The extension of metallurgical control of steelmaking processes has always made it desirable to have some quick method for determining the oxygen content of molten steel. To meet the practical demands of the steel industry, this method must also be simple enough so that the sampling can be done by the regular furnace crew. This requirement was kept in mind continually in the work to be described. An oxygen value is required for proper control, whether it be of a rimming steel or of a fully killed steel. However, two factors have discouraged the development of such direct methods: i. The reaction C + FeO Fe + CO is rapid enough to make the correct sampling Of the bath a difficult problem. The most generally accepted means of circumventing this difficulty have been the aluminum-killed bomb test of McCutcheon and Rautiol and the aluminum-killed spoon test of Herty.2 The theory of these tests is that all of the oxygen in the iron is converted to Al2O3, which can then be determined by chemical methods. Even when simplified so that the analysis is made by a measurement of turbidity, this method is too slow to be used in routine control. Furthermore, the results obtained have never been entirely satisfactory, and some of the reasons for this will be discussed later in this paper. z. The ordinary chemical methods of analysis for oxygen in steel are not reliable. The only analysis that seems to possess sufficient dependability to be of value is vacuum fusion,3 and the apparatus and technique developed for this have been too complex and slow for routine work. Indirect Methods Indirect methods of estimating the oxygen have been resorted to in mill practice. Generally these depend upon the chemical equilibria involved. The oxygen in the bath is related to other components in the slag or metal that can be analyzed the readily. These methods have many difficulties in common. Steelmaking processes involve a complicated set of interrelated reactions, all of which tend to approach equilibrium at varying rates. The degree to which any particular equilibrium is approached is not well established. Moreover, a proper use of theoretical equilibrium constants requires a more extensive knowledge of the activities of the con- than we now have. This is well illustrated by the irregularities observed when trying to determine the oxygen in the metal by its ratio to the iron oxide in the slag. Equiliblium relations may be used mole readily if they are evaluated by plant experience, but the extent of approach to equilibrium remains an undetermined variable and lack of an entirely satisfactory mean, of determining oxygen for the calibration is felt keenly, For example, the statistical analysis of the relation between carbon and oxygen4.6 illustrates that even iia a single plant wide variations exist under llormal conditions of operation. DURING my senior year at college a professor said to his class that a student who failed to obtain a passing grade in that certain subject could not graduate with his class and that his diploma would be withheld until the failure had been removed. In that way for four years a diploma had been made to appear to us as the objective in attending college. We grew up to think that a diploma was the means of providing employment; consequently, a diploma could not be jeopardized and, heeding the professor's remarks, we resolved to put forth special efforts and make good. During one of our class periods this same professor digressed briefly from his prepared lecture in metallurgy and advised the boys to join a national technical society. He spoke with earnestness and sincerity. After class we students discussed those remarks. We concluded that the professor had not convinced us. We were already members of technical societies at school and saw no need of joining another. In fact, even up to that moment a society had never indicated to any of us that joining it had any relation to landing a job, and we were fully aware that joining another society meant paying out more money, for fees and dues, which money we then needed to buy food, clothes, and perhaps a new slide rule. Furthermore, we knew that joining a society was not part of the curriculum and, therefore, the diploma could not be withheld if we did not follow the advice. Our conclusion was that we would not join but would concentrate on our work that assured getting our diplomas.

Discussion of a Paper by Mr. C. H. White, read at the Atlantic City Meeting, February, 1904. (Annual Meeting, February, 1005.) ARTHUR JARMAN, Sydney, New South Wales, Australia (communication to the Secretary*) : All designs for modern metal¬lurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed -on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage over those at the metallurgical laboratory at the University, Sydney, in that no doors to the hood are needed. Each hood in the laboratory at Sydney is connected by a glazed earthenware drain-pipe with a vertical flue, 20 ft. high, having a lighted gas jet at the bottom to assist the draft. Although the draft is good, fumes of sulphuric acid cannot be drawn o$ unless the doors of the hood are lowered more than half-way. In my opinion, a fan should be used for the purpose of creating the draft, and glazed drain-tile should invariably be used for the flues because no other material possesses the same advantages. IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

[THE conditions that govern the selection of a suitable type of detachable bit for the small isolated mine, for rock work and tunnel contracting and for the large mine are quite dissimilar, therefore intelligent recommendation of a particular make of detachable bit must involve consideration of many factors. Small, isolated mines may find advantageous a detachable bit that a larger mine cannot afford to use, because of more efficient conventional steel sharpening and steel-distribution practice, but a small mine may of be able to adopt the practice of larger mines because of necessary capital expendites for equipment for detachable-bit sharpening and shanking. The perfect detachable bit, suitable for all conditions, has n yet been developed. CONVENTIONAL DRILL BIT IN USE That drilling speed increases as the hit gauge decreases is well known, but since small-hole drilling is the exception rather than the rule the rate of such increase is probably not so generally recognized. Tests married out by Holman Brothers Limited1 with 7/8-in. show that when bit sizes are reduced from. 1 ½ in. 1 3/8 in., and 1 3/16 in., to 1 3/8 in., 1¼ in., and it' in., respectively, the volume of the hole is15 per cent less and the drilling speed 4q per cent higher. Recent tests by the United States Bureau of Mines2,3in hard, uniform basalt showed that a reduction in average gauge from 2.077 to 1.826 in., a difference of 0.251 in., gave an increased drilling speed of 65 per cent. The limits to which a drill hole may be extended depend upon the loss in gauge. Since the conventional bit with 5° and 14° clearances did not possess sufficient reaming edge to permit the smaller gauge changes that were required for small-hole drilling, experiments were made in bit construction with a view to correcting this deficiency. This resulted in the adoption of the full reaming cross bit (having full Carr characteristics) by some mines.4 In order to drill holes having a minimum taper from the collar to the bottom of the hole, full reaming center-hole cross bits with 90° cutting angles, 5° and I4° wing tapers, forged on 7/8-in. quarter-octagon drill rods, are used in the conventional drill-steel practice at Hollinger. In the steel shop close attention is given to the condition of the dies and dollies, which, combined with a rigid inspection of the finished bit, ensures as nearly a perfect bit as can be forged economically. Shop practices and costs have been discussed in earlier papers.5,6 The method by which the radii for the special dies used for forging bits of different gauge diameter are obtained so that the points and reaming edges cut circles of the same diameter has been discussed by Hibbert.7 REQUIREMENTS FOR DETACHABLE BIT FOR HOLLINGER Under these circumstances, it was apparent that it would be difficult to introduce a detachable bit that could successfully compete with the conventional bit already in]

Gem materials, comprising those minerals and closely allied natural substances used for personal adornment, for the fashioning of ornamental objects, or for other decorative purposes, have been valued in human commerce for thousands of years. Amber, jet, natural glasses, and at least 15 mineral species were sought and used by primitive man, and most of the materials in common use today were known well before the time of Christ. Their variety is remarkably great, and the traceable relationships among their respective sources, modes of occurrence, properties, and histories of production, preparation, and valuation are extremely complex. Their uses have been affected by numerous shifts in fashion, and from time to time by superstition, by decrees of church and state, by personal interpretations of religious significance, and by various presumptions concerning medicinal value and influence on human behavior (Ball, 1935, 1950; Kunz, 1913; Pogue, 1915; Whitlock, 1946). Thanks to their durability, portability, and relative scarcity, some gem stones have been employed as media of exchange, and the investment value of the more precious stones has long been recognized and exploited, especially in Asiatic and European countries. Demands for gem materials have stimulated trade among various peoples for centuries, and they also were responsible for much early geographic exploration. During more recent times they have prompted numerous geological studies and a considerable amount of research on the growth and properties of crystals. Apart from decorative uses, some naturally occurring gem materials also are employed directly in numerous fields of industry. Substances that are manufactured for gem or industrial uses are termed synthetic gem materials; most of these correspond in composition and crystal structure to certain minerals found in nature. Imitation materials are those whose use is based upon their resemblance to substances of different composition and greater intrinsic value. Gem stone is a designation commonly restricted to those materials suitable for personal adornment, and the complementary term ornamental stone is applied to the remaining materials not used industrially. This distinction is arbitrary and somewhat inconsistent, owing to numerous geographic differences and historical shifts in end uses. Further, there is a complete gradation between the category of ornamental stones and that of dimension stone. Substances that lose their identity in use are excluded from the gem category; thus a transparent crystal of beryl would not be classified as a gem stone if it were processed as a source of beryllium metal. The adjectives precious and semiprecious have been employed as a means for distinguishing different gem materials on the basis of recognized value. Diamond, emerald, ruby, and sapphire consistently have been regarded as precious stones, and in cut form they commonly are referred to as the noble gems. Opal, pearl, turquoise, and chrysoberyl also have been classed as precious at various times. In recent years, however, it has been increasingly recognized that no satisfactory distinction can be based upon assessed value or any group of specific properties, and now all gem stones normally are referred to as precious. Indeed, the tendency is to extend this term to include many of the so-called ornamental stones, and the designation semiprecious has been essentially discontinued. Unlike most mineral commodities of economic value, gem materials are little altered in processing for end uses. Some stones are used in essentially their natural form, and most are reshaped and polished without significant changes in their fundamental properties. The concept of local equilibrium is examined and, in particular, the applicability of the concept to two-phase binary diffusion couples is discussed. It is concluded that, if binary solid solutions are treated thermodynamically as ternary solutions, vacancies being the third component, then recent experimental observations of nonequilibrium interface compositions (i.e., compositions different from the phase diagram values) are consistent with a state of complete dynamic equilibrium at the interface. CLASSICAL approaches to diffusion and to other irreversible processes often utilize a postulate of "local equilibrium". That is, one assumes even in the presence of gradients, fluxes, and time changes of properties, a) that the Second Law can be formulated locally, and b) that thermodynamic equations of state among intensive properties are identical with those for equilibrium phases. A direct consequence of this assumption, for example, is that one would calculate the total entropy of a nonequilibrium phase simply by integrating the entropy density (eu per unit volume) over the volume of the phase, assuming that entropy density is the same function of energy and particle density as for equilibrium phases. In the study of diffusion and of diffusion-controlled phase transformations, metallurgists take this concept of local equilibrium for granted and utilize it automatically. In fact, experimental evidence of all kinds is overwhelming that "local equilibrium" is a valid limiting law, approached more and more closely as gradients and rates of change approach zero. On the other hand, we have neither experimental nor statistical thermodynamic proof that this principle of "local equilibrium" should remain rigorously valid at high gradients and for rapid processes. Theoretically, in fact, one would expect deviations because interactions between adjacent volume increments of material affect the evaluation of entropy. Also one observes experimentally structural and small energetic differences between equilibrium and nonequilibrium phases. The purpose of this paper is to present a thermodynamic framework for the study and correlation of deviations from strict local equilibrium in isothermal diffusion and related processes. This procedure, in effect, preserves the principle of local equilibrium by thermodynamically assigning the deviations from static equilibrium properties to a defect component. Although this theory is entirely phenomenological, the possibility does exist of correlating the theory with experimental observations of defects under favorable circumstances. The most immediate application appears to be to the equilibria at the interfaces in two-phase binary diffusion couples. A recent pertinent work by Eifert et al.1 has shown that the concentrations of aluminum in the a(fcc) and B(bcc) phases at the 0-8 interface in Cu:Cu-12.5 wt pct A1 diffusion couples are greater than those given by the phase diagram. It is postulated by these authors that the supersaturation of the o phase at the interface provides the driving force for the a-to-B lattice transformation; the excess free energy of the a phase, ?Gaxs, arising from the greater-than-equilibrium aluminum concentration is about 3 cal per g-atom. On the basis of the schematic free energy-composition diagram shown in Fig. 1, Eifert et al. concluded that the thermodynamic situation at the interface is one of the partial equilibrium; that is, = for the more mobile aluminum whereas will be reexamined in the latter part of this paper. THERMODYNAMIC PROPERTIES OF DEFECTS A rigorous analysis of the thermodynamics of defects requires an added degree of freedom in the Phase Rule sense, because the standard formulations of solution thermodynamics (partial molal properties of components, free energy minimization, equality of chemical potentials, and so forth) involve the implicit

SIXTY-FIVE million net tons of coal were carbonized in the by-product and beehive coke ovens1 of the United States during 1924. This tonnage represented 13.4 per cent. of the bituminous coal which was mined in that year. American coals have a wide range of purity and coking quality, and the chief subject of this paper will be the selection of coals for the manufacture of blast furnace, foundry, domestic, and water-gas coke, in by-product coke ovens. It will obviously be necessary to include a discussion of those physical and chemical characteristics that are generally considered essential or desirable for each type of coke.

AT the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17, 1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal-Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompressed-descriptive remarks were made as follows ; " A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. These remarks have particular reference to the state of physical and structural soundness of the steel. Questions of chemical composition, segregation, piping and the grosser cavities have frequently been given attention. Defects of continuity of structure, which manifest themselves in the working; of the metal, and at the final stages cause distrust in the finished forging, have generally been neglected. ? The Bureau of Mines devised a direct flotation method for treating low-grade carnallite (KCl*MgC12*6H20) and sylvinite (a mixture of KC1 and NaCl) ores characterized by a high content of water-insoluble impurities. The procedure consists of flocculation-depression of the insoluble slimes; decomposition leach (carnallite only); potash rougher, cleaner, and recleaner flotation; and final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid phase KC1 from camallite ore and 79.7% of the KCl from sylvinite ore in final products containing 60.5 and 60.9% K2O, respectively. A flowsheet incorporating the described flotation procedure is presented.

Difficulties encountered in justifying replacements for overage mobile mine equipment at the Gay mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians or computer men. The Gay mine is located 17 mi east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Co. and the FMC Corp. with 1.5-2.0 million tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24-cu yd scrapers; twenty-one 30-50-ton end-dump trucks; four 3%-4%- cu yd shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units.

MINNESOTA taconites are extremely hard, and fine grinding is required to produce an acceptable concentrate. To reduce grinding costs, waste material is rejected by magnetic separators as soon as it is liberated. Cyclones are now used in all Minnesota taconite plants to close the grinding circuits. Erie Mining Co. installed its first grinding section at Aurora, Minn., in 1948-a 9 ½ x12-ft. mill and a fine grinding section consisting of a 10 ½ x12-ft ball mill in closed circuit with a duplex 60-in. spiral classifier. Concentrates from the magnetic cobbers treating the rod mill discharge passed directly into the classifier; the ball mill discharge was also treated in magnetic separators and the concentrate from these machines also went to the spiral classifier. Both concentrates passed through ac demagnetizing coils. It is axiomatic that for proper classification the material in suspension must be well dispersed, and it follows that magnetic concentrate must be almost completely depolarized if classification is to be successful.

In the case of an open pit mine, this is not possible to answer reliably until the ultimate (final) pit limits have been established. Techniques used in designing an ultimate pit are classed as (1) manual, (2) computer, and (3) combined manual-computer. This chapter will describe how manual techniques can be utilized in designing an ulti¬mate pit Certain economic and design criteria must be established before the actual design begins In order to begin designing an ultimate pit, it will be assumed that the engineer already has the following data available (1) vertical sections, (2) horizontal sections for each level, (3) stripping curve, (4) bench height, (5) bank slope angle between levels, (6) level berm width, (7) roadway width, (8) pit slope angles at ultimate pit limits (estimated average including roads and ramps and between roads and ramps), and (9) minimum width of pit bottom

"Only the coal of the Sunnyside district in Carbon County is coked. Two companies, the Utah Fuel Company and the Columbia Steel Corporation, operating adjoining mines at Sunnyside and Columbia, produce coke.The Utah Fuel Company has 819 beehive coke ovens at Sunnyside. Only 350 ovens are being operated at the present time, largely because the smelters which had been using Sunnyside coke changed their equipment from blast furnaces to reverberatory furnaces.The Columbia Steel Corporation operates a plant of 33 Koppers type by-product coke ovens at Ironton, near Provo. About 800 tons of coal are used per day to produce coke for the company's iron blast furnace plant pie ovens produce about 400 tons of coke, 12,000,000 cubic feet of gas, 9,000 gallons of coal tar, 3,000 gallons of benzol and several tons of ammonia sulphate per day.The total coke production for the State from the earliest output of record in 1880 until June 30, 1924, is 5,947,714 tons."

Corneille S. Ek (Assistant Professor in Ore Dressing, University of Liege, Liege, Belgium) — This is a very valuable paper, in that it shows how it is possible to take care of a multitude of laboratory routine tests, and derive from them successful modifications of flowsheets or of operating methods. The author and the Company appear to be test-minded and this is best seen through the case histories described. There are however some corrections to be made, and questions arise when one studies the paper. If all the equations are to be homogenous, one obviously has to write Eq. 4 On the other hand, it is difficult to accept the definition put on Eq. 7, for that equation, which represents the factor of transformation from tpd of solids to cu ft per min of pulp in Eq. 6, has nothing to do with conditioning. It is evidently assumed here that conditioning means, as Gaudin calls it,' modulation of collection. One would prefer, for Eq. 7, the appel-ation "pulp conversion factor". THE absorption of oxygen by molten metals is a quick and convincing method to determine the metallurgical characteristics of various types of furnaces.1 The investigation was restricted to the use of coreless induction furnaces. A major variable in induction furnace practice is the frequency and its influence was studied by comparing melts made in a 5000-cycle and a 60-cycle induction furnace respectively.2 The authors are not aware that such a comparative study has been made before and therefore present this paper in the belief that the results will be of general interest. ANALYTICAL METHODS FOR DETERMINATION OF OXYGEN IN NICKEL An analytical procedure for determining NiO by a quick and simple, laboratory method has been worked out in collaboration with Dr. Herty, of the Pittsburgh Station of the Bureau of Mines. It was found that Dr. Herty's aluminum method as used for the. determination of FeO in iron and steel was very suitable for use with nickel if instead of hydrochloric acid a 10 per cent solution of nitric acid is used for bringing the metal into solution. Essentially this method involves deoxidizing the nickel-oxygen alloy with aluminum (2Al + 3NiO = Al203 + 3Ni) and determining the resulting Al203 by a residue analysis. The original oxygen content can then be calculated from the amount of Al-20,. The method as suggested by Dr. Herty3 is referred to in the present paper as method B. A slight modification of method Bled to the application of method A, a description of which is given below according to F. W. Beiter?:3

The fall of rock from strip coal mine highwalls continues to be the largest single source of fatal accidents, so methods to improve highwall stability through improved blasting practices were investigated in the field. This paper covers the results of a project to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. Utilizing surface blasting concepts of trying to achieve flexural failure of the rock mass both horizontally and longitudinally by appropriate relationships between burden, spacing, and hole length, as well as delay time sequence to achieve optimal confinement and breakage, successful results were achieved. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. Actual blockfalls could be measured and the stability for each blast design thus quantified. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. This paper details the result of such examinations.

THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.
