"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. Zircon (ZrSiO4) is the most frequently found zirconium ore occurring in heavy mineral sands, from which it is extracted as a co-product in the production of ilmenite and rutile. Estimated world reserves of zircon are 124 million tonnes, highest in Australia (around 56 million tonnes), followed by Mozambique (15 million tonnes), India (12.6 million tonnes) and South Africa (12million tonnes). Zircon finds its application in ceramics (54%) and refractory industries (14%), which account for 68% of zircon?s total world consumption of 1.20 million tonnes. The rest (32%) is consumed in foundry, TV glass, zirconia chemicals and other applications. It is a long recognized feature of the zircon industry that supply is totally dependent upon the concurrent production of titanium minerals. But in recent years, several new developments such as the discovery of zircon-rich mineral sands in Australia, the continuing trend of higher prices of zircon and increase in trade of lower quality zircon have changed the scenario. These factors have prompted more intensive efforts to increase the recovery of zircon, particularly in the process for separating zircon from alumino-silicate minerals. Tata Steel?s proposed heavy mineral sands deposit contains on an average 10% heavy mineral content and 15% slimes of the size below 63 micron. Mineral assemblages of the resource contain65?70% ilmenite, 4?6% rutile, 4% zircon, 16% sillimanite and other minor minerals. Wide size range and tenacious iron oxide coating are the inherent characteristics of this deposit. High concentration of sillimanite among the non-magnetic heavy minerals and heavy surface coatings on the minerals are challenges for high recoveries and production of premium grade zircon. This paper outlines various process steps that were taken at pilot plant stage to produce zircon of premium grade and subsequently develop the appropriate flow-sheet.

Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) The generation and control of manganese sulphide particle size distribution using various mixing configurations were investigated. Specifically, this paper discusses how varying mixing intensities on a macro and micro scale affect the resultant manganese sulphide particle size distribution (PSD) at a constant concentration. The mixing variations were achieved using various Y- and T-mixers as premixing devices into a jacketed, agitated vessel. The reagents used to generate the seeds were aqueous manganese sulphate and sodium sulphide solutions. The results showed that the absence of micromixing resulted in very poor control of the particle size distribution, the particle size and the number of particles produced. This was due to the fact that the macromixing time is much greater than the corresponding precipitation time, resulting in different mixing regions existing within the reactor. From the micromixing experiments, the T?mixer was found to be the most effective mixing device at lower concentrations due to the T-mixer providing a faster mixing time than the other mixing configurations, thereby effectively localizing the supersaturation and hence controlling the precipitation. The results obtained from the direct addition without the extension pipe (i.e. short mixing time) indicated a general increase in mean particle size and decrease in total particle number at reagent concentration of 0.007 mol.dm-3as compared to the corresponding micromixing experiments. The phenomenon may be due to incomplete crystallization at the immediate exit of the mixing device. Further experiments need to be conducted before any conclusions can be drawn about the precipitation mechanisms.

One of the key products produced by the mineral sands industry is the titanium dioxide slag, a process that requires grinding of a coarse product down to a valuable saleable product. Traditional methods have included the vertical roller mill in tandem with dynamic air classifiers and, alternatively, two-stage grinding and crushing through an AG mill in closed circuit with a dynamic classifier and secondary gyradisc crushers. The products produced, commonly known as chloride and sulphate slag, are differentiated by the particle size distribution of the final product. The more valuable chloride slag must, by specification, be a product sized in the range between 850 and 100 microns?the more fines generated in the grinding process, the less higher valuable final chloride slag is produced. This paper will explore a technology that is new to both the mineral sands and to other mineral processing industries. Inter particle communition, or IPC as it is known, has been applied in the cement industry to improve the performance of clinker grinding mills. The principle is to create a process of material on material comminution under high pressure that fractures the material along the grain boundaries rather than breaking it smaller than a gap setting in the crusher. The process is now looked at for the TiO2slag producers because of the potential benefits of energy savings and with a minimal generation of minus 100-micron fines. Discussions will revolve around the design and functionality of the Rhodax® both from a process and maintenance perspective, a typical test regime and results on slag grinding. The development of the flowsheet necessary for the process will be examined, the ancillary equipment required and finally the scale-up from the test to an industrial plant will be investigated. Full-scale results of an operating plant will also be given showing the benefits that can be realized. A promising new flowsheet with fines reintroduction to the Rhodax® crusher will be presented.

Processing of copper-cobalt orebodies in Africa?s Copper Belt has received much recent attention with various flowsheet options being developed specifically for the refining of cobalt. The upfront leach and copper refining routes are well understood whereas the refining of cobalt is more complex, requiring numerous impurity removal steps to produce high purity metal. This paper describes an investigation into one of the possible processing steps in the refining of cobalt, namely, cobalt solvent extraction. The paper emphasizes the importance of upstream impurity removal to achieve the required cobalt solvent extraction feed composition. 18% (v/v) Cyanex 272 in an aliphatic diluent is used as the organic phase. The pH profiles in the various stages are evaluated in order to obtain a raffinate containing <10 mg/[l] cobalt and with a low magnesium content reporting to the stripping section. The pH profile is also used to minimize the impurity deportment to the cobalt electrolyte. The effect of adding a preneutralization stage before feeding the organic phase to the extraction circuit is investigated. Zinc build-up in the stripping stages is also looked at. It is recommended for the purpose of this study that four extraction stages at an O:A ratio of 1 with a pH profile from 4.9 to 5.7 be employed. The pH is controlled with 40 g/[l] NaOH. A preneutralization stage is required, where the organic phase is contacted with 10 M NaOH. Two scrubbing stages are recommended at an O:A ratio of 40, using the cobalt electrowinning advance electrolyte as the scrub liquor. Three strip stages are to be employed at an O:A ratio of 0.67.

The problem of direct-current plasma arc behaviour, interaction, and dynamics is considered in the context of metallurgical DC arc furnace applications. Particular attention is paid to the transient flow behaviour of arc systems. A mathematical formulation of the physics used to describe the arc system is presented, and includes the spatial and temporal evolution of fluid flow, heat transfer, and electromagnetism. Based on this formulation, a numerical model is developed using a finite difference approach on a regular cartesian grid in both two and three dimensions, with a special focus on robust stability, high resolution modelling, and high performance. A collection of results produced using the numerical model to study pilot plant-scale furnaces is then presented. These address a range of process and design variables and their effect on the numerical model?s results. Where possible, the qualitative behaviour of the model is compared to available experimental data. A number of novel effects and phenomena are seen in the dynamic behaviour of the DC plasma arc model for both single and multiple arc systems, which may lead to improved understanding, control, and manipulation of such systems where they occur in industrial applications. This paper discusses pilot and laboratory-scale metallurgical test work conducted on bulk samples from a low grade heavy mineral deposit and provides an overview of basic practical metallurgical techniques applied to ascertain the suitability of existing production plants to process material from this orebody. Previous investigations have shown this specific orebody to be more challenging in terms of mineral beneficiation as it has a high gangue mineral content. Test work was conducted on targeted stratigraphic units based on lithology and assay results to enable identification of the stratigraphic units portraying quality issues. Unit specific metallurgical pilot work has never been conducted on any of the RBM orebodies and is a new field currently being explored. During this investigation focus was placed on potential quality and yield issues for ilmenite product, with particular reference to CaO quality. A basic evaluation of zircon and rutile separability was also conducted. The test work was conducted using a comparative baseline methodology with metallurgical test work methods specifically aiming at mimicking the existing production plant as closely as possible. This enabled not only the likely metallurgical performance to be assessed but also indicated whether current plant design would be suitable to process the low grade ore types into products of acceptable quality at acceptable yields. The methods and findings discussed in this paper indicate that although there is considerable variation between different units, a blended feed can be successfully processed. With unit specific metallurgical data applied to the existing geological block model, expected yields and recoveries using current plant designs could be predicted.

Blasting is one of the primary functions in any mining operation. Despite the fact that it generally constitutes between 30% to 40% of the mining cost, blasting also affects the cost-effectiveness of down steam activities such as load and haul, safety, tyre life for haul trucks, crushing and milling. Over the past three decades, significant progress has been made in the development of new technology in an attempt to reduce costs and increase efficiencies and productivities of blasting activities. Mine to mill project concepts have paved the way for such developments. Other advancements have included sophisticated computer modelling technologies for blast design and performance analysis. There are many factors that affect the cost of blasting. These can be divided into two categories; controllable and uncontrollable. The latter includes costs related to depreciation, exchange rates and government legislation with the former category including contractor versus owner blasting costs, efficiency and productivity issues and product quality. Controllable factors have one common denominator which can determine their outcome; direct site management influence. Excavator digging rates and final floor conditions give a good measure of blasting performance, and alternatively cost effectiveness. This paper is aimed at benchmarking against a blast optimisation database, understanding the relationship between costs and identifying opportunities for improvement. Understanding the cost drivers allowed a typical cost model to be developed for the current mining operation at Geita and this was used to drive continuous improvement with emphasis on closing the information loop.

A major mud push occurred on the 870 m production level, scraper drift block cave at Dutoitspan diamond mine in November 2011, during which it is estimated that more than 4 400 m3 of mud engulfed the west cave. The production level was successfully evacuated during the mud push with no loss of life or injury to personnel, thanks largely to mine employees being well trained in and adhering to on-mine mud rush evacuation procedures. All access to the west cave was lost as a result of the mud push. Clean-up operations are currently under way to regain access to the production level, to establish the extent of damage to scraper drifts and equipment, and to evaluate what remedial works may be required to resume production. The magnitude of the Dutoitspan mud push necessitated a detailed investigation into the key contributing factors leading up to the incident, which are discussed in this paper. Mud rush mitigation measures in place on scraper drift block caving operations at Dutoitspan, Bultfontein, and Wesselton diamond mines in the Kimberley area are critically reviewed. Recommendations are furthermore made for enhanced mitigation based on mud rush risk profiles derived for different production areas in these old scraper drift block caves. Transition metals have been widely used in medicine throughout history. The medicinal use of metals extends back to the earliest recorded history when the Chinese used gold as treatment for a variety of ailments. The ancient Egyptians used copper to sterilize water and mercury was reportedly used by Hippocrates in 400BC. Thereafter, numerous other metals have been used as treatment throughout the centuries. For example, zinc sulphate was used as an emetic in the 17th century and zinc oxide was used to treat epilepsy in the 18th century. This use of metals, and numerous other instances, which have been well described in Sneader 2008,1 make for interesting reading but largely occurred prior to the advent of rigorous scientific method. Therefore, although there are exemptions, most therapeutic applications of metals prior to the modern age lack scientific grounding and have been found to be mostly ineffective. Of more relevance are metal-based medicines approved by regulatory bodies (i.e. Food and Drug Administration; FDA) that are in current use as therapeutic drugs. There are presently a large number of metal-based drugs that are approved for use by the FDA ranging from over the counter medicines, such as bismuth subsalicylate for gastrointestinal problems, to prescription drugs such as lithium carbonate for the treatment of manic depression. The list of metal-based medicines approved by the FDA not only incorporates base metals but also includes precious metals. Platinum complexes have been found to be potently active against several different types of cancers while gold complexes have shown application as treatment for rheumatoid arthritis (RA). With the well-established foundation that exists for metal-based medicines, it is imperative to continue exploration into new therapeutic areas. The precious metals; gold, ruthenium and platinum, continue to attract scientific interest in the field of biomedicine and have been widely researched. Scientific studies conducted on gold complexes have demonstrated the potential of this metal for the treatment of HIV/AIDS, cancer and malaria. These diseases are also specific health concerns for developing nations; countries where disease has devastating impact. Within South Africa alone, an estimated 5.7 million people are infected with HIV/AIDS,2 approximately 7 000 new cases of malaria are reported annually, and it is projected that 1 in 4 persons will develop cancer. Continuous development of therapeutic drugs to combat these diseases is therefore apriority, and the exploration of gold-based compounds for this purpose is warranted.

The calculation of resource volumes for large mineral sands deposits is the process of systematically compiling all known data in order to define the volume of ore contained and its intrinsic economic value. Traditionally, this process has been highly speculative in nature, as the variability of the layer thickness, even between closely spaced, boreholes can be highly variable. The issue of horizon continuity is of critical importance in mine modelling and resource definition. Accurate volume estimates are difficult to derive from drilling data alone, as the borehole spacing of an economically viable drilling programme is often greater than the spatial frequency of the variations in profile thickness. The limitations associated with this inferential approach to resource estimation can be mitigated through the use of newly developed ground penetrating radar (GPR) methods, thereby maximizing orebody optimization by reducing contamination and orebody loss. The use of GPR in the mining industry has historically been limited to shallow, high-resolution applications, such as the location of voids in limestone or the mapping of paleo channels for alluvial gold and diamonds (Francke and Yelf, 2003). These limitations have not been technology based, but rather market based, as the vast majority of GPR systems were originally designed for civil engineering applications. A new generation of GPR technology, designed specifically for maximum penetration in sand environments, is now being developed. This technology has been trialled extensively at the Richards Bay Minerals heavy mineral sand deposit in South Africa with optimistic results. The clay base of the mineral sands has been imaged to some 120 metres. Further equipment refinements are expected to yield even deeper profiling and higher resolution. The resolution offered by this technology is unique, allowing individual depositional sequences to be imaged and modelled in three dimensions. This paper will discuss the advances in GPR technology relevant to the mineral sands industry, as well as methods to optimize and integrate GPR data into existing mine models. Also addressed will be approaches to three-dimensional modelling of high-resolution GPR data and subsequent volume estimations.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

China?s engagement with the African continent has increased impressively in the past decade. Even though China is not the African continent?s largest stakeholder, the rapidly increasing engagement is evident in the huge number of Chinese migrants that have come to Africa in the wake of unprecedented trade and investment levels, as well as in increasing diplomatic and political interactions, which has taken most other commercial partners by surprise. All but four countries in Africa have adopted the ?One China?1 policy stance; and in so doing opened the door for new or strengthened commercial dealings with China, including increasing investments into Africa?s extractive industries. This has been particularly evident since the turn of the century, with a clear shift in China?s policy towards Africa elevating the continent in China?s foreign policy objectives. As such, Africa has become a strategic focus2 for Chinese outward bound and internationalizing companies, especially in the extractive industries. This planned shift in focus is based largely on geo-strategic and commercial needs and interests, rather than previous ideological ones.3

Gold Fields is the world?s fourth largest gold producer with operations in South Africa, Australia, Ghana and South America. All of Gold Fields? South African Operations are located in the Witwatersrand Basin and are intermediate to deep level underground mines exploiting gold bearing, shallow dipping tabular orebodies, which have collectively produced over 50 kt (1,608 Moz) of gold over a period of more than 100 years. Although the use of Monte Carlo as a business tool was introduced in 1964, it has only been in the last 30 years that it has gained increasing acceptance within the mining industry. However, the application thereof has been mostly limited to determination of risk in project areas. This paper however, considers the possibility of using Monte Carlo simulations to asses the underlying ?Root Cause? criteria critical to the operations management of existing mining operations. Currently, working operations have a distinct advantage over project areas as they have a wealth of historical information at hand. This, in turn, can be utilized to model distributions and relationships that can be used in Monte Carlo simulations, the results of which can be analysed to determine areas of concern. Projects can then be set up to ameliorate the effects of these and in turn reduce the risk of not achieving the operational targets. It is here that it must be stated emphatically that it should be the ?root causes? and the associated relationships that need to be emplaced within the model in order to achieve results that reflect the true causal relationship. The paper outlines possible sources of ?root cause? relationships and considers the outcomes of these in a case study on a large South African Gold Mine.

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

In this study, a newly developed plaster stemming method is studied and compared with the usual dry drill cuttings stemming method for surface blasting in mines and quarries. Drill cuttings are generally used in open pits and quarries as the most common stemming material since these are most readily available at blast sites. However, dry drill cuttings eject very easily from blastholes without offering much resistance to blast energy. The plaster stemming method has been found to be better than the drill cuttings stemming method due to increased confinement inside the hole and better utilization of blast explosive energy in the rock. The main advantage of the new stemming method is the reduction in the cost of blasting. In one series of blast tests, blasting costs per unit volume of rock were reduced to 16 per cent by increasing burden and spacing distances. Also, better fragmentation was obtained by using the plaster stemming method. Blast trials showed that plaster stemming produced finer material. In the same blast tests, +30 cm size fragments reduced to 5.4 per cent of the total, compared to 37.7 per cent in the conventional method of drill cuttings stemming. With this method of stemming, vibration and air shock values increased slightly due to more blast energy being available for rock breakage, but these increased values were small and under the permitted limit for blast damage criteria.

Lack of success in attempts to develop viable large-scale continuous mining techniques (previously reported by MP o?Hare in 2004) led the team at Kopanang to explore alternative solutions to their ongoing need for improved profitability. By calling into question the basic assumptions around the stoping of narrow tabular deposits of gold, fragmentation and more particularly, the range of sizes of blasted rocks eventually became the focus of serious study. This background is briefly covered before the sequence of the investigations is described. So far, some of the ?rules of thumb? derived over the years have been confirmed, albeit for totally different reasons than those from which they arose; some persistent theories on gold loss have been debunked, and some new ones have been developed. Blast optimisation (the means by which desired fragmentation is achieved) has been based on tailoring energy to rock characteristics in an innovative packaging design for explosive charges. Other beneficial consequences arising from the work include increased production volume and gold output, a decrease in milling consumables, and the Mine Call Factor is being maintained at a level previously thought to be unachievable. This is very much a ?work in progress?, and it is empirical in its approach. The authors are the first to recognise that they have yet to determine in absolute measures why some of the innovations have had the effect that has been observed. Also that there other factors which may contribute to the result, but which have not yet been examined. Nevertheless, publication of the work completed so far is felt to be justified; firstly on the basis of the achievements themselves, and secondly for the benefit of others in the industry for whom similar problems exist. Statistical reports of the effects on the business are included at the end of the report. Detailed laboratory test results have been separated into an appendix, leaving salient graph and tabulated data in the main text. For ease of reading, units of measurement for particle sizes below 1mm are described in microns, but millimetres have been retained for those at that size or greater.

"In deep excavations under conditions of high ground stress, even hard rock undergoes creep and other time-dependent effects that may result in instability. This study involves an analysis of the typical damage to the surrounding rock in the deep tunnels of the Jinchuan nickel mine in China. In order to understand the creep mechanism, triaxial creep laboratory tests were conducted under high stress. The creep characteristic curves and the Nishihara model parameters of typical rock were obtained from these tests. The numerical simulations, with which the creep model is developed, were performed using Flac3D. The creep model parameters were back-analysed on the basis of field monitoring data. Finally, appropriate support schemes for deep tunnels are suggested. The creep deformation of rock increases with time and axial load. At the same load level, the creep deformation of unloading is greater than that of loading. The simulated deformations of the surrounding rock are coincident with those from in situ monitoring, indicating the applicability of the presented rock creep model in situations of high ground stress. The results constitute a reference for support design in deep mining tunnels.IntroductionThe excavation of underground caverns can alter the natural stress field of the surrounding rock. In deep engineering projects under conditions of high ground stress, even hard rock shows obvious creep properties and time effects (Yao, 2005; Liu, 1994). The time effect of excavation not only causes decompression of the floor and increases sidewall stress, but also leads to stress concentration at the corners of the excavation, which influences the stability of the surrounding rock in a very complex manner.Many researchers have studied the creep properties of rock. ‘Griggs (1939) showed that creep occurs in sandstone, shale, and silty sandstone rock under the load of 12.5%–80% of the failure load.’ Subsequently, much research has been published on rock creep tests, including the uniaxial compressive creep test, the triaxial compressive creep test, the discontinuity rock shearing test, and field tests (Wawersik, 1974; Amadei et al., 1980; Okubo et al., 1991; Jin et al.,1995). A rheological model is used to describe the complex rheological deformation of material. This model is based on various fundamental parameters including rock elasticity, plasticity, and viscous properties, which can be combined into a constitutive model to reflect the rheological properties of various types of rocks. Wang et al. (2014) studied the creep– damage–rupture characteristics of rock salt by applying a creep-damage model. Munson (1997) developed a multi-mechanism constitutive model of creep of polycrystalline rock salt based on steady-state creep and modified it to incorporate transient creep through work hardening and recovery. An elasto-viscoplastic approach was developed to simulate the timedependent nature of the fracture zone (Malan, 1999). Rheological models were proposed to understand the collapse of iron ore mines in Lorraine by Dragan et al. (2003)."

This paper deals with the sampling and mass measurement for ore delivered from a shaft to a processing plant and the contribution of the data from these measurements to the metal balances from shaft deliveries to final metal production. Accurate measurement of the grade and tonnage of run-of-mine ore is important for four main reasons; ? It enables the measurement of the production from different profit centres to within statistically determined confidence limits for daily, monthly, or annual averages. The profit centres could be individual shafts within a mining complex or ore treated on a toll basis ? The monthly production at shaft head is compared to the grades and tonnage determined from underground sampling and mass measurement in terms of a shaft call factor ? The sum of the production from the shafts is the input to concentrators. This input is a major part of the total input into a complex with concentrators, smelters, and refineries. In terms of the Codes of Practice for Metal Accounting the inputs are compared to outputs and inventory changes to assess the efficiencies and unaccounted losses or gains at the various stages in the flow of metal from source to market ? On a daily or daily moving average basis, the grades and tons from shafts are monitored and compared against these quantities from underground measurements. This acts as a control on off-reef mining, dilution, and other factors underground. Accurate measurement of grade of ore at the shaft head has been a challenge because of the large particle size. The conventional wisdom has been that ore can be sampled accurately only after it has been milled to give a slurry that is sampled as feed to a flotation process. However, when the ore fed to a flotation plant comes from multiple sources each source has to be sampled separately. So, relying on the grades determined using the sampling of concentrator input with cross-stream slurry samplers is not an option for determining the grade from an individual shaft. Impala has developed a system for sampling and weighing run-of-mine ore from multiple shafts. The system involves sampling the inputs to the plants using cross-belt (hammer) samplers and weighing the deliveries using in-motion railway weighing systems. Many samples are taken. Individually they have a high variance but, as a consequence of the averaging effect of large numbers and as shown by statistical analysis, the mean results are fit for the purposes of daily grade control for shafts and for monthly accounting of production from individual shafts. In the metal accounting systems at Impala, the measurement of input, including ore and toll-treated material is compared to the output in the form of final metal and tailings losses, as well as any inventory change that takes place, in order to determine a final metal balance from mill feed to product. The calculated inventory is compared to that measured, and the difference, or unaccounted- for metal, is then reported as a percentage of input. The balances obtained over several years yields balances for platinum that are below 1% imbalanced. The challenges of noise emission in the mining industry are well known. These challenges are exacerbated by the increasing trend towards mechanized mining, and there is general consensus that an effective industry-wide Buy Quiet initiative (BQI) will significantly assist in reducing noise-induced hearing loss by minimizing noise at its source. In its endeavours to improve the health of workers, the MOSH Noise Team has facilitated development of a proposed strategy and structure for a BQI. Extensive consultation with stakeholders resulted in support for the initiative. The MOSH Noise Team was advised to solicit the contributions of consulting mechanical and electrical engineers (CM&EEs), whose support is viewed as critical for realization of the initiative, since elimination of noise at source is an engineering challenge, and most procurement standards and specifications are set and managed by engineers. A workshop with CM&EEs and their representatives, as well as group environmental engineers (GEEs), confirmed the urgent need for the initiative and provided valuable insights. The workshop used obstacle based planning techniques to identify the factors on which the success of this BQI will depend. Most potential obstacles to the implementation revolved around proper scoping, leadership commitment, and companies? adherence to the initiative. Lack of involvement by the relevant stakeholders and economic issues were also identified as potential obstacles. Delegates at the workshop felt that the successful implementation of the industry-wide BQI, will depend on the mining industry addressing the specific obstacles. The most critical and urgent issue was identified as the formation of a properly constituted industry-wide BQI task team that includes representatives from critical stakeholder groups and which is mandated and empowered to drive the initiative.
