Since the discovery of gold on the Witwatersrand in 1886, mining has been at the centre of South Africa’s development. Although mining continues to contribute significantly to the country’s economy, it is a temporary land-use activity, and mine closure is inevitable. This paper reviews mine closure planning at Tshikondeni coal mine, which commenced in 2014 with the initiation of mine closure. The review presents the mine closure processes undertaken at the Tshikondeni coal mine as regulated by South Africa’s principal mining legislation, the Mineral and Petroleum Resources Development Act 28 of 2002, and other relevant regulatory frameworks. To compile this review: (1) A desktop study was conducted; (2) empirical data was collected through one-on-one interviews with research participants at Tshikondeni coal mine; and 3) physical observations were made of the rehabilitation at various mine operations within the Tshikondeni coal mine complex. Research participants consisted of mine officials from different departments, i.e., human resources, and environmental, social, and business strategy, who were directly involved with the Tshikondeni coal mine closure. A questionnaire with semi-structured questions was developed. It was utilised to acquire a better understanding of mine closure planning at Tshikondeni coal mine and identify mine closure processes that aim to achieve post-mining land uses and align with Tshikondeni coal mine’s post-closure strategy, namely the Tshikondeni Legacy Project, with a post-closure strategy that has the potential to transition a mining economy to an eco-tourism economy that can preserve livelihoods and selfreliant communities.

"The Lower Orebody at Chingola Division of Nchanga Consolidated Copper Mines, Limited, is a stratified orebody that is mined by a continuous caving system. The accurate determination of the developed and semi-developed ore reserves has always been difficult. The new system proposed in 1971 is designed to update and, as new informa¬tion becomes available, to account for the depletion of, the reserves.There are three main inputs to the system. These are borehole data, survey data and extractions data. The borehole data are input to a geological borehole master file system, which holds every recorded detail of a borehole in an easily extractable form. These data can be extracted for ore reserve calculations or for contour mapping of orebodies and rock types. The grades for use in the ore reserve calculations are extracted from the relevant boreholes.The survey data are information on the position of the blocks and drifts, taken from plans, and information on the scraper drift and trough drive positions taken from sections. The information is extracted from the plans and sections using a D Mac pencil follower. The ore reserve is calculated from the survey data and the borehole data.Data on extractions are taken from scraper operators' logs, tramming records, skips hoisted records and accepted mill tonnages and grades. Using these data, the mill tonnages are reconciled back to the drifts, to deplete the current ore reserves.As new workings are brought into operation and further evaluation holes are drilled, the relevant data are input and the new developed ore reserve is calculated."

Mine ventilation in the German coal mining industry is concerned mainly with problems of thermal environment arising from greater depths and with increasing emission of methane gas. The development of computer techniques over the past ten years for solving these and ancillary problems is reviewed. The emphasis from a planning and control point of view falls mainly on ventilation network calculations, temperature predictions and advance estimates of methane emission.

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

The catalytic converter industry is composed largely of global multinational manufacturers who supply to vehicle manufacturers (original equipment manufacturers ? OEMs) from facilities strategically located internationally, including plants in South Africa. The South African catalytic converter production facilities were established at the request of the OEMs and commenced manufacture in the early 1990s. This near 100 per cent export focused industry exists in South Africa because of the incentives offered by the Motor Industry Development Programme (MIDP), which ultimately provide the OEM with import duty rebates. The South African catalytic converter industry is a complex vertically-integrated supply chain with a local content in excess of 85 per cent, substantially more than any other exported automotive component. The industry remains one of the very few downstream manufacturing industries where South Africa has a significant global footprint. This is even more important when it is considered that this industry is the key end-user for two of South Africa?s most important mineral resources, namely platinum group metals (PGMs) and chromium, and is in an industry which will see massive global growth as the developing nations of the BRICs grow their auto industries. In over 15 years of existence in South Africa, the catalytic converter industry has achieved remarkable growth, averaging compound growth in the region of 14 per cent per annum. The industry is the highest contributor to automotive component export revenue. South Africa holds >8 per cent% of global PGM reserves. During 2011, South Africa supplied 59 per cent, 29 per cent, and 72 per cent of the global demand for platinum, palladium, and rhodium respectively, as well as over 50 per cent of the global chromium demand. Global autocatalyst production remains the largest consumer of PGMs, and South Africa alone beneficiated 15 per cent of locally mined PGMs in the production of catalytic converters ? all is converted from PGM sponge (powdered metal) into PGM solutions for coating onto catalysts. Beneficiation of PGMs also takes place via the production of jewellery and electronic goods; but compared to catalytic converters, this volume is negligible. The industry is also the largest consumer of locally produced stainless steel (>50 000 t/a), exceeding 38 per cent of local consumption. The industry is a substantial generator of highly skilled employment, with over 5 000 direct jobs (excluding OEMs and stainless steel manufacture) and an estimated more than 30 000 indirect jobs resulting from upstream and side-stream suppliers. The industry places a high focus on skills transfer and development, with all companies providing high-tech training and education both locally and overseas. The industry has invested in excess of R5 billion in plant, equipment, people development, and process development over the last 15 years to support transfer of production and new technologies to South Africa. This has resulted in significant skills development in the support industries as well as within the catalytic converter industry. The current projections for local PGM beneficiation via catalytic converters reflect a downward trend as a result of production being moved to other global locations due to uncertainty around changes to government incentive programmes. The industry is currently capacitated to support 23.7 million units per annum. During 2011 it utilized about 70 per cent of this capacity, but forecast projections suggest that this will be at 46 per cent of this level by 2016. At full capacity the industry would represent 19 per cent of global autocatalyst production compared with the current 13 per cent in 2011. The industry believes that there is potential to make South Africa the preferred location for catalytic converters worldwide, given suitable support from the mines and Government.

"Coal seam gas problems can adversely affect the safety and productivity of underground coal mines, leading to fatalities and financial losses. Conventional gas management technologies using ventilation and gas drainage are unable to deal with the high and irregular gas emissions associated with high-production longwall mining. New technologies need to be developed to supplement the traditional gas management techniques to minimize the hazard of coal seam gas. Thin spray-on liners (TSLs) have gained some success for rock surface support since their introduction to the mining industry. Due to their relatively low permeability and appropriate mechanical properties, TSLs also show potential to be used as a gas management tool in underground coal mines.In this paper we review the current gas management challenges and discuss the potential use of TSLs as a gas management tool in underground coal mines. This may involve reducing gas migration into the excavations/roadways, enhancing in-seam gas drainage, and preventing spontaneous combustion. Some potential areas for future research work are identified. IntroductionWhen a coal seam is influenced by mining activities, gas stored inside is liberated into the underground ventilation system. Gas emissions have created serious difficulties for the coal mining industry around the world. Therefore, coal mines have to develop effective strategies to control the gas concentration below the threshold value to meet statutory requirements. Ventilation has been the first solution in gas management for underground coal mining. When the emitted gas cannot be effectively diluted by ventilated air, gas drainage using pre- and/or post-drainage has to be introduced. However, even with ventilation and gas drainage, irregular gas emissions usually increase the gas concentration in roadways and slow down the development rate, thus causing significant economic loss to the coal mining industry (Thakur, 2006). Therefore, new technologies need to be developed to address this issue and mitigate the explosion risk."

Methane explosions in underground coal mines are a major concern across the mining industry. After the Pike River disaster, Arnot Coal became even more aware of the explosion risk. To determine whether Arnot has adequate precautions against a methane explosion, such as the one that led to the Pike River disaster, a literature survey covering the causes of the incident and what preventative measures should have been in place was conducted. Many different methane explosion prevention methods were evaluated, as well as codes of practice. Based on the findings, Arnot?s measures to prevent conditions favourable for a methane explosion were evaluated.

The results of prospecting operations involving geological data and a large number of geochemical determinations of the metal content of soil samples are plotted and evaluated by computer. Anomalous areas are identified in each type of environment by selecting probability or population boundary values from frequency distributions. The anomalies are plotted to permit correlation with geographical or geological features. Ranking of prospecting targets is made using geographic pattern, geology, absolute value and metal ratios. Three short case histories are presented.

Kamoto Copper Company is a copper cobalt mining company established in Lualaba Province of Democratic Republic of Congo under a Joint Venture between Glencore PLC and Gecamines (the state-owned mining company). Operations consist of underground and open pit mines, a concentrator producing sulfide concentrate and oxide ores milled slurry, and a hydrometallurgy plant producing copper cathode and cobalt hydroxides from concentrate and ores. The production capacity is 300 k/a of copper cathode and 35 kt/a of cobalt hydroxide. Since Q4 2020, the Luilu hydrometallurgy plant has experienced operational instabilities due to increase in proportion of dolomite in the ore mined and fed to the plant. This was diagnosed by the significant increase in calcium grade in ore and acid consumption, continuous foaming, and overflow of tanks with subsequent adverse impact on equipment availability due to corrosion caused by acidic spills, structure integrity, and safety concerns around the acidic slurry spills. Production was adversely impact due above equipment availability and often throughput restriction to mitigate the foaming and overflows. A high gangue-acid-consuming ore management programme was developed with the aim of mitigating these impacts. The programme included: (i) use of defoamer agent in leach to stop foaming and overflow, (ii) design of a mechanical solution to leach foaming and overflow, and (iii) froth flotation for copper and cobalt minerals separation from dolomite. Only option (i) is presented in this paper. Through laboratory testwork, pilot-plant testing, plant trial, and full plant implementation, Kamoto Copper successfully implemented a defoamer agent (Kemfoam X9980) dosing at leach, resulting in significant reduction in foaming and overflow of leach reactors and countercurrent decantation thickeners. The optimum defoamer dose rate obtained was 20 mg/L. Since then, the Luilu recovered its operational stability, the corrosion of critical equipment ceased, and availability improved as the acidic leach slurry spills ceased. The constraint on throughput due to leach foaming was addressed and the frequency of sliming events in the thickeners was significantly reduced as the foaming on the supernatant surface ceased, with subsequent significant reduction in interfacial crud in solvent extraction.

The global coal industry has changed significantly in recent years. In this paper we analyse the coal production and consumption, imports and exports, and coal prices in China and other major coal-producing countries during the past four decades. The analysis shows that global coal production and consumption have declined over the last three years, in striking contrast to the continuous growth for most of the past 35 years. Australia, Indonesia, and Russia have become the world’s major coal providers, while China, India, and the USA, and Germany are the major coal consumers. The world’s, and China‘s, coal industry can be classified into four stages of development: the stable growth phase, stable phase, rapid growth phase, and high-quality phase. Coal prices rose in the world’s four major coal markets in 2016 after four consecutive years of falling prices. The elimination of overcapacity and production-optimizing operations in China could assist in achieving a demand and supply balance.

Mechel, a large, integrated steel, stainless steel, and ferroalloy producer in Russia is committed to upgrading its facilities to world class pyrometallurgical process and environmental practice. Yuzhural Nickel currently uses shaft furnaces to produce a matte containing iron, nickel and traces of cobalt. This rather old technology is thermally inefficient and is characterized by high operating costs. Mechel has investigated suitable equipment and processes to upgrade the plant, and awarded a contract for the construction of a 12 MW DC smelter, located near the town of Orsk, to Bateman Engineering Projects in June 2008. The selection of DC furnace technology for laterite smelting can be considered as a strategic highlight for the pyrometallurgical treatment of low-grade lateritic ores, and could be the first industrial-scale implementation of this technology. This project has been designed to achieve multiple goals including the demonstration of the process and associated equipment technology at commercial scale, to confirm the scale-up design parameters of the forthcoming 2 x90 MW, twin electrode DC furnaces, and to prove the environmental emission superiority of closed furnaces. It also provides a valuable operator training platform. This paper deals with the process design, key technology building blocks and design features which have been incorporated to produce a pyrometallurgical vessel capable of (i) resisting slag superheat and chemical aggressiveness, (ii) process fine material without pre-agglomeration, (iii) achieve high nickel recoveries and(iv) being tolerant to the variations in chemical composition of laterite ore. The approach to increasing campaign lives between partial and complete rebuilds, through the use of composite furnace module (CFM) technology originally developed and patented by the University of Melbourne, is also followed in more detail. Unfortunately, results from hot commissioning and lessons learned from initial operation are not available because the project completion has been delayed due to the worldwide downturn in demand for commodities. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

"Electrical steels are used in motors, power generators, and transformers for electrical applications owing to their superior magnetic properties. These properties are attributed to the presence of a significant amount of silicon in the steel composition. Silicon steels are mainly grouped into two categories: grain-oriented (GO) and non-grain-oriented (NGO). The Si content of silicon steels is generally between about 0.50% and 6.5%. Therefore, silicon steels are further classified as low-, medium-, and high- Si steels. In this paper, liquid steel processing practices for certain silicon steel grades are outlined by considering a steelmaking company that integrates a basic oxygen furnace (BOF), a ladle furnace (LF), and an RHtype degassing unit (RH). Possible problems are identified, suggestions are discussed, and conclusions are drawn on the basis of real plant data. IntroductionSilicon steels are widely used in motors, power generators, and transformers for electrical applications owing to their superior magnetic properties. However, the differences in the properties and thermomechanical production of GO and NGO grades are outside the scope of this paper. In this study, liquid steel processing of certain silicon steels will be discussed. In the integrated iron and steelmaking process, converters are the primary steelmaking units that are used mainly for decarburization and removal of phosphorus, and for obtaining liquid steel with a specific chemical composition and suitable temperature for secondary steelmaking operations. Ladle furnaces are a type of ladle metallurgy station consisting of electrical and/or chemical heating facilities for adjusting the liquid steel temperature during alloying. Various types of vacuum units are used for decarburization and removal of nitrogen, hydrogen, and sulphur, depending on the metallurgical conditions of the vacuum units. In this study, an actual steel-production company is considered in which the primary steelmaking operation uses a basic oxygen furnace (BOF) converter with N2/Ar bottom blowing, and the secondary steelmaking operations involve (1) a ladle furnace (LF) heated by three graphite electrodes and equipped with Ar and N2 top/bottom mixing facilities, and (2) an RHtype (circulation) vacuum degassing unit equipped with a top-blowing attachment for oxygen blowing and an Ar-purging system from an up-leg snorkel."

Interparticle breakage is the main crushing mode of an inertia cone crusher according to its working principle and feeding condition. In this paper the breakage behaviour of an inertia cone crusher is investigated, based on energy controlled compression combined with the vibration theory, rather than geometry controlled compression (form conditioned) which plays a major role in conventional eccentric cone crushers. The effect of feeding and operating conditions on breakage behaviour was described quantitatively from the perspective of energy consumption and product size distribution. The influence of feeding conditions, discharge size settings and vibration exciter speeds on the crushing process and product quality has been studied according to the results of laboratory crushing experiments. The results of the experiments show that the particle size of broken products becomes finer with the decrease of a discharge gap within the gap range selected by the experiment. The product size increases significantly when the gap approaches the upper limit of 6 mm. The variation of eccentric speed has a more prominent effect on reducing the product size compared with the change of discharge gap. The change in product size is not apparent when the eccentric speed rises to a certain level. The throughput of an inertia cone crusher is sensitive to the change of discharge gap, which increases linearly with the discharge gap and decreases with the eccentric speed. Compared with sinusoidal oscillation, non-sinusoidal oscillation enhances the ability to control waveform and meets different oscillation requirements by adding an independent parameter, which is the key technology for high-efficiency continuous casting. A new waveform of mould non-sinusoidal oscillation is proposed in this paper, that is, a velocity waveform that is composed only of straight lines and parabolas, which not only has good dynamic characteristics, but also further enhances the feature of non-sinusoidal oscillation. Compared with sinusoidal oscillation, the negative strip time is reduced by 15.9%, the maximum negative strip velocity difference is increased by 38.3%, and the maximum positive strip velocity difference is decreased by 27.8%. The formulas of oscillation process parameters can be clearly deduced, and the isoplethic curves of oscillation process parameters when multi-parameter simultaneously changes are drawn. The negative strip time decreases as the modification ratio, frequency, and casting speed increase, but increases as stroke increases. In order to maintain the stability of negative strip time, an oscillation synchronous control model for optimising oscillation basic parameters was developed. Through practical application, the mean oscillation mark depths decreased by 10.1 μm and the flux consumption is increased from 0.37 kg/t to 0.45 kg/t in the non-sinusoidal oscillation model, which meets the requirements of normal production.

Ore quality is declining, and the current spirals in mineral sands extraction is deemed inadequate to efficiently extract the valuable minerals. A new spiral was developed, the 117HM with the aim to extract the total heavy minerals in the order of 4.0% - 6.0% and the economic heavy minerals in the range 1.0% - 2.2% from the feed. An important measurable in the gravity concentration of mineral sands is recovery. Recovery measures how effectively the separator has extracted the valuable mineral contained in the input stream. The number of turns on the spiral trough influences the residence time of the feed slurry. A further optimisation followed with the development of the twelve-turn 117HM spiral. Four more turns were added for better recovery. The paper quantifies the effect of residence time on recovery.

The removal of calcium from the retentates of reverse osmosis (RO) treated minewater is desirable since it allows the recovery of both additional potable water (through RO) and higher-purity salts (in downstream processing). This, in turn, reduces the need for costly and unsustainable evaporation ponds and enhances the economics and operability of potential zero-liquid discharge downstream processes, e.g. evaporative-, cooling- and eutectic freeze-crystallisation. For this study, a multi-component retentate high in sodium content was considered, typical of those emanating from minewater reclamation plants in Mpumalanga, South Africa. Four technologies were evaluated to remove calcium: gypsum precipitation by addition of lime; calcium carbonate precipitation by addition of soda-ash; heating crystallisation of calcium sulphate anhydrite; and cooling crystallisation of gypsum. Full processes were developed and simulated using electrolyte thermodynamics. Using the results of these simulations, capital- and operating costs, as well as revenues were calculated and used in economic comparisons of the processes. Sensitivities to key purchasing and selling prices were also investigated to understand the impact of changes in these variables. For the case of a low magnesium-to-sodium ratio in the feed, gypsum precipitation through lime addition was found to have the lowest operating and total annualised costs; but, if revenue could be derived from the sale of sodium sulphate, calcium carbonate precipitation through soda-ash addition was favoured. Ilmenite is the principal feedstock for producing TiO2 - used in paints, plastics and paper and the production of Ti metal. The Brahmaputra River system in Bangladesh represents a potentially new source of ilmenite concentrated within sandbar placer deposits and the current study presents results from beneficiation and characterisation studies conducted on Brahmaputra River Fe-Ti oxides. Characteristic of fluvial systems, the ilmenite concentration is low (~0.5 wt-%), however extensive annual dredging for waterway navigation provides the economic impetus to recover saleable ilmenite. The Fe-Ti oxide suite derived from magnetic fractionation comprises homogeneous ilmenite, titanohematite and hematite, although many grains exhibit complex exsolution within the (Ilm-Hem)ss series. The textural variability results in difficulty generating a pure ilmenite feedstock with the bulk concentrate typically being low in TiO2, containing 31.0 wt-%TiO2 and 62.7 wt-% (Fe2O3). Results are interpreted via an analysis of the implications for producing a commercial-grade ilmenite concentrate suitable for TiO2 production. Coal spontaneous combustion in longwall gobs is a major concern in coal mines. In comparison to other hazards, this phenomenon is difficult to detect. Fifteen factors influencing coal spontaneous combustion in longwall gobs were identified from the literature. The logical relationships between these factors were evaluated and quantified by decision-making trial and evaluation laboratory (DEMATEL) and interpretive structural modelling (ISM) methods. A four-level hierarchical structure model was established. The research shows that combining DEMATEL and ISM can reveal the key factors that influence coal spontaneous combustion in longwall gobs and establishthe interactions and relationships among these factors. The results can provide the basis for preventing and controlling coal spontaneous combustion in longwall gobs.

The magnetic field characteristics due to electromagnetic stirring in the secondary cooling zone of an extra-thick slab during continuous casting are numerically determined using Maxwell's equations, with particular emphasis on the distribution of magnetic induction intensity and electromagnetic force, as well as the influence of process parameters on the magnetic field. The orientation of the electromagnetic force is the same when the electromagnetic stirrers at the 30° and 60° posistions of the arc-shaped slab are powered in the same direction; otherwise, the orientation is opposite.
