Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

This paper presents a case history of an engineered, monitored, and tested program that provided an effective and satisfactory basis for the completion of pile foundations for Twin Dolphins 1 at La Peninsula Condominiums located in the Isles of Capri in southwest Florida, U.S.A. An 8-story building (withl-story parking underneath) along with recreational facilities (such as a swimming pool and tennis courts) had been planned for final construction. Following an evaluation of various foundation alternatives, a precast prestressed concrete (PPC) pile-supported system was selected. The building foundations were designed for pile capacities of 445kN (50 tons) and 890kN (100 tons) in compression and 133kN (15 tons) in uplift. A test pile program was performed to provide site-specific pile driving data, verify design assumptions, determine production pile lengths, and evaluate pile driving criteria. A total of 24, 356 mm (14-in.) square, 19.8 m (65 ft) PPC concrete piles were driven and dynamically load tested utilizing a Pile Driving Analyzer (PDA) within the building limits. Dynamic monitoring during probe pile installation and restriking was performed to estimate the ultimate capacity of the piles and to evaluate driving stresses during installation. CAPWAP analyses were preformed on PDA data to better estimate pile capacity, resistance distribution, and predict pile freeze (increase in pile resistance with time) and thus optimized the production pile lengths. Upon completion of probe pile installation, 12 of the probe piles were tested using the Pile Echo Tester (PET) function of the Pile Integrity Sonic Analyzer (PISA). PET testing was performed to evaluate the integrity of piles which had exhibited high driving stresses during PDA testing. Information gathered during the probe pile driving program was effectively utilized as part of the overall quality control program to install a total of 539 PPC piles (including 24 probe piles) within the building limits at the project site to depths ranging from 9.1 to 19.8 m (30 to 65 ft) below the existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared very well with the capacities from the CAPWAP analysis for probe piles. Use of geotechnical instrumentation and PDA assisted technology enabled each foundation support element to be constructed to its optimum capacity and at optimum cost. Furthermore, by using PDA the consultant was able to quantify a difficult to measure geotechnical phenomenon termed "pile freeze" which eliminated costly overdriving and unnecessary splicing of piles.

The rocks of Waihi and the surrounding district are almost entirely rhyolitic and ande5itic in character. Sedimentary rocks, with the exception of some surface deposits of clay loosely compacted conglomerate, etc., and one or two thin and broken beds of a very poor lignite, occasionally changed by igneous agencies into a bituminous coal, are almost absent. In the shafts sunk by the Waihi and Grand Junction companies outside the outcropping andesitic area of the Martha Hill, more than one old surface or lake bottom has been passed through. At these points layers of sand, consolidated volcanic mud and tuff, accompanied by numerous broken fragments of imperfectly silicified wood have been enccuntered, but these occurrences may, for the purpose of this paper, be neglected.The youngest rock of the district are rhyolites, probably of Pliocene age. At least three distinct classes of rhyolitic lava, each possessing features of unusual interest, may be made out. None of these, however, is gold-bearing. The youngest flow, a light-coloured, fine-grained rock, is remarkable owing to its enclosing at times fragments of carbonised wood, varying in size from mere specks up to quite large pieces of almost pure charcoal. Rhyolitic tuff is also met with. "HudBay’s Constancia project is a copper molybdenum concentrator located in southern Peru. In 2010 Ausenco was contracted to perform a feasibility study optimization review which resulted in an improved design with significantly increased throughput capacity at a minimal increase in capital cost. Construction began in 2012 with commercial operation commencing in May 2015. This paper outlines the process plant design as well as describing the plant’s major equipment selections, start-up and early operations experiences.IntroductionHudBay Mineral’s Constancia project is located at 4200 meters above sea level (masl) in southern Peru, approximately 630 km south-east of Lima, Peru. The property can be accessed by road from Cusco, Peru, (approximately 110 km to the north), or from Arequipa, Peru (approximately 215 km to the south). Matarani, accessed via Arequipa, is the closest port.Constancia is located within the Yauri-Andahuaylas metallogenic belt. The region contains several large copper-gold-molybdenum porphyry deposits such as Antapaccay (by Glencore) and Los Chancas (by Grupo Mexico), and copper skarn deposits such as Tintaya (by Glencore) and Las Bambas (by MMG). Constancia’s ore reserves contain copper and molybdenum with trace amounts of gold and silver.Ore is mined by an open-pit operation. The process plant recovers copper and molybdenum concentrates, storing tailings in a conventional tailings management facility. Infrastructure at the site includes a grid power supply (via a 70 km overhead transmission line from Tintaya), water supply, workshops and an accommodation camp. Mine life is 22 years.Site construction works began in 2012 with first copper concentrate produced in late 2014. The project was executed for approximately 1.75B$USD.Ausenco’s design approach focussed on developing a capital efficient copper molybdenum concentrator. Blasting in the heart of the historic Byward Market District of Canada’s capital, Ottawa, presents a unique set of challenges. The obvious difficulties arising on projects requiring blasting within 3 m (10 ft) of 125 year old buildings in various states of disrepair have been encountered and successfully dealt with countless times before. The complexities increase exponentially when tenuous property boundaries, unknown structural details, litigious histories and the need for encroachment agreements lead to individuals with competing interests all able to impact the same operation. Blasting on three projects in the Market was started in early 2005 after months of negotiation. Ultimately, the potential for the projects to proceed hinged on the ability to successfully disseminate blast data to the various stakeholders. As part of the agreements drawn up, property owners demanded immediate notification of the measured vibration levels with contract provisions including clauses such that any exceedance of the USBM criteria immediately triggered project shut down and complete blasting program redesign, and approval by all parties. With stakeholders located in various cities and, in some instances, on various continents, a conventional attended monitoring strategy would not satisfy the requirements. In response to the critical reporting need, Explotech Engineering Ltd. installed unattended monitoring stations around the sites, all incorporating wireless telemetry. After each blast, data was automatically transferred from the monitoring stations to a web-linked server via the wireless network, where it was immediately available to project stakeholders through a password protected website. The solution required a unique blend of data acquisition, telemetry, database, and security technologies, all married to produce a reliable system that was easy to maintain and use. While these types of systems were originally developed for use as permanent monitoring networks in operating mines and quarries, monitoring professionals are increasingly benefiting from the technology on temporary building projects that have typically been the realm of attended monitoring strategies. Globally, this has emerged as a solution to provide more timely access to data for stakeholders, and to minimize the legal exposure from multiple violations of vibration limits. As this trend is likely to continue, the regulated vibration control industry is likely to see a continued shift in technology development to leverage wireless networks and the Internet to continue to improve data transfer, archiving and distribution.

Since early 1970?s skirt suction foundations (skirted foundation / bucket foundation) have been used as support for large fixed substructures or anchors for floating structures in offshore hydrocarbon development projects. In recent years skirt suction foundations are recognized as one of the solutions in foundations applicable to bridge substructures installed in waters, because skirt foundations have a wide variety of functions such as control of settlement during service life, less impact to environments during operation at installation site. This paper introduces general features of skirt suction foundations, and then discusses design practice of them for the application to bridge substructures, with reference to experiments in both laboratory and field.

The augered cast-in-place piling technique was used to install deep foundations 20 feet into weathered sandstone. The project involved the upgrading of the Air Quality Control System (AQCS) for a 560 megawatt coal fired power plant located in Stillwater, Minnesota. The site subsurface consisted of 20 feet of overburden overlying weak sandstone. The overburden consisted of sands and gravels with cobbles and boulders, and variable thicknesses of peat. Ground-water at the site was approximately 8 feet deep. Two foot diameter piers were selected to facilitate installation through the cobbles and boulders in the over-burden and to penetrate the sandstone 22 feet. During installation of the first pier, the weak sandstone broke down to sand-sized material that could not be cleaned from the pier hole without the use of slurry to hold the material in suspension. However, the use of slurry would significantly impact both schedule and cost. Since the sandstone could be easily drilled with the pier equipment, it was believed that 2 foot diameter deep foundations could be installed as designed using augered cast-in-place piling techniques. A brief test drilling pro-gram was conducted to evaluate the viability of 2 foot diameter continuous flight augers penetrating 22 feet into the weak sandstone. The test drilling indicated that augered cast-in-place installation techniques should be successful. Following a short delay to mobilize the additional required equipment, construction commenced. Installation of the 2 foot diameter augered cast-in-place piling to a depth of 22 feet into the weak sandstone was successfully performed.

"A colorimetric technique, originally developed for methyl iso butyl carbinol (MIBC) based on the Komarowsky reaction, has been extended to a wide range of common mineral flotation frothers. The procedure, which is briefly described, is shown suited to on-site determinations in a campaign at Kennecott Utah Copper Copperton Concentrator (Rio Tinto). Some observations are described, including: frother (MIBC) concentration evolution down a bank, frother distribution between pulp and froth phases, and loss of frother over time due to adsorption on certain minerals. A possible interference with a fuel oil addition was overcome. MIBC in recycle water was also measured.The ability to monitor frother easily will help interpret gas dispersion behaviour and should permit further optimization of flotation cell hydrodynamics and chemistry. The capability to directly measure should help optimize the type, amount and location of frother addition, and to assess frother recycled with reclaim process water.INTRODUCTIONOwing to the lack of analytical methods, the task of determining frother concentration in plant flotation circuits is not routinely performed. Industrial sites seldom outsource analyses that are both costly and inconvenient, due to the necessity of shipping freeze-dried samples to remote testing facilities. A more direct colorimetric method has recently been demonstrated for the laboratory characterization of common industrial frothers (Gélinas and Finch, 2004). The approach, based on the Komarowsky reaction (Penniman et al., 1936; Coles et al., 1942; Duke, 1947), was previously described by Parkhomovski et al. (1976) for methyl iso butyl carbinol (MIBC). The reaction involves the interaction of the OH group of a higher alcohol, concentrated sulphuric acid, and salicylaldehyde, to yield coloured solutions with intensities that can be analyzed by UV-visible spectrophotometry."

Wangaloa Coal Mine opened in 1945, and by the time of its closure in 1989, had produced 750 000 tonnes of coal and disturbed an area of 75 ha. The original mining licence required land rehabilitation to exotic forestry, however the current owner, Solid Energy, has worked with Crown Minerals and local councils to write a new rehabilitation objective. The site is now being stabilised and replanted with native species, and may be available for public use before the coal mining licence expires in 2007. Site discharge permits expire in 2017, and by that time, it is anticipated that discharge water chemistry will be similar to background levels. MWH are currently contracted for management of the mine rehabilitation project. The Kaitangata coal unit mined at Wangaloa is sulfurous lignite with associated pyrite. Kaitangata coal contains 3.2 wt per cent sulfur, which is higher than most New Zealand coals. Initial analyses at Wangaloa indicate low pH (2.56.2) values in soil, groundwater and surface waters as a result of acid rock drainage (ARD) processes, leading to increased metal mobility and challenging conditions for vegetation. Pilot studies indicate pinus radiata needles contain up to 67 mg/kg boron, and elevated As, Cu and Zn concentrations in surface waters. The main lake at the site has a pH of approximately 4.9, despite lime dosage in 2002. There is a real need for a complete geochemical model of the Wangaloa coal mine. Such a model could be applied to similar restoration projects, and would assist by pinpointing geochemical processes and toxic metal relationships most harmful to the receiving environments. Using this model, rehabilitation in the future will be targeted and more efficient. This project is part of a larger scheme to characterise and model the Wangaloa mine site restoration, including waters, soil, vegetation, geology and invertebrates.

"I had been requested earlier this year by MetSoc, our sister society of CIM, to contribute a chapter on technical developments in Canadian mineral processing over the past 50 years to their 50th Anniversary volume. Accepting the challenge of assembling such a chapter seemed at first a reasonably straightforward task, until one realises that the list of contributions by Canadians to mineral processing over this period has been more than just significant. It turns out to have been an extraordinarily fertile time for innovation and impact for Canadian-based technology. The list is necessarily a subjective one, however I had no trouble identifying twenty technology developments that are clearly outstanding, and there are undoubtedly others. As much as possible, I approached the individuals themselves who played key roles in each technology and asked that they tell the “story”. Without exception, all who were invited accepted eagerly and delivered more than I had hoped for. The technologies have been grouped into those that are truly Canadian innovations, such as the Knelson gravity concentrator and the McGill gas dispersion sensors in flotation, and technologies where Canadians and Canada played a very significant role in their success and implementation, such as AG/SAG grinding and ion-beam surface analysis. Also included are what may be termed technology transfer initiatives and institutions that have risen to a world class level, such as SGS Lakefield and the Canadian Mineral Processors Society of CIM. The challenge is now for the coming generation to continue this record of innovation and contribution to the industry, and that includes the (mostly) Canadian mining and metallurgical companies who have taken the longer term view and supported many of these initiatives, through their critical early years, with both financing and project sites for these ideas. Let us hope that the current trend of mining company globalization will not dampen their enthusiasm to participate. This plenary presentation will highlight many of these technologies, the individuals behind them, and their significance to the mineral processing industry."

"The challenges facing the mining industry include complex ores and declining grades, together with increasing capital costs and environmental regulations. In addition, future commodity price uncertainty makes investment decisions difficult. Shorter plant lifecycles mean that new projects need shorter payback and increased net present value. With regard to solvent extraction, the introduction of an innovative modular plant design will help to address these issues. The first such modular offering is Outotec’s VSF®X modular solvent-extraction plant that uses prefabricated and transportable modules. Reuse and recyclability have underpinned the design concept. The greatest advantage of the VSF®X modular solvent-extraction plant is its relocation possibility. Additionally, it is suitable for various metals and plant capacity is adjustable through a scalable modular structure. After a dedicated plant lifecycle, the plant can be dismantled and relocated to a new site. This reuse ability offers major benefits for short-term plants, making them more feasible due to higher residual value. A net present value analysis is made for two examples, a conventional plant with no relocation possibility and a modular movable plant with extended plant life cycle, in order to evaluate the feasibility of modular plants. Results indicate that modular plant design could offer an economical solution with the additional advantage of improved overall sustainability through its life cycle. EVEN though the world has not been crying for more copper for the last three or four years there has been some important mill and smelter construction. Discovery and development of large new high-grade copper deposits in Africa has led to the construction of extensive reduction facilities there, prominent among which is the concentrator and smelter of the Rhokana Corporation at N'Kana. Northern Rhodesia. The 3000-ton concentrator adjoins the central shaft. A little over half a mile to the southeast, at an altitude of 40,010 ft., is the smelter, designed on the site by 1. H. Wynne. It is arranged primarily to treat N'Kana copper concentrates, but can also handle concentrates and direct-smelting ore from outside sources. Excavations were started late in 1930; concrete was first poured on Jan. 6. 1931; and the first blister cop¬per was cast on March 1.9, 1932, less than fifteen months later. During this period, which included several months of heavy tropical rains, some 10,000 cu. yd. of concrete was poured and 41000 tons of structural steel erected under the supervision of construction engineer, A. Ek, with a labor force of 60 to 30 Europeans and about 300 natives. The steelwork was fabricated by Head Wrightson & Co. in England, and the boiler plant equipment furnished and erected by the International Combustion Co. Ltd.

"Acid mine drainage (AMD) is one of the most significant environmental challenges facing the mining industry worldwide. It occurs as a result of natural oxidation of sulphide minerals contained in mining wastes at operating and closed/decommissioned mine sites. AMD may adversely impact the surface water and groundwater quality and land use due to its typical low pH, high acidity and elevated concentrations of metals and sulphate content. Once it develops at a mine, its control can be difficult and expensive. If generation of AMD cannot be prevented, it must be collected and treated. Treatment of AMD usually costs more than control of AMD and may be required for many years after mining activities have ceased. Therefore, application of appropriate control methods to the site at the early stage of the mining would be beneficial.Although prevention of AMD is the most desirable option, a cost-effective prevention method is not yet available. The most effective method of control is to minimize penetration of air and water through the waste pile using a cover, either wet (water) or dry (soil), which is placed over the waste pile. Despite their high cost, these covers cannot always completely stop the oxidation process and generation of AMD. Application of more than one option might be required.Early diagnosis of the problem, identification of appropriate prevention/control measures and implementation of these methods to the site would reduce the potential risk of AMD generation. AMD prevention/control measures broadly include use of covers, control of the source, migration of AMD, and treatment. This paper provides an overview of AMD prevention and control options applicable for developing, operating and decommissioned mines."

"Abstract - Traditionally, the emphasis in ore and reserve inventory has been to provide fairly simple definitions and presentations for reporting to shareholders and the investing public. The recent introduction of the mineral resource category aims to take into account the "part of the deposit that cannot yet be produced or extracted legally and profitably." Recent proposals still place insufficient emphasis on relating resource/reserve reporting definitions more closely to the needs of mining and exploration operators for the estimation and inventory of these basic material assets.In most schemes, significant ambiguities and shortcomings remain. These concern the potential economic interest of resources, the concept of continuity which is fundamental to the estimation of volumes, mass and grades, the objectives of the production feasibility study and the requirements of the geology, engineering and economic appraisals leading to it, and the "availability" of the permits required to start mine development. Up to now, no industry-wide formal consensus has yet been reached for any of these steps, nor for reconciliation between successive statements.A resource/reserve inventory scheme is presented here that is based on ISO 9000 principles and the Australasian system. Explicit criteria and transition points are proposed to define resource and reserve. Similarly, appropriate criteria are proposed to classify the three mineral resource and two ore reserve categories, based on geological and value continuity and on the objectives of the feasibility study. This scheme offers a way to develop ISO 9001 certification of resource/reserve estimation procedures for mining operations and supply exploration companies with an appropriate inventory system, to allow better information for the shareholders and the investing public.Résumé - L’objectif des inventaires des minerais et des réserves est, depuis le début du siècle, de fournir des définitions simples et d’ordre général visant les actionnaires et le public investisseur. This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.

During the coming decade, many of the first generation of ‘super-pit’ gold and base metal mining operations in North and Latin America will reach the end of their economic lives. The closure of such pits in a manner which is environmentally sustainable presents a considerable challenge to the minerals industry. Pit closure often results in the partial or total inundation of formerly dewatered mining operations, and the resultant formation of lakes. The development of techniques for predicting, and controlling, the chemistry, groundwater discharge characteristics and long term hydrospheric impact of these lakes has become a critical aspect of pit closure planning. In this sense, the paper point out that Sleeper Mine was the first of a new generation of open pit gold mines developed in Nevada, USA. The closure of the Sleeper pit exemplifies the use of a range of pragmatic approaches to pit flooding, with applicability to mine closure at many other sites throughout the Américas.

In open stope mining borehole deviation is one of the main factors affecting the blasting results. Though previous research has identified some actual deviation patterns, these studies are unable to relate the hole deviation pattern with the blasting results and therefore it is not possible to modify the design or take remedial measures based on the prediction of the blasting results. An alternative to the conventional method for borehole surveying is the in-hole probing techniques. With their inherent errors, it is important to evaluate these surveying systems under conditions of different mine sites. The lack of available assessment methods has limited the application of these techniques. In this paper some of the characteristics of the actual hole deviation pattern are discussed based on data from surveying production holes in six stopes. A method of predicting the blasting results is proposed by considering the borehole deviation pattern. Based on the prediction stope design can be modified or further surveying is carried out to improve the blasting results. The tolerable error is introduced to relate the surveying error with the drilling pattern and therefore it is possible to assess various in-hole-surveying techniques.

"The oil sands industry in northern Alberta disposes of the by-products of bitumen extraction into tailings ponds. The mix of tailings sand and mature fines, with gypsum added as a flocculent, constitute a waste stream called consolidated tailings or composite tails (CT). The two main challenges of the tailings disposal process are a chronic shortage of economical containment and the potential mobility of CT deposits in the event of breaching by, for example, long-term erosion, which makes abandonment of tailings ponds more complicated. Thick deposits of CT do not consolidate in adequate time to provide reassurance for abandonment of the CT containment facilities and that is why the containment must be adequately robust or the properties of CT improved for long-term stability. This paper addresses potential solutions to these problems by applying the gravity drainage of CT and quasi-homogeneous construction for containment facilities.Gravity drainage is suggested as a mechanism to facilitate the consolidation of CT in critical areas of the ponds by inserting internal sand layers within the body of the deposit. Critical CT areas are defined as areas around the perimeter of containment. The advantages of this solution are longterm stability of the disposal area by creation of stiff deposits around its perimeter and facilitation of reclamation efforts on its surface.The present solution for containment of CT deposits is not favourable from a materials balance point of view. In general, sand has become a valuable resource as it both forms the primary component of the CT matrix and becomes the containment building material. If sand is required for CT, less is available for dyke construction. This puts additional pressure on the industry as a whole to maximize the use of overburden and interburden for construction of tailings containment structures. Typically, only 50 percent of dry mine waste (overburden + interburden) is incorporated into dyke construction. The remainder of dry waste is stored either in waste dumps or in tailings ponds, consuming valuable in-pond space originally allocated to CT material. Quasi-homogeneous dykes are proposed to contain CT deposits rather than traditional minimum cross-section dykes built of overburden and/or cell sand. The quasi-homogeneous dyke may change the unfavourable material balance and lessen the construction constraints that are presently imposed on the mine/waste disposal process."

The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

The Canadian steel industry is now in many ways a mature one, having achieved many technical successes during its hundred-year history. It is interesting to look back over this period, to learn something of the histories of the different producers and of the people and forces that shaped their development. The following article provides a thumbnail sketch of the Canadian steel industry as it exists today. It is intended for the general reader, not for the specialist who will want to consult the several books and theses written on the development of the industry during the last hundred years. The famous Les Forges du Saint-Maurice, an important iron producer for a century and a half, provides a natural historical starting point for a look at the four major players - Dosco, Algoma, Stelco and Dofasco - who have provided most of the hundreds of millions of tonnes of steel, in every form from horseshoes to tinplate, needed in the twentieth century. The smaller companies which have sprung up in the last 20 or 30 years are dealt with briefly - but only because their history is so recent. Not so long ago the mini-mill, based on scrap rather than on the blast furnace, was thought to be specially suited to the economies of the smaller developing countries of the Third World. However, recent history has made it evident that the small plant, specializing in a few basic products (e.g. reinforcing bar) or taking advantage of special circumstances, can successfully compete with the large blast furnace/primary steel producers.
