample, and the resulting evidence for ordering in this compound is presented here. It is not possible, of course, to obtain all the details of structure for a u phase from powder data only. Most difficult of all would be the determination of precise atomic parameters. There is reason to believe, however, that the atomic parameters do not vary greatly in the different s'S and that the precise values obtained from one s structure would then allow decisions as to the ordering of atoms to be made when there is a large difference in scattering factors. In particular, the powder intensities for Mn-Mo s are for the most part in good agreement with those observed for Co-Cr, for which single crystal studies have been made by the authors.' There are a few marked discrepancies in the intensity comparison of the two s's, and these cannot be removed by adjustment of the parameters. They are interpreted as resulting from a more pronounced effect of ordering of the atoms. Accordingly, the parameters of Co-Cr s' have been used for the calculations of the Mn-Mo intensities. For Co-Cr, the space group is D4h14-P4/mnm with atoms in the following positions: 1—2 in (b); 11—4 in (f), with x=0.1031; 111—8 in (i), with x= 0.3713 and y=0.0370; IV—8 in (i), with x=0.5662 and y=0.2396; and V—8 in (j), with x=0.3160Y and y — -0.250. The unit cell is tetragonal, with an==9.10A and cn=4.74A for the Mn-Mo u phase studied here.

The Chairmen of several of the technical committees report that papers on subjects of timely interest in their respective branches have been promised. David H. Browne, who was appointed Chairman of the Committee on Arrangements, has organized his committee for active work. Members are urged to make their plans now to be present at this meeting to avail themselves of the pleasant opportunity for greeting old friends and making new ones among those engaged in the same profession.

Pvestrained Ferrovac E iron has been neutron-irradiated at approximately 90°C to an integrated flux of 1020 nut (E > 0.82 mev]. The irradiation was found to produce an incveased temperature dependence of the flow stress in addition to a greatly increased athemal stress. Measurements of the flow stress and stress relaxation, from which the activation volume and activation energy for slip were deduced, show that neutron irradiation changes the rate -controlling slip process to one based on dislocation interactions with tetragonal distortions which are Produced around submicroscopic interstitial loops in the lattice. The study indicates that without prestraining prior to irradiation the chances of detecting a change in the rate -controlling slip process are greatly reduced because in the initial stages of slip a substantial fraction of the radiation defects are swept out of the slip plane by gliding dislocations. Thus, activation parameters which are subsequently measured are representative of a greatly reduced defect density and would not differ appreciably from those for unirradi-ated material. The large increase in the athermal component of the flow stress is probably connected with the presence of depleted zones in the lattice which are introduced by irradiation. ALTHOUGH fast neutron-irradiation has not been observed to markedly alter the activation parameters for slip in bcc metals,' small but significant changes do occur. Most experimenters agree that irradiation predominantly increases the athermal component of the yield stress.'-= In addition to this, Laidler and smidt7 have shown that in iron irradiated to 5 X 10" nvt and molybdenum irradiated to 10" nvt, changes occur in the activation volumes for slip. A similar conclusion has been reached by Milasin and Malkin8 for irradiated iron. Work by Ohr et a1.5 shows that for Ferrovac E iron, irradiated to 1.2 X 1016 nvt, small increases in the activation energy for slip also occur. So far these changes in the activation parameters have not been explained on a firm theoretical basis. One important factor which would minimize the chances of detecting a change in the slip mechanism upon irradiation is the presence of "channeling" which has been observed in molybdenum,9 niobium,10 and iron.11These channels are formed by gliding dislocations which sweep irradiation defects out of the active slip planes and thereby create zones in which continued dislocation motion is encouraged. The activation parameters for the dislocations gliding in the defect-free channels would, therefore, be similar to those for unirradiated iron and a change in the rate-controlling slip process would be difficult to detect. In the present work, an attempt has been made to reduce the effect of uneven deformation on the measured activation parameters for slip in neutron-irradiated Ferrovac E iron polycrystals, so that a more realistic assessment of the effects of neutron-irradiation could be made. Primarily, the experiments involve the irradiation of specimens which had been prestrained to 9 pct elongation at room temperature prior to insertion into the reactor. It was hoped that the introduction of a large number of evenly distributed dislocations would substantially decrease any channeling effect which might otherwise occur. MATERIAL AND EXPERIMENTAL PROCEDURE The starting material was vacuum-melted Ferrovac E iron, an analysis of which is given in Table I. The standard tensile specimen had a gage length of 1.125 in., a cross-sectional diameter of 0.120 in., and a re-crystallized grain size of 1.2 x 10-3 in. All tensile tests were conducted on a floor model "Instron" tensile machine at a strain rate of 3 x 10-4 per sec. The irradiation of the prestrained specimens was performed in the Brookhaven High Flux Beam Reactor to an integrated flux of 1020 nvt (E > 0.82 mev) at a temperature of about 90°C. All specimens were excap-sulated in high-purity aluminum sheaths which were lightly swaged around the samples to ensure good thermal contact. Subsequent measurements on the irradiated specimens showed that within experimental accuracy the swaging had not deformed them. EXPERIMENTAL RESULTS Fig. 1 shows the flow stresses for a series of unirradiated control samples. A study has been made of the occurrence of Phases having the Cr30-type structure in ternary alloys having the general composition where B cept for iron and copper all the B components are known to form binary compounds having the type structure. The occurrence of the struc-ture type in the ternary alloys was investigated using optical and X-ray metallography. The results indicate that iron can replace virtually none of the cobalt in at 900°C, but substitutes for nickel in up to the approximate composition tually insoluble in V3Ni and 2) and exhibit complete solubility. At 100 nickel can be substituted for cobalt in VSCo up to the composition solubility; and 3) in the system , two solid solutions having the type structure occur. At the same temperature, 1000°C, V3Si exhibits limited solubility for V3Co but is completely mis-cible with V3Ga. Lattice parameters have been determined for all the binary and ternary phases. The solid solutions are discussed in terms of the atomic size and electronic factors which are thought to influence the occurrence of Cr30-type phases. The binary compounds V3Co and V3Ni were found to form peritectoidally from o phases and a vanadium, the former compound at a temperature between 1000" and 1050°C, the latter between 800°and 900°C. The substitutions of nickel and rhodium for cobalt in V3Co were determined not to raise the superconducting transition of VSCo to a temperature as high as 2°K. The occurrence and stability of binary intermediate phases having the Cr30- or A15-type structure (space group o;, Pm3n) have been discussed in several recent papers . Vanadium forms the struc -ture at or near V3B stoichiometry with all the mem -bers of the cobalt and nickel groups in the periodic table and also with Au, Ga, Si, Ge, Sn, P, As, and Sb. This paper describes a survey of the occurrence of the CrsO-type structure in ternary alloys having the general composition V3(B, B') where B and B' are Fe, Co, Ni, Cu, Rh, Ir, Si, and Ga. The purpose of the survey was to clarify the connection between the position of the B partner in the periodic table and its CrsO-type phase-forming tenden~y.~,~ The survey is part of a broader program concerned with the influence of B-partner substitutions on the superconducting transition temperatures of CrsO-type compounds. The transition temperatures, Tc, of some of the ternary Cr,O-type phases found in the survey are also discussed in this paper. EXPERIMENTAL PROCEDURE The alloys were prepared by arc-melting in an A-He atmosphere and were in the form of buttons, weighing approximately 3 g. The metals used in their preparation were received from commercial sources and were in all cases 99.9+ pct pure. The vanadium was spectrochemically pure except for 800 ppm of Si, 200 ppm of Fe, and 200 ppm of Al. For study of each pseudobinary system at least seven alloys were prepared having the general compositions case of alloys containing gallium, melting losses were small, usually less than 0.3 pct of the total weight of the metals charged for melting. Melting losses were somewhat greater for gallium alloys, ranging in general from 0.9 to 5.0 pct. Ternary V-Si-Ga alloys were chemically analyzed and the results are given in Table I. The analyses show most alloys to be within 2 at. pct of the intended composition. Throughout the balance of the paper the intended compositions are used in discussing the alloys. The cast buttons were annealed within evacuated quartz capsules for times ranging from 3 to 6 weeks at temperatures between 800" and 1000°C and water-quenched. The phases present in the annealed and quenched alloys were identified by optical and X-ray metallography. X-ray diffraction photograms were made with powders prepared from the bulk specimens, by the use of a 114.6-mm-diam powder camera with copper irradiation. The traditional financial objective for a single mine company has been to operate as frugally as possible and to pay out most of the earnings as dividends. If the business is cyclical (as it is for most metals) the dividends might fluctuate quite widely. When the mine is exhausted the company disappears. This is still quite a viable strategy for a single mine company. It is not however a viable strategy for the world as a whole. The mining industry is built by mine development companies who can mobilize the people and capital to bring new mines into production. Their skills must include marketing, engineering, finance and other politics. It is very rare for a property to be brought in without the support of a major company that can provide all these services. The exceptions will usually have some other form of big brother support, for example the U.S. government uranium contracts at guaranteed generous prices. The mine development company will seek as a minimum to perpetuate itself by developing new mines in order to replace those which are running out. The more common and more ambitious objective is to grow -- that is to add to its ore reserves and current production by developing more new mines. The financial objectives for that company are very different. Obviously if all the earnings were paid out in dividends there would be nothing left to work with. The first financial policy then is to spend an appropriate amount on exploration for new properties. The next is to retain enough of the earnings to provide the capital for new projects at least sufficient for the equity. There is no magic formula as to what proportion of earnings should properly be distributed as dividends by a growth-oriented mine development company. As a rough rule of thumb distributing half or more will probably leave too little to work on and 30% or so is probably a good balance. However the circumstances differ widely from company to company. It may be useful to set an objective for the rate of growth of a company's earnings. Some have picked rates such as 15% per annum compounded. Others have set a target in real terms which might appear as 10 or 11% plus inflation. Obviously the arithmetic of compound interest is very attractive; however in practice there is much variation. Indeed current returns from existing operations swing widely with the business cycle and there is no assurance that economic new properties will be found according to someone's arbitrary time schedule. For example, Western Mining Corporation Limited in Australia explored for 30 years with little to show for it, but then found the great Australian nickel deposits and more recently the huge Roxby Downs copper. That long dry spell could not have fitted anyone's arbitrary calendar of growth and yet they would not have found such orebodies without that long period of effort. Should they have abandoned the search? Once a new property has been found or acquired there has to be a threshold rate of return on the new capital to be invested against which to evaluate the property's economics. Conventionally this seems to be 15% after tax, a number common in other heavy industries as well. In some cases it is expressed as a lower number plus allowance for inflation. Discounted cash flow analysis is a very useful tool but it does not make the decision. In the end a "go" decision depends on judgment of many factors some of which are numbers used in the DCF calculation whose credibility must be examined. It is curious how frequently investment proposals come in with the rates of return very close to 15%. The project advocates know that a number much less than 15% will not fly and that a number much more is not necessary. With much higher nominal and real interest rates of recent years, even though before tax, logic suggests that the hurdle rate should also rise. The power of compound interest is so great that 20% is very hard to achieve in any cash flow projection but 18% may be a sensible yard - stick. Once again it is remarkable how many project proposals come in with an 18% return. On the record the mining industry as a whole has not been overly restrictive in choosing its hurdle rates of return. This is shown by the abundance of metals in recent years and the failure of metal prices to keep up with inflation. All of the foregoing is standard text book stuff.

6.2-1. Historical Development. Hammering on hand-held drill steel was the earliest type of percussion drilling. It was not until 1838 that Singer developed a steam-operated drilling machine that lifted a drilling bar and let it drop by gravity. J. J. Couch of Philadelphia patented the first percussion drill in 1849. His machine was a steam drill which literally hurled the drill bar at the rock and retracted it by means of a ratcheted wheel. Later J. W. Fowle added automatic rotation of the steel. In 1871, Simon Ingersoll patented a rock drill mounted on a tripod which permitted drilling holes at any angle, vertical to horizontal. Up to the turn of the century, percussion drills in use were piston-type drills. The drill steel was solid and attached to an extension of the drill piston. Hole cleaning was accomplished by the pumping action of the steel in the hole. Down-holes were drilled wet and cleaned with a blow pipe while up-holes were drilled dry, allowing the cuttings to drop out by gravity. The forerunner of our present hammer drill was the free-piston drill which was first patented in 1884, by Sargent. Because solid drill steel was used, it did not successfully clean down holes. J. G. Leyner solved the problem of applying the hammer drill principle to down-hole and horizontal-hole work in 1897. The key was to pass com- pressed air and water through hollow drill steel to clean the hole. Leyner's work on valves and rotation mechanisms increased the blows per minute of hammer drills from 300 or 400 up to 1800 and more blows per minute and made possible the first lightweight drilling machines. IN this war as in no former one, the use of metals has been the major factor governing success. For building new plants, new transport facilities whether by land, sea, or air, for our mechanized army, and for nearly all weapons, iron and steel has provided the basic material. Being the world leader in iron and steel production in peacetime, we soon adapted plants to production for war. Starting with a production of 66,000,000 tons of steel ingots in 1940 from a rated capacity of 80,000,000 tons which only could be reached by straining every productive device available, our industry expanded to 86,000,000 tons in 1942, and ultimately to 96,000,000 tons. To do so required expansion of every unit operation including mining, rail and water transportation, blast-furnace and steelmaking facilities, and rolling mills. New plants not only had to be built in record time but more output for each operation was essential. This performance required skillful operation and engineering techniques and also a better understanding of the physics and chemistry underlying such complex operations as the working of a big blast furnace. A vastly increased pig iron production made possible the great output of steel by an industry that had depended on scrap for its basic raw material even though sufficient scrap was unavailable. This was done by conversion of pig iron in the Bessemer either into steel or into a low-carbon product that was subsequently used in place of scrap in the open¬hearth steel furnace. Furthermore, by duplexing from the open-hearth to the electric furnace, and the construction of many new electric furnaces, our output of electric-furnace alloy steel was greatly increased. Moreover, techniques were developed by which alloy steel could be made in the open hearth with the result that our production of alloy steel reached the fantastic figure of 15,000,000 tons a year.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

The temperature, orientation, and strain-rate dependence of tensile flow in single-crystal NiA1 of equiatomic composition have been investigated up to 800°C. Compression tests at room temperature have also been carried out. Optical and replica electron microscopy and X-ray diffraction methods were used to investigate the slip mechanisms. NiAl exhibits {110)(001) slip and cube slip {l00)(010) was also observed. This results in very high strength of single crystals in cube orientation. The implications of this slip mode, with the resultant small number of possible slip systems and three mutually perpendicular slip vectors, are discussed. ThE CsCl structure compounds represent a class related to the bcc elements, but their behavior is affected by three additional variables: composition (within the stability range of the compound), extent of long-range order perfection, and bonding energy. Very little data are available on the effects of these variables on mechanical properties. Rachinger and ~ottrell' suggested slip to occur along (111) in compounds of low ordering energy; in compounds of higher bond strength (>0.06 ev), they observed (110) (001) slip. As pointed out by copley,' only three in- dependent slip systems are available in the latter case; hence general deformation is impossible. Brown3 carried out a theoretical calculation of the yield-point variation with the degree of long-range order in the CsCl structure, based on the assumption of superdislocations. More general approaches, based on considerations of superlattice dislocations and antiphase domain boundaries in ordered structures, were carried out by Flinn~ and by Vidoz and Brown.' These, however, give no information on changes in the slip structure—if any—between the ordered and the disordered compounds. This aspect was investigated experimentally and theoretically by Stoloff and Davies' and by Marcinkowski and chessin7 in FeCo. The latter workers proposed the deformation behavior of the ordered FeCo to be essentially the same as that in many other bcc metals. Investigations of polycrystalline A~M~'-'O indicate considerable variation in mechanical properties with composition and test temperature. The existence of {123)(111) slip was reported in AgMg.'9'9'0 (The formation energy of this compound, presumed to be ordered at all temperatures below melting, is 4.38 cal per g-atom," i.e., 0.024 ev per bond.) The yield strength has been reported as relatively independent of temperature below 0.45 T, (where T, is the absolute melting temperature). Tensile deformation of single-crystal AgMg was also investigated by Kurf-man," who observed marked tendency to single glide on{112}(111) and {110)(111). In the United States, the consumption of lignite and subbituminous coals is increasing. A variety of energy-oriented companies have leased large blocks of reserves, new large power plants are in operation and being constructed, and new producing mines are being developed. The Bureau of Mines has maintained an active interest in the utilization of low-rank coals for many years. In 1951, with the completion of the Bureau's Grand Forks Coal Research Laboratory, an organizational unit was established for studies in lignite preparation. Since that time, numerous investigations have been completed. This research has dealt almost exclusively with lignite, but since subbituminous coals have many similar characteristics, the findings can often be applied to both types of coal.

[The statistics contained in this paper were collected for the United States Geological Survey and communicated to the Institute, by permission, prior to their publication in the report on the Mineral Statistics of the United States for 1887.1 The total coal-production of Alabama in 1887 was about 1,950,000 short tons, the spot-value of which, at the mines, was $2,535,000. With a productive output growing at an annual rate of 8%, the Soviet mining industry should emerge as the world's leader in total mineral output during the 1980's. (The Soviet Union's share in the world's total mineral output in 1973 was estimated at 22 to 23%.) According to estimates by Soviet mining experts, the mineral potential of the Soviet Union will sustain the current 8% annual growth rate in the future.

Consumption of fluorspar in the United States in the last ten years has doubled to 1.34 million tons. One main, reason for the increase has been the use of the basic oxygen furnace to produce steel which requires considerably more fluorspar than the open hearth. The increasing consumption of aluminum and fluorocarbon chemicals will require more fluorspar, Since 1964 domestic fluorspar prices have advanced over 70%. Maximum prices were attained in 1971 and remain stable. These higher prices have brought about the expansion of production capacity at many of the present mines and mills. Exploration has been intensified, resulting in new discoveries, which are being brought into production. Many deposits, heretofore considered uneconomical, are being reappraised for possible development. Companies who have not previously mined fluorspar are actively seeking and acquiring new properties. The outlook for the continued health of the domestic fluorspar industries is favorable at present prices; however, it is doubtful that production will be greatly increased. New production will have to come from presently inaccessible areas of much greater distance from consuming centers. Prices will have to be higher to support this production. Domestic fluorspar production meets only 20% of domestic consumption. Thus, reliance on imports on fluorspar in the future will become increasingly more critical.
