Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

This chapter is concerned with the uses, geology, exploration, evaluation, preparation for markets, and future of 90thorium and 39yttrium, along with 14 rare-earth elements. The rare-earth metals or lanthanides were divided into three categories by Berzelius. The cerium subgroup is comprised of 57lanthanum, 58cerium, 59praseodymium, 60neodymium, and 62samarium. 61Promethium does not occur naturally. The terbium subgroup includes 63europium, 64gadolinium, and 65terbium. The remaining lanthanides are placed in the yttrium subgroup. Strictly speaking, yttrium is not a rare earth. Because the properties of yttrium resemble those of heavy rare earths, its name has been used as a designating adjective. The yttrium subgroup includes 66dysprosium, 67holmium, 68erbium, 69thulium, 70ytterbium, and 67lutetium. Rare-earth elements, especially those of the same subgroup, tend to occur together rather than in discrete minerals.

I. INTRODUCTION. THESE impurities are perhaps the most important things in steel-especially steel made by the oxidation processes-the effect of which has not been at least approximately determined. By oxidation processes I mean the Bessemer and Siemens-Martin, during which the metalloids in the charge are removed by oxidation. It has been truly said that it is a clear advantage to have a new name for a new thing. To secure this and to economize space, let us adopt the name sonim (plural sonims) to designate the solid non-metallic impurities existing in steel or other metal. I would define a sonim as a solid non-metallic portion of matter existing as an impurity in metal. A piece of sand, brick, clay, or such material, imbedded in metal, would be considered as a foreign body, not as an impurity, and therefore not a sonim. The studies of sonims of which the results have been published hitherto, have been made chiefly or wholly on finished or at least on cold steel, without much, if any, regard to the specific methods by which the steel was made. While many of the results so obtained are valuable, they give little help in determining the cause, effect, or cure of the disease. It is not enough, in such a study, to know merely the commercial name of the process; for within the field of each process lies a great number of possible variations, each of which will yield a result differing in some respect from all others; and the control of sonims is particularly dependent. on the metallurgical treatment of the metal, because of the inability of analytical chemistry to throw much light on their presence, condition, and effect, as they usually occur in commercial steels. The microscope aids more, perhaps, than chemistry in their study.

PROGRESS in the general field of nonferrous physical metallurgy during the past .year has been uneventful but healthy. A continued increase is apparent in the number of useful alloys and in the mechanical treatment and heat- treatment of finished metals and alloys nothing can hinder the multiplication of alloys or the diversification of their treatment as knowledge of the behavior of .alloys increases; as ternary and quaternary alloys are better understood, hundreds of new metal combinations with unusual properties may well be expected. Evidence of rapid progress is already at hand.

Prior to this time, ample supplies of high grade mineral fillers, such as clay, have been available close to consuming centers. Now depletion of these accessible deposits, coupled with other factors such as increasing demand due to population expansion and standard of living rise, has made development of upgrading techniques attractive to producers. Various investigations being carried out by the U.S. Bureau of Mines are described. Factors making the development of improved methods for upgrading clays attractive to producers include: depletion of accessible deposits of high-grade clays, rising transportation and labor costs, more exacting specifications, and increased demand resulting from an expanding population and a constantly rising standard of living. Industry recognizes the need for upgrading presently unusable materials and has cooperated with the U.S. Bureau of Mines by providing samples from submarginal deposits and by evaluating the products that USBM upgrades. Following are some examples of recent clay beneficiation work by the Bureau. FIRE CLAY BENEFICIATION At the Rolla Metallurgical Center, Rolla, Mo., the Bureau is conducting research to develop technically and economically feasible mineral-dressing methods to remove quartz, pyrite, and other impurities from submarginal fire clays. The research has been spurred by the growing shortage of high-grade bur-ley, flint, and plastic clays in the Missouri fire-clay district resulting from increased consumption and the low rate of discovery of new deposits of adequate quality. There apparently is ample tonnage of submarginal flint and plastic clays to maintain the industry for many years if such material can be upgraded to commercial quality. Samples have been submitted to USBM by several major producers of refractories, including A. P. Green Fire Brick Co.; Harbison-Walker Refractories Co.; Mexico Refractories Div., Kaiser Aluminum and Chemical Corp.; and Wellsville Fire Brick Co. Research on some samples has been completed and still is in progress on others. The Bureau has found that specimens containing quartz or pyrite in grains coarser than the accompanying clay generally can be upgraded either with a gravity table or hydraulic cyclone. The improvement in quality is notable not only in chemical analysis but in an increase in pyrometric cone equivalent (PCE) of one or more cones. As an example, consider the results attained on a sandy flint—a fine-grained mixture of kaolin and halloysite with quartz and minor quantities of iron and manganese oxides. Chemical analysis was: 35.4 pct alumina (A12O3) and 47.8 pct silica (SiO2). The sample contained 9.2 pct free silica as quartz. The PCE was 33. The sample was crushed to -10-mesh, blunged with water, and then stage-ground to -48-mesh. The ground sample was tabled to yield a clay fraction containing 37.6 pct A12O3, and 45.3 pct SiO2 of which 2.4 pct was free silica. The PCE was 34. Recovery of alumina by this process was 73.6 pct. Concentration of the same clay in the hydraulic cyclone was even more effective in respect to quartz removal. The clay fraction analyzed 38.6 pct A12O3, 45.0 pct SiO2 of which 0.5 pct was free silica as quartz, and had a PCE of 34. Recovery of alumina was 71.9 pct. The hydraulic cyclone was also effective in reducing the pyrite content of a plastic clay which likewise was a mixture of kaolin and halloysite, plus some pyrite, quartz, and carbonaceous material. It analyzed 30.6 pct Al2O3, 52.3 pct SiO2, 2.3 pct Fe2O3, and 0.76 pct S. The sample was blunged and screened through 10-mesh to remove some coarse pyrite, then ground to -65-mesh and cycloned to remove most of the remainder. The final product recovered 81.8 pct of the alumina at a grade of 32.3 pct A12O3, 50.9 pct SiO2, 1.4 pct Fe2O3, and 0.1 pct S. The PCE was 32-1/2, compared with a PCE of 31-1/2 for the crude clay. The fine beneficiated clays, of course, must be pelletized and dried or fired to meet commercial acceptance. This operation has already been solved by industry. Little progress has been made on two remaining problems. One is that of fine-grained impurities, not separable by table or cyclone. Flotation is being investigated to solve this. Although fine pyrite is readily rejected, a satisfactory quartz-clay separation has not been attained. The second problem, a stubborn one, is that of alkali. CONSIDERABLE deep hole prospect drilling has been done in the last few years in the Globe-Miami mining district about 70 miles east of Phoenix, Arizona, and in the San Manuel-Tiger area about 50 miles south of the Globe-Miami region. More than 205,000 ft of churn drilling have been completed by the San Manuel Copper Corp. at their property in the Old Hat Mining District in southern Pinal County. The deepest hole on this property is 2850 ft; there are 49 holes deeper than 2000 ft. At the adjoining Houghton property of the Anaconda Copper Mining Co., where only one hole reached 2000-ft depth, there were 27,472 ft of churn drilling and 3436 ft of diamond drilling. Three churn drill holes were deepened by diamond drilling methods. Near Miami in the Globe-Miami district the Amico Mining Corp. drilled four holes by combined churn and rotary drilling methods, the total amounting to 13,879 ft, of which 2256 ft were drilled with a portable rotary rig. In the same district, besides doing a large amount of shallow prospect drilling, the Miami Copper Co. drilled two holes of 2560 and 3787 ft, respectively, which were completed by churn drilling methods. The rocks encountered in drilling at San Manuel and Tiger are described by Steele and Rubly in their paper on the San Manuel Prospect' and by Chapman in a report on the San Manuel Copper Deposit? The rocks are well-consolidated Gila conglomerate, quartz , monzonite, and monzonite porphyry. In some places these formations stand very well while being drilled, and three holes were drilled without casing, the deepest of which was 2200 ft. In other holes faulted and fractured ground made drilling difficult. In the Globe-Miami district the deep drilling was done in the down-faulted block of Gila conglomerate east of the Miami fault and in the underlying Pinal schist. The geology of this area is described by Ransome.3 In the Amico holes the conglomerate varied from material consisting entirely of granite boulders and fragments to a rock made up of schist fragments in a sandy matrix; in the Miami Copper Co. holes there were more granite boulders and the material was poorly consolidated. Drilling was much more difficult and expensive in the Miami area than in the San Manuel district, mainly because of the depth of the holes and the formations drilled. All the deep hole prospecting described in this paper was done with portable rigs. The churn drill rigs were of several types, of which the Bucyrus-Erie were the most popular. Bucyrus-Erie 28L, 29W, and 36L rigs were used on some of the deeper holes on the San Manuel property. A few Fort Worth spudder types were tried, and the deepest hole at San Manuel was drilled with a Fort Worth Jumbo H. The spudder type is considerably larger than most other rigs used on this work and required a larger location site. The spudders were belt-driven machines with separate power units, and time required for setting up and moving was much longer than with the more portable drills. All the churn drilling was done by contractors or with machinery leased from them. A few of the contractors had complete equipment, including most of the necessary fishing tools. Unusual and special, fishing tools were obtainable from the supply companies in the oil fields of New Mexico or in the Los Angeles area. Most of the contractors used equipment with standard API tool joints, so that much of it was interchangeable. Failure of tool joints is one of the principal causes of fishing jobs. It can be minimized if the joints are kept to the API specifications and the proper sized joints are used in the various holes. The minimum sizes that should be used with various bits are as follows: 12-in. and larger bits, 4x5-in. tool joints; 10-in. bits, 3 1/4x4 1/4-in. tool joints; 8-in. bits, 2 3/4x 3 3/4-in. tool joints; 6-in. bits, 2 1/4 x3 l/4 -in. tool joints; 4-in. bits, 1 5/8 x2 5/8-in. tool joints. Two rotary drill rigs were tried at San Manuel on the same hole, and a portable rotary drill rig was used on the Amico drilling for test coring the formation and for drilling in holes 3 and 4. Rotary drilling differs from churn drilling or cable tool drilling in that the bit is revolved by a string of drill pipe and the cuttings are removed from the hole by a thin solution of mud pumped through the drill pipe. The principal parts of a rotary rig are the power unit, a rotating table to revolve the drill pipe, hoists to raise and lower the pipe and to handle casing, and a pumping system to circulate the drilling liquid. The rig used on the Amico property at Miami was mounted on a truck. The larger rig used on the San Manuel property was hauled by several trucks and had separate turntable and pumping units. Diamond drill coring equipment was used successfully with the rotary rig in the holes on the Amico property, To allow for 2 3/8-in. drill pipe with tool joints, 3 1/2-in. core barrels and bits were used. With the standard 3 1/2-in. core barrel there was considerable difficulty in maintaining circulation with mud, so a barrel was designed with a smaller inner tube and a broad-faced bit. This allowed coarser material to circulate between the barrels. Rock bits of 5 5/8 to 3 7/8 in. were used with the rotary rig for drilling between core runs. Diamond drill equipment is much lighter than churn drill tools, so that fishing tools can usually be obtained from supply houses by air express when needed. Three churn drill holes on the Houghton property at Tiger were deepened by diamond drilling with Longyear UG Straitline gasoline-driven-machines. The open churn drill hole was cased with 2 1/2-in. black pipe. ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

BRIEFLY, the ore body of the Bagdad Copper Corp., Bagdad, Ariz., is a monzonite porphyry carrying copper values fairly evenly distributed from the surface down through the primary zone. Tabular in shape, the ore body extends over several hundred acres. The oxidized zone averages about 60 ft thick and assays about 0.50 per cent copper. Under this is the chalcocite zone, or the zone of secondary enrichment, which averages about 100 ft in thickness and assays about 1.4 per cent copper. Under this zone lies the primary zone which extends in places to a known depth of about 150 ft and averages in grade about 0.60 per cent copper. Several years ago the block-caving method of extracting the ore from the chalcocite zone was installed. Then it was necessary to draw only about 250 to 300 tons per day, the capacity of the old milling plant. Early in 1943 the new 2500-ton concentrator was put into production. Drawing ore from the developed stopes in sufficient tonnage to furnish the mill at capacity proved unsuccessful in more ways than one. First, drawing the ore at an accelerated rate caused a large amount of dilution, there-by lowering the grade, and also caused funneling through to the surface. The surface material was detrimental to milling metallurgy and development of these stopes was costly per ton of ore extracted. The grade of ore decreased. making it impossible to maintain a mill head of over 0.9 per cent copper. The

ONE'S lifetime does not usually offer the oppor-tunity to observe and be a part of the commercial development of an entirely new material. Petalite has been known for over a century, but at first it was presumed rare. However, it was found to be so abundant that it has become a new and extremely useful industrial tool. Mineralogy Petalite is a lithium-aluminum-silicate mineral. It was from petalite that J. A. Arfwedson first discovered lithium in 1818. The theoretical composition of Li2O • A12O8 • 8SiO2 is equivalent to 78.4 pct silica, 16.7 pct alumina and 4.9 pct lithia. The mineral in its known commercial occurrence is colorless to white and rarely gray, transluscent and rarely transparent. It is brittle, has a vitreous luster, and occurs usually in cleavable masses (fig. 1). It is classified as a di-silicate, but is similar in composition to the metasilicate spodumene, Li2O.-Al2O8-4SiO2 (table I). However, their specific gravities are quite different (3.13 to 3.20 for spodumene, 2.39 to 2.46 for petalite). Occurrence Petalite specimens have been reported in many localities; however, there are only three known countries having occurrences of commercial significance. The classic locality is Sweden's Utö Mines, which, although reportedly still containing considerable petalite, have been closed and are not expected to be operated in the near future. At Varuträsk, in northern Sweden, petalite carrying 4 pct lithium oxide is the main ore. In 1946 there was reported about 1000 tons on hand. However, the iron content was 0.60 pet too high for other than chemical use. Petalite has been reported in western Australia. At the Cottesloe mine, where small quantities have been reported available, it is produced in conjunction with feldspar. Petalite occurs in considerable quantity in the feldspar quarry at Londonderry, and it was estimated1 in 1943 that over 3700 tons might be available. The petalite in South West Africa was first discovered by F. J. Jooste, a lawyer by profession, in 1938. The following year he discovered a much larger deposit, and in 1948 another important discovery was made. These deposits occur near Kari-bib and constitute the only known commercial deposits. Their full extent has not yet been determined, but huge massive blocks of petalite of the purest grade, running into many thousands of tons, can be seen in all these deposits. To date, 60,000 tons of high grade, low iron containing ore has been blocked out in the major bodies. Mining for years to come will be confined to simple quarrying. THE Petroleum Division opened its proceedings on Wednesday morning, with two simultaneous sessions on engineering and economics. The first paper at the engineering session, over which A. W. Ambrose presided, was "Underground Surveys of Oil Wells," by Alexander Anderson of Los Angeles, Calif., was presented by John Suman of the Humble Oil & Refining Co., Houston, Texas. Following this, the paper of E.'H. Griswold of the Mailand Oil Co., Houston, Texas, was presented by C. V. Millikan of the Amerada Petroleum Corp., Tulsa, Oklahoma. Following the presentation of these two interesting papers a general discussion followed on the subject of "Crooked Holes." The discussion was entered into by F. H. In recent years bismuth telluride has received considerable attention, primarily due to its value as a thermoelectric material. Since there seems to be little dependence of thermoelectric effect upon crystal orientation1 many of those who have previously worked with this material have been unconcerned with knowing its crystallographic angles to any degree of accuracy. However, when one studies deformation modes, lattice stresses, or the aniso-tropy of mechanical properties of a material, knowledge of the interplanar angles and their relationships as depicted in a stereographic projection becomes essential. Lange2 originally published crystallographic data which described the structure of bismuth telluride as rhombohedral with the space group A more recent work by Francombe3 presented data which corroborated and refined the original findings of Lange. In addition, Francombe established that there is no coexistence of rhombohedral and hexagonal lattices in bismuth telluride as was suggested by Vasenin and Konovalov,4 and that the structure can be treated as a pseu do hexagonal structure with an axial ratio, c/a, of 6.95 for convenience of presentation and study. The interplanar angles and standard projections for several unalloyed hexagonal metals have been previously published,5-9 but the present work appears to be unique in that it presents data for a rhombohedral compound in pseudohexagonal form. As a pseudohexagonal structure, this material has an extremely large axial ratio as compared to the usual range of approximately 1.5 to 1.9 for the hexagonal metals. Slip-line formation during bending has been studied on neutron-irradiated molybdenum single crystals. For equivalent strains, the slip lines are coarse and distinct in the irradiated molybdenum and not resolvable in the unirradiated molybdenum. The slip lines have been directly correlated with dislocation channels present in the irradiated and deformed thin foils. The heterogeneous distribution of the dislocations during deformation in the irradiated material results from dislocation interaction with the dejects produced during irradiation. Impurities , in the form of' carbides, affected the dislocation channeling Principally by acting as dislocation sources. ALTHOUGH the mechanical behavior of irradiated materials has been studied extensively, the precise mechanism of irradiation hardening has not been established. Some information on the microstructural species responsible for hardening of irradiated materials has been derived from direct and indirect observations. The direct observation of the structure of deformed irradiated metals, particularly by transmission electron microscopy, is a relatively new and unexplored area. Slip-line studies in fcc metals have been restricted primarily to copper.1-3 Very coarse slip lines, representing slip on many closely spaced planes, have been observed in deformed, irradiated copper. Coarse slip lines have also been observed in irradiated aluminum.4 Clear channels in irradiated copper caused by dislocation motion through the defect structure have been seen by transmission electron microscopy and correlated with slip lines.5-6 To date, little work has been reported on the irradiated bcc metals. Eyre described the slip lines around hardness indentations on irradiated iron and found them to be more distinct than lines in unirradiated material.' Mastel et al.' have observed channels in deformed irradiated molybdenum similar to those reported in copper. NO STRANGER phenomenon exists in the American mining industry today than the so-called bootleg anthracite industry in Pennsylvania which now produces probably close to 15 per cent of the total hard coal out- put of the State. Instead of being what - was first thought to be a temporary condition, countenanced because of the desperate condition of some of the miners at the depth of the depression. it is thriving now as never before. Re- ports of it have penetrated all over the world, as exemplified by inquiries concerning it in Durban, South Africa mentioned by John C. Cosgrove in his article in the July MINING AND META LURGY.

MEETING for the thirteenth time in New York as part of the five-ring circus known as the Annual Meeting A.I.M.E., the Coal Division experienced a wartime boom in attendance. Technical sessions were crowded and whereas 65 seats were set up for the annual luncheon meeting of the Division over 100 members showed up, many of whom had to be fed elsewhere. Possibly the Coal Division should adopt "13" as its lucky number. Discussions at technical sessions, formal and informal, were lively. Those papers containing material directly concerned with the war, or containing information that might be usable for war industries, were enthusiastically received. Some criticism was made in regard to the present method of handling discussions and it was suggested that better success would be had in getting discussions in the record by the use of hired reporters. This is being considered by the executive committee of the Coal Division.

AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R.
