The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. Models made by encasing strain-gage networks in epoxy are described and evaluated. With this technique relatively complex models can be constructed in which any number of gages can be located and alined precisely. Although the gages are an integral part of the model matrix, they create no important mechanical or thermal stresses. Model construction techniques and experimental data proved reproducible and reliable. In addition, the sGlution obtained with these models to the problem of the state of stress around a circular hole in a plate subject to a plane stress condition was in agreement with theoretical, photoelastic, and finite-element solutions.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent on improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silverbearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

Approach Investigate the feasibility of a new mining method--in situ leach mining-as an alternative to conventional mining for copper. Study fundamental leaching technology that will facilitate future commercial operations. Develop guidelines and procedures that will enable mine operators to design and evaluate in situ leach mining operations for any specific copper oxide deposit.

"INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. Native asphalt was produced in 1982 by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries, Inc., Uvalde County, Tex. Historically, gilsonite, a solidified hydrocarbon found only in Utah and Colorado, had been mined by American Gilsonite Co. and by Ziegler Chemical and Mineral Corp. from properties near Bonanza, Uintah County, Utah. During 1982, Hydrocarbon Mining Co., a subsidiary of the Oberon Oil Co., entered into a joint venture with Miocene Resources Inc. of Novato, Calif, to form Hydrocarbon Resources Co. for the purpose of mining gilsonite about 50 miles south of Vernal, Uintah County, Utah. Under the agreement, Hydrocarbon Mining contributed gilsonite-bearing properties held by lease or sublease as well as mining equipment to the venture. The property contained leases totaling 760 acres with probable reserves of 268,000 tons of gilsonite. Miocene Resources provided the partnership with a minimum of $200,000 to develop two of the leases and were to be responsible for management of the mining operations.2

This study reviews the sulfur and suliuric acid industries in Eastern United States with emphasis on patterns of consumption and marketing. Output of sulfur in the East is relatively small, and most of the area's sulfur requirements are met by gulf coast Frasch sulfur. Over the long ten recovered elemental sulfur from sour natural gas and petroleum may become the East's major source of sulfur. In 1958 sulfuric acid manufacture consumed over 80 percent of the area's sulfur requirements. The leading uses for sulfuric acid were the manufacture of superphosphates and chemicals. Over the years, unit requirements for sulfur and acid in many major markets have been reduced through improved technology, but new markets always have been developed to keep the industry vital and growing.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

The Bureau of Mines designed and constructed a series of calibration models for geophysical borehole logging. A nominal hole diameter of 3 inches was selected as representative of typical core holes drilled for mining and engineering purposes, although additional hole diameters of 2, 5, and 8 inches are provided in one of the models for determination of empirical correction factors for variations in hole diameter. The physical properties of the models were determined by laboratory analyses of drill core samples and evaluated statistically for reliability. This report outlines the location of the models, elements of design and construction, and results of the laboratory tests. The models are available at the Denver Federal Center, Denver, Colo., for use by Government agencies and private industry to calibrate logging equipment for measurements of density, sonic velocity, magnetic susceptibility, and electrical resistivity.

The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

Greensand, which is widely distributed in the Eastern United States, was produced in 1975 only by Inversand Co., a subsidiary of Hungerford & Terry, Inc., near Clayton, N.J. Production and sales information are not available for publication. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was used by manufacturers as filter media in equipment for the removal of manganese, iron and other elements from water. The University of Delaware received a grant of $17,051 from the Bureau of Mines early in 1976 to continue its studies of the effectiveness of greensand in removing metallic contaminants from waste waters.

The Bureau of Mines conducted underground mapping and rock strength tests to describe and analyze mine roof conditions surrounding ancient stream channel deposits (paleochannels) in the Pittsburgh Coalbed in southwestern Pennsylvania. Paleochannels in the study mine consist of sandstone and/or siltstone and affect the Pittsburgh Coalbed through erosion and/or differential compaction. Differentially compacted sediments within and adjacent to channel deposits caused slip planes, faults, clay-dike faults, clastic dikes (clay veins), coalbed rolls, and slumped structures. Paleochannels can be predicted by recognizing these features and associated sediments, which allows for modification of long-and short-term mine planning and development. Mine entries located beneath the paleochannel deposits exhibit less stable roof conditions than entries with normal (nonchannel) roof. Paleochannel deposits comprise only one-fourth of the mapped study area; however, they contain one-half of the hazardous roof. This study deter-mined that rock strength evaluations, including rock quality designation (RQD), unconfined uniaxial compressive strength testing, and point-load testing, must be accompanied by underground observations. Suggested remedial support techniques include angled and/or longer tensioned bolts, steel mats or crossbars, steel sets or cribbing, and roof trusses.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

This Bureau of Mines report describes research on methods of assuring the continued safety of mine electrical power distribution circuits through reliability and quality assessment of the protective devices, innovative inspection techniques for these devices and the circuits themselves, novel applications of trolley line circuit breakers, and computer modeling of distribution systems to determine the proper ratings for cables, power sources, and circuit protective elements. Battery charger safety is included.

Provide the mining industry with a simple, accurate and readily available means of measuring the gas flow from pipe outlets such as gob holes Approach The Bureau of Mines conducted laboratory studies to establish correction or method factors for anemometers when used to measure gas flow from pipe outlets. Using the Anemometer Anemometers are used by the mining industry to make air velocity measurements in mine entries. Although the instrument has no appreciable influence on the airstream in mine entries, especially since the cross-sectional area of an entry is much larger than the cross-section of the anemometer, correction or method factors are used to correct the center line anemometer velocity to average velocity. This adjustment is made because the air velocity in a mine entry is highest in the center and lower at the sides. Anemometers can be used to measure gas flow from small diameter pipe outlets; however, since the instrument diameter is much larger than one-sixth of the pipe diameter, it will influence the air-stream from these small outlets. Resulting velocity measurements are erroneously high by as much as 30 percent. Method factors must be applied to such anemometer measurements taken at pipe outlets. Through a research investigation the Bureau of Mines established a set of method factors for center-line anemometer readings taken at the discharge end of 4-to 8-inch diameter pipes. These method factors were combined with method factors which were developed by the National Coal Board of Great Britain for 12-to 30-inch diameter pipes. The anemometer was mounted on the end of a short rod and held against the pipe for support except on the 4-inch pipe where the instrument was started and stopped remotely to prevent hand interference with the air-stream during measurements. Method factors were determined by comparing the anemometer measurements at the pipe outlet to the true average airflow which was simultaneously determined upstream by venturi measurements. Consequently, a method factor is nothing more than the ratio of the true velocity to an anemometer measurement.

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.
