"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

Noise in general and drilling noise in particular have received increasing attention within the South African mining industry during the last 10?15 years. The Mine Health and Safety Committee1, during their 2003 annual summit, established two significant milestones to be met by December 2008 and December 2013. The 2008 milestone target is that of no more than ten per cent deterioration in hearing among occupationally exposed individuals, whereas the 2013 milestone target is that of less than 110 dB sound pressure levels at any place in the workplace. While these targets relate to general noise within the mining industry, it is widely believed that the most significant source of noise contributing to noise induced hearing loss (NIHL) among the underground workforce, is that of pneumatic rock drills. Data pertaining to the noise emission level of any machine is generally reported as either a sound pressure level or a sound power level of a single machine measured under free field conditions as defined in Appendix 3 of SABS-ISO 37442. However, rock drills are seldom used in isolation and underground conditions cannot be considered as free field. A methodology for the selection of rock drills on the basis of total operating cost has been developed. However, this paper focuses on the noise elements of the generic methodology and provides a model for the prediction of the composite sound pressure level and the equivalent noise exposure levels of groups of individuals from machines, used singly and in combination in an underground environment based on the sound pressure level determined according to SABS-ISO 3744 under free field conditions. The methodology includes provision for the consideration of the effect of hearing protection devices and the use of multiple machines in combination and provides an indication of the potential costs of hearing compensation.

For many years line-of-sight (LOS) issues for underground mobile equipment is a growing focus of research. This research is a result of the numerous fatalities and injuries which occur in the mining industry and which are related to poor operator LOS. Three assessment methods are currently used to assess operator LOS of underground mobile equipment. The light filament (LF) method is a hands-on assessment method that is performed in the field. This method is not evaluated in this paper. The laser scan (LS) method of assessing equipment is a quick and reliable method that comes from the need to evaluate vehicles already located in the field. The computer simulation (CS) method can assess LOS issues using a computer aided drawing (CAD) model, which is useful for assessing current or prototype models. The purpose of the current research is to compare and validate different operator LOS assessment methods. Comparison of the results of the LS and CS visibility plots yielded similar quantifiable results. A visual comparison of the results further illustrate that the LS and CS methods are acceptable assessment tools for mobile equipment operator LOS evaluation. The visibility assessment methods are now being prepared as guidelines for the mining industry to assess current and potential designs.

In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

"The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

The minerals Industry carries out over US$ 2 billion of R&D annually. The R&D is performed at three levels ? in house research facilities; on a one-on-one basis with a research provider; as syndicated (collaborative) research. The key to a successful R&D programme is project selection. It is suggested that at this time of ?bounty? for the minerals industry the research portfolio should contain some ?blue sky? but potentially long term significantly beneficial projects. This said, the projects should align the technical concepts with the business imperatives. AMIRA has found the ?Road Map? concept has assisted in defining areas for R&D. Examples of this methodology using a Copper Road Map developed by AMIRA for the copper producers operating in South America is presented. The benefits derived from syndicated research are also discussed.

"In an earlier paper the author explored the consequences of price-stabilizing effects, on an industry-wide basis, of various production strategies. These ideas have now been applied to an illustrative case of an individual mine. It is shown that the turning of production and financial policies can affect financial performance over a five-year period by as much as 22 per cent.No generality is claimed for the results and they would differ from mine to mine. It is, however, asserted that the results show that the proper turning of production, reserves and financial policies are more critical determinants of mine performance than has been realised. It is also asserted that the methods of dynamic analysis are the most appropriate means for studying this policy-design problem."

Cato Ridge Alloys (CRA) is a joint venture company between Assmang of South Africa, Mizushima Ferro Alloy Company (MZK) and Sumitomo Corporation from Japan. Negotiations for the formation of the company started in 1992 with the joint venture agreement signed on the 19th September 1996. MZK was to supply the technical know how for the production of Medium and Low Carbon FeMn while Assmang was to manage the day to day activities of the company. Sumitomo Corporation was to act as facilitator between Assmang and MZK and, together with Ore and Metal are responsible for the marketing of the refined products. The conceptual design of the plant started in December 1996 and the first charge of molten high carbon ferromanganese metal was charged on the 19th January 1998. Problems experienced during the initial startup period were addressed resulting in substantial operational improvements. A build-up in the stock of fine metal was addressed through the development of a process to remelt the fine metal, the development of a market for fine metal and the upgrading of the crushing and screening plant to reduce the generation of fine metal. The mass yield from High Carbon Ferromanganese to Refined Ferromanganese was increased through the implementation of statistical process control, changes to the blowing patterns and the development of a sampling device for taking samples during the process. Converter refractory consumption was reduced. This was achieved on the converter by improving the cooling of the converters with the installation of cooling fans and cooling fins. The heating schedule of the converters was changed for improved refractory life. Production schedules were modified to allow cooling of the refractory between low carbon erromanganese charges. Additional changes made to improve operations were: ? Changing from mehanite casting trays to metal fines beds. ? Installation of sonic horns in the baghouse to prevent the bridging of dust. ? Improved welding on the lance tips.

The University of New South Wales (UNSW Australia) has been a world leader in the development of innovative virtual reality technologies over the last 15 years. AVIE (Advanced Visualisation and Interactive Environment) was developed by iCinema as a collaborative venture between UNSW?s Faculties of Engineering and the College of Fine Arts. This is the world?s first 360°-surround, virtual reality (VR) stereo projection theatre system. The School of Mining Engineering at UNSW Australia has developed 18 different virtual reality modules aimed at mine safety training and mining engineering education. These modules are being regularly used in both the mining industry and the university. The School of Mining Engineering is continuously involved in the development of different modules. Research is also currently being conducted on the implementation of other technologies into this environment. Artificial intelligence (AI) and fuzzy logic are tools that the authors would like to consider implementing in future module development. This paper will review current research in both these areas and consider options for applying these technologies.

A new method, the gliding cylinder method, was proposed as a wide range viscometer for the measurements of molten salts, slags, and glasses. The method consists of two coaxial cylinders, cylindrical bob and a vessel containing a liquid sample. There is a narrow gap between bob and vessel. When the vessel moves against the bob, the generated force on the bob consists of three types of resistance: (1) Stokes’s resistance on the bob, (2) a capillary flow resistance though an annular gap between vessel and bob, and (3) lubricating resistance in a gap. The last two can be calculated on a theoretical basis but the first cannot be estimated by a simple calculation since a wall effect did not calculate easily. However, it can be assumed that the generated force depends on both the viscosity of a liquid and velocity of the vessel. Thus, the relation between viscosity and a force at desired velocity of the vessel was measured using several standard reference materials including glycerol aqueous solutions and standard reference oils. The results depended on the magnitude of the gap between the bob and the vessel. For the wider gap, it was shown that the viscosity is a linear function of a gradient of force with respect to a vessel velocity. In contrast, if the gap is small, the viscosity depends on the gradient (of force with respect to velocity). This implies that the non-linear phenomena would occur in Stokes resistance. Though detailed analysis is in a further investigation, a calibration method can be applied to determine the viscosity by this method, because good correlation was obtained among these quantities. Viscosity of molten salts, such as NaNO3and ZnCl2was measured by this method as high temperature demonstration. Reactions between metal and slag are of decisive importance for metallurgical processing. In the continuous casting process, where metal solidifies at the metal-slag interface, reaction products can cause surface defects, with quality damages of the cast products as a consequence. These investigations are focused on the contact area between casting flux and metal. The samples were taken from the mould during the casting process. The results show that layers up to approximately 300 nm from the slag/metal interface represent a specific reaction space. Sodium in this layer on the slag side plays a specific role, which is explained on the basis of experimental results. The transport of oxygen near the interface and the charge transfer is explained on the basis of the ionic character of the slag. The mass transfer rate of oxygen crossing the interface is calculated from measured data, and conclusions concerning the stability of the interfacial tension are made. South Africa?s Northern Cape Province houses a variety of gemstone minerals. Diamonds remain the primary gemstone in the province, but there are also tiger?s eye, sugilite, rose quartz, jasper, amethyst, amazonite, tourmaline, and topaz deposits. This paper gives an overview of the tiger?s eye (TE) mining sector in the Northern Cape, with the objective of assessing the potential of TE to contribute to job creation and poverty alleviation in the province. Mining of TE started in 1803, but gained momentum during the 1960s. Mining is conducted on a small-scale basis, and in most cases without any legal framework. The majority of the residents are not benefiting from TE. It has been reported that an estimated R700 000 to R800 000 worth of TE is leaving the country every week through illegal trading. The potential for TE mining to contribute to socioeconomic development is hindered by illegal operations, lack of technical skills and knowledge, exploitation by dealers, lack of market information, community rivalries, and absence of value addition. A multi-stakeholder approach is needed to formalize the sector and reap the benefits. Mintek is spearheading a TE project in the Prieska area of the Northern Cape, which aims to establish a gemmological centre where TE can be beneficiated into saleable and high-value products..

The target of the current metallurgical industry is to recycle and utilize all their by-products, so as to close the sustainable production loop. Slags are the important wastes and by-products of metallurgical industry, which have been treated, recycled and used worldwide. The present paper summarizes the current status of utilization of the various slags from ferrous and non-ferrous metal production, as well as waste incineration, and recycling of salt fluxes in secondary metal production. In addition, the environmental issues of the metallurgical slags are addressed. The metallurgical oxide slags have stone-like properties and, thus, their major applications are in civil engineering field. The slags should be recycled, modified and processed in a proper way, by taking the environmental impact into consideration. With the treatment of salt slags for melting aluminium scraps, as an example, the recycling and elution properties of the salt slags are discussed. Our research indicates that the viscosity of the salt flux is increased with addition of non-metallic components, that a certain percentage of fines remain in suspension, which determines the viscosity, affecting the settling of heavier materials. High slag viscosity will lead to more fine aluminium metal entrapped in the salt slag (may also be seen as a high temperature slurry), and thus increase the load of salt slag recycling. Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. This paper introduces the multi fractal interpolation method (MIM)developed for handling singularities in data analysis and for data interpolation. The MIM is a new moving average model for spatial mapping and interpolation. The model decomposes the raw data into two components: singular and nonsingular components. The former can be characterized by a localized singularity index that quantifies the scaling invariance property of measures from a multifractal point of view. The latter is a smooth component that can be estimated using ordinary kriging or other moving average models. The local singularity index characterizes the concave/convex properties of the neighbourhood values. The paper utilizes a binomial multiplicative cascade model todemonstrate the generation of one- and two-dimensional data with multi-scale singularities which can be modelled by asymmetrical multifractal distribution. It then introduces a generalized moving average mathematical model for analysing and interpolating data with singularities. Finally, it is demonstrated by a one-dimensional case study of de Wijs’ data from a profile in a zinc mine, that incorporation of spatial association and singularity can improve the interpolation result, especially for observed values with significant singularities.

Paper written on project work carried out in partial fulfilment of BSc (Hons) in Chemical Engineering Diamond synthesis has attracted a great deal of interest because of its exceptional properties and various applications. In this study, the chemical catalytic vapour deposition (CCVD) method was used to synthesize diamond films using acetylene as carbon source and hydrogen as carrier gas at a temperature of 1000°C, and their thermodynamic stability was studied. Photographic analysis revealed that these products are diamond films, Ramman spectroscopy confirmed that they are graphitic while confocal laser scanning microscopic image analyses proved that these diamonds films have structural defects due to iron impurity from the catalyst precursor. The quantity of diamonds films produced is also proportional to the acetylene to hydrogen ratio but these films are larger in size at lower acetylene to hydrogen ratio. Thermogravimetric analyses showed that transformation of these materials begins at 25°C but could not be used to determine if a temperature range below 25°C exists. The stability of these CCVD-synthesized diamonds also increases below 25°C when stored at different temperatures.

A new hydrogen production process, named the HyPr-RING, has been proposed. Fundamental concept of the HyPr-RING is integration of water carbon reaction, water-gas shift reaction and CO2 absorbing reaction in a single reactor. Firstly, thermodynamic analysis was done to judge the possibility to realize the process. It was found that high pressure and temperature condition, such as 20 MPa and 1000 K, is required to promote this integrated reaction. Next, experimental verification of the new process was done under the high pressure and temperature reaction conditions. As the results, integration of above three reactions in a single reactor can be done successfully and produced a large amount of hydrogen as estimated by thermodynamic analysis. Experiments showed that organic materials including coal, heavy oil, biomass, plastics can be used in this process. In the gaseous phase, no pollutants such asH2S, SO2, COS are detected so that gas cleanup system is not required for power generation when this process is used. Finally, a process design was made to estimate process efficiency. Theoretically, 1 mole of carbon can generate 2 moles of hydrogen and cold gas efficiency of this process estimated as more than 80 per cent. A review is presented of the furnace cooling system design and operating developments since the initial furnace start-up in January 2001 of the Chambishi DC-arc furnace to produce ferrocobalt alloy. The furnace operating conditions present a number of challenges to the furnace designers and operators, in particular, to provide a sustainable lining that can withstand the highly corrosive siliceous slag (roughly 50% SiO2). This is exacerbated by the dual requirement of operating this slag in a relatively highly superheated state (?T ?400°C when tapped at 1550°C) to ensure that the ferroalloy can be tapped (estimated 1370°C alloy liquidus temperature) prior to atomization. The core design challenge occurs at the alloy-slag interface, where a single refractory type cannot simultaneously meet the dual requirement of both adequate alloy and slag corrosion compatibility. Progression by the fourth furnace campaign to involve a retrofit of the bath sidewall to HATCH high-intensity, water-cooled, copper Waffle coolers and tap blocks is described. This involves operation of the entire slag bath, the slag-alloy interface and a portion of the alloy within a more chemically compatible refractory/slag (and possibly at times even an alloy) freeze-lining. Due to the high furnace power density employed (up to 500 kW/m2 hearth area), coupled with the large slag superheat needed, the resulting imposed peak bath sidewall heat fluxes are substantial, especially in the alloy (typically averaging 170 kW/m2), and on occasion have exceeded 1000 kW/m2. The performance of the HATCH Copper Waffle coolers under such aggressive process pyrometallurgical conditions is described. Aspects of the design and especially operating strategies to effect sustained production at up to 38 MW power input are also discussed.

This study was carried out in a bid to survey Ganboke gold mine in Pala, Mayo-Kebbi Province, southwestern Chad. The Ganboke mine is now being prepared for investigation and development, and the research sought to perform rock properties tests of relevant rocks through its geological survey, rock mass evaluation, and in-situ and laboratory tests and analyze the stability by the means of limit equilibrium method, thereby suggest appropriate methods to design the pit slope and individual benches in Ganboke mine. Targenting GS1-GS1' section with the depth of 180 m and GS2-GS2' section with the depth of 150 m in the survey area, we set the height of the bench at 10 m and 15 m, and the angle of bench at 60o and 70o, respectively, and then reviewed the stability for dried condition and saturated condition. The result of examination indicated that it would be appropriate to set the bench height at 10m and the bench angle at 60o in developing the mine slopes concerned. Cette étude est réalisé dans le but de faire des recherches sur Ganboke mine d'or dans Pala, Mayo-Kebbi Provence, Tchad sud-ouest. La Ganboke mine est actuellement en train de étre disposé à la investigation et le développement, et la recherche a cherché à accomplir les tests de la propriétè des roches par l'intermédiaire de la étude géologique, la évaluation de la masse rocheuse, et in-situ et les tests de laboratoire et à faire l'analyse de la stabilité au moyen de la méthode d'équilibre limite, de ce fait à proposer le methodes propres à faire le plan de la pente et les gradins individuels dans la Ganboke mine. Concernant la section de GS1-GS1' avec la profondeur de 180 m et la section de GS2-GS2' avec la profondeur de 150 m dans l'aire d'étude, nous mîmes l'hauteur du gradin à 10 m et 15 m, et l'angle du gradin à 60o and 70o, respectivement, et alors nous avon reconsidéré la stabilité pour la condition sèche et la condition saturé. Das Ganboke Bergwerk ist jetzt zur Erforschung und Entwicklung vorgebereiten worden, und die Forschung suchte zu ausführen die Prüfungen der Felseigenschaft durch geologischen Überblick, Felsmassewertbestimmung, und In-situ und Lavorversuch auf, und analysieren die Stabilität mittelst der Grenzegleichgewichtsmethode, da-durch schlug die angemes-sen Methoden zu entwerfen die Böschungen und die einzelnen Bänke im Ganboke Bergwerk vor. Für den Abschnitt GS1-GS1' mit der Tiefe von 180 m und GS2-GS2' mit der Tiefe von 150 m in der Überblickfläche, wir setzten die Bankhöhe an 10 m und 15 m, und das Bankwinkel an 60o und 70o, beziehungsweise, und dann zurückblickten die Stabilität für die getrockneten Bedingungen und die gesättigten Bedingungen. Das Ergebnis der Untersuchung anzeigte daß es würde angemessen sein zu setzen die Bqnkhöhe an 10m und das Bankwinkel an 60o in der Entwickelungen vom Bergwerk be-teiligt.
