THAT management and purchasing have developed a more closely-knit working relationship is evidenced by the fact that more and more companies are appointing the heads of their purchasing departments to the position of vice president. This is concrete and dramatic indication that management is utilizing the knowledge and experience gained in this department and working with it at the policy-making level. When the engineering department is at the planning stage of a project, the purchasing department is being asked to sit in on the preliminary discussions . . .today. One result of this cooperation is that drawings and plans will reflect the current situation on material availability and another is that standardization will be incorporated in new construction and equipment.

ALL critical and strategic materials procurement functions have been transferred from the Defense Minerals Administration, General Service Administration, and the Economic Cooperation Administration and are now centered in a newly formed agency, the Defense Materials Procurement Agency. DWA will report directly to the Director of Defense Mobilization. Mr. Truman stated that he intended to appoint Jess Larson, administrator or General Services to head the new agency (see Trends P. 756). W. C. Schroeder has been named acting director of the Defense Minerals Administration replacing James Boyd. He has been named also to a newly created assistant director position of the Bureau of Mines serving under Mr. Boyd who is director. Schroeder was formerly head of' the Synthetic Liquid Fuels Division of the Bureau of Mines.

COAL companies in the anthracite region are studying various methods of mining that will permit a considerably shorter life of gangway and therefore a decrease in the maintenance charges. Maintenance charges in the upkeep of gangways where the measures are steeply pitching are high due to the excessive cost of the replacement of timbers and the cleaning up of falls. Therefore, if the length of gangway in the coal beds can be decreased and the mining more concentrated, the life of the coal gangways will be decreased and consequently the maintenance charges will be lower per ton of coal produced. Customary practice in the anthracite region is to drive long coal gangways and to work the breasts as the gangway from which they were driven is advanced.

R. V. Norris, Wilkes-Barre, Pa. (communication to the Secretary*):—Mr. Stow's paper presents a series of arguments, numbered from 1 to 18, concerning the relative merits of four systems of colliery-ventilation, designated by the author as " plain pressure-ventilation," " plain exhaust-ventilation," " obstructed pressure-ventilation," and " obstructed exhaust-ventilation." These arguments are subsequently compared by means of tables, in which an arbitrary numerical value is assigned to each, and which consequently serve no other purpose than that of showing his opinions and predilections, as indicated by his assignment of the said numerical values. In addition to this general summary, Mr. Stow intimates his preference for a fifth method of colliery-ventilation—namely, what he calls " alternating pressure-ventilation," which consists in the running of the fan at "pressure " during working-hours, and as an " exhaust" between shifts—a system which he proposes as, perhaps, new, yet which he thinks deserves recognition " as a standard form." This proposed " standard form " is not to be found in practice ; and I think it would be impracticable in gaseous mines of large extent, for the following reasons: 1. It takes considerable time to reverse the air-current in a large mine; and the reversal would involve a period of complete stoppage of ventilation, long enough to permit serious accumulations of gas. 2. In shaft- and slope-mines, at least, it is hardly practicable to have " every man out of the mine" during the night, and certainly impracticable to avoid keeping mules and horses inside. 3. DESCRIPTION. ACCORDING to the estimates prepared by the U. S. Geological Survey, the area underlain by workable coal-beds in the United States is 496,776 sq. miles. Of this total area, 480 sq. miles contain the entire anthracite coal-fields of Pennsylvania. The bituminous coal-fields are estimated to be contained in areas aggregating 250,051 sq. miles. The grade of coal between bituminous and lignite, and which is designated by the Geological Survey as " sub-bituminous," is estimated to be contained within areas aggregating 97,636 sq. miles, while the areas containing lignite aggregate 148,609 sq. miles. The coal-fields are divided, for the sake of convenience in classification, into six main provinces, as follows: 1. The Eastern. Province, containing the anthracite coal-fields of Pennsylvania and the bituminous coal-fields of the Appalachian region-namely, those of western Pennsylvania, Ohio, Virginia, West Virginia, Kentucky, Tennessee, Georgia, Alabama, and small outlying areas in North Carolina. 2. The Interior .Province, containing the bituminous coal-producing regions of Michigan, Illinois, Indiana, western Kentucky, Iowa, Kansas, Missouri, Oklahoma, Arkansas, and Texas. 3. The Gulf Province, containing the lignite-areas of Alabama, Mississippi, Louisiana, Arkansas, and Texas. 4. The Northern or Great Plains Province, containing the lignite and sub-bituminous areas of North and South Dakota, eastern Montana, and northeastern Wyoming. 5. The Rocky Mountain Province, containing the bituminous and sub-bituminous areas of western Montana and western Wyoming, Colorado, Utah, and New Mexico. 6. The Pacific Coast Province, containing-the areas of Washington, Oregon, and California.

The 50 pct Fe-50 pct Co alloy undergoes a transformation from disorder to an ordered structure of the CsCl type reportedly in the vicinity of 732OC. During this process, the coercive force goes through a maximum, apparently as a result of strains associated with the coherent nucleation and growth reaction. This magnetic alloy also shows a marked increase in the ratio of residual to saturation induction, which is associated with annealing to a high degree of order with the continuous application of a magnetic field. The increase in ratio can be explained on the basis of a decrease in 90' domain boundaries and, perhaps, by an increase in anisotropy resulting from lattice distortion. THE 50 pct Fe-50 pct Co alloy undergoes a disorder-order transformation which has been reported to occur in the vicinity of 732°C1,2 The ordered structure is the CsCl type.' This magnetic alloy also shows a marked increase in the ratio of residual to saturation induction as a result of heat treatment in a magnetic field, sometimes called a response to magnetic anneal.'-' The purpose of this investigation was to study the course of the ordering reaction, the nature of the response to .heat treatment in a magnetic field, and the relation, if any, between ordering and the response. Procedure The method of approach in this investigation was to produce an initial structure as completely disordered as possible and then gradually to order the alloy by isothermal anneals at various temperatures under different conditions of the applied magnetic field. Magnetic, magnetostriction, and X-ray analyses were of primary importance in determining the property and structural changes resulting from the isothermal anneals. Rings of the 50 pct Fe-50 pct Co alloy were prepared from the elemental powders by a powder metallurgy technique, further details of which may be found in ref. 7. The initial structure was produced by annealing the specimens for ½ hr at 1000°C, cooling to and holding for ½ hr at 900°C (in the a range above the ordering temperature), and water quenching. Isothermal anneals were performed at 600°, 675°, 720°, and 740°C. For example, rings were heated to 600°C, held for a predetermined period of time, and cooled by natural cooling at a rate slightly slower than an air cool (average of 20" to 25°C per min). The tests (magnetic, etc.) were made after each heat treatment. All high temperature treatments were performed in a purified hydrogen atmosphere. The treatments at the various temperatures were carried out under one or more conditions of an applied field including 1—no field, 2—field of 20 oersteds applied on cooling only, and 3—field of 20 oersteds applied continuously during heating, holding, and cooling. Magnetic measurements were made using the standard Rowland ring technique8 with a maximum field strength of 100 oersteds. The magnetization curve, induction at 100 oersteds (B.), residual induction (Bt), and coercive force (Hc) were determined. All magnetic analysis data were based on an average of the results from three rings. A strain gage technique9 as used for the measurement of magnetostriction. The X-ray determination of the relative amount of ordered phase present was made on the ring specimen used for magnetic measurement. This was done by the back-reflection method using a rotating specimen (because of the large grain size) with unfiltered CoKa radiation and a 7 hr exposure time. Intensity measurements of the ordered line (300) were made by comparing visually the films so obtained with standard films prepared by exposing for different lengths of time a specimen given a long time anneal (high degree of order). Results In all instances the saturation induction (induction at 100 oersteds) was found to increase slightly with annealing time. This effect was small and appears to be the increase in saturation induction to be expected on ordering.10-13 The residual induction behavior was markedly influenced by the field condition during annealing, Figs. 1, 2. For the condition of no applied field, the ratio of residual to saturation induction remained essentially constant for short annealing times but showed a significant increase at longer times. With increasing annealing temperature, less time was required to produce this increase in the ratio. In the case of the 600°C anneals, the increase did not occur until approximately 20 hr, Fig. I, while on annealing at 740°C the increase was immediate, Fig. 2. Slight decreases in the ratio may be observed at 100 hr for specimens treated at 720°C and at 1 hr for those treated at 740°C. Specimens annealed in a field of 20 oersteds showed a residual to saturation induction ratio consistently higher than that for the specimens annealed without the field. The first anneal with the field (¼ hr) caused an abrupt increase in the ratio at all temperatures; thereafter, the increase in the ratio was generally similar for specimens annealed

The Convertol process was first described in Germany by Muschenborn' in 1952. In the U. S. Fraser' reported this new process in 1953, and Brisse and McMorris" presented the results of a Convertol pilot plant at the Alpheus preparation plant in Gary, W. Va., illustrating the mechanics of the process by a series of sketches. The purpose of the present investigation was threefold: 1) to determine the relative effectiveness of various oils and hydrocarbons for recovering coal by the Convertol process, 2) to ascertain the behavior of coal pulps in this process under various operational conditions, and 3) to compare Convertol with flotation in the recovery of fine coals. APPARATUS, PROCEDURE, AND COAL SAMPLES In laboratory work with the Convertol process a Waring Blender equipped with a speed-regulating rheostat was used for wetting, conditioning, inversion, and retention of the coal pulp. A 5-in. International centrifuge was adapted to dewater the agglomerated clean coal product by installation of a 100-mesh screen inside the regular bronze basket of the centrifuge. Except where otherwise stated, the Convertol testing was performed by the following steps: 1) A 450 to 500-cc coal slurry, containing 24 pct by weight of solids, was agitated in the blender for 10 min at 100 rpm to insure complete wetting and mixing. 2) Eight percent by weight of oil was added to the coal slurry in the blender and agitated for 1 min at 11,000 rpm to result in the phase inversion or agglomeration of oil-coated coal particles. 3) The agglomerated coal slurry was poured onto a 100-mesh sieve and wet-screened for about 2 min to remove most of the ash and some of the water. 4) The material remaining on the screen was transferred into the centrifuge for final dewatering. 5) A portion of the clean coal was immediately weighed out for moisture determination, while the

Interest in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.l At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,² some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,³ of the Tennessee Division of Geology. Prof. J. Stewart Williams,* of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

INTRODUCTION The purpose of this section is to introduce the reader to the concepts of computer control of grinding circuits, and to flag some of the opportunities to be encountered, but without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with computer hardware and software, and in particular with the grinding process. The paper is organized into four parts: a general commentary of the need for computer control of grinding, a discussion of the process considerations involved, a more detailed elaboration on the current state of applicable computer technology, and a case study indicating one approach towards such a project. A brief installation survey and references for further reading are also given. This section will primarily deal with supervisory computer applications. Direct Digital Control and microprocessor systems are generally used as replacements for analog controls and thus are not considered in depth. Many configurations of grinding circuits exist, necessitating certain assumptions. Since many new concentrators use an open circuited SAG mill feeding a closed circuit ball mill, this configuration is used as a model although the principles stated can be extrapolated to any circuit. Motivation The use of computers for industrial control has been one of the dreams of control engineers and operators alike for many years. The concept of a plant running at optimal conditions with minimal operator involvement is very attractive from economic and technical standpoints. Accomplishment of this goal has been a long struggle, but today likelihood of success of such a project is very high, considering the reliability of modern hardware and the sophistication of available software. The primary motivation of any control system must be economic, i.e. it must pay for itself and make money for the owner, directly or indirectly. In grinding control the benefits which can be expected include: a) Higher through-put b) More uniform product in particle size, density and volumetric flog: c) Reduced operating costs including media consumption, power consumption and liner wear

IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

The push-pull test, which is a simple injection and pumping sequence of ground water spiked with solutes of interest, is presented as a method of determining the adsorption characteristics of a formation. Adsorption properties are necessary to predict restoration from both in situ coal gasification and in situ uranium extraction. The major problems in applying laboratory measurements to the field concern scaling the effect of particle size, and obtaining representative samples. Laboratory measurements are conducted on gram to kilogram scale samples, whereas the push-pull test evaluates a sample weighing approximately 130 to 1,000 metric tons, depending on volume injected and porosity. The problems in translating laboratory results to the field appear to be less severe for sedimentary uranium bodies than for coal. Laboratory measurements are useful in delineating possible ranges in adsorption properties, and in planning the field experiment. The adsorption properties of a formation are characterized by the cation exchange capacity (C) and the distribution coefficient measured at low concentration, (kd) 'Laboratory procedures for their measurement on coal and uranium ore are reported. Two field push-pull tests were conducted on uranium formations in Wyoming. Adsorption properties estimated from these tests on the basis of a simple cell model were compared to the laboratory values. In the first case, excellent agreement was observed between the values estimated from the field test and the values measured in the laboratory. In the second case, the value for kd determined in the laboratory was 5 times higher than the field value. It is recommended that push-pull tests be conducted on coal formations being considered for in situ gasification in view of the great uncertainty in extrapolating 1aboratory.adsorption properties to the field.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

The conditioning of semifinished steel products such as billets, blooms, and slabs to remove surface defects before further processing to finished products is a necessary accompaniment to steel mill rolling operations. A knowledge of the kinds of defects which occur and of the conditions in melting, teeming, and rolling that may lead to their occurrence is favorable to the production of quality products. Surface defects may be classed as either of mechanical origin such as those that occur in the heating and rolling operations and include breaks, tears, guide marks, mechanical laps and the like, or they may have been in the ingot before heating and rolling. Examples of the latter are ingot cracks, blow-holes, scabs, and inclusions which lead to the numerous known types of seams and surface flaws. Most of the common types of surface defects and methods for their identification by visual examination or by the aid of macro-etch tests are well known. The conditions which caused their formation are also appreciably understood and this knowledge has been instrumental in the establishment of methods for metallurgical control. There are, however, defects of doubtful origin. In any endeavor to trace the causes for their occurrence, the question of first concern is: I. Whether they were formed in the rolling procedure. 2. Whether they existed in the ingot prior to rolling. In the case of semifinished products which are rerolled to finished products there is also the question of whether they were formed in the primary or in the secondary rolling. In metallurgical laboratories where numerous or routine examinations of the quality of rolled products are made over the course of time, there will doubtless be many puzzling cases of defect origin. Microscopic examination of the defects may, however, reveal a characterizing condition that can be used to classify them broadly with respect to their origin. Such a condition has been observed and, after detailed investigation, is described here with the thought that it may offer a usable and relatively simple solution to a bothersome problem. Basis For Classifying In this discussion the term "mechanical type defects" will be used to designate those that have occurred as a result of the rolling operations such as in rolling from the ingot to billets, blooms, or slabs or in rerolling to finished products. The term "steel type defects" will be used to designate those that were present in the ingot prior to primary rolling or that were in the semifinished product prior to secondary rolling to finished product. SUMMARY ONE of the important reserves of manganiferous iron ore is at Boston Hill, near Silver City, New Mexico. The area consists of a faulted block of gently dipping Lower Paleozoic shale, dolomite, limestone and sandstone, which have been intruded by a roughly circular mass of quartz-bearing monzonite porphyry and subordinate dikes. From a noselike protuberance of the intrusion radiate many premineral faults, which have localized much of the hypogene mineralization. Three important stages of hypogene mineralization can be recognized: (1) mesitite, a manganiferous iron magnesite, (2) quartz sulphides, and (3) barite-galena. The carbonate stage is widespread but stronger near the intrusion. The quartz may have been derived from hydrothermal alteration of the igneous rocks. Barite-galena is most important in the Chloride Flat mining district, about one mile north, where argentiferous galena provided silver for the supergene ore. The hypogene carbonate, lean in iron and manganese, has been oxidized and consequently enriched by meteoric waters containing an excess of oxygen and carbon dioxide to form ore bodies of intimately mixed hematite and pyrolusite. The ore bodies, at one place attaining a length of 1600 ft., a width of 300 ft., and a thickness of 25 ft., are largely confined to areas of brecciation and to spreads from faults in Silurian dolomite beneath soft Devonian shale.

SILICON-IRON strip with a cube-on-edge secondary recrystallization texture is made commercially as thin as 10 mils. With inclusions present to inhibit normal grain growth, a few grains, and these have the (110)[001] orientation, grow very large at the expense of the matrix grains. In the absence of inclusions, only normal grain growth occurs and the texture is not as strong as when it is developed by secondary recrystallization.1 Strip for use at frequencies of 400 cps and higher is made in thicknesses of 1, 2, and 4 mils by a process developed by Littmann.2 Attempts to develop a strong texture in these thin gages by the same methods as were used for the 10 mil and thicker strip were unsuccessful,2 and Littmann's solution to this problem was to cold roll the grain

Minerals are the basis of modern civilization: their exploitation and effective utilization are a yard- stick for measuring the comparative prosperity of different nations. This is particularly true in India where industrialization is just beginning to pick up speed. Production targets for our Fourth Five Year Plan (1966-71) are far ahead of the figures for, say, 1950 (the year we won independence) and show the extent of the expansion. Many problems remain to be solved, not least of which is the shortage of raw materials. India is no novice at utilizing minerals. Archaeological ruins at Harappa and at other historical places in the country show evidence of the fact that the ancient Indians not only knew the art of winning minerals from the ground over 6000 years ago-they were also well acquainted with metallurgy. Some of the present sites of mineral exploitation are the same as those our ancestors worked for many centuries.

A GROWING uneasiness in the oil fields indicates that doubts are arising as to the efficiency of the present technical, economic and legal arrangements affecting production. Recent documents of the federal government, debates in state legislatures, editorials in the daily press and statements of oil company executives re-echo the notion that the present methods of producing oil satisfy neither the business man nor the public. Such intimations are of utmost importance, since oil is a vital clement in modern industry and dependence upon it increases as new uses develop. SECTION I-PRESENT SCHEME OF COMPETITIVE EXPLOITATION IS WASTEFUL The oil industry has convinced itself, for very good reasons, that the present scheme of competitive exploitation results in losses, both in terms of quantities of oil and in terms of profits. The story of these losses is familiar enough, and it is necessary only to distinguish and summarize briefly certain factors that are of importance to the following argument. Oil pools are exploited under a competitive economic system based on private ownership and contract; the hope of profits attracts capital and enterprise, and competition is supposed to serve as a regulative factor. Whether such a scheme of industrial organization works is partially dependent on the ability of the producer to withhold or produce is commodity as he sees fit, in accordance with the dictates of market demand.
