Introduction The Pueblo Viejo gold-silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/t gold and 20 g/t silver at a rate of 7.25 kt/d. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide ore body. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history, having been mined by the indigenous Arawak Indians for some time in the early sixteenth century prior to the arrival of the Spanish, and then by the Spaniards. In the early 1950s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and the plant was designed, built, and brought into production.

IN the USSR considerable technical improvements have been made in hydraulic methods of mining coal. In New Zealand coal mining by these methods is still comparatively crude. The Russian techniques are closely studied in New Zealand, and this description is based mainly on translations of technical articles. Fundamentally the methods in both countries are the same-chief developments in the USSR are the use of high pressure water jets, capable of winning all but the hardest coal without prior blasting, and hydraulic pipeline transportation where the gradient is unsuitable for flume transport.

Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

The extensive employment of nonmetallic minerals antedates the use of metals, but only within the last two decades has the production of nonmetals begun actually to keep pace with the complicated activities which characterize the so-called Machine Age. The economic changes ushered in by the Industrial Revolution were reflected first in an increased demand for metals and for fuels. In the modern sense, therefore, the nonmetallic mineral industries are new and afford new opportunities for engineer and economist alike. A certain amount of caution is indicated, therefore, before attempting to apply ready-made formulas to the problems of these industries. Economics is not an exact science. In the field of production technology where the number of variables is fairly well known, the principles of economics are readily applicable, but as the student proceeds through the province of marketing into the unexplored regions of psychology and sociology he must distinguish carefully between scientific reasoning and purely metaphysical speculation, even when the latter masquerades as economics. The present paper attempts to prove no preconceived theorems and is designed primarily to stimulate careful thinking on sundry neglected phases of these industries. An attempt is made to differentiate the general problems into single aspects which afford promise of being comprehended separately; also, some fundamental statistical data are presented, but merely to indicate a method of scientific approach applicable to more intensive studies. Definition Before discussing the economics of the nonmetallic mineral industries, it is appropriate to consider what we mean when we say "nonmetallic minerals." This term, inasmuch as it is merely a negative description, is somewhat loose and ambiguous and gives rise to questions in regard to minerals that, like chromite or bauxite, are alternatively classed either as nonmetallic or as metallic minerals (or ores). Some problems concomitant with commercial exploitalion of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service department wants defects rectified and the cause determined to avoid recurrence The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character. Geological Problems The geological problems deal almost exclusively with the size of blocks. Size across the deposit is limited by thickness of individual beds. and along the strike by the space between crosscutting joints. Frequently the vertical depth of a block is reduced by exfoliation shells arising from spontaneous expansion. All these factors require consideration in developing a deposit to fill an order. FLUORSPAR is found in most of the states from the Rocky Mountains westward, and commercial production of the mineral has been reported from Arizona, Colorado, Nevada, New Mexico, Utah and Washington. The map in Fig. 1 indicates the general distribution of many of these deposits but it is by no means complete. In the summer of 1926 the writer examined certain deposits of fluor-spar in Arizona, California, Colorado, New Mexico and Washington; in November, 1927, revisited the Jamestown, Colo., district, and in earlier years examined deposits in Colorado and New Mexico. Based on notes of his own and. on descriptions and other data by H. A. Aurand, H. W. Davis, R. B. Ladoo, V. C. Heikes, W. D. Johnston, Jr., and by producers of fluorspar, he prepared the following brief descriptions of deposits and estimates of reserves of fluorspar, originally for the use of the subcommittee on fluorspar of the Joint Committee on Foreign and Domestic Mining Policy and on Industrial Preparedness respectively of the Mining and Metallurgical Society of America and the American Institute of Mining and Metallurgical Engineers. Descriptions of many fluorspar deposits in various western states and districts have been published. It is not feasible to summarize this literature here, but the appended bibliography will indicate to the interested reader what papers are available.

ThE strain-induced martensitic transformation may be used to attain desirable combinations of strength, ductility, and fracture toughness. One of the parameters is the relative stability of the austenite. For example, it has been shown by Zackay et al.1 that the volume percent of strain-induced martensite is related to the combination of strength and elongation obtained. It has also been shown that the degree of transformation is an important factor in the crack propagation resistance of metastable austenitic steels.2 Considering both tensile and crack-propagation tests, it was of interest to see if there was any functional relationship between the amount of strain and the volume of strain-induced martensite. Previously,9 it had been shown that at room temperature, there was a relationship between uniaxial tensile strain and the volume percent of resulting martensite given by The data were obtained by plastically elongating tensile samples to a certain strain and then measuring the field strength to determine the strain-induced ferromagnetic volume. This was accomplished for two conditions having yield strengths of 229 and 233 ksi. The nominal composition of this material was 9Cr-8 Ni-3 Mo-2 Mn-2 Si-0.25 C-0.09 N. In evaluation of the strain-induced martensite at a crack tip: the question arose as to whether Eq. [1] would also be valid under triaxial stress conditions. Tests were conducted on 1/2-in. thick plate material having a composition of 9 Cr-8 Ni-4 Mo-2 Mn-2 Si-0.27 C. It was found that sectioning, polishing, and etching of fractured specimens could reveal the strain-induced martensite occurring at a crack tip. Care had to be taken to minimize the final polishing steps so as to avoid a smeared layer of strain-induced martensite. It is now clearly evident that 1963 is witnessing a record year for prospecting and exploration in British Columbia and Yukon Territory, as substantiated by the following facts: ? About 60 large mining companies and many smaller ones are active in the search for new ore deposits. ? More than 500 prospectors and exploration geologists have been in the field this season. ? It is estimated that $10 million has been spent this year on the search for new ore deposits. ? Claim staking in B. C. to July 31, totalling 14,250, is up 2000 over 1962. ? Helicopter companies report a record total of 25 aircraft chartered to mining groups, with additional numbers used in oil-gas exploration. ? Leading assayers state that business with the industry is double that of the previous year. ? Diamond drillers report an increase of approximately 25% in the amount of contracts now on hand. The question is often asked, "Why is mining so active in Canada's Pacific Northwest?"

Cast-steel runners, while not interesting from a commercial standpoint, furnish valuable material for microscopic study. Folcyl found not only the usual ingot structure, but zones of Widmannstättian structure, which he explains as due to differential crystallization. The writer, in examining nickel-steel runners, found a type of pro-eutectoid ferrite that is unusual and most probably new. The runner in question was 8.75 cm. (3.5 in.) in diameter and analyzed at its center 2.69 per cent. nickel and 0.350 per cent. carbe a and at its edge 2.62 per cent. nickel and 0.359 per cent. carbon. Th macrostruc-ture, which is the usual type, is shown in Figs. 1 and 2, which are a cross-section and the longitudinal surface, respectively. Slight segregat'ion of ferrite can be seen near the center of the segment and at other points near the edges of polyhedral grains. Stead's reagent brings out the dendritic structure within the grains as shown in Figs. 3 and 4. This texture is what would be expected of such a steel. Figs. 5 to 10 show the peculiar swirls of pro-eutectoid ferrite, the finding of which prompted this paper. These swirls, or eddies, if such a term can be applied, occur in all parts of the runner and in all parts of the individual grains. The upper left-hand figure shows this ferrite at a grain boundary; the middle left-hand figure shows the inner portion of a grain; and the lower left-hand figure shows these swirls at the edge of a grain which is also the outer edge of the runner. Straight-lined ferrite associated with swirls is found in the areas of Figs. 11 and 12. The texture of the carbon-bearing constituent of the runner is shown to some extent in Fig. 12, the pearlite being very fine or sorbitic. Higher magnification does not bring out any new features either in the peculiar ferrite or in the pearlite. Figs. 13 and 14, at 240 diameters, show the curved and straight-lined ferrite.

THE FRAMEWORK Consider where you, the reader, would place the emphasis m your answer to the following questions on mineral supply. Do you think of the mineral resources of developing countries in terms of the contribution which they can make to world mineral supply or in terms of the contribution they can make to development of the country? Do you look upon developing countries as a source of minerals for world industry or as a potential enormous market for minerals? If you are from a developed country it would be surprising I£ you did not emphasize the first alternative in each case, but it is also possible that simply raising the questions will call for some mental adjustments, because usually we do not think in these terms. If you are among the two-thirds of the world's population which comes from developing countries, you might well emphasize the second alternative. And to a growing extent during the reaming decades of the 20th century this is where emphasis must be placed. Increasing amounts of the world's mineral production come from countries which are in the early stages of development. Mineral consumers of the world look to these regions for continuing supplies of material to help meet their ever-growing needs; the producing countries look to mineral exports as one means of stimulating and financing their economic development-this seems a happy and fortuitous relationship. But due to the complexities of world mineral supply, it is a relationship which is fraught with potential confusion and misunderstanding. That this is so is not surprising when one considers that many of the producing countries are new countries which are urgently trying to find the path along which they can move towards development; that the direction of the path is by no means clear because various theories of economic development, as a planned and deliberate process, are relatively recent in origin and none are well understood; and that the very concept of the less developed countries (LDC's) is a relatively new one. To further complicate the situation there has never been a clear under- standing of the full role which minerals play in economic development, either in the case of those countries which are already classed as developed, or in the case of countries which are in the process of development. Before embarking on an investigation of some aspects of the relationship between minerals and developing countries, it seems wise to establish broad terms of reference, which may not be totally valid but which will at least give an initial direction for a journey with no clearly definable goal. There is plenty of evidence to indicate that at least one of man's chief interests in life is to make himself as comfortable as possible. If you doubt this, just watch the fellow next to you for the next half hour trying to find the most comfortable position that a hard chair has to offer. Comfort, however, does not always mean an easy chair. To some, it may mean a wealth of money: to another, freedom from worry. But to most of us, it means first of all a comfortable atmosphere in which to live, and to a great many of us it probably also means freedom from that annoying task of firing the furnace. Today more than ever before, automatic heat is one improvement that is placed high on everyone's list. Perhaps this is because automatic heating is becoming relatively cheaper. Perhaps it is because of a good publicity campaign on the part of the oil and gas men or maybe it is just that we are getting lazier day by day. At any rate, almost every issue of Better Homes and Gardens, House Beautiful, or your other favorite home magazine carries an article extolling the virtues of this or that automatic heating system.

REINARTZ, Middletown, Ohio.-Mr. Carl Peirce has presented a valuable paper on a subject that has been very widely discussed in recent years, especially since the demand for high finish, deep drawing and other grades of sheet steel in the lower carbon ranges has become an important factor in the steel business. Steel of this analysis has been produced for many years, but the product for which it was made did not require the extra care in the steel plant that it does today. It must now be worked down into thin sheets for special purposes and undergo many severe finishing processes both in the steel mill and in the fabricating plants. Mr. Peirce's paper has outlined in a concise and logical manner the steps which must be taken in manufacturing such steels. The secret of successs is attention to details of well known steel practices. I agree with him that quality steels of this class cannot normally be made out of inferior raw materials. Scrap should be clean and if possible not too variable in analysis. Galvanized scrap or babbit are particularly objectionable. Scrap should be in such physical condition that undue delays are not encountered in charging the furnace. Limestone should preferably contain over 95 per cent. available calcium carbonate, and be free from clay or other foreign substances. Almost universal practice shows that 10 per cent. limestone is required for proper slag volumes to protect the metal from over oxidation. The use of 8 per cent. limestone makes the operation less fool-proof.

INTRODUCTION The maximum yield of washed coal and the required ash and sulfur contents are the only performance factors of direct, immediate interest to any operator. Yet since the turn of the century coal preparation engineers have repeatedly sought more sophisticated performance criteria that could be used to draw comparisons between different cleaning operations and to permit generalizations about types of cleaning equipment or kinds of coal. Proliferation of efficiency formulas resulted. Hardly a year goes by, and certainly not an International Coal Preparation Congress, without the introduction of some new formula or some new concept of an existing criterion. This is merely the usual quest for improvement, because the performance criteria available today, although highly useful, are imperfect. Moreover, they are not as widely understood as they might be. The First International Coal Preparation Conference, which was held in Paris in 1950, accomplished a great deal toward establishing uniformity in terminology and methods of expressing cleaning results; the proceedings of that conference provide a wealth of detailed information on the various performance criteria, their uses and their limitations. For ease of discussion, the various performance criteria can conveniently be classed according to the degree to which they are dependent on the density composition of the raw coal treated. Some are directly dependent, some are only indirectly dependent, and some are, under certain circum- stances, essentially independent. DEPENDENT CRITERIA The yield and ash content of a washed coal are directly dependent on the washability characteristics of the raw coal from which it is derived. Thus, they are manifestly unsuited to comparing the performance of different plants, because no two plant feeds are the same. In fact, yield and ash content, by themselves, are inadequate for even routine day-to-day control. The continuous variation that occurs in the amount of impurity in raw coal, and sometimes in the float ash, make it impossible to tell whether a reduction in yield or an increase in the ash content of the washed coal results from any malfunction or misadjustment of the cleaning equipment. Recovery Efficiency For many years the most popular performance criteria that are only indirectly dependent on the washability characteristics of the raw coal have been efficiency formulas. Production of petroleum increased again during 1929, thus maintaining the steady growth inaugurated by the bringing in of Royalite No. 4 in Turner Valley, Alberta, towards the end of 1924, prior to which a decline over a number of years had been experienced. The growth has been confined to the Province of Alberta, the older production in New Brunswick and Ontario showing declines, although in the latter case considerable activity in the search for new gas structures was maintained and during the last six months two wells were brought in, one at Howard in the Trenton at a depth of 1250 ft., giving 5,500,000 cu. ft., and the other at Tilbury in the Guelph or Salina at 750 ft. giving 9,000,000 cubic feet. As has been the case during the past five years, interest in the search for structure and in the following up and development of areas already recognized has centered in Alberta and adjacent portions of Saskatchewan. This was due in the first instance to the striking of wet gas in the Palaeozoic limestone (Madison) of Turner Valley, some 30 miles south of Calgary, in Royalite No. 4 in October, 1924. The bringing in of other wells of similar importance late in 1928 and in the spring of 1929 which extended the productive area 3 miles southwards led to greatly enhanced drilling activity throughout the structure and adjacent areas and in other parts of Alberta. As a result good strikes of heavy crude oil have been recorded during the year at Ribstone, Oyen, Skiff and Coutts, in each case at moderate depths and in sufficient quanitity to justify prolonged testing. The prospects of a satisfactory production of this grade of oil are very encouraging. Actual oil production in the west is still confined to the Province of Alberta and for all grades of oil totaled 997,359 bbl., which compared with previous years shows a gratifying increase. To this increase the naphtha obtained from the wet gas of Turner Valley has proved the principal contributant, heavy crude also showing an improvement, while the light crude, the product of the Cretaceo-Jurassic sands overlying the Paleozoic of Turner Valley, remains unchanged. This is largely owing to operators casing off these sands in their endeavor to reach the limestone, but, there is evidence that in future more attention will be paid to

The following paper, submitted by the Russian petroleum authorities, was secured through the courtesy of G. V. Ackerman, Vice President of Amtorg Trading Corporation, and N. V. Vannikoff, Representative in the U.S.A. of the United Oil and Gas Industries of the U.S.S.R. It gives an excellent view of the Russian petroleum industry as seen through Russian eyes. Noteworthy is the tremendous area over which the Russians are searching for petroleum, for this paper refers to such far-flung areas as the Arctic Tamir Peninsula, Kamchatka and Sakhalin on the Pacific, Lake Baikal in Central Siberia, the great new discovery at Neftadag in the plains of West Turkestan, and the oil of the Ferghana oasis, where the derricks look out over to the mosques of Kokand. Of interest also is the new pipe line to supply the industrial centers of Ukraine grouped around the great hydroelectric plant built at Dneprotroy on the falls of the Dnieper. The technical achievements have been noteworthy and we must pause to consider the scope of the undertakings being carried forward. Russia is at the worst a good second to the United States in petroleum reserves and for a long time to come will be a most important factor in the petroleum markets of the world. Her story should be of interest to everyone in the industry. The First Five Year Plan The first Five Year Plan, covering the period 1928-29 to 1932, accomplished the task of transforming the Union of Soviet Socialist Republics from an agricultural, backward land into a powerful independent industrial country, with an advanced technological foundation of its own for finally achieving the social reconstruction of the entire national economy. Along with the gigantic forward 'strides in industry and transportation, radical changes took place in agriculture. The creation of more than 5000 great state farms and of more than 200,000 collective farms serviced by a widespread network of machine-tractor stations has brought the U.S.S.R. to the fore as the largest agricultural country in the world. Imports of tractors and other agricultural machinery in the initial years of the Five Year Plan and the intensive output of this equipment by the great plants of the U.S.S.R. in the latter years of the plan have brought about the mechanization of agriculture in the Soviet Union. AN observation that is finding fresh confirmation in the leadership of the Allied Nations is "When the need arises, a man will rise to fill it." Much the same can be said of industrial advances in the current emergency. Events and circumstances have created needs for new materials and stimulated the inventive genius of man to fill them. The timely development of fibrous-glass manufacture, in relation to present war needs, is a case in point. HISTORICAL SUMMARY It is probable that the first glass fibers produced by the hand of man were made about 4000 years ago. Successful production of glass fibers for manifold industrial and military uses, on any scale that could begin to meet present needs, has a history spanning a scant four years. The American processes that brought this young industry into being were developed between the years 1931 and 1937; research and manufacturing efforts were consolidated to create a commercially satisfactory operation as late as November 1939. In the 40 months that have elapsed since then, the industry has achieved commercial importance, supplied immense quantities of materials for pre-war industrial expansion to meet "defense" and Lend-Lease needs, and now has reached such importance that it has come largely under the control of the War Production Board for equitable distribution of its major products among 13 claimant agencies. It is worthy of note, however, that the Bureau of Ships, Navy Department, began exploratory use of fibrous-glass products in 1932, within one year after the date of the first experimental trials of the new process. This early recognition of the military importance of fibrous glass gave impetus to further research work. The foregoing rapid scanning of historical development must be filled in, lest the impression be created that glass fibers were suddenly created out of thin air, with no antecedent trials, failures, and partial successes. The actual history of glassmaking is lost in antiquity. Probably some nomadic tribesman found molten glass beneath the bed of a hot campfire built upon sand of the proper composition. If his curiosity led him to poke the glowing, viscous pool with a green-wood stick or some handy weapon, it is probable that he drew a glass fiber on the end of his implement. Molten glass has much the same consistency as honey or molasses; it strings out tenuously. Thus, it is quite possible that the first form of glass shaped by man's action was a glass fiber. Artisans in glass, throughout the long history of glassmaking as an art, drew fibers from fine rods for many decorative applications, including "spun glass" decoration in beautiful stemware and the charming millefiori (glass flowers encased in solid glass), and even to create the blood vessels in glass eyes to match a bleary mate.

The rapid advance, during recent years, in the manufacture of articles that have been in common use for generations and the development of new materials entering into appliances and devices unheard of fifty years ago have created a demand for some of the more common non-metallic minerals. To supply this demand there has quietly developed a branch of the mining industry of which little is known by most mining engineers —the mineral-filler industry. In this paper, and generally in the trade, the term mineral filler is applied to a mineral used in its natural state after mechanical preparation only (such as grinding, milling and washing), without undergoing any chemical change and without exerting any chemical action on the substance with which it is incorporated. The consumption of mineral fillers is confined chiefly to large manufacturing centers in the Eastern and Northern Statcs. Where available, materials originating near the place of consumption are used, as most fillers bring a comparatively low price and, frequently, the freight may equal the cost of the finished filler at the mine. The Southern States have abundant deposits of non-metallic minerals suitable for fillers, which supply the manufacturing industries in adjacent states. Many of these deposits are equal to, or superior, in quality to those mined in the North, but they can not compete with them because of the freight rates. The mineral-filler industry has felt the present depression, but it has suffered less than most mining industries, for as a rule the mills are simple, the overhead expenses are low, and the labor is entirely local and can revert to farm work when the plant closes down. Many other deposits in the southern district will undoubtedly be developed when business revives and freight rates are adjusted. Most of the non-metallic mines are small and the tonnage handled is low in comparison with the tonnage involved in modern large-scale mining of coal, iron, copper, etc. On the other hand, at nearly all non-metallic
