Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

NO reasonably well-informed person believes that the role of minerals, both metallic and nonmetallic, will be any less important in the future than it has been in the past. The contrary is true. Industrialization is based on mineral resources and man's ability to make use of them. A nation's standard of living, its political and military power, will continue to depend largely upon the extent to which it is industrialized-and minerals are the raw materials both of the machine and the power to run the machine. Minerals are also the raw materials of human health and stamina. The world's healthiest, most vigorous, and most long-lived peoples have always been those that have lived in regions of the globe where the earth is rich, and kept rich, in the phosphates and other minerals required for the production of the so-called growth foods. Only a small proportion of the land surface of the globe is suitable under any circumstances for large-scale production of these and other essential foods. As things stand, only a part of this land is capable of such production either because the soil minerals have been exhausted by cultivation, or because they never existed in the soil in sufficient quantities.

IN planning a postwar program for manufactured products, it is essential that the bases for the plans be wisely chosen. First we must make certain assumptions as to the war's ending. Let us assume: (1) complete victory by the United Nations, (2) peace terms that will ensure the direction of the economy of all nations of the world toward peaceful pursuits, and (3) an early ending of the war, that is, before the nations of the world, excluding the enemy, are near the point of physical and spiritual exhaustion. Thus, our manufacturing plants and transportation facilities will still be in good shape. The plants and transportation facilities, as well as the cities of a large part of Europe, however, will be badly crippled. The rich mineral and other raw material resources of the world, little of which was under control. of the Axis powers before the war or will be after the war, will not be used up. Control of these raw materials, or at least an important part of them, will remain in the hands of the strong peaceful nations.

THE patent system, through which an inventor is given exclusive right to his invention for a limited period as a reward for his industry and in reimbursement of his expenditures, originated in England in the famous "Statute of Monopolies," enacted in 1623. The first patent granted in America was to Samuel Winslow, in Massachusetts, in 1641. The basis of the patent system of the United States is a provision in the Constitution giving Congress the power to secure to inventors for a limited time the exclusive use of their discoveries. The first legislative enactment was the law of 1790, which was placed on the statute book after Washington had addressed Congress in its favor. Under this law, the Secretary of State, the Secretary of War, and the Attorney General constituted the board for the examination of patent applications and the granting of patents. The first Secretary of State, Thomas Jefferson, became the first administrator of the patent sys- tem in this country. He personally examined every application filed during his term of office.

This figure, if attained, will establish an all-time record for the Province. Great changes have taken place in the different divisions of the mining industry since 1929, the previous peak year of mineral production. A brief review of the earlier history of mining in the Province will also be given.

HEAVY-DENSITY separation processes, a commercial application of the sink-float test used in mineralogical laboratories for the separation of mineral particles by their difference in specific gravity, are the biggest development in mineral dressing since flotation, which was at about the same stage of development thirty years ago. The scope of their application has broadened and, though still in the development stage, they are being accepted in a constantly increasing number of commercial installations. This progress in mineral beneficiation is especially satisfying when we realize that our high-grade ore deposits are fast disappearing and a big factor in determining whether a hole in the ground is being sat upon by a liar or an honest citizen is how economically the ore dressers can concentrate comparatively low-grade ores. As early as the middle of the nineteenth century attempts were made to use aqueous salt solutions in a heavy-liquid separation for cleaning coal. But the original and recovery costs of these liquids were high and further, the fact that they were corrosive, unstable, and toxic added to the difficulty in using them.

Y.-It is interesting to note that although this movement was started only seven years ago at Yale, it has spread in that brief time to 200 colleges and technical schools, anti thousands of men are interested in it. There are 3,000 graduates who became acquainted with the movement in college days anti are now promoting the industrial betterment idea all over the country. Some of these men are employed entirely in this work, and the number of such workers is constantly increasing. We feel we are really doing a very fundamental thing in getting so many coming engineers and prospective employers of labor to interest themselves in these things which we have been discussing this morning; these things which are so vital to efficiency and success in any line of business or engineering to-clay. Of course the institutions located in our large industrial centers have the greatest opportunity for practical service. But I have just returned from one college, Pennsylvania State College, where 300 engineering students in three clays signed up as interested in this movement and as anxious to take active part in the work this summer. That is one of a number of colleges situated in towns where there are 110 industrial opportunities. Therefore, their field of service must be where they work

IN MY general contact with industry I have become more and more impressed with the need for the closest possible co-operation between engineers and metallurgists, and particularly with the need for appreciation of the work that each group is doing to assist the other. Also, I am convinced that from time to time it. is vitally important to a true perspective of human progress in all its branches, and certainly a salutary corrective of undue optimism and pessimism to endeavor to carry the mind hack over certain periods in the advance of technical knowledge, and form some kind of broad estimate of what has been accomplished in the application of science to industry in the fields with which we, as individuals or groups, may for the time being be concerned. We cannot without some appreciable mental effort realize what our forerunners have dine For us. If the young engineer or metallurgist entering industry today could be suddenly transported to a quarter of a century ago, and be compelled to work with the materials then available and within the limitations of knowledge then attained, he would, on his return to present-day life, have a much greater appreciation of what has been accomplished before lie arrived on the scene, and, what is even more important, a far more acute sense of its inherent value to his profession. I propose here merely to indulge in a general summary of the subject of improved engineering metals and alloys rather than in details, and to deal exclusively with developments within my own experience.

DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

AS part of a long-range investigation of eutectoid decomposition, a study of the structure of austenite has been undertaken in order to characterize as best as possible the parent phase in the Fe-C system. Austenite is a solid solution of carbon atoms in fcc iron, the carbon atoms being located in interstitial positions. Of the two kinds of interstitial sites, octahedral (0, +, +) and tetrahedral (4, a, $), in this lattice, the larger octahedral sites are usually considered as the probable position of carbon. The strain energy involved in pytting a neutral carbon atom (covalent di; ameter 1.54)' into a tetrahedral site (diameter 0.56A) is considerably greater than that associated with p2tting carbon into the octahedral site (diameter 1.08A). Dayal and arkeen' observed the migration of carbon in iron under the influence of an electric field indicating tha tye carbon is ionized. pe ionic radius of C'4 is 0.15A and that of C" is 0.29. Consequently, it is conceivable that carbon ions could occupy the tetrahedral sites if one considers only the strain energy. Size considerations alone do not provide a complete explanation for the formation of the interstitial solid solutions, however. because metals such as copper, zinc, and cadmium do not appear to form interstitial solid solutions in spite of their large interstitial sites. Evidence which suggests partial ioni-zation of the carbon in austenite has also been obtained by Speiser, Spretnak, and alor who derived formu- lae relating the observed change in lattice parameter to the effective diameter of the solute atom. Assuming the carbon occupies the octahedral site. they computed the effective diameter of carbon to be 1.33A whereas the covalent diameter is 1.54A. petch5 concluded from powder X-ray diffraction experiments that carbon atoms occupy the octahedral sites. His conclusion was based on the general trend observed in the intensity of the diffraction lines as the carbon content of the austenite was increased. However, the major difficulty associated with application of X-ray diffraction to this particular problem is the relatively poor scattering power of carbon. Williamson and smallman' utilized X-ray diffraction to study the line broadening caused by the strain field about carbon atoms inferrite: these investigators concluded that at least 85 pct of the carbon in ferrite occupies the octahedral (0: 3, B) site rather than the larger

AT the New York meeting of the American Institute of Mining and Metallurgical Engineers held in February, 1926, W. H. Bassett and J. C. Bradley presented a paper entitled "Exudations on Copper Castings."' The purpose of the present paper, as the title suggests, is to call attention to somewhat similar phenomena which the authors have encountered in brass and bronze. From a study of the examples given, a more-or-less speculative theory of "inverse segregation" is advanced. Protuberances on Admiralty Brass In the rolling mill of the Scovill Manufacturing Co., there have been found quite commonly bars of certain alloys which had a sort of shaggy roughness on the surface due to slight metallic protuberances. No special attention was paid to these until some bars were found on which these protuberances were heavy enough at the bottom of the bars to produce a blistered appearance. A sample of the protuberances was milled off the surface of the bar illustrated (Fig. la) and upon analysis was found to contain 66.66 per cent. copper, 4.02 per cent. tin and 0.03 per cent. lead, whereas the average composition of the bar was 70.21 per cent. copper, 1.21 per cent. tin, and 0.01 per cent. lead. A sample of the shaggy-rough protuberances at the very top of a bar was also analyzed and was found to contain 2.45 per cent. tin, indicating that it was probably of the same origin as the blistered areas. These results were not entirely unexpected for previous analyses of this alloy had revealed that the surface was richer in tin than the rest of the bar. This, of course, is contrary to what we would expect from a consideration of the equilibrium diagram and has been called "inverse segregation." Fig. 16 is a cross-section of a bar through the protuberances on the surface. It reveals that there is a decidedly different structure through the raised areas and seems to indicate that the bar originally solidified

THE patent literature of alloys for the last two decades or so indicates that the number of liatents referring to smaller and smaller percentages of essential alloying constituents is on the increase, whereas the number of patents relating to considerable percentages of alloying additions becomes smaller. The claims regarding physical properties indicate consistently higher and more rigid values and show the possibility of modifying the physical properties by only slight changes in the percentage of minor constituents or by applying different methods - of treatment. Alloys of the same base have been made suitable for a number of different applications by intelligently and rigid- ly controlling their composition, melting, casting, working, and heat-treatments. Other trends indicated in the development of modern alloys are higher corrosion resistance, higher fatigue limits, and "stability" in volume.

BASIC mineral commodities may be divided into two general classifications in their market or price characteristics. In one class are commodities sold on a world-wide basis, as gold, silver, nickel, asbestos and petroleum, and in the second are those produced and sold locally. Of course, no precise line of demarcation exists between the two; coal, for instance, belongs more or less in both. If there are enough producers of any commodity to prevent control of production by any one person or group, a free market then exists and the price in a buyer's market is determined by the most favored producer-meaning the producer, with the lowest production cost or the lowest cost of transportation, or both, to the particular market, or place of use. With minerals in the first classification, their high intrinsic value far outweighs the transportation cost and a uniform market price is accepted as an essential element in the economy of distribution. But with common minerals of small. intrinsic value and relatively high transportation costs, economists are reluctant to admit that a uniform price may also be an essential element in distribution.

GEOLOGICAL problems are approached from a geometrical (space relations) viewpoint, a kinematical (time sequence) viewpoint, or a dynamical viewpoint. The first two require sound training in conventional geology and in field methods. The third approach requires a solid foundation of chemistry, physics, and mathematics. Modern training for geologists should include close integration of basic sciences with geological principles. INTRODUCTION Our knowledge of the earth has increased tremendously during the last half century. We know more about its surface configuration, the distribution of its natural resources, the procession of living forms that inhabited it in the past, the chemical composition of its oceans, the areal distribution of its surface rocks, the movements of its atmosphere, and so on. Not only do we know more facts about the earth, but we have a better understanding of the processes that take place on and within it, such as the nature of earthquakes, the thermodynamics of the atmosphere, the chemical equilibria involved in the formation of igneous rocks, the mechanics of stream flow, the dynamics of the earth's origin, and so on. Many sciences contributed to the sum total of this knowledge, including such established disciplines as geology, geography, physics, chemistry, astronomy, biology. Out of this accumulation of new knowledge grew also a group of new sciences, such as seismology, oceanography, meteorology, volcanology, hydrology. Collectively these latter are known as the geophysical and geochemical sciences, and to a large extent they began as branches of geology. Until the turn of the century, for example, the study of earthquakes (seismology) was a part of geology, although as early as 1846 Mallet, a physicist, had suggested that the subject could be investigated by elastic-wave theory. Comparatively little progress was made along these lines until the seismograph was developed near the turn of the century; since then, additional earthquake data have accumulated rapidly, but more important, the interpretation of these data essentially has kept pace with their accumulation. In similar fashion, meteorology was generally considered a branch of geology as recently as one or two decades ago. Considerable progress had been made in such aspects as weather forecasting, but the science dates its recent rapid rise from the year 1911, when Bjerknes first applied the principles of dynamics to the analysis of air masses. The rapid development of such disciplines as oceanography, volcanology and hydrology was due in part to the application of principles of chemical equilibrium, of dynamics, and of thermodynamics to earth problems, by men who were essentially physicists or chemists by training. The last half century, therefore, and particularly the last two decades, saw the influx of numerous chemists and physicists into the realm of the earth sciences. CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

MOLYBDENUM and tungsten have desirable corrosion and temperature resistant properties, but the metals in bulk are expensive and their fabrication is difficult. Such considerations led to a search for a method of plating them upon base metals. This search was successful and led furthermore to a number of developments which could not have been foreseen. Neither pure tungsten nor pure molybdenum has been electroplated successfully, although the literature of electroplating is liberally sprinkled with the description of unsuccessful attempts. The process of plating these metals by thermal reduction of their halides has achieved only limited usefulness because of technical limitations and because of limited range of product quality. Plating by thermal decomposition of the carbonyls does not suffer from limitations of the same sort and the properties of the plate are readily controllable. This paper describes the plating of molybdenum and tungsten, and of compounds and alloys of these metals, by pyrolysis of their carbonyl vapors. Chromium also has been plated in this manner, but the experiments upon chromium have been less extensive and the results much less satisfactory. Probably the most important of the products which we have obtained are the alloys with carbon, and the carbides of the metals. Either molybdenum or tungsten can be deposited upon a base metal as a coherent and adherent coating. By adjusting the plating condition the carbon content of the coating can be made to have any value from substantially zero to about 35 atomic pct. The hardness is dependent primarily upon the amount of carbon in the plate and can be regulated over a very wide range, some coatings containing considerable carbon being harder than sapphire. In addition to products already known this method of plating has yielded new carbides of molybdenum and tungsten and alloys supersaturated with carbon. These new products are possible because, in the process of plating, carbonyl can be decomposed at temperatures as low as about 150'C, and thus in the presence of other substances reactions occur which could perhaps not be produced in any other way. In addition to carbides and alloys with carbon, sulphides and oxides of molybdenum and tungsten have been produced and studied. There are certain other advantages of the carbonyl method of plating. It is not required that the base have good electrical conductivity as in electrochemical processes, and the base need not have the temperature stability required in plating from a halide. FABRICATORS of copper and copper alloys have contended with the problems of reconversion during the past year in endeavoring to return to the full-scale production that is demanded of them. The problems have not been easy, for the industry, like so many others, has had to deal with strikes of long duration, and material shortages, particularly in the raw materials, copper, zinc, lead, and tin. Despite all these obstacles, it was possible to gear production to new peacetime records during the latter part of the year. This was made possible not only by the use of multiple shifts of personnel, but also by the improved production equipment, the development of which had been stimulated by wartime necessity. The work of installing new and better equipment is still continuing, and virtually every company is engaged in improving or planning to improve its processes.

A strong step towards acknowledgement of mining as a skilled trade has been taken by the Tintic Division of Kennecott Copper Corp. In May 2 ceremonies, a pilot program was signed into force which, possibly for the first time in US history, recognizes mining as an apprentice trade and grants journeyman status to those who complete the prescribed training sequence. The apprenticeship standards, hammered out after months of consultation between management, labor, and government, are presently limited only to underground hard-rock mining and only within Kennecott's Tintic Division, but the architects of the program are confident that the concept will spread-first to other underground operations where miners desire documented evidence of their special skills, then to open-pit and soft-rock operations.

This paper deals with the Asarco method for the determination of equipment availability. It is apparent that no single availability equation will provide all of the information necessary for the complete record of equipment availability. In the Asarco system, three separate availability records are carried on major equipment. The first is mechanical availability, the second is operational availability, and the third is a historical record of equipment use. The derivation of the three items and the definitions of the time elements used in the various availability equations are presented and discussed. The Mission unit of American Smelting and Refining Co. is located in Pima County, Ariz., approximately twenty miles southwest of Tucson. The unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to company smelters at Hayden, Ariz., or El Paso, Tex. Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tpd concentrator was started in the spring of 1960. The first ore was treated in midsummer of 1961 and full ore production was reached in August 1961. At that time over 46 million tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tpd. Total production to date (ore and waste) is over 120 million tons.
