The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

The purpose of the project was to conduct a feasibility study to determine if the current operating bottom dump trucks that haul coal should be replaced with rear dump trucks. The engineering availability of the bottom dump trucks was lower than targeted while the operating costs are the highest of all coal haulers within the Anglo Coal opencasts. To determine if it is feasible to replace the current bottom dump trucks with rear dump trucks, a production profile simulation was conducted to determine the number of rear dump trucks that would be required to meet the annual coal hauling requirements. The total capital and operating costs of these rear dump trucks were also determined using a total cost of ownership model. These were compared with the current costs of the bottom dump trucks to determine if it is financially feasible to replace the bottom dump trucks with rear dump trucks. Having considered the capital outlay that would be required to replace the bottom dump trucks with rear dump trucks as well as their respective operating costs, it was concluded that the current bottom dump trucks should be replaced with rear dump trucks. Other factors were considered in coming to this conclusion.

Recent developments in survey techniques and measuring equipment now allow for an accurate assessment of external coating condition and cathodic protection performance. These developments build on 20 years of experience of using Direct Current Voltage Gradient (DCVG) and Close Interval Potential Survey (CIPS) methods. The techniques use the latest advances in measurement systems coupled to a bespoke data processing system. The paper describes tests and trial surveys carried out on a hydrocarbon transmission pipeline in West Africa during 2005. The survey works described and conclusions drawn are from the data collected. Of particular interest are the apparent capacitance effects which are thought to occur under disbonded coating and the characteristics that these may show on the integrated CIPS and recorded DCVG profiles. This paper was originally presented at the Cefracor conference in Aix, France, in June 2006 The pipeline was originally installed on a phased basis between 1989 and 1994. The external coatings were three layer polyethylene factory coating and shrink sleeve field joint coating. An impressed current cathodic protection system was installed. The pipeline has subsequently been affected by disbondment of the coatings. It was a primary objective of the trials to attempt to identify such affected areas. In addition to a technically detailed account of the survey works undertaken and the results obtained the authors will consider the practical and commercial aspects of these surveys with input that provides a perspective from the specifier, pipeline surveyor, pipeline operations personnel and the pipeline owner. It is intended that the data presented will provide greater awareness of the benefits and limitations of the techniques used and their role for both stand-alone interpretation and the integration of the survey information with other inspection methods used for external corrosion assessment. The application of the described techniques is well developed and proven to locate and characterise through?coating defects and to provide a full audit of cathodic protection status. However, the possibility of the techniques being able to indicate disbonded coating is unproven and further tests and trials are planned which may allow a greater understanding of the electrical characteristics which are believed to be associated with disbonded coatings which may or may not be filled with an electrolyte. Further work is currently planned in West Africa, South Africa and Scotland in order to improve the understanding of this technique and to determine if the reported indications do actually represent a method of locating disbonded coatings. Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution, the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallization and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. Furthermore, the autoclave circuit invariably is a high capital cost component of the plant and an area that is carefully scrutinized when debottlenecking and capacity increases are being considered. This paper identifies a unique proven way of increasing the capacity of existing or new exothermic pressure oxidative leach autoclave circuits by as much as two or three times.

Introduction The introduction of teleremote systems to underground mining can provide a significant improvement in the performance of a mine when compared with conventional mining techniques. This paper presents the concepts of teleremote mining in a case study showing how the systems work and the competitive advantage autonomation of mining techniques will provide for underground metal mining operations into the future. This paper is divided into two sections: the Mining Automation Program and What is next? On January 1st 1996 Inco Limited, Tamrock Oy, DYNO Explosives Group and CANMET formed a consortium for the development of teleremote mining equipment called the ‘Mining Automation Program’ or MAP. This program included a five-year research and development agreement that combines the talents of the above organizations to create mining equipment and systems for autonomating mining. The projects are based on the communication system currently sold and marketed by Automated Mining Systems Limited. The main components of the program investigated the development of a positioning and navigation module, autonomated systems using teleremote techniques for development and stoping, and software systems to support the use of this equipment. The program included the establishment of a test mine, at Inco’s 175 Orebody near Copper Cliff North Mine. This facility was unique allowing collaboration of companies and research organizations inthe design and testing of techniques and equipment used to apply autonomation to mining. Since the inception of the project other research alliances have been added to enhance the program. These include the application of ground support (Meyco/ Master Builders), muck pile recognition, the broadening of telecommunications links (PRECARN Associates Inc.-MALTA project) and the collection and processing of drilling core through the automated diamond drilling project (J.K.S. Boyles). MAP began as an idea a number of years ago with the fundamental question ‘Can an ore-body be profitably mined through autonomation?’ The concept was to design mining equipment and systems that would allow the teleremote operation of a mine. Automation was only one componentof this much larger teleremote mining issue. To start with, it was essential to prove or disprove the feasibility of this concept. The fundamental requirements are: • Telecommunications • Positioning • Navigation • Equipment • Software • Electronics • Mining Engineering • Organization. Each of these had to be considered. Technically, the feasibility of the project hinged on the successful development of a high capacity communication network, an accurate underground positioning system, a navigation system and finally the electronics and software that could integrate these. Mining equipment that could perform all the mining functions was the next requirement, along with explosive supplies that could be delivered to the holes teleremotely. Whatever the systems developed, they must be able to work in both bulk and selective mining situations and in varying conditions within a mine. Finally, the organizational issues of a change from our current method of operation to teleremote mining had to be understood. After five years of research and development the answer to the question ‘Can an orebody be profitably mined using autonomation techniques?’ is YES! There are still hurdles to overcome, however, the basic premise has been proven. The development and production of underground tunnels and stopes has been done. There have been interesting outcomes in terms of reduced effort to accomplish mining and the total time to mine. Definitions •Automationis the process by which a machine or system is run continuously including the ability for the system to self-correct. •Autonomationis the same as automation except that the process does not self-correct. •Teleremote operation is the operation of mining equipment over a network from any location out of line-of-sight of the machine. •Equipment Automationis the addition of technology to a machine that allows for unmanned operation of a machine and thus enhances the productivity of the operator. For example, a guidance system that allows a load-haul-dump to drive by itself, thus freeing the operator for other tasks. •Teleremote mining describes a mine process that combines the use of teleremote operation (potentially with some automation), positioning and process engineering, monitoring and control. •Tamrock DataSoloTMis a computerized drilling rig as shown in Figure 1. •Tamrock DataMini™ is a computerized development drill rig used for drifting and construction tunneling as shown in Figure 2.•Tamrock Toro 450™ is a LHD (Figure 3).

The aim of this study was to examine the effect of grain size distribution control of the raw material mixture on the permeability of the green sinter bed and the properties of the produced sinter. This was achieved by evaluating the granulation characteristics of the sinter mixture (moisture content, granulation time and mean granule diameter) in terms of its green bed permeability, and evaluating the productivity of the sinter bed, the coke rate, tumble index (TI), abrasion index (AI), reduction disintegration index(RDI) and reducibility (RI) of the produced sinter. The raw sinter mixtures contained combinations of Thabazimbi iron ore, Sishen iron ore, coke, lime and return fines. The grain size distributions were controlled by removing the ?0.5 mm size fractions of the return fines and coke, and the ?1 mm size fraction of lime. Of the examined mixtures, a mixture of 20 mass% Thabazimbi iron ore, 80 mass% Sishen iron ore and fluxes where the coke, lime and return fines were all sized had the highest granulation effectiveness and permeability. The sintering properties of the mixtures in which the grain size distributions were controlled, were very similar for all the mixtures, but superior to the base case mixture in which the grain size distribution was not controlled. Drilling exploration over the Wesizwe Platinum Limited?s Pilanesberg Project has identified the Merensky Reef at depths varying from 594 m to 1 552 m depth. Merensky Reef thickness varies from 0.05 m to 3.63 m and contains PGE(4) mineralization above a cut-off grade of 1.0 g/t over intersection widths of 0.95 m to 2.63 m. Four distinct facies types have been identified over the property, viz.1) Normal Merensky Reef, generally 1.2 m thick, bounded by thin top and basal chromitite layers and composed of upper feldspathic pyroxenite and lower feldspathic olivine pegmatoids containing base metal sulphide mineralization overlying poikilitic anorthosites. 2) Single chromitite Merensky Reef, generally0.15 m thick and usually devoid of internal silicate material, overlying variable stratigraphy containing significant base metal sulphide mineralization. 3) Detached Merensky Reef, generally1.0 m thick, bounded by thin top and basal chromitite layers and composed of feldspathic pyroxenite or pyroxenite containing base metal sulphide mineralization overlying Merensky Pyroxenite. 4) Normal footwall Merensky Reef, generally 1.8 m thick, bounded by thin top and basal chromitite layers and composed of feldspathic pyroxenite containing base metal sulphide mineralization overlying norites also containing significant base metal sulphide mineralization. The PGE(4) content?s (g/m2) distribution for the global intersection data appears to be lognormal, and conversion to lognormal space produces a near normal distribution which could be interpreted as a compound lognormal distribution. The mean PGE(4) contents estimated by these three different distributions are the same, and thus do not impact on the contained metal. Data for the Normal Merensky Reef facies type are sufficient to indicate that a normal distribution is followed for this facies type, and therefore does not need to be transformed to log space for estimation of the mean and the 90% confidence limits. A global evaluation based on all of the data is compared with a facies-weighted evaluation. The latter method is noted to provide a better definition of the associated estimation errors and thus potential classification of Mineral Resources. A valuation of $20.95 for Inferred and $41.90 for Indicated PGE(4) ounces is applied to both of the evaluations and compared. The global evaluation is considered to over-value the project by approximately 40%, thus indicating that valuations based on global summary sampling data that have a compound distribution may be materially flawed, and that cognizance of the underlying geology is crucial for unbiased valuation.

Iron, in the form of steel and stainless steel, is the most commonly used metal in the world. Plain steels corrode and oxidize easily, while stainless steels exhibit improved corrosion and oxidation resistance. It has been found that rare earth metal (REM) additions, such as cerium and erbium, result in the improvement of the abovementioned properties in iron-containing compounds. Gadolinium is a REM, however, there is very little information available on the influence of gadolinium on the microstructure and mechanical properties of iron-containing compounds. Thus, the purpose of this research project was to determine the influence of gadolinium additions on the microstructure and mechanical properties of mild steel and 316 stainless steel. Ten alloys were produced for the purposes of this research. Five of the alloys had a base composition of mild steel while the remaining five had base composition of 316 stainless steel. The alloys for each of the base composition contained gadolinium additions of 0.1, 0.5, 1.2, and 5 weight per cent. The as-cast and the cold-rolled alloys were analysed. The alloys responded well to the cold-rolling with the exception of the 5 weight per cent gadolinium mild steel and stainless steel alloys. These alloys were extremely brittle and underwent a significant amount of cracking during the cold rolling process. A microstructural analysis of the alloys was conducted using a light optical microscope, while the chemical analysis of the alloys was conducted using energy dispersive x-ray spectroscopy (EDS). The resulting microstructures and EDS analyses revealed that the gadolinium displayed minimal solubility in the ferrite matrix of the mild steel alloys and minimal solubility in the austenite matrix of the stainless steel alloys. Instead the gadolinium formed as an interdendritic secondary phase in both alloys. EDS analysis revealed that the secondary phase in both alloys was gadolinium-rich. Vickers microhardness tests conducted on both alloys revealed that the alloys were composite-like, with a hard, brittle gadolinium-containing compound dispersed throughout a softer, more ductile matrix. The corrosion resistance of the alloys was determined through potentiodynamic anodic polarization tests. Two solutions were used for the corrosion rate tests: a 0.5 weight per cent NaC1 solution and a 0.5 M H2SO4 solution. The results from the mild steel alloys revealed that in both the solutions, the corrosion potentials and the corrosion resistance of the alloys increased with increasing gadolinium concentration up to 1 weight per cent. The corrosion rate test results from the stainless steel alloys revealed that the passivation current density and corrosion resistance of the alloys increased with increasing gadolinium concentration in both solutions. The oxidation resistances of the mild steel and stainless steel alloys were determined through the use of a Netzstch Simultaneous Thermal Analyser. For both the mild steel and the stainless steel alloys, it was found that the oxidation resistance of the alloys increased as the concentration of gadolinium increased when compared to the as-received mild steel and stainless steel samples. This could be due to a strongly adhering gadolinium oxide scale that formed on the surface of the alloys and resulted in the protection of the mild steel and the stainless steel.

A method is proposed to estimate the gold content of the ore in the size intervals during size reduction. The method uses the population balance model to trace the gold deportment through the size fractions and monitor the generation of liberated gold grains during the size reduction. The model is calibrated using batch grinding test results of a gold ore. The electrical control of three-electrode submerged-arc furnaces suffers from a number of complexities, mostly due to the nature of the furnace electrical circuit providing power to the furnace where the three electrodes are interconnected within the furnace through the molten metal bath. This gives rise to what is known as the interaction effect 2, where variations in one electrode?s current can cause comparable changes to the currents in the other electrodes, particularly in larger furnaces with low power factor. Resistance-based control of the electrode penetration has largely alleviated these problems, since the resistance encountered by each electrode is predominantly dictated by the length and conductivity of the current path from the electrode?s tip to the molten metal bath, which acts as the three-phase circuit?s floating neutral point. Hence resistance changes due to tip position or conductivity changes beneath one electrode do not affect the resistances beneath the others, effectively decoupling the control of the individual electrodes1. Although resistance-based control is therefore generally accepted as superior to current-based control for the regulation of submerged-arc furnace electrode penetration, a few furnace operators still prefer to use current control under specific furnace conditions. This paper presents the results of analysing the performance of both current and resistance-based control in typical scenarios encountered on industrial furnaces, taking into account a number of factors including electrode penetration, power distribution, efficiency and asymmetry of the electrode currents. In order to accomplish this, three typically encountered scenarios were simulated. The results obtained show that resistance control provides more benefit in all cases, however, the uneven electrode current distribution generated by resistance control when electrodes are on top stops may cause some concern if baking of the electrodes is required in this scenario.

AngloGold Ashanti has been proactive in the field of energy management for many years. AngloGold Ashanti is a signatory to South Africa?s National Energy Accord of 2005 calling for a15% reduction in energy consumption by 2015 for the mining sector. This target also supported our internal targets that were already set. AngloGold Ashanti?s seven South African mines consume on average 440 MW. Due to the dynamics of gold mines, and the large numbers of relatively small energy efficiency initiatives and awareness campaigns made measurement and verification of energy efficiency very difficult at a macro level since some initiatives could get lost in the fluctuating load profile. This paper will discuss the methodology and process followed to quantify the impacts of the combined energy efficiency initiatives at macro level. It will quantify the energy efficiency impacts in megawatt-hours (MWh), financial, and equivalent carbon emissions (CO2e) reduction with reference to our baseline year, 2004, for the Vaal River and West Wits mine clusters.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers, no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. General: A few well selected diagrams and illustrations are often more pertinent that an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol % is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.I.) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramme metre per second per second (kg m/s2). Always use the standard metric abbreviations. Commas must not be used for separating groups of digits. For ease of reading digits should be grouped in threes counting from the decimal point towards the left and the right. Illustrations: Drawings and diagrams are to be in black India ink and should be about 18 cm wide. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. (A single column is 8.5 cm wide.) Numbering of tables should be in Roman numerals: I, 11, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. (Always use the abbreviation for figure.) Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the typescript where tables and figures, etc. are to appear in the text. Paragraphs: A decimal system of numbering paragraphs may be used when the paper is long and complicated and there is a need for frequent reference to other parts of the paper. Proof correction: Galley proofs are sent to authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Standard symbols as laid down in British Standard 1219C should be used. SYNOPSIS It is most important that the synopsis should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .1 . . .2. Do not use the word Bibliography. When authors cite publications of other societies or technical and trade journals, titles should be abbreviated in accordance with the standards adopted by this Journal. GENERAL The Council will consider the publication of technical notes taking up to three pages (maximum 3 000 words). Written contributions are invited to the discussion of all papers published in the Journal. The editors, however, are empowered by the Council to edit all contributions. Once a paper or a note has been submitted to the Institute, that document becomes the property of the Institute, which then holds the copyright when it is published. Slake durability of rocks is an important property of rock-mass and rock-materials in geotechnical practice. The slake durability of rocks is closely related to their mechanical properties. In this paper, mechanical properties and slake durability tests for weak and clay-bearing rocks from Beypazari Trona Bed in Ankara, were performed in order to assess the slake durability and mechanical properties (especially rock strength) of these rocks as well as to understand the relationship between mechanical properties and slake durability. In performing this relationship, statistical based correlation has been applied.

The inherent weakness of the Zincor and similar iron removal processes is the relatively high undissolved zinc loss associated with the iron residue. High soluble zinc losses also occur due to poor filterability of the iron residue even though it may be limited to intermittent events. This work focussed on defining the optimum operating window for the Zincor iron removal process where iron is mainly removed in the form of amorphous, intermediate iron phases such as schwertmannite and ferrihydrite. In terms of the main operating conditions, optimum filterability was achieved under the following conditions: pH of 3.0, temperature as high as practically possible (70C), at least 25 kg/m3 seeding, and a retention time of at least 4 hours. When increasing the temperature from 60C to 70C, the required residence time decreased by almost 50%. Undissolved zinc loss was also reduced from 8% to between 2% and 3% by using a basic zinc sulphate/zinc oxide mixture as neutralising agent to effect iron removal.

Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

In recent years, the quality of iron ores has decreased due to the increase in the content of impurities, namely quartz, aluminum, phosphorus, and sulfur. It indicates that the removal of impurities from iron ore is an extremely challenging task. In particular, the high amount of phosphorus in iron ore could be a problem for energy consumption and CO2 emission in the steelmaking process. To reduce the impact of phosphorus, mainly two approaches: the utilisation of low-phosphorus iron ore, or dephosphorisation of high-phosphorus iron ore using mineral processing technology, have been suggested. In this paper, the removal of phosphorus from a low-grade high-phosphorus iron ore containing 0.1 mass% P and 57.5% Fe by alkaline roasting and wet grinding is discussed. The iron ore consists mainly of hematite, goethite, and quartz. Effects of sodium hydroxide concentration used as an alkaline source, roasting temperature, grinding time, and particle size on the dephosphorisation of highphosphorus iron ore were investigated. The dephosphorisation efficiency, iron loss, and mineralogical components of low-grade high-phosphorus iron ore under various experimental conditions were characterised by using XRD, SEM-EDS, and particle size distribution analysis. Results showed that the phosphorus content was lowered from 0.1 mass% to 0.034 mass%, while the iron grade reached 59.8 mass% from 57.5 mass% by alkaline roasting with 0.05 w/w NaOH at 300 °C for 2 h, followed by wet grinding in an attritor with water for 30 seconds at room temperature. Under the experimental conditions, the dephosphorisation rate was about 54.7%, and the solution obtained by wet grinding contained 22.7 mg/L of phosphorus and 21.5 mg/L of iron. "The ventilation system of the Pyhasalmi Mine is described. The mine is located in an area where the annual atmospheric temperature may vary from +30°C to -30°C. Natural ventilation causes serious difficulties because the underground mine is connected by drifts and finger raises to the bottom of the 120 m-deep open pit.The natural ventilation tends to make the ventilation net unstable. The paper describes how the instability characteristics of the ventilation net can be studied and how they have been taken into account when automating the control of the ventilation. In addition, the software, hardware and costs of the system are described. The system consists of 12 automated ventilation doors, two mine fans, 8 elements for sensing the air flow and temperatures, a control panel and a process computer."

?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

It is difficult to evaluate exploration properties in a manner that is transparent, repeatable and easily re-calculated to cater for different geological interpretations, but the risk-based assessment methodology, the Geological Risk Method, developed and described by Lord et al (2001) attempts to satisfy all these criteria. This paper examines a case study example based on valuations of exploration projects conducted by SRK Consulting using this methodology, and describes some of the advantages and limitations of the method.
