The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution, the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallization and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. Furthermore, the autoclave circuit invariably is a high capital cost component of the plant and an area that is carefully scrutinized when debottlenecking and capacity increases are being considered. This paper identifies a unique proven way of increasing the capacity of existing or new exothermic pressure oxidative leach autoclave circuits by as much as two or three times.

Recycling has become an important part of the lithium-ion battery (LIB) life cycle due to the growing demand for energy storage in applications like electric vehicles and renewable energy. Recycling spent LIBs provides a secondary source for strategically scarce metals, like lithium and cobalt, helping to reduce the environmental impact of LIBs. Organic acids have been proven to be effective lixiviants with the benefit of reduced environmental impacts, amongst which citric acid has shown to exhibit similar extraction performance when compared to mineral acids. Leaching LCO and NMC batteries with 1.5M citric acid and 2 vol.% H2O2 at 95°C, 20 g/L for 20 minutes achieved 93% Al, 90% Co, 96% Li, 94% Mn and 94% Ni dissolution. The strong chelating property of citric acid affects the separation of the metals, providing unique extraction opportunities. The first extraction uses 12 vol.% D2EHPA at a pH of 2.5 and O/A ratio of 2 to separate 96.4% Mn and 100% Al from the PLS in two counter-current stages. Stripping the loaded organic with 1.25M citric acid at an A/O ratio of 3 allows for up to 91% stripping of the manganese in a single stage. The second extraction then separates 96.5% Li from the PLS in three counter-current stages using 20 vol.% D2EHPA at a pH 5.5 and O/A ratio of 5. The raffinate remaining after the second separation contains 48.4 wt.% Co and 50.3 wt.% Ni. Keywords: Hydrometallurgy, lithium-ion batteries, metal recycling, citric acid, solvent extraction

The purpose of the project was to conduct a feasibility study to determine if the current operating bottom dump trucks that haul coal should be replaced with rear dump trucks. The engineering availability of the bottom dump trucks was lower than targeted while the operating costs are the highest of all coal haulers within the Anglo Coal opencasts. To determine if it is feasible to replace the current bottom dump trucks with rear dump trucks, a production profile simulation was conducted to determine the number of rear dump trucks that would be required to meet the annual coal hauling requirements. The total capital and operating costs of these rear dump trucks were also determined using a total cost of ownership model. These were compared with the current costs of the bottom dump trucks to determine if it is financially feasible to replace the bottom dump trucks with rear dump trucks. Having considered the capital outlay that would be required to replace the bottom dump trucks with rear dump trucks as well as their respective operating costs, it was concluded that the current bottom dump trucks should be replaced with rear dump trucks. Other factors were considered in coming to this conclusion.

The electrical control of three-electrode submerged-arc furnaces suffers from a number of complexities, mostly due to the nature of the furnace electrical circuit providing power to the furnace where the three electrodes are interconnected within the furnace through the molten metal bath. This gives rise to what is known as the interaction effect 2, where variations in one electrode?s current can cause comparable changes to the currents in the other electrodes, particularly in larger furnaces with low power factor. Resistance-based control of the electrode penetration has largely alleviated these problems, since the resistance encountered by each electrode is predominantly dictated by the length and conductivity of the current path from the electrode?s tip to the molten metal bath, which acts as the three-phase circuit?s floating neutral point. Hence resistance changes due to tip position or conductivity changes beneath one electrode do not affect the resistances beneath the others, effectively decoupling the control of the individual electrodes1. Although resistance-based control is therefore generally accepted as superior to current-based control for the regulation of submerged-arc furnace electrode penetration, a few furnace operators still prefer to use current control under specific furnace conditions. This paper presents the results of analysing the performance of both current and resistance-based control in typical scenarios encountered on industrial furnaces, taking into account a number of factors including electrode penetration, power distribution, efficiency and asymmetry of the electrode currents. In order to accomplish this, three typically encountered scenarios were simulated. The results obtained show that resistance control provides more benefit in all cases, however, the uneven electrode current distribution generated by resistance control when electrodes are on top stops may cause some concern if baking of the electrodes is required in this scenario.

A method is proposed to estimate the gold content of the ore in the size intervals during size reduction. The method uses the population balance model to trace the gold deportment through the size fractions and monitor the generation of liberated gold grains during the size reduction. The model is calibrated using batch grinding test results of a gold ore. Most coal plants must run under conditions of varying feed conditions or are asked to produce qualities different from that used in the design. This can cause overloaded conditions as the ?bottlenecks? within the plant, depending on plant operation or as the feed changes. During plant design, geological information can be used to determine washability envelopes and blends that may be expected. Historical data can also be used to develop a size distribution envelope as well as to assign reasonable models for each of the unit processes. In operation, a plant can be sampled to determine changes and to refine process models. The information obtained can then be used in an accurate simulation to define how the plant can deal with the changing environment. This paper uses Limn: The Flowsheet Processor to simulate the coal plant in detail and will produce an accurate model, in terms of equipment sizing as well as water, medium, and solids balance, for each change in feed condition. It will show examples of running the simulation through complete density and size ranges and will determine the equipment required to address each part of the performance envelope.

AngloGold Ashanti has been proactive in the field of energy management for many years. AngloGold Ashanti is a signatory to South Africa?s National Energy Accord of 2005 calling for a15% reduction in energy consumption by 2015 for the mining sector. This target also supported our internal targets that were already set. AngloGold Ashanti?s seven South African mines consume on average 440 MW. Due to the dynamics of gold mines, and the large numbers of relatively small energy efficiency initiatives and awareness campaigns made measurement and verification of energy efficiency very difficult at a macro level since some initiatives could get lost in the fluctuating load profile. This paper will discuss the methodology and process followed to quantify the impacts of the combined energy efficiency initiatives at macro level. It will quantify the energy efficiency impacts in megawatt-hours (MWh), financial, and equivalent carbon emissions (CO2e) reduction with reference to our baseline year, 2004, for the Vaal River and West Wits mine clusters.

Process and steel chemistry differences in hot rolled Al-killed low carbon strip steel between the hot charge route (HCR) as practised in a compact strip production (CSP) plant and the conventional cold charge route (CCR) have been studied. This was done with reference to differences in reheating practice, hot rolling practice and steel chemistry through emphasis on the effects of solubility and reprecipitation of AlN in the two process/product combinations and its effect on ferrite grain size development. An earlier modelling study on the evolution of the austenite grain size in both of the above hot rolling processes has also now been extended to include an estimate of the possible effects of retained strain after the last finishing pass on the ferrite grain size. As part of this study the equilibrium solubility trends of AlN in a number of boron-free low carbon Al-killed strip steels with low and high sulphur content from the two respective processes was investigated by the thermoelectric power (TEP) technique and differences in the effects through the derived solubility equation of Log[Al][N]=2.6?9710/T at typical slab reheating temperatures was demonstrated. Ferrite grain size modelling using the significantly lower Ar3 transformation temperatures generally found in hot rolled low carbon strip steel produced in the CSP plant using the HCR compared well to the larger grain size produced in the conventional CCR strip rolling plant. Drilling exploration over the Wesizwe Platinum Limited?s Pilanesberg Project has identified the Merensky Reef at depths varying from 594 m to 1 552 m depth. Merensky Reef thickness varies from 0.05 m to 3.63 m and contains PGE(4) mineralization above a cut-off grade of 1.0 g/t over intersection widths of 0.95 m to 2.63 m. Four distinct facies types have been identified over the property, viz.1) Normal Merensky Reef, generally 1.2 m thick, bounded by thin top and basal chromitite layers and composed of upper feldspathic pyroxenite and lower feldspathic olivine pegmatoids containing base metal sulphide mineralization overlying poikilitic anorthosites. 2) Single chromitite Merensky Reef, generally0.15 m thick and usually devoid of internal silicate material, overlying variable stratigraphy containing significant base metal sulphide mineralization. 3) Detached Merensky Reef, generally1.0 m thick, bounded by thin top and basal chromitite layers and composed of feldspathic pyroxenite or pyroxenite containing base metal sulphide mineralization overlying Merensky Pyroxenite. 4) Normal footwall Merensky Reef, generally 1.8 m thick, bounded by thin top and basal chromitite layers and composed of feldspathic pyroxenite containing base metal sulphide mineralization overlying norites also containing significant base metal sulphide mineralization. The PGE(4) content?s (g/m2) distribution for the global intersection data appears to be lognormal, and conversion to lognormal space produces a near normal distribution which could be interpreted as a compound lognormal distribution. The mean PGE(4) contents estimated by these three different distributions are the same, and thus do not impact on the contained metal. Data for the Normal Merensky Reef facies type are sufficient to indicate that a normal distribution is followed for this facies type, and therefore does not need to be transformed to log space for estimation of the mean and the 90% confidence limits. A global evaluation based on all of the data is compared with a facies-weighted evaluation. The latter method is noted to provide a better definition of the associated estimation errors and thus potential classification of Mineral Resources. A valuation of $20.95 for Inferred and $41.90 for Indicated PGE(4) ounces is applied to both of the evaluations and compared. The global evaluation is considered to over-value the project by approximately 40%, thus indicating that valuations based on global summary sampling data that have a compound distribution may be materially flawed, and that cognizance of the underlying geology is crucial for unbiased valuation.

Labour-intensive narrow reef stoping, as traditionally practised in South African gold and platinum mines, is almost unique in the modern first-world mechanized mining environment. Shortcomings of the system include the ever increasing cost of labour, a cap on achievable productivity and a poor safety record, particularly in the field of rock-related accidents. In the absence of sustainable alternative technologies, the South African mining industry has spent millions of rands improving the present system, focusing on improving workplace safety. This paper details the changes to stope support at Impala Platinum?s Rustenburg operations, and the impact on rock-related safety performance. The compilation of the sampling nomogram is an essential tool in the optimization of a sampling protocol and allows the operator to track the change in relative variance of the sampling error (the Fundamental Sampling Error) during steps of comminution and mass reduction in the process of recovery of the aliquot for analysis. The data required for the compilation of the nomogram are centered on the sampling constant K and the exponent, alpha (a), of the nominal fragment size. Five methods for establishing K have been identified, but two of them, the duplicate sampling analysis (DSA) method and the heterogeneity test (HT) method purport to provide such a constant. The step by step procedure for each of these two methods was examined using broken ores from three mines, Mponeng mine, Kloof mine and Lily mine. Two of these mines (Mponengand Kloof) are typical Witwatersrand-type gold mines, while the third is an Archaean-type, shear related gold deposit situated in the Barberton Greenstone belt. The results suggest that the factor K derived using the heterogeneity test is very accurate, but applies only to a single size fraction in the spectrum of comminuted materials. The calculation of gold grain sizes using this method appears to be too small and does not conform with the results from detailed mineralogical studies. The factors K and alpha derived using the duplicate series analysis, are appropriate for use across a wide spectrum of comminution sizes and also provide realistic gold grain sizes, comparable with the equivalent circular diameter of gold grains identified in mineralogical studies of the ores.

Excessive dust generation from unpaved mine haul roads is a problem common to most surface mining operations. While optimal road wearing course material selection parameters reduce the inherent dust generation potential, they do not totally eliminate fugitive dust. Many different classes of suppression or palliative treatments are available for mine haul roads and this paper initially ascertains basic selection guidelines, using a set of ideal dust palliative product, application and performance parameters based on mine road-user requirements. An evaluation and modelling methodology for truck generated fugitive dust emissions is developed as a basis for the comparative assessment of dust control strategies. For water-based spraying, a watering model was developed to estimate individual mine road watering frequencies for characteristic site parameter combinations during summer and winter operating conditions, for a required level of control or maximum dust defect. This forms the base-case scenario with which to compare the performance of other types of dust palliatives under the same conditions. Finally, a basic palliative economic evaluation model is introduced with the aim of identifying and costing the establishment, application and maintenance rejuvenation activities associated with the use of chemical palliatives. While palliative cost and performance is generally site specific, it is shown that under certain combinations of conditions, the use of dust palliatives has the potential to deliver cost savings when compared to water-based spraying.

Hydraulic fracturing technology is presented as a solution to improve permeability and thus solve the extraction problem of coal seam gas in low-permeability gas-bearing coal seams. Given an existing group of original cracks, the propagation of main hydraulic cracks and hydraulic wing cracks was simulated using realistic failure process analysis software. The process represents the structural transformation of hydraulic fracturing and permeability improvements caused by it. In addition, a field test for improving the permeability of gassy coal seams by hydraulic fracturing was also conducted. The propagation of the main cracks and wing cracks by hydraulic fracturing forms a network of original joint cracks, hydraulic wing cracks, and main hydraulic cracks, which improve the permeability of the coal seam. High-pressure water in the drill hole and in the main hydraulic cracks permeates the two flanks of the hole, forming the permeating water pressure. With an increase in drill water pressure and an extension of the main hydraulic cracks, the permeating water pressure on both sides of the main hydraulic cracks in the coal mass also increases. Hydraulic cracks tend to form connections through rock bridges. The extension of hydraulic wing cracks through connections in the rock bridges between the cracks transforms the rock mass to a fractured structure and improves its permeability. Hydraulic fracturing technology for improving permeability in underground conditions can increase the amount of gas drainage by a factor of 15. A stress relief area develops at a radial distance of 10-2.0 m from the hydraulic fracturing drill hole, while an area of rising stresses, called the pressurized area, develops a further 15 m away from the pressurized hole. Practice has proved the existence of the stress transfer phenomenon and the high stress area after fracturing. This kind of hydraulic fracturing technology is more effective in holes drilled from underground than in surface drill holes, with respect to costs and controllability, and is therefore the major trend in gas drainage development in coal mines.

The aim of this study was to examine the effect of grain size distribution control of the raw material mixture on the permeability of the green sinter bed and the properties of the produced sinter. This was achieved by evaluating the granulation characteristics of the sinter mixture (moisture content, granulation time and mean granule diameter) in terms of its green bed permeability, and evaluating the productivity of the sinter bed, the coke rate, tumble index (TI), abrasion index (AI), reduction disintegration index(RDI) and reducibility (RI) of the produced sinter. The raw sinter mixtures contained combinations of Thabazimbi iron ore, Sishen iron ore, coke, lime and return fines. The grain size distributions were controlled by removing the ?0.5 mm size fractions of the return fines and coke, and the ?1 mm size fraction of lime. Of the examined mixtures, a mixture of 20 mass% Thabazimbi iron ore, 80 mass% Sishen iron ore and fluxes where the coke, lime and return fines were all sized had the highest granulation effectiveness and permeability. The sintering properties of the mixtures in which the grain size distributions were controlled, were very similar for all the mixtures, but superior to the base case mixture in which the grain size distribution was not controlled. During the period October 2003 to June 2004, a containerized optical sorting pilot plant was operated at Kloof Gold Mine on a waste rock dump. In this paper, we describe the test work and its results leading to the decision to operate this pilot plant. This paper presents the operational data and financial figures achieved during this project, in particular, for the month of June 2004 when the plant was run at full capacity on three shifts, 24 hour operation. These results are also extrapolated and presented to show the profitability of such an operation at today?s gold price levels and cost structure.

This paper discusses system integration and installation of High-Tec systems in underground mines. ABB has the capability to be a System Integrator and co-operates with partners in different areas of technology. Today it is difficult to find one Company that is responsible for the complete Automation System. The design of the system is also dependent on the caving procedure that is currently being used in mines. Most of the engineering must be done during the feasibility study and the design phase. Any mistakes made during these phases will be costly to rectify in the commissioning phase. The paper will also include a presentation of the benefit of using Automation in an Underground Mine, and the importance of integration with the people component. Most of the experience and discussions in this paper are from different technologies that have been developed in Scandinavia and adopted from LKAB in Kiruna. The author of this paper was responsible for the Automation projects in Kiruna Mine during1994 - 1999. These projects include: • Broadband communication of data, audio and compressed video in one data stream. • Control System for Haulage -1045m • Automation of Load Haulage and Dumping machines (LHD) • Control of Production Drilling Rigs from a Central Control Room.
