FREE competition, long the controlling ideal of domestic trade within the United States, has had the fundamental geographical advantage of functioning in the world's largest area of unrestricted commerce. Goods moved back and forth across state lines, unimpeded by customs, and industrial operations have developed rapidly to meet the expanding needs of a pioneer country richly endowed with natural resources. Fifty years ago, antitrust laws were adopted to protect the competitive private enterprise principle. It became illegal for one person to combine with another to restrain trade or commerce among the several states or with foreign nations. The original legislative measures defining this philosophy were the Sherman Act of 1890 and the Clay- ton Act passed in 1914. The development of Europe and other parts of the world was influenced by different conditions which led to a different theory of trade. Here were many small nations, with limited natural resources and a thin market, and they attempted to protect their national economy by tariff walls. International business arrangements for the purpose of diminishing the ups and downs of the more competitive system --crux of the modern cartel operations-seemed a logical device to stabilize production and guard the interests of both workers and consumers. European governments as well as European industrial interests became convinced that if com- petition could be held in bounds the danger of business depressions and un- employment could be reduced.

A new theoretical treatment has been obtained for the behavior of pattern waterflood injection wells when closed in. Two cases are treated: Case I where oil and water are assumed to have the same properties, and Case 2 where they arc different. In applying the method, one plots log (p — p,) vs closed-in time, where p is well-bore pressure at any tims and p, is static pressure. The value of p. is determined by trial and error as that value which makes the plot linear at large time. A value for the permeability-thickness product can be determined from the intercept of this linear part, and a value of the skin factor from the injection pressure at time of closing in. Application of the method to data from water floods at three fields seems to give reasonable results. For the case of unit mobility ratio, it is proved that this new method should give the same value for permeability-thickness product as the conventional pressure build-up method. In addition, the new method gives correct values for static pressure, whereas the conventional method does not, often indicating negative static pressures. The new method may be used in cases where the surface pressure persists after closing in as well as in cases where it does not. INTRODUCTION It is of considerable interest and importance to be able to determine the characteristics of the reservoir in an area surrounding a water injection well. Thus, if we can determine early in the life of an injection well that there is a considerable "skin effect", remedial measures can be started before a full-scale pattern flood begins. Similarly, if it can be shown that a gradual buildup of skin effect is occurring with time, measures to free the water of plugging material can be taken. Determination of static pressure in the water-injection well may show that the water is entering a thief zone and not the desired reservoir. Finally, determination of the permeability of the sand around the injection well will allow estimation of the future relation between injection pressure and rate. It should be possible to determine average reservoir permeability, skin effect and static pressure from pressure fall-off data. However, at the time we began work on this subject, it was thought that no adequate theory on which to base such determinations' was available. According to the conventional method which considers the reservoir to be filled with one fluid of small compressibility (see Van Everdingen, Joers2, and Nowak2), shut-in pressure is plotted vs log where is injection time, and At is closed-in time. The physical significance of injection time, may well be questioned in this case, since in a reservoir completely filled with a single fluid (as required by this theory) and with input and output rates equal, the pressure behavior after an initial transient is independent of t,. Attempts by our Tulsa area to use this theory led to negative values of static pressure in most cases. Because of these limitations of the method discussed above, it was decided to attempt to develop a new theory of pressure behavior in water injection wells, one which would apply when there is a gas saturation, as is so often the case in water floods. In the following treatment the assumptions and basic equations are given first, then the method of application of the equations. A complete example is given to clarify details of application. All difficult mathematics has been placed in the appendices so that the reader can follow the text without difficulty. However, if he wishes only to apply the results without knowing the basis for them, he can learn how to do this from reading only the sections entitled "Plotting of Experimental Results" and "Example." ASSUMPTIONS AND BASIC EQUATIONS Statement of Problem It will be assumed that a horizontal layer of constant thickness contains in its pore system a mixture of oil, gas and water. While water is being injected into this pore- system through a well at constant rate, an oil bank is built up, gas being expelled from the space taken by the oil as shown in Fig. 1. In this paper, as in so many discussions of an historical nature, there is little chance for original material and much has had to be rewritten from older papers, documents, accounts, reports, and the like, some of which are of doubtful authorship or contain conflicting statistics. Fully aware of these pitfalls, the authors have tried to quote the origin where possible, and also to seek further confirmation when the statement warranted it, but they cannot assume responsibility for certain facts and dates. The Encyclopedia Britannica was frequently consulted. The authors wish to acknowledge assistance from Mackintosh-Hemp-hill Co. (formerly the Fort Pitt Works) and also from officials of the Watertown Arsenal who loaned valuable books and gave much necessary information. Iron ore in considerable quantities was known to exist within the territory of the Massachusetts Bay Colony; and as early as 1629 some steps appear to have been taken toward the manufacture of iron by the Court of Assistants in London, under whose patronage the colony was founded. During the next ten years, deposits of bog ore were found in numerous ponds in the Plymouth Colony; and, in 1652, iron manufacture was begun at Raynham. The "Old Colony" was known as the main seat of this industry in New England, out of which grew a concern which was later to become one of the principal

When a new mine is opened, and often when an operating mine must adapt itself to physical or economic changes, a mining system must be selected in complete detail. In the past the plan chosen was usually the product of the local staff alone, however limited the training and experience of that staff might be, which often resulted in the introduction of methods that were familiar to the staff, but not so well suited to the conditions as others unknown to the local men. A new management, noting the difficulties with the existing layout, might make modifications or complete changes, so that many mines in their history have seen a whole series of mining systems, each somewhat laboriously grafted on to its predecessor. This should not be interpreted as a condemnation of the older staffs for sticking to the tried systems, such as open square-sets in the early days at the Homestake, because they knew it would work after a fashion, nor does the statement apply to the technically trained, and usually broadly experienced staffs of most present-day properties. The older miners did not have the variety of tools and methods, nor the present freedom of transfer of information as to what the other man is doing, and so did the best they could under the circumstances. Finally, the higher grade of the ores made the choice less vital. The ever-increasing need to mine low-grade orebodies, with a fixed or even lower price for the metal produced, has caused an increasing need for low-cost mining. In most new mines this has simplified the problem of selection by eliminating from consideration all of the high-cost systems, but it has also complicated the choice by the necessity for refinement in detail and a close adjustment of the plan selected to all the conditions at the property. In these low-cost problems any textbook division of mining systems as applied to "beds, veins or masses" avails little as a guide. It should be realized at the outset that to be successful under modern competitive conditions a system of mining must be worked out with elaborate detail, with careful time scheduling and control of the various elemental operations, and that after it is introduced it must be run with a large amount of technical direction.

THE direct process for the manufacture of iron which is principally used in the United States, in New York and New Jersey, is called the Jersey forge, the Champlain forge, the Catalan forge, the Bloomary forge or fire, and sometimes a Forge fire. Dr. T. Sterry Hunt, who has discussed the process as applied to the beach sands of Canada as well as to ores, in the Report of the Canadian Geological Survey for 1867-69, has shown that the name of Catalan forge is incorrect, as this process in no way resembles the Catalan, but is really the old German bloomary modified by long use in this country. Dr. Hunt gives the probable history of the introduction of the process into the United States, and a series of historic citations of great interest relating to it. Not¬withstanding the improvements which have been made in the construction of the furnace and its greater output, the process to-day, in all its essential features, is carried out as Karsten described it. It should now be known as the American Bloomary. The name of Jersey or Champlain forge or fire is not sufficiently distinctive. The name of Bloomary, by which the process is usually distinguished, is objectionable, not because it is incorrect but because it is indefinite, as the Knobbling fires, which are a very slight modification of the Walloon process, for making blooms either from pig iron or by sinking scrap, are also called Bloomaries, and although Knobbling fires are only used in a few localities where charcoal pig is made, and special grades of charcoal-refined blooms are required, one does not, without an explanation, know whether the blooms are being manufactured from ore or pig. The name Forge fire is equally indefinite, as it might just as well apply to any of the five direct methods of making blooms which have been in use in Europe, but which have now mostly gone out of date. The Dame of American Bloomary, however, is the one which most completely describes it, and is the one least open to objection. The names of German, Jersey, and Champlain bloomary are too local, and these adjectives are thought unnecessary by those who use the process, and we shall not therefore describe it under any of these names, but as the American Bloomary process. * Read at the Montreal meeting, September, 1879.

The sampling of waste materials containing copper, lead and tin has taken on a new significance within recent years, and is of increasing importance, on account of the entry of some of the copper refineries into this field and the tendency towards consolidations among the smelters. In the past, such material was sold on the basis either of a rough or grat) sample or of casual inspection of the lot. The two principal sources of this waste are the processes of fabrication and the scrapping of automobile, electrical, plumbing, railroad and other equipment. In both cases rnuch material can bc sorted, salvaged and sold by classification and grade to be melted "as is" or with the addition of new or virgin metal. The increasing care in classifying exercised in the large manufacturing plants tends to incrcase the proportion of this usable scrap; on the contrary, the increasing use of more complex and special non-ferrous alloys tends to makc sorting and grading more difficnlt in turnings, borings, clippings, etc., and conseqllcntly is making sampling of more moment. In tin, lead, alumiinum, and zinc furnace by-products such as ashes, drosses, skimmings, etc., the trade practice of evaluation has not varied much. For instance, tin drosscs, battery lcad, and aluminunl skimmings are ordinarily sold on what is called "metallic button" or "metallic recovery" or "metallic yield." Coppcr and Icad wastcl, howcvcr, is being sold more and more on actual copper and lead contents bascd on sarrlple and chemical analysts. This paper will be dcvotctl chiefly to the sampling of niaterials suitablc only for refining and recovery of one or more of the metals present. The methods described are often bascd on thc fact that but one, metal, such as copper, is to be paid for. The loss of volatile constituents in melting does not appreciably affect thc final copper result, as the "after-melting" assay can be readily calculated to the "bcfore-nltltingl' basis, but if smelter efficiency continues to increase, so that in tiltie zinc, for instance, may be rccovrred on a paying basis, thc method of sampling dirty brass, for example, will have to bc changed also. The results described in this article are based On field work conducted during the periods April-May, I939, and May-July, 1940. The United States Potash Co. is mining potash on Government land under a permit from the Department Of the Interior and the geophysical investigation was completed under a cooperative arrangemerit made between that company and the Conservation Branch Of the Geological Survey. The writer, a member Of the SeCtion of Chemistry and Physics of the Geologic Branch, was assigned to this investigation. Four definite objectives were in mind for the geophysical work in the studies over the salt deposits. The first was to determine the measure Of success that could be attained in this type of work with the resistivity methods that were to be employed. These methods had been introduced into the work of the Conservation Branch by Benjamin E. Jones for the investigation of dam sites, and have been used under his direction by the author for such work. If the method proved to be be an effort was to be made to contour the top of the salt beds and also the other formation boundaries known to be present in this area. Salt-water aquifers were to be studied in an effort to determine their boundaries, and an attempt was to be made to delineate the potash-bearing beds. Earlier Studies Others have made, and reported, restivity studies over saliferous deposits in different areas. Friedell and Messrs. Schlumberger2 reported geophysical work performed in the discovery of the salt domes of Alsace; Carrette and Kelly? described the geology of the same area. Leonardon and Kelly' published a resistivity curve obtained over the Hettenschlag dome, and a further discussion of this same area was given by the Messrs. Schlumberger6 in a communication. Messrs. Alty6 described studies on salt deposits in which the single-probe method was used. sinerez7 mentions that electrical methods were tried over salt deposits in Spain. Geoffrey and Charrin8 show a resistivity curve obtained over marl, gypsiferous marl and salt which is similar to that obtained over the New Mexico salt deposits. Kelly9 reported resistivity work performed with the ground Comparaor of Zuschlag over the salt deposits near Syracuse, N. Y., where the Salina formation is at a depth of 700 to 800 ft. ELECTROLYTIC zinc plants of the American Smelting and Refining Co. are located adjacent to the present city limits of Corpus Christi, Texas. The original plant commenced operations during 1942, and is designed for the production of special high grade zinc from zinc sulfide concentrates.' Subsequent changes include the erection of an additional acid plant during 1950, and additions for increased generating and production capacity during 1951. New Electrolytic Plant—The new electrolytic plant is a separate unit erected for the treatment of densified fume produced at Asarco plants located in El Paso, Texas and Chihuahua, Mexico. Construction was completed and operation commenced during June, 1953. Decision for the erection of a separate plant for the treatment of densified fume is based on several factors. One of the principal reasons is the assurance of continued production rate of the original plant, which might have been jeopardized by combined treatment of calcine and fume. Of equal importance is the advantage of locating a plant on a site with adequate space for eventual expansion. General Description—The new plant for the treatment of densified fume consists of four main buildings for the following operations: storage and grinding of fume, leaching and purification, electrolyzing and casting, and rectifier units. Auxiliary buildings include a baghouse, reagent storage, and a lunch room. Leaching of ground fume with electrolyte from the cells is a batch type operation in tanks equipped with mechanical agitators and weightometers. Completed leaches are pressure filtered, the resultant residue being recovered for shipment to El Paso by conventional use of thickeners, drum type vacuum filters, and a direct-fired dryer. Filtrates from the filter section are purified in mechanically agitated tanks, filtered after completion through plate and frame presses, and then pumped to an evaporative type cooling tower. Solution discharged from the basin of the cooling tower is collected in storage tanks for use in the cells. The cool purified solutions are pumped as required from storage to the solution circuit for circulation of electrolyte through the cells. Except for the addition of purified feed solution and withdrawal of electrolyte for leaching, the circulating system for the cells is essentially a closed continuous circuit that includes the use of evaporative cooling towers for control of solution temperatures. Aluminum cathodes and Ag-Pb anodes are used for electrolysis, which is maintained at a current density of about 82 amp per sq ft. Cathode zinc produced is melted in a gas-fired reverberatory furnace and then cast into slabs on a straight line casting machine. Unloading and Storage—Fume produced by the Chihuahua plant is shipped in box cars, and fume by the El Paso plant in hopper bottom dump cars. Shipments as received are weighed on a 7 5-ton capacity railroad scale, sampled, and then moved over one of the two unloading hoppers with a car puller. The cars are then unloaded with mechanized equipment, a car scoop being used for unloading of box cars and a car shaker for the hopper bottom cars

Phosphate ore is being mined at Monsanto Co.'s Henry mine, near Soda Springs, Idaho, for the company's three furnace elemental phosphorus plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. In stripping and mining, D-9 crawler tractors are utilized to rip and push-load rubber-tired scrapers. The equipment consists of six D-9G crawler tractors, four Caterpillar 657B scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12- month basis, two shifts per day, whereas mining is mainly in the summer months on a one-shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1 million tons of phosphate rock and 2.5-3 million cu yd of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor which owns, operates and maintains all equipment used. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis.

Coal has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

The Federal Bureau of Mines has developed a leach= electrolysis method for recovering lead from galena (PbS). Flotation concentrate is leached with ferric chloride (FeCl3) solution to obtain lead chloride (PbC12) and elemental sulfur, PbS + 2FeC13 -+ PbC12 + 2FeC12 + Sº. Over 99% of the P~S in the condentrate is converted to PbC12. The leach solution, composed of brine (NaC1) and FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. Very pure PbC12 (>99.9%).is crystallized from the leach filtrate on cool- ing and is subsequently electrolyzed in a fused-salt bath to obtain molten lead metal (>99.9% Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride, and other values, such as Ag, Cu, Zn, and Sº, are recovered by additional treatments of the leach solution and leach residue. This paper discusses results and conditions of the leaching and electrolysis operations.

The present known petroleum reserves are limited, and unless important new fields are discovered the Nation will be dependent, in the not too distant future, upon imports or upon synthetic liquid fuels to supplement domestic petroleum supplies. As a national defense measure, it would appear desirable to develop a substitute source of liquid fuels within the borders of the country if new discoveries of petroleum should Prove disappointing. Congress undoubtedly had this in mind when it passed the Synthetic Liquid Fuels Act (78th Congress, approved April 5, 1944). The act directed the Bureau of Mines to construct and operate demonstration plants for producing synthetic liquid fuels from coal and oil shale, and from forestry and agricultural products. As a part of this program, the Bureau of Mines has built a demonstration plant at Anvil Points, near Rifle, Colo., for retorting the oil shale, and has developed a mine to supply the plant with oil shale. At the beginning of mining operations, the physical qualities of the oil shale, which would have a bearing upon the selection of mining methods and practices for exploiting the deposits, were largely unknown. A comprehensive mining-research program has been set up to determine the best methods and practices to follow to obtain the lowest overall practicable mining cost for producing the oil shale on a large scale. Unusually low mining costs will be necessary for shale oil to be produced commercially. Consideration now is being given to exploiting a series of flat-lying beds 70 ft thick by a room-and-pillar method of three benches with the advance heading at the top. This report is one of a series giving the results obtained in research on mining problems, The structure and physical qualities of the oil shale indicate that the 70-ft interval of the oil-shale measure can be safely mined in open stopes; studies indicate that this method would be the most economical one to use.' As labor will be a major item of expense, the largest equipment that could be operated efficiently in the workings would be required to obtain the lowest practicable mining Cost. It Was therefore desirable to know the maximum safe span of unsupported rooms and the size of pillars necessary to support the overburden. This paper describes the work done at the Columbia School of Mines Barodynamic Laboratory in determining the maximum safe unsupported roof spans and the minimum safe pillar dimensions for the oil-shale mine at Rifle, Colo.

MarTENSITIC a has been observed to form spontaneously from the retained ß phase during the preparation of thin foil specimens of metastable Ti-Cr alloys containing from 6.9 to 20 wt pet Cr. Similar spontaneous martensite reactions have been reported in thin foils of 0 brass' and other alloys.2 4 The absence of retained austenite in iron-based alloys has also been attributed to spontaneous decomposition during thinning.5 The present work indicates that a unique situation occurs during which the spontaneous transformation takes place when the transitional ? phase is present in the as-quenched or partially aged ß phase. Alloys containing 6.9, 7.0, 8.0, 12.0, and 20.0 wt pet Cr were prepared by the levitation melting of "io-chrome" chromium and iodide titanium. The 0.5-in.-diam ingots were vacuum-annealed at 1000oC, and wafers 0.020 in. thick were then cut from the ingots. These wafers were wrapped in molybdenum foil, encapsulated in Vycor under a reduced pressure of purified helium, and then held for 30 min at 1000°C. The specimens were quenched in water to retain the metastable high-temperature ß phase. The quenched alloys were thinned by mechanical grinding to about 0.005 in. thick, then electropolished in a solution of 300 ml methyl alcohol, 175 ml n-butyl alcohol, and 30 ml perchloric acid at a temperature of -40°C. Needle specimens 0.005 to 0.010 in. diam were taken from each ingot and heat-treated with the foil specimens. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. In steels, for example, grain size affects hardenability, toughness and machinability; in brasses, grain size is related to hardness and deep-drawing quality. In the field of heat-resistant alloys, grain size has a marked effect on ductility, creep and endurance strength. In order to determine these effects, as well as to control the properties of materials, many accurate and rapid measurements of grain size must be made. This paper presents a new and improved method for the estimation of grain size.
