A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

Richter magnitudes for seismic events were calibrated for use as a Local magnitude scale in the West Rand (WR), Far West Rand (FWR), and Klerksdorp–Orkney–Stilfontein–Hartebeesfontein (KOSH) gold mining areas. Richter magnitudes are currently calculated from seismograms recorded by local surface cluster networks using tabulated calibration values for Southern California, published in 1958. The Richter (1958) model is incorrect for distances of less than 30 km and should be applied only to crustal earthquakes in regions with similar attenuation properties to those of Southern California. When compared to the South African National Seismograph Network (SANSN), the cluster networks, on average, overestimate seismic event magnitudes by approximately 0.1 of a magnitude unit. A calibrated Local magnitude scale was derived by means of a multiple regression analysis between the Local magnitudes reported by the SANSN and the largest zero-to-peak trace amplitudes measured on the cluster network horizontal seismograms, after modelling the attenuation of the seismic waves as these progress from the epicentre to the station position. Magnitudes reported by individual stations for the same event show a significant scatter around the average magnitude owing to the near-surface amplifications of the seismic waves at the recordings sites. Average magnitude should be estimated using as many magnitudes of individual stations as possible to ensure an accurate estimate. Larger event magnitudes should be compared with those recorded by the SANSN.

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

The paper discusses the treatment problem of mine (waste) water for enterprises of the Russian Arctic. The wide range of relevant pollutants, financial resources, the availability of land for the construction of a treatment plant, waste generated during the treatment process are some of the factors controlling current and future process design solutions. All mining operations have adopted water treatment and water quality monitoring solutions, however there is no single approach to the problem and each industry participant operates within the scope of its available resources. The range of existing and emerging methods is extensive — from using constructed wetlands for the deposition of mineral nitrogen compounds in settling ponds, reagent deposition and chemical coagulation in exhausted mine workings, and filtering dams on the surface to retrofitting existing mine drainage treatment plants with the adoption of the electrochemical coagulation process. Methods of wastewater treatment from heavy metals, oil products, and nitrogen compounds are demonstrated in the example of two industrial facilities in the Murmansk region. It was found that the use of electrochemical coagulation provides effective treatment of mine water from NO3, NO2, Ni, Fetotal and petroleum hydrocarbons (the degree of purification from 50.5-99.7%), the use of phytotreatment system provides wastewater treatment from ammonium ions and nitrite ions by 53-84%, nitrate ions - by 22%. Bioleaching, one of the several important processes of biohydrometallurgy is an accepted technique for the extraction of desired metals from sulphide ores. Although the mechanism is well understood, the slow metal extraction rate due to passivating layer and ferric ion precipitation, especially in a typical chalcopyrite leaching, impact negatively on the overall efficiency of the process. Iron precipitates are common in many biohydrometallurgical operations and these precipitates represent the exit route for undesired iron, alkali ions or sulphate ion from the processing circuit. While there have been reports on approaches to slow the formation of these precipitates by manipulation of various operating conditions such as pH, redox potential and temperature, the precipitates become highly significant over the long term in the continuous operation of bioleaching and may render heap impermeable. Although there is evidence supporting the nature of the passivation to be precipitates of iron, their scavenging mode of reducing extraction efficiency is still not well understood. This paper thus discusses iron precipitation in biohydrometallurgical processes, including its formation and significance on bioleach processes. The paper also details the associated passivating species identified with heap bioleaching of sulphide minerals and provides some insight into sorption mechanism that limits metal recovery in a typical bioleach operation. The effect of flotation operational parameters on froth stability and froth recovery was studied. Froth stability was measured using a special column. To determine the froth recovery, the froth height change model and froth height exponential model were used. It was found that since the interactions between the pulp and froth zones affect the time of froth formation, the exponential model is more suitable than the froth height change method for determining the froth recovery. The results showed that superficial air velocity and collector dosage have, respectively, the highest and lowest effect on the froth recovery, while froth recovery decreases sharply with increasing froth height.

The accurate estimation of peak particle velocity (PPV) is crucial during the design of bench blasting operations in open pit mines, since the vibrations caused by blasting can significantly affect the integrity of nearby buildings and other structures. Conventional models used to predict blast-induced vibrations are not capable of capturing nonlinear relationships between the different blasting-related parameters. Soft computing techniques, i.e., techniques that are founded on the principles of artificial intelligence, effectively model these complexities. In this paper, we use the random forest (RF) algorithm to develop a model to predict blast-induced ground vibrations from bench blasting using 48 data records. The model was trained and tested using WEKA datamining software. To build this model, a feature selection process using several combinations of Attribute Evaluators and Search Methods under the WEKA Select Attributes tab was performed. The correlation coefficient of the actual data and RF model-predicted data was 0.95, and the weighted average of the relative absolute error (RAE) was 10.9%. The RF model performance was also compared to the equivalent-path-based (EPB) equation on the testing data-set, and it was seen that the RF model can effectively be used to predict PPV. The study also demonstrates that the EPB equation is a suitable empirical method for predicting PPV.

The Jayant opencast operation is one of the largest opencast coal mines in India. Prior to 2008 the mine experienced a number of dragline dump failures, which was a major hindrance in sustaining production. Northern Coalfields Limited (NCL) and the mine management engaged several design, research, and academic institutions to carry out dump slope stability studies, particularly of dragline dumps. BirlaInstitute of Technology prepared a report on the investigations in May 2009. In this paper we review the findings of the report and the measures taken to tackle the safety aspects of dragline dumps.

In almost all branches of industry, machinery and equipment in operation cause vibration. Some sources of vibration affect only the operator’s hands, fingers, and arms, while others have adverse effects on the entire -body. Various types and numbers of machines are utilized in the mining sector, and operators with them are exposed to mechanical vibrations caused by the mining machinery they use. A field study was conducted to evaluate the vibration risks to the operators using mining machines in open pit mines. Vibration levels and whole-body vibration (WBV) measurements using various types brands, and models of construction equipment were evaluated in three different mines in the west of Turkey and compared to the the criteria specified in the EU 2002/44/EC directive and ISO 2631-1 (1997) standards. The results showed that operators using mining machinery for 8 hours were exposed to WBV levels below the EU limit (1.15 m/s2), while 44% of these operators were exposed to levels above the EU action limit (0.5 m/s2). Measurement data collected from the working environment and the recommended improvements that need to be made to reduce WBV exposures are presented.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. The PPRust North project is an expansion of existing operations on the ?Platreef? orebody in the Limpopo Province of South Africa. Anglo Platinum has been mining and processing the Platreef since 1993 at the adjacent Sandsloot and Zwartfontein South open pits at a current rate of approximately 4.5 million tons per annum. This paper describes the origin of the proposed process flow sheet. A comprehensive test work programme has been conducted evaluating the best process flow sheet for the very hard and variable ore in the proposed mining area. The selection of the comminution circuit is discussed where conventional crushing and SABC options were analysed based on both extensive test work and analyses of current operational data at the existing concentrator. The application of the high pressure grinding roll technology has significant advantages?it replaces the 3rd and 4th stage crushing stages in a conventional circuit. This programme has been conducted over several years and has involved work done at site at pilot scale, internally at the company?s research facilities and externally at various sites. The on-site pilot work was completed over a 7-month period at the existing concentrator facility using a ThyssenKrupp-Polysius, ?Polycom?, 950 mm by 350 mm, high pressure grinding rolls (HPGR) machine. In excess of 185 000 tons of ore was processed through the unit during the trial period. This paper describes the test work programme and particularly the proposed application of high pressure grinding technology and its potential for further application in the platinum industry.

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. A major challenge in the mining sector is the responsible management and efficient storage of mine residue. Over recent years numerous tailings dams have experienced unintended spills and failures, with severe consequences for the mining industry, the environment, local communities, and the regional economy. The fourth industrial revolution (4IR) is impacting society due to increased interconnectivity, processing speed, and automated technologies. This paper explores whether 4IR technologies have the potential to mitigate risks associated with tailings dams. Experts in the field of tailings dam operational management were surveyed to determine their view on the risks associated with tailings dams and the potential of 4IR technologies to mitigate these risks. The survey found that a majority of experts believe that certain 4IR technologies have the potential to reduce the risks associated with tailings dam failures.

"When considered collectively, Mineral Resources and Mineral Reserves are arguably a key asset for any mining company. Mineral Reserves are the economically mineable portions of Mineral Resources. They therefore provide a good indication of the economic prospects in the short to medium term and associated non-financial impairments for mining companies, hence a focus on Mineral Reserves. An assessment of modifying factors for converting Mineral Resources to Mineral Reserves revealed that Mineral Reserves were most sensitive to long-term commodity prices, hence the focus on long-term commodity prices. The justification for selecting gold and platinum mines is that they collectively make a significant contribution to South Africa’s earnings from mining.The introduction of the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) in 2000 informed the basis for analysing long-term commodity price assumptions for major South African gold and platinum mining companies between 2000 and 2016. The analysis revealed that the least number of non-financial impairments occurred when long-term commodity prices were within ±5% of spot prices. This finding suggests that this range is the ideal range for long-term commodity price assumptions to improve confidence in Mineral Reserve declarations and minimize impairments. Introduction The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) defines a Mineral Resource as ‘a concentration or occurrence of solid material of economic interest in or on the Earth’s crust in such form, grade or quality and quantity that there are reasonable prospects for eventual economic extraction’ (SAMREC, 2016, p. 18). Mineral Resources are categorized according to increasing levels of geoscientific confidence or knowledge, from Inferred to Indicated and lastly, Measured categories. The SAMREC Code defines a Mineral Reserve as ‘the economically mineable part of a Measured and/or Indicated Mineral Resource’ (SAMREC, 2016, p. 25). In some of the other reporting codes such as the Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (the JORC Code), a Mineral Reserve is synonymous with an Ore Reserve. The conversion of Mineral Resources to Mineral Reserves involves applying modifying factors, which are non-resource considerations. The modifying factors used in the Mineral Reserve estimation process include mining, metallurgical, processing, infrastructure, economic, marketing, legal, environmental, social, and governmental factors. Each of these modifying factors consists of several components which require due consideration in the estimation of Mineral Reserves. Table I shows some of the components typically considered for each of the modifying factors."

A geostatistical simulation of a typical mining site for polymetallic nodules in the North Pacific Ocean is presented. This is the first stage in the design of an industrial mining system. Two variables which have a major effect on the orebody's economic potential are considered, namely: the maximum slope of the ground inside a mining block of 50 x 100 m; and the average quantity of nodules on the same support. Two geostatistical problems have emerged in this study. The first is due to the lack of a change of support model for the maximum of a variable. A provisional solution, considering an experimentally accessible 'equivalent' support, is proposed. The second is due to a non-linear link between the two variables. To be able to take this into account in the simulation, we propose a new method based on the decomposition: X = E(X/Y) + Residue (X). Satisfactory results were obtained with this approach.

Energy & Densification Systems (EDS) has developed patented new technology crushing/milling equipment. The EDS Multishaft Mill is a compact vertical mill – utilising high-speed impacts to break down particles with large reduction ratios, low energy consumption and improved liberation. The milling action combines several processes to provide a multitude of output products to satisfy various specifications. Comminution often accounts for more than 60% of the total power consumption on a mine. Two of the key problems to be solved in comminution is to bring down the specific energy required to reduce particle sizes; and to improve liberation or improve the efficiency of the beneficiation and recovery of the required elements. The EDS Mill has shown extensive improvements in both these areas with energy efficiencies up to 75% better than conventional milling equipment and improving liberation beyond the standard beneficiation processes. Conventional comminution equipment requires massive, heavy parts to be moved or rotated, consuming a lot of energy in doing so and not inputting that energy into the breakage of particles. In the EDS Mill, ramping up the relatively small shafts to speed is all that is required. Once at speed, the momentum, together with the minimal amount of constant drive required, means that the energy can be transmitted directly and efficiently into breaking down the particles. The high-speed impacts allow for a shattering effect of the particles and this quickly generates a high ratio of fines. Furthermore, the single impact force breaks particles in a very different manner to conventional compressive force breakage. With compressive force breakage, the particle breaks from point to point. With high-speed impact force breakage, the force tends to migrate through the weakest areas of the particle, which tend to be the mineral boundaries. This, therefore, means that when the particles break, the various minerals are exposed and hence liberated. Keywords: Comminution, high-speed impact, liberation, energy efficiency, novel comminution
