An Appreciation of Dr. Douglas by Dr. ALBERT R. LEDOUX The Bulletins of the American Institute of Mining Engineers and the program of the International Engineering Congress, held last September at San Francisco, called attention to an important feature in the pro¬ceedings of the Congress; viz., the public presentation to Dr. James Douglas of the John Fritz Medal, for notable achievements in mining, metallurgy, education. and industrial welfare. Dr. Douglas' health, unfortunately, did not permit of his taking the journey to California. While he had been willing that the bestowal of the medal should be a public ceremony, his natural modesty made him shrink somewhat from what he considered something of an ordeal, and he begged those who were to take part in it to use restraint in anything which they might have to say as to his work and attainments. It was, therefore, with some considerable satisfaction on his side that he learned that the medal would be given him without a public, ceremony in New York, or elsewhere. . On Dec. 5, 1915, the writer of this had the pleasure of handing him the medal, certificate, and official letters of transmittal, at his home at Spuyten Duyvil, where lie was surrounded by his children and grandchildren, with one or two of his most intimate friends. He begged the writer to return his thanks to the Committee of Award; and again to express the feeling that nothing in his career merited so great an honor. On this point all of the members of the Institute will share the writer's feeling that Dr. Douglas is too modest. James Douglas was born at Quebec, Canada, in November, 1837. His father Was a distinguished physician and surgeon, employing his skill in the field of philanthropy: He established the first retreat for the insane in the Dominion, to which lie. devoted himself up to the time of his departure from Canada, when it was taken over by the Government. The son spent 2 years in study at the University of Edinburgh, which lie entered in 1855. Returning to Canada, he graduated from Queens University, at Kingston, Ontario, with the degree of Bachelor of Arts, having also studied medicine, and later theology. After his graduation he traveled extensively with his father in Europe and in the Orient, visiting Egypt several time's. They returned with important archaelogical collections, which Dr. Douglas subsequently donated to the Metropolitan Museum of Art in this city. He then returned to Edinburgh, where he continued his course in medicine, surgery being perhaps his chief interest at that time. He was subsequently licensed to preach and his contemporaries bore testimony to his broad philanthropy and to the sympathy which dominated his every act. His taste was distinctly literary; he had carried off a prize at Edinburgh in English literature.

THE results published in Professor Howe's paper 10 of our determinations on the Ac3 and Ar3 points for a series of commercial carbon steels 11 containing manganese in varying proportion, represent the average temperatures found by taking several (4 or 5) heating and cooling curves. The accompanying curves, Figs. 6 and 7, are, for each steel, the first heating and cooling curves as obtained by' the inverse-rate method of Osmond, using a cylindrical chronograph sensitive to -0.1 sec. for recording .time. Simultaneous observations were also taken by the differential method with a platinum neutral and plotted by Rosenhain's derived differential method and gave substantially the same results, the curves having sensibly the same contours in both cases.12. The observations were taken in vacuo on cylinders 5/8 by 1 in. in length bored to center with a 1/8-in. hole to receive porcelain insulated thereto-couple, and inclosed in an out- and in-glazed Berlin porcelain tube heated electrically by, platinum foil wound on the tube. The vacuum was usually better than 0.1 mm. The heating and cooling of the furnace was automatically controlled by a salt-water rheostat with shaped electrodes, giving a uniform rate of heating and cooling.

During the last few years the New Lead Belt of Southeastern Missouri has become the main source of lead in the United States. It also produces significant amounts of zinc, copper and silver. The mines are located on a narrow, mineralized trend extending southward from Viburnum, MG. for about 35 miles. The ore occurs as replacement deposits in the Bonneterre lime- stone formation which is about 1000 ft below the surface. In most of the mines, enough water is produced to supply the milling requirements without any reuse. There are dry areas, however, and at least two mills must rely on water reclaimed from their tailings lake to augment the mine water. These mills have no choice but to utilize recycled mill water.

SEAMLESS pipe, the product produced from piercing a solid round billet of steel by the Mannesmann process, was first produced in the latter half of the 19th century, the Mannesmann machine having been patented in 1885. The products of other processes also have been termed seamless pipe; for example, the cylindrical section produced by "cupping," which consists of forming a cup from a flat plate or disk and further elongating the cup into a tube by passing it through a set of reducing dies. The purpose of this paper is to discuss some of the more important metallurgical factors and their relationship to the economical production of seamless pipe produced by the Mannesmann piercing process. The first seamless tube plant in America was established at Shelby, Ohio, in 1891, and was employed in the manufacture of bicycle tubing. For a number of years the bicycle industry was the only user of seamless tubing, and this tubing was produced by hot-rolling pierced billets imported from Europe and finishing on the cold drawbench. At the turn of the century, the automotive industry was responsible for an increase in the demand for seamless tubing. The growth of this industry was the dominant factor leading to the phenomenal growth of the petroleum industry, which in turn created a tremendous demand for seamless pipe. In addition; the old lapweld iron boiler tubes for stationary and locomotive boilers were replaced gradually by seamless tubes. Since 1929, the production of seamless steel pipe and tubes has increased over loo pct. In 1929, 1,459,9031 net tons of seamless pipe was produced, including both hot-finished and cold-drawn material, as compared with 3,087,3122 net [ ] tons in 1948. Table I gives the distribution of seamless pipe by classes for 1948. METALLURGICAL PROBLEMS From a metallurgical standpoint, the production of seamless pipe has presented many problems. Practically every type of steel, carbon and alloy, with the exception of the superalloys developed during World War II, has been pierced and rolled successfully into tubing. This includes bessemer, open hearth, by the stationary and duplex processes, and electric steels. The range of sizes produced is no less staggering to the imagination, when it is considered that the hypodermic needle, which is 0.016 in. diam with a wall thickness of 0.004 in., and pipe for gas or oil transmission lines, with a 26 in. WHEN talking about Europe it is well to endeavor to keep politics and economics apart but they have become so intermingled in recent years that the discussion of one topic inevitably leads to the other. Economic influences formerly prevailed over politics but today national and international economies are governed by political forces. Commerce in raw materials, food, and manufactured products is now so restricted by governmental controls that the capacity of the world to produce and to consume, to exchange goods and to pay for them, cannot be gauged by the past or predicted by a multitude of experts. In prewar days there were some yardsticks but today there are none. Thus it is hazardous to make forecasts, for in all fields of human effort the world has been cast upon an uncharted sea.

US Tin Mission To Study Costs in Far East A move to obtain adequate supplies of tin at prices the United States is willing to pay was initiated when the interagency tin mission left for the Far East. The Mission, which includes representatives of the Reconstruction Finance Corporation, State Department, Defense Minerals Procurement Agency and the Bureau of Mines will go to Indonesia and Malaya. The primary purpose of the mission, according to officials, will be to study tin production costs, not to negotiate for the purchase of tin. The mission will be prepared to enter into negotiations, if the Far Eastern producers are amenable. The United States withdrew as a large-scale buyer of tin some months ago in protest against what it considered exorbitant prices being charged in the Singapore market. Subsequent attempts to negotiate for a steady tin supply at what this country considers reasonable prices have been unavailing. The U. S. is prepared to enter into a two or three year contract with the price of tin somewhere between $1.00 to $1.12 per lb. The decision to abstain from the market has not yet put a squeeze on U. S. supplies. Substantial quantities of tin still are coming in from Malaya under an old contract.

Drilling and blasting 12-in. blastholes started about the middle of 1946 and has worked out so well that about one half of the blasting, formerly done with 9-in. holes, is now done with 12-in. holes. In most of this work the harder benches were chosen for the 12-in. size because these were the areas where the greatest difficulty was encountered in thorough fragmentation. At the start of this experimental work a 42-T Bucyrus- Erie churn drill was available whereas all other blasthole drilling was being done with 29-T rigs. The large drill was first equipped with a standard 9-in. string of tools but it could not drill quite as fast as the 29-T drills. How- ever, when the weight of the string was increased about 700 lb, or to a total weight of about 3500 lb, it was found that the 42-T exceeded the drilling speed of the 29-T by about 25 per cent. When a 12-in. bit was substituted for the 9-in. bit the 42-T rig again dropped behind the drill- ing rate of the 29-T rigs. At this stage of the experiment the 42-T was using a 12-in. bit with detachable points and the total weight of the string of tools was about 3800 lb. It took longer to change the drill points than it did the regulation bit and this accounted for some of the slower drilling rate. When a heavier stem and standard construction 12-in. bits were used it was found that the 42-T could drill a 12-in. hole slightly faster than a 29-T could drill a 9-in. hole even in the hardest rock in the pit.

1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II—Comparative Costs—these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. An apparatus was constructed for the measurement of inter-facial tensions over a range of temperatures and pressures. This apparatus utilized the pendent drop method, and resembles in construction similar apparatus recently described in the literature and in use in some petroleum research laboratories. The interfacial tensions of benzene, propane, n-pentane, n-hexane. n-octane. and iso-octane against water were measured at temperatures ranging from 26" to 82" C and at pressures ranging from 1 to 204 atm. Values of interfacial tensions for the henzene-water system and their variations with temperature and pressure are generally in good agreement with value? of previous investigations. The data in all cases showed a slight decrease of interfacial tension with pressure at constant temperature in the range studied. The effect of pressure became less as the pressure was increased, with an indication of a reversal of the effect at higher pressures. There was a decrease of interfacial tension with temperature at constant pressure in all cases, as would normally be expected. This rate of decrease became greater the higher the temperature. A general equation is presented for the interfacial tensions as a function of presPurp and temperature over the range studied, and the constants calculated for each system. A definite trend was found in the effect of molecular weight on the interfacial tension at a given temperature and pressure, for the homologous series from propane to n-octane. Data for n-decane from the literature fitted well into this trend. INTRODUCTION It has been recognized for many years that surface forces play an active part in the production history of an oil reservoir as well as in determining the amount of unrecoverable oil. The magnitudes of these forces are governed by the values of the interfacial tensions. These vary greatly with composition, pressure, and temperature. The effect of composition is greater than that of pressure and temperature over the ranges normally encountered. In fact, because of the variety of compounds present in a crude, no attempt has yet been made to correlate crude composition with its surface tension or with its interfacial tension against water. The amount of dissolved methane greatly affects the surface properties of an oil, and there are "surface-active" compounds in crudes which have a much greater effect on boundary tensions than do equal amounts of hydrocarbons. THE present organization of Copper Queen employ-ees, known as the Employees' Conference Com-mittee, is really an outgrowth of the former Grievance Committee, which, in turn, had developed from the original Hospital Committee. The relatively small membership of these older organizations, the practical limitation of their activities to the presenting of grievances, and their lack of initiating powers, were the principal defects which the plan now in operation seeks to overcome. A somewhat parallel scheme was instituted in our Sacramento Hill division about four years ago; this gradually developed into the Ways and Means Committee, which, in addition to providing a forum for the discussion of operating problems, was instrumental in establishing an excellent and mutually satisfactory bonus system. Before recommending adoption of the plan now in force, we made extensive inquiries among those who have had any experience in such matters, and ended by proposing a modification of a scheme developed by John Leitch,1 which was characterized by its similarity to the constitution of the Federal Government. As finally remodeled, the. plan was submitted to vote of the entire working forces at the Copper Queen mines, and was adopted by them in May, 1920. Mining opera-tions since that date have been so interrupted that it is scarcely possible to state exactly what the results have been. The following quotations are from a printed pamphlet containing the constitution of the organization, as finally adopted. The first extract is from a letter addressed by the management to the employees: The plan submitted for your approval and adoption is modeled after the constitution of our own country, under which every individual is given an opportunity for advancement, according to his ability and determination, and every citizen is given a voice in the laws that shall govern him. So it is to encourage the individual employee in advancement, and to give him a voice in making the rules that shall govern his conduct, that we favor the adoption of the proposed constitution.

UNTIL a few years ago, geological mapping, the study of ore boulders, and different geophysical methods were the principal means used in the systematic search for mineral deposits covered by a layer of disintegration products or soil. These methods have been developed to a high stage of perfection as far as the geometrical definition of the conductor is considered. Use of geophysical methods in prospecting is based on the fact that an ore body differs from the country rock not only geologically but also in its physical properties. The general drawbacks and complications included in the use of geophysical methods are well known to everyone who has been using them, so need not be entered into here in detail. One of the more important ones is the fact that geophysical methods are unable to furnish information concerning the chemical composition of the ore bodies responsible for the indications. Further, the ores of many metals, such as silver, gold, beryllium, zinc, mercury, tin, lead, vanadium, antimony, chromium. molybdenum, tungsten, manganese, cobalt, nickel, and the platinum metals cannot be directly located by known geophysical methods, owing to lack of physical characteristics suitable for distinguishing them from the country rock. Thus it is quite natural that efforts have been made to develop direct methods for prospecting and locating ore bodies of the elements named. Known as chemical, biogeo-chemical, and geobotanical methods of prospecting, these have been much improved during recent years. A brief review of these methods and of some results obtained with them will be presented in the following, on the basis of available information and my own experience.

Spurred by a variety of factors, coal flotation is making headway among the preparation plants of West Germany. The author gives some statistics on German coal flotation plants and information on the properties of the feed and quality of the derived products. Types of machines and reagents used, dewatering practices, tailings disposal, and thickening operations are covered. There is special emphasis on the many-sided problems that confront German coal preparation engineers. The coal mining industry of West Germany is concentrated in three coalfields: the first on the Ruhr and the Rhein rivers, the second on the Saar river, and the third near the frontier between Germany and the Netherlands, around the towns of Aachen and Erkelenz. The total run-of-mine production of these three coalfields amounts to 736,000 tpd which come from 145 collieries. There are 121 washeries, 43 of them with a flotation plant. The total throughput of these 43 washeries is 280,000 tpd, out of which 26,000 tons (9.3 pet of the washery feed coal) are cleaned by flotation. The capacity of the individual flotation plants varies within relatively wide limits, the average being 40 tph and the capacity of the largest flotation plant being 120 tph. During the last few years, the number and size of flotation plants have been steadily increasing, although flotation must be looked upon as an expensive and rather complex cleaning process. The considerations which have led to the widespread application of flotation may be summarized as follows: 1) In making coking coal, it is seldom possible to add uncleaned fines to the coke oven charge, as their ash content is too high. If, however, the ash content of the fines is reduced to a maximum of 7 or 8 pet, they can be admixed to the washed and crushed small sizes without difficulty. This means, naturally that revenue is increased since the price of coking fines is always higher than the price for dust or uncleaned wet fines. 2) To prevent silicosis and pneumoconiosis, water infusion and spraying of the coal are practiced much more today than ever before. As a result, moisture content of run-of-mine coal has markedly increased and the washery feed coal contains more and more slurry instead of dry dust. The price of slurry, how- ever, is very low, and in many cases it is impossible to sell filtered raw slurry with a moisture content of 20 to 25 pct and, at the same time, 20 to 25 pct of ash. Reduction of the ash content of these slurries improves the possibility of dewatering them and, in this way, also enhances the marketability of this product. 3) The new severe laws and regulations against pollution of air and rivers make it necessary to de-dust coal better than in the past and to reduce the quantity of the waste water from coal preparation plants and their solids content to a minimum. 4) Even if there were no compulsory reasons to clean the fines, flotation will often lead to an increase in the overall yield. Although not the only application, it appears that the treatment of coking fines is the primary field for the flotation process in coal preparation. It must not be overlooked, however, that a series of arguments may be advanced against flotation: 1) Flotation is an expensive process because, in addition to the cleaning operation itself, the dewatering of the froth and the disposal of the tailings is very costly. 2) Operation of a flotation plant requires well trained personnel. 3) Filtered froth has about a 20 pct moisture content and, therefore, if mixed with the cleaned small coal it causes an undesirable increase in water content of the coke oven charge. For this reason it is necessary to take additional measures for dewatering washed small coal and this, of course, entails additional expense. 4) Disposal of flotation tailings involves very difficult problems, particularly in the highly industrialized regions. An investigation covering 32 flotation plants of Western Germany shows the following composition and properties of their feed:

In terms of present metal prices, analysis of extant records of the Eureka district indicate past production of the magnitude of $200,000,000 in recovered silver, lead, and gold. Production to date has been thoroughly oxidized ore from massive replacements, fissures, manta, and pipe-like bodies-in large part from the massive Eldorado (middle Cambrian) and Hamburg (middle to late Cambrian) dolomite horizons. In the productive area of about 6 square miles carbonate rocks comprise 80 per cent of the section, which includes early Cambrian to late Ordovician horizons. Four-fifths or more of the district's production came from a block of Eldorado dolomite in Ruby Hill that was moved in over younger horizons on strands of a regional thrust fault. The lower 500 to 600 feet of the block was much fractured and brecciated and became host to the ores. The Ruby Hill fault, a late normal fault, limits the Ruby Hill block of dolomite on the north for its entire length of nearly a mile and terminates the downward extent and exploitation of its ores. It introduced an hiatus of some 40 years in the district's development. Drilling of the past 20-odd years, followed by underground work, has now exposed the down-faulted extension of the Ruby Hill block of Eldorado dolomite and its contained ores, dropped 1800 feet in a dip shift to depths beneath the surface of 2000 to 3000 feet. The ores at depth are the sulfide counterpart of those mined in early years on the footwall side of the fault. The ores of the district may be attributed to the same source as the intrusive quartz diorite outcropping in a limited way south of Ruby Hill but found at depth elsewhere in drill holes. The long north-south axis of the district, its anticlinal structure, its major faults, and the distribution of the intrusives and, in their relation to the surface, the ores themselves, all suggest that erosion has not cut deep enough to expose the extent of intrusives and the ores consequent upon them.

EIGHT years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Coeur d'Alène district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8 by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown ; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Coeur d'Alènes. The power company received no compensation for the increased cost of producing power for this intermittent or fluctuating load. In order to protect its system from similar excessive

THE Tennessee Copper Co.'s mines are in the southeast corner of the state of Tennessee, Polk Co., in the well-known Ducktown copper basin. Their new circular production shaft will eventually be the only ore hoisting shaft, and is located for handling ore from Boyd, Calloway, Mary, and Cherokee mines. A circular, rather than a rectangular, shaft was decided upon because: 1-The circular shaft section is stronger when lined with concrete. Reinforcing steel was not required, thus reducing lining cost by one- quarter. 2-Water sealing was desired; it was thought it could best be done with a concrete lining followed by pressure grouting to eliminate water seeps. 3-The shaft labor saving equipment could best be used in a large opening, so the round section was made for economy, sinking, mucking, concreting and water sealing. Less shaft steel is used than could have been possible with steel sets. There are no posts required; center beams and Tee plate assembly placed at 10 ft hold the 100 lb steel guide rails.

It is with a certain amount of trepidation that a man considers gathering his family of six, traveling across a continent, two oceans and a sea, and going to live in a foreign land. But "pioneering" is still possible, and a nation is "foreign" only until one has lived in it. We've had eight years of pleasant experiences in South Africa on which to base that contention. It was in January 1938 that my brother first extolled the virtues of South Africa to us, and just three months and a thousand small problems later my wife, two daughters, three sons and I were boarding a ship in New York, bound for Cape- town. We arrived in May, and within a week had found a furnished home with beautiful lawns, tennis, court, a garden, and everything needed for family comfort. The children were soon located in school, and I settled down to the task of entering the importing business, as had been my original intention. The importing business started out slowly but was coming along nicely when on Sept. 3, 1939 the war started in Europe and a declaration of war by the Union of South Africa was made on the following day. With the declaration came import and export controls. In fact we were controlled completely out of business in one stroke. Liquidating the business, I went to Johannesburg intending to find work in one of the mines. Government health and safety regulations require that all underground mine employees have a red ticket from the Miners Phthisis Bureau certifying that they are not susceptible to silicosis, the scourge of the Witwatersrand gold mining industry. I made application to the Bureau, completed a form covering my whole past life, and was given a complete physical examination. The following day I was startled to find that I had not only been refused a red ticket but had been classified with a green ticket which for- ever bars one from working underground in any scheduled mine in the country, and all this in spite
