Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

The paper describes prediction, control and validation of face pressures, and special TBM features for the bored tunnels of the New Metro Rail City Project, Perth, Australia. The selected EPB-TBM passed below a heritage bridge and the operational Perth Railway station in ground conditions consisting of fully saturated uniform sand combined with shallow overburden and a horizontal alignment radius of only 135m. Therefore, strict control of volume loss, TBM operations and ground movements was vital requiring continuous evaluation and adjustments to TBM operation parameters. The paper discusses the effectiveness of applied TBM face pressures and the used foam/polymer soil conditioning which was measured against achieved volume loss and the predicted range of ground settlements.

Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

Ventiflex is a flexible ventilation duct system with a global market within mine and tunnel ventilation. The system is distributed in a wide range of qualities and dimensions. It is very important that ventilation systems are designed correctly in mines and tunnels. An incorrectly dimensioned system might result in bad air quality and too high costs. The objective of this study has been to assess some important design parameters for ventiflex comprising the friction loss factor for the duct wall itself, as well as the shock loss factors and the leakage factors for the different couplings systems. This has been obtained by carrying out a large scale experimental program on ducts with all the three different couplings: Velcro, zip and steel-ring. Pressure profiles and air flow rates have been measured, and based on these data the different factors have been calculated. The following results have been obtained: A friction factor l = 0,012 (K = 10) for the duct wall, a shock loss factor z = 0,0125 for velcro- and zip couplings, a shock loss factor z = 0,005 for steel-ring couplings, and a leakage factor f* = 0 mm2/m2 for all three coupling types. The latter result proves that no leakage is possible for a correctly installed duct with proper alignment. The results also confirm that ventiflex complies with class S, or better, according to the SIA-norm. However, whether ventiflex should be designed as class S, A or B according to the SIA-norm, depends on the particular application.

Recent U.S. mine disasters identified a need for improved training of miners in escape from mine fires and explosions. Researchers at the National Institute for Occupational Safety and Health?s (NIOSH) Spokane Research Laboratory (SRL) have designed fire-escape training software for use in a mine-safety training course. The software allows four trainees to work together in a virtual world via a computer network. Trainees responded favorably and showed a marked improvement in locating the proper evacuation routes on subsequent trials. In collaboration with the Pittsburgh Research Laboratory (PRL), a more elaborate fire evacuation scenario is being developed. The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. Geology is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks, and an extensive crystal-lithic tuff debris apron. The ore body is hosted by intra-cauldron sedimentary rocks and breccias. Fluid inclusions suggest that silver, lead, and zinc were transported as chloride complexes and precipitated by cooling in veins from <5 wt. % NaCl eq. fluids at 170°-215° C. Silver associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

Ball Clay -- Four companies - H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Imerys Group (formerly Kentucky-Tennessee Clay Co.), Old Hickory Clay Co. and Unimin Corp. - mined ball clay in four states during 2010. Production, based on preliminary data, was 910 kt (1.11 million st) with an estimated value of $42.9 million. That was a 10-percent increase in tonnage from 831 kt (916 million st) with a value of $37.7 million that was produced in 2009. Tennessee was the leading producer state with 61 percent of domestic production. It was followed by Texas, Mississippi and Kentucky. About 70 percent of production was airfloat, 20 percent was crude and 10 percent was water-slurried.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Nuclear gauging is used world-wide in almost every industry. From mining and ore-grading to finished product, the metallurgical industry is one of the biggest users of nuclear sensors for inventory, process control, and quality assurance. This paper will discuss the basic theory of gamma transmission gauging techniques found useful in mining, milling and metal production. Techniques to be discussed are gamma transmission for level and density. A major new technique will also be discussed. This technique is called gamma backscatter. The uniqueness of this technology, how to apply and the differences between transmission and backscatter will be accentuated.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia&apos;s current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine&apos;s success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

Bolting solutions traditionally offered only wet drilling or dry drilling options; each with advantages and disadvantages. Joy Mining Machinery has developed a Mist Drilling System that incorporates the best of both types of drilling. Compared to wet drilling, mist drilling offers as much as a 90% reduction in water use. As a result, floor and roof conditions are tremendously improved. This offers a safer and more comfortable work environment for operators. Mist drilling can offer a significant reduction in noise levels compared to dry drilling and in recent trials, bit life has been greatly improved. Holes are cleaner and operators experience less exposure to respirable dust.

"Shallow-depth (<200m) high temperature submarine hydrothermal systems are not commonly observed on mid-ocean ridge settings, as most known systems are located within arc - island-arc volcanic settings, often proximal to coastal areas (meteoric waters added). In 2013, during the Centre for Geobiology’s 2013 oceanographic cruise (R/V G.O. Sars), a dredge successfully sampled massive sulfides and hydrothermally altered rocks from the top of a volcanic edifice (~144-284 m depth) located on the northern sector of the Kolbeinsey Ridge. Dredged samples include vesicular altered basalts, and matrix supported anhydrite, barite and barite-pyrite-anhydrite volcaniclastic breccias. Sulfidesulfate breccias depict complex zoning where numerous small vent orifices are distributed with large blades of marcasite that appear intergrown with barite. Native sulfur was observed in one of these small vent orifices. On a microscopic scale, numerous spherical silica-rich structures appear associated to these breccias. These rocks are evidence for the presence of a relatively high temperature (minimum 150ºC) shallow-water seafloor hydrothermal system in the Arctic mid-ocean ridge, far from mainland influence. This new discovery presents a unique opportunity to study the dynamics of fluid chemistry, metal mobility and precipitation in shallow hydrothermal systems. The remote location of this system dictates that fluid recharge will be influenced solely by seawater and magmatic fluids, In July-August 2014 we expect to survey this new field and acquire new and comprehensive data."

The Sacramento Regional County Sanitation District (SRCSD) is improving the sewer system in the Natomas area of Sacramento, CA. The Upper Northwest Interceptor (UNWI) system is an ongoing series of tunnel pipeline projects that will provide sewer conveyance for all residents of northeast Sacramento County to the New Natomas Pumping Station, located North of downtown Sacramento, also in the city of Sacramento limits. The New Natomas Pumping Station then carries wastewater flowsto the Sacramento Regional Wastewater Treatment Plant in Elk Grove via the existing Lower Northwest Interceptor. The Joint Venture of Traylor Brothers, inc. and J.F. Shea (TSJV) were awarded the UNWI 1&2 project in late September, 2007. The planned 5.8 km (3.65 mile) construction route for UNWI 1&2 begins at the New Natomas Pump Station and runs north along the East Drainage Canal to the begin-ning of UNWI 3&4 at Bridgecross Drive. UNWI 1&2 includes approximately 5.8 km (19,240 feet) of 3.65 m (144 inch) inside diameter pipe using Earth Pressure Balance Tunneling Methods. The project also includes 16.76 m (55 feet) of 3.04 m (120-inch) diameter interceptor pipeline, twenty three access manholes spaced approximately 305 m (1,000 feet) apart along the alignment, a 2.13 m (84-inch) by 3.65 m (144-inch) transition structure, a 3.65 m (144-inch) by 3.04 m (120-inch) transition structure, and the connection of three existing sanitary sewer lines to the interceptor.

At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

An accurate and reliable prediction of Tunnel Boring Machine (TBM) performances, in terms of Rate of Penetration (ROP), utilization (U), and cutter wear rate, is a critical element in the successful planning and execution of mechanical tunneling project. Three open hard rock TBM projects were studied to establish possible trends and correlations between rock mass properties and machine performance. Based on this analysis and literature survey, three geological parameters, including RQD, RMR, and groundwater inflow rate, were identified as having the greatest impact on TBM utilization level. Rate of Penetration (ROP) and cutter wear rate were also correlated with fracture spacing, alpha angle, and Cerchar Abrasivity Index (CAI).

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation&apos;s mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation&apos;s miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

Spokane Research Center personnel have been investigating the use of seismic tomography to monitor the behavior of a rock mass, detect hazardous ground conditions, and assess the mechanical integrity of a rock mass affected by mining. Seismic tomography can be a valuable tool for determining relative stress in deep ( > 1220 m) underground pillars. If high-stress areas are detected, they can be destressed prior to development or avoided. High-stress areas can be monitored with successive seismic surveys to determine if stress decreases to a level where development can be initiated safely. There are several benefits to using seismic tomography to identify high stress in deep underground pillars. The technique is reliable, cost-effective, efficient, and non-invasive. Also, investigators can monitor large rock masses, as well as monitor pillars during the mining cycle. By identifying areas of high stress, engineers will be able to assure that miners are working in a safer environment.

Despite near-record commodity prices, the mining industry continues to search for ways to maintain profits in these times of steadily increasing energy prices and steadily decreasing grades. The pressure is still on today’s miners to continuously improve their operations because they know that one day prices too will drop. Some, however, have seized the opportunity to employ systematic methods to reduce costs and increase the efficiency of their workforce and equipment. As a result, closer attention is being paid to scheduling and the value that could be added by defining the extraction sequence that maximizes the net present value [NPV] of a project. This paper will discuss the challenges faced by Newmont Mining Corporation [Newmont] at its operations and the application of sophisticated software tools and methods in its search of solutions to this problem.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world&apos;s supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.
