Outcomes from a workshop organized through the SAIMM revealed that the minerals and metals industry must develop its ?Engineering Team? if it is to continue to meet the challenges of globalization. The very economy of the country is largely dependent on a competitive and stable engineering team within the minerals and metals sector. With the Chamber of Mines (COM) passing on its education and training initiatives to the industry, the professional bodies like SAIMM must (despite meagre resources) continue the good work done through the COM in the past. The workshop highlighted recruitment and selection, further/higher education, socialization and initial training, deployment and retention and continuing education as priority areas. These are further detailed in this report. Office Bearers have considered the outcomes and the areas where the Institute should or should not be involved have been stated.

The principal causes of unstable boreholes* have been known for many years. For example, in a paper published in 1938, Halbouty and Kaldenbachl listed nearly all the classes of troublesome shales that we know today. Much progress has been made since then, but we still have difficulty in identifying the cause of hole problems and consequently in selecting the right technique for combatting them. This subject was discussed at length by Kelly2 in a recent paper and much valuable information was provided. In the Shell Laboratory it was felt that there was a need for a better understanding of the basic mechanisms underlying the various forms of hole instability, and accordingly, a study was undertaken. This entailed reviewing the physics and chemistry of shales, developing tests for characterizing shales, and constructing a model to study borehole stability. Full simulation of underground conditions was not attempted; for example, we used reconstituted shale specimens, and often simple solutions or suspensions rather than practical drilling muds. Such procedures are necessary in order to establish mechanisms, but caution must be exercised in applying the results to the more complex conditions in the field. Part I — Compaction Swelling and Dispersion of Shales Compaction of Sediments Shales are formed by the compaction of sediments. Water is expressed as sediments are buried by subsequent layers, and the degree of compaction is proportional to the depth of burial, provided the water is able to escape easily to permeable formations. The younger sediments, when recovered at the surface, soften and disperse when mixed with water; the older shales have undergone diagenesis (alteration of the clay minerals, secondary cementation, etc.), and remain hard and unaffected by water. In this paper we shall apply the term "shale", as the drilling engineer does, to everything from clays, which are highly reactive to water, to completely lithified materials such as claystones and slates, which are completely inert. However, because these materials behave quite differently when encountered in the drilling well, it is desirable to develop a simple means of characterizing them. The feature that distinguishes the various shales is their dispersibility in water —soft clays disperse readily, harder shales disperse slowly when agitated, the lithified materials will not disperse at all unless milled. In the dispersibility test used in our study, a weighed amount of dry shale particles in the 12-to-100-mesh-size range was placed in a tube filled with distilled water and allowed to soak for 16 hours. Heathgate Resources Pty Ltd (Heathgate) operates the Beverley Uranium Mine in South Australia, located on the plains between the northern Flinders Ranges and Lake Frome some 600 km north of the state capital Adelaide. The uranium orebody exists in permeable sands within the confined, highly saline Beverley aquifer, approximately 125 m below the ground surface and the uranium is mined using in situ recovery (ISR) technology. The Beverley mine is a highly technologically advanced ISR mine and is operated in accordance with stringent safety and environmental standards. The mine is currently licensed to export 1500 t of uranium oxide (U3O8) per annum. This paper outlines the fundamental differences between ISR operations and the more traditional uranium production methods, such as agitation leaching and heap leaching, where the ore is removed from the deposit, stockpiled, crushed, milled and leached on the surface. Solids tailings from either the mill or the heap are finally deposited in a tailing storage facility. ISR mining differs from conventional mining because the ore remains in place underground (in situ) and the groundwater contained in the ore-bearing aquifer is utilised as the mining fluid. This is achieved by drilling into the deposit and installing wells for extracting and re-injecting the groundwater which is fortified with chemicals. The fortified groundwater (ie mining fluid) flows through the permeable sands containing the orebody, dissolving the uranium. The pregnant mining fluid is then collected and transferred to the recovery plant where the uranium is captured (on ion exchange (IX) resin in the case of Beverley). The barren mining fluid is then re-fortified and recycled to the wellfields. Once mining is completed in a wellfield, the surface infrastructure is relocated to a new wellfield, and the mined-out wellfield is rehabilitated to its original surface condition. A comparison of 'standard' hydrometallurgical plants, heap leach and ISR shows a number of key differences, such as the rate of leaching, the level of control available to the operators, and the type of contact/reaction that occurs. While limited in its applications, ISR mining has proven successful at Beverley and provides another mining and processing method for the production of uranium.

THE following paper embodies the present practice and the results of past experience in the survey departments of two of the leading Broken Hill mines, the Central (Sulphide Corporation Ltd.) and the Broken Hill South S. M. Co. N. L.The authors intend to limit the scope of this paper to a consideration of office methods, as much has recently appeared in technical literature concerning field work, both surface and underground. Special reference may here be made to a valuable paper on 'Mine Surveying' by H W Gartrell, in Vol XIII of Transactions, in which the author gives considerable attention to field work. Moreover, much of the office work described in current literature is American, and sometimes not suited to local conditions, being ·often exceedingly elaborate and demanding a large staff of assistants. It is believed that the methods of recording information described in this paper are sufficiently simple and flexible to be adapted to most Australian mines. Brief acknowledgement must be made to the work done by Americans, who have raised mine surveying to the position of a separate profession, instead of being merely an unimportant branch of land surveying.

The iron ore deposits of the Port Hedland district of North Western Australia are associated with band'ed sedimentary iron formations that form part of the local succession of folded and faulted Archaean volcanic and sedimentary rocks. The iron formations are regarded as the protore beds or sources of the iron which became concentrated by supergene processes to form commercial grade iron ore deposits.Iron oxide deposits occurring in situ within the protore beds are considered to be of residual-replacement origin, due to supergene leaching of gangue minerals and' deposition of secondary iron oxides in their place, Two types of deposit have been recognized. Lode deposits are deep lenses of massive hematite located adjacent to major faults. These deposits are thought to be very old and to have originated by supergene processes during the long period of erosion represented by the major unconformity between the Archaean rocks and the overlying Proterozoic beds. The other type, known as crust ore deposits, are shallow cappings of hematite and goethite on hills formed by the outcrops of steeply dipping protore beds. These deposits could have originated as far back as the early Mesozoic and it is possible that the ore-forming process is continuing at a slow rate at the present day.Deposits formed by erosion and re-deposition of material derived from pre-existing residual-type deposits are known as derived deposits. These include conglomerates and scree accumulations of various types and ages and pisolitic deposits formed by supergene leaching of transported detritus. Derived deposits range in age from early Proterozoic to Recent. Emphasis is placed on Australian contributions, and their impact on gold metallurgy. The status of sampling practices in the gold mining industry in Africa was determined as an initial step in a process to standardize sampling practices in the mining industry. Twenty-one gold mines, twenty metallurgical plants, and thirteen laboratories were rated for the potential influence of the relevant sampling errors on each component of the particular sampling system. The findings of the study on the status of equipment, standards, procedures, and management principles were presented in a dissertation (Spangenberg, 20121) and are now used by AngloGold Ashanti?s mines in the quest for correct sampling practices. The information is also used to compile a guideline on leading practice procedures for sampling methods in gold mining. With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

Separations, which form along stratigraphic boundaries in the roofs of potash mines, pose a serious safety concern. If these separations go undetected they can lead to falls of ground. The current method of identifying the location and extent of these separations is through manual scaling (sounding) using an aluminium rod. The potash mining companies would like to have a tool, which could quickly and reliably detect these separations and distinguish between them and clay seams. This paper presents the results of field trials undertaken at various potash mines in Saskatchewan belonging to the member companies of the Saskatchewan Potash Producers Association. A ground penetrating radar instrument from RST called SUSI (stepped frequency, ultra-wideband, synthetic aperture radar instrument) was used. SUSI has the ability of working over various frequency bandwidths. Four mines were chosen for these field trials, covering the different geological characteristics encountered in the Saskatchewan potash mines: Potash Corporation of Saskatchewan?s (PCS) Allan and Lanigan Divisions, Agrium?s Vanscoy Potash Operations and IMC Potash?s K2 Mine. These field trials indicated that stepped frequency ground penetrating radar technology could be ?tuned? to identify both separations and clay stratigraphy in the softrock, potash mine environment, based on the different spectral responses of the features.

The Western Mining Training and Translation Center is a consortium of four universities devoted to developing educational and training projects to reduce the incidence/accident rates in the mining industry. The center consists of Missouri University of Science and Technology, Montana Tech, the Colorado School of Mines and the University of Utah. It is fully funded by the National Institute for Occupational Safety and Health (NIOSH). The center manages 15 educational projects and one translation project. Hazard Identification and Risk Assessment (HIRA) for Small Mines is an educational project managed by the University of Utah. The objectives of this project are to identify critical mine hazards, assess risks; outline procedures to reduce accident/incident rates in small mines in the western United States and to train mine workers and super-visors on HIRA in each participating mine. To accomplish these objectives, the HIRA personnel visited 15 small mines in Utah, Colorado, Nevada and California. At these mines, most operators were employing independent contractors to perform several tasks ranging from drilling, blasting and mucking of rock at the work site to hauling ore to a processing plant. The operation of diesel-powered equipment was one of the major tasks performed by the contractors. This article presents three case studies in which contract workers performed a number of tasks with no reportable incidents but did so unsafely. It also highlights the training received by most contractors, the constraints imposed upon them and the safety hazards to which they are exposed most frequently.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. Flotation’s earliest patent was issued in 1860. However, the process was first applied commercially in Australia until 1904, and in Montana in 1911. Major advances followed both in reagent treatment and in cell design, with resulting process improvements. Mechanical cells have seen the widest use and with the major increases in plant capacities (Fig. 1) their volumes have also increased (Fig. 2). In 1991, the principal use for the process was to produce copper concentrates for smelting. It was applied to 243 Mt (268 million st) of copper ore. The total of all ores floated that year was 426 Mt (470million st). In 1997, US mines produced 257 Mt (284 million st) of copper ores for flotation, yielding1.75 Mt (1.94 million st) of copper.

Different variations of soil nailing techniques have been used in the United States since the late 1970's. Such techniques owe their origins to French developments, which began in the early 1970's as a spin-off from European tunneling excavation support practice. The growing demands of urban infrastructure development and rehabilitation and environmental protection have created an active and expanding soil nailing market demand for earth retention and slope stabilization in the United States since its early developmental years. There is a clear need for a fundamental review of the large number of soil nailing techniques that are currently being used in the United States. Following a brief summary tracing the historical development of soil nailing and a generic classification of applications, this paper provides a review of the different recent advances in the design and construction of soil nailed systems. Discussion topics include nail design advances, permanent "top-down", structure support/underpinning, alternative face stability measures, composite systems, hollow bar and fiberglass nails and architectural reinforced concrete/shotcrete facings. Case histories will be presented to illustrate each of these advances.

Micropiles are commonly utilized for applications other than foundation retrofit. In bridges, for example, micropiles can serve as the permanent foundation elements or can be used in temporary support applications. In this paper, a case study on the use of micropiles for the 18th Street Expressway Bridge rehabilitation/repair project in Kansas City, Kansas is presented. In the project, micropiles were utilized for support of six temporary jacking structures, which allowed the bridge to be lifted while repairs were completed. A group of six micropiles was required to support each jacking structure. The required compressive service load per micropile was approximately 300 kips (1300 kN) and the settlement of the micropiles under the service load was to be limited to 0.5 in. (12.7 mm). Two field compression tests were conducted as part of the project. The field load test data was integrated within a soil-structure interaction capacity approach in order to analyze and permit the shortening of the design bond length for the production micropiles.

A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson, Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001,000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,411,000 tons under less than 60 feet of cover.

Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

Occasional, sporadic and small occurrences of lollingite in the Broken Hill lode have been described,(l) mostly in the garnet sandstone in the foot-wall and under-wall of the Broken Hill lode. The lollingite contains appreciable percentages of cobalt and nickel and is regarded as an early mineral in the development of the lode; and, with the incoming of the sulphides, it has suffered considerable replacement by arsenopyrite. During the conversion of iron arsenide into the iron sulpho-arsenide, ilie nickel and most of the cobalt are removed in solution and are inferred to reappear in niccolite and other minerals that have been recorded among the later minerals of the Broken Hill lode. As a result of observations of the officers of ilie Broken Hill South Ltd., an occurrence of cobaltite can now be recorded which has developed by an analogous type of replacement.Cobaltite has previously been recorded from the Australian Broken Hill Consols lode in the vicinity of the rich deposits of silver, though not in contact with them. With the exception of occasional periods, when up to 80% of oxidized ore was treated, the G.M.K. plant treated all sulphide ore until October, 1939. The treatment was, briefly, as follows:The ore was ground to approximately 17% plus 200 mesh Tyler and agitated in cyanide solution, after straking. After agitation, the pulp passed through two stages of counter-current decantation washing in Dorr thickeners and was filtered once, to complete the precyanidation stage.The precyanide filter cake was repulped with flotation circuit solution and floated in a Denver Sub A flotation machine, consisting of twelve cells. The concentrates were roasted, cyanided and filtered four times before disposal to the' dam. The flotation tailings were thickened to conserve water and pumped away to a separate dam.The average results of flotation operations for the six months before October, 1939, are shown in Table 1.
