As part of the U.S. Bureau of Mines program to improve base metal leach systems, pressure leaching of galena (PbS) concentrates in fluosilicic acid (H2SiF6) solution was investigated. Lead extraction was 93 pct when PbS was pressure leached in H2SiF6 at 95° C with 2OO-psig O2 pressure for 40 min, using ferric nitrate [Fe(N03)3] as a catalyst. The effects of several catalysts, O2 pressure, time, and acid concentration on leaching were determined. The purified leach solution was electrowon to recover high-purity Pb metal. The H2SiF6 used in leaching and electrowinning can be recycled continuously. A flow diagram was proposed based on this investigation. Elemental sulfur (SO) was recovered from the leach residue by solvent extraction. A method was also developed for treating the flnal residue to segregate the important byproduct elements such as Ag, Cu, and Zn and enable their recovery by standard commercial processes.

Engineers at the Bureau of Mines Denver Mining Research Center have been a research program investigating the theory and application of mine sampling. Part of this program is an investigation of the efficiency of sampling methods that involves development of sampling-method theory through simulating ore-deposit samples and assays, using - electronic digital computer. Theoretical developments are checked against actual ore-deposit sampling, assay, and production data by the commonly used polygonal and triangular methods of computing grade and tonnage of ore reserves. To speed the computing procedures, a program has been developed utilizing a medium-size digital computer for computing ore reserves by the polygonal method. This program calculates nine prismoids per minute at a total cost of $0.21 per prismoid. The complete program, written for an augmented IBM 650 computer, is described in detail; it can be used without change for computing ore reserves for a low-grade deposit. Modifications necessary to convert the program to compute ore reserves for virtually any other type of deposit or grouping of ore horizons also are given; however, the program is limited to using only vertical drill-hole data.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas content of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and desorbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

GENERAL DEVELOPMENTS IN CONCENTRATING COPPER ORES FROM 1912 TO 1932 During the east 20 years the milling of copper ores as practiced in the larger concentrators has chanced to such an extent that comparatively few of the machines in use at the beginning of this period remain in service today. Concentrating Practice in 1912. In 1912 the usual equipment for concentrating copper ores comprised jigs for the coarser sizes, tables and sand vanners for the intermediate sizes, and vanners for the finer crushed and ground material. Rolls operated in series under graded crushing conditions, were in common use for the liberation of the copper minerals; grinding by Chilean or Muntington mills ordinarily was confined to the coarser tailings of jigs and tables.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

As part of a Bureau of Mines research program to conserve critical and strategic metals, an aqueous electrodeposition method for preparing stainless-steel-type coatings was studied. Chromium powder (averaging 3 J1.m diam) was suspended in a ferrous-nickelous sulfate electroplating bath and occluded in the electrodeposited Fe-Ni alloy matrix. Subsequent heat treatment of the resulting composite coating formed the ternary alloy. The occlusion process was affected by the quantity of Cr powder suspended in the electrolyte and by the microstructure and composition of the electrodeposited matrix. Coatings containing up to 21 wt pct Cr were deposited from an electrolyte containing 20 vol pct suspended Cr powder. Heat treatment at 1,100° C for 8 h homogenized the composite coating. Deposition of 44Fe36Ni20Cr alloy coatings (250 J1.m thick) on AISI 1020 carbon steel rods, followed by heat treatment, provided complete protection of the carbon steel during exposure to a boiling 65-pct-HN03 solution. Corrosion rates of 0.6±OA mm/yr for the coating in the boiling HN03 approximate that of 304 stainless steel. Practically shaped electroforms have been prepared by the coating method.

A cobalt/manganese occurrence in Clark County, Nevada was the subject of a site-specific mineral investigation by the U.S. Bureau of Mines in 1988-90. The study site is in the northern part of the Million Hills (wilderness) study area which is administered by the Bureau of Land Management. Field work during a period of one week consisted of geological mapping and sampling of workings and outcrops, and geochemical and geophysical surveys conducted on four transects totalling 7,600 ft. Although the concentrations of cobalt (0.1 to 0.5 percent) detected in samples from the fissure zones are within the range of grades associated with world-class economic deposits, the volume of material enriched in cobalt at the study site is insufficient to warrant consideration as a potential resource. Concentrations of manganese, nickel, copper, lead, zinc, barium, and thallium, although anomalous, are too low for economic consideration. At the study site, workings consist of three trenches and nine pits. The exploration history is unknown, and no production is reported.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. As the American petroleum industry surveyed its position in early 1937, it had many reasons to be optimistic concerning its future. The industry had emerged successfully from the depression, and for the first time since 1929 it had produced over one billion barrels of crude oil in a single year. The demand for gasoline and fuel oils was up, and reserves of crude petroleum and production capacity seemed adequate for the future. Although production of crude oil dropped slightly in 1938, the oil industry was still in a good position with respect to its supply of raw material, which improved economically in 1939 with the decrease of crude-oil stocks in storage above ground. However, by 1940 a threatening cloud (the invasion of France and its rapid surrender) had appeared on the horizon. This aroused Somme fears as to the industry's immediate future, and these fears were intensified the following year when the United States entered World War II. As the war progressed, more and more ships, planes, and vehicles were produced, and the problem of obtaining enough liquid fuels to supply them intensified. Hearings were held in August 1943 before a subcommittee of the Committee on Public Lands and Surveys of the 78th Congress to determine the advisability of passing legislation to promote the development of synthetic liquid fuels.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

NIOSH researchers conducted a study to compare seat designs on underground coal mine haulage vehicles. The objective of the study was to support prior findings that NIOSH-designed seats, which incorporated ergonomic design features (e.g., viscoelastic foam padding and low-back support), are improved designs. Based on measured levels of vehicle jarring/jolting and perceived discomfort, researchers evaluated four different designs - two in-use and two NIOSH-developed, ergonomic designs. Researchers collected data using a short questionnaire, a linear, visual analog scale, and accelerometers with a data recorder. Results showed that vehicle operators favored the NIOSH seats with added adjustability, low-back support, and improved seat padding over the existing seats. In addition, the measurements indicated all NIOSH seats performed better than the existing seat, under the no-load (worse of two) conditions, in reducing peak acceleration, crest factor, and RMS acceleration. The authors summarize the data collected and operator preferences for seat designs and different foam padding arrangements.

The U. S. Bureau of Mines has undertaken the development of mineral industry cost escalation factors to enable the estimation of mineral development and extraction costs for mineralized sites in Alaska throught the use of the Bureau's Cost Estimating System v2.0 (CES 2.0). For the purposes of this document, all calculations are based on, and reflect the economic environment in Alaska in July 1992. The greater cost of mining in Alaska as compared to the contiguous-48 States can be estimated for Alaskan mining operations through (1 ) the analysis of capital and operating costs for analogous mine and mill plants in operation in the contiguous-48 States; (2) the hypothetical relocation of mine and mill plants from their actual location(s) to Alaska by making engineering modifications to the mine and mill plant design as required by the Alaskan site characteristics; (3) calculation of the cost of the required engineering modifications and; (4) the escalation of all costs to a level representative of the economic environment in Alaska at some specific point in time.

A series of four coal combustion experiments (I)' was conducted at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory in the Safety Research Coal Mine to evaluate the response of optical and ionization smoke and CO sensors to a small 0.61 m square smoldering coal fire which transitions to flaming combustion in the presence of diesel emissions. With the increased utilization of diesel engines in underground coal mines, it is important to be able to discriminate fire products-of-combustion (POC) from diesel emissions. One proposed method to accomplish this is the deployment and interpretation of multiple sensors.

This paper is a preliminary report on recent lode gold mining activity, operating conditions, and mining and milling methods at properties in production in September 1936 in the gold belt of northeastern Oregon. A few inactive properties are described also. Districts, inactive in 1936, that have been important producers at some time in the past are mentioned briefly. This is one of a series of similar papers describing western mining districts. The past production record of the gold mines of northeastern Oregon entitles the region to be ranked as one of the important gold-mining regions of the United States. Although comparatively inactive for many years, lode mining in the region has recently undergone a marked revival.

Photoelastic, wire resistance, and borehole-deformation gages were used to measure the in situ strains when an outcropping Black Hand Sandstone Formation in Hocking State Forest, Hocking County, Ohio, was overcored to stress-relieve the surrounding sandstone. Strains transmitted to the photo-elastic gage did not produce isochromatic patterns suitable for quantitative analysis. Strain readings from the wire resistance gage indicated tensile-strain loading during overcoring; readings from the strain-gage bridges in the borehole-deformation gage indicated compressive-strain relaxation during overcoring. The magnitude and orientation of the computed stress fields obtained from both gages were comparable when the corresponding tensile and compressive elastic moduli were applied. Stresses computed from deformation and resistance gages at depths to 5 feet showed the maximum stresses to range from 1.042 to 2.121 times greater than the minimum stresses. The bearings of principal stresses calculated from the deformation gage readings varied between N 61° E and N 83° E; the wire resistance strain gage bearing computations varied between N 68° E and N 82° E. Measurements of in situ strain in sandstone were shown to have promise but to require further development in field technique that could likely be achieved through experience.

Research was undertaken by the Bureau of Mines to assess the technical feasibility of smelting cement-copper precipitate in an electric furnace to produce commercial-grade copper. The blister-grade copper produced in smelting was refined by gaseous oxidation and reduction methods to rive a product equal in quality to fire-refined copper. The cement copper used in the study was typical of the material produced in commercial operations. The sample product was received in a partially oxidized state and analyzed 77.5 percent Cu, 3.4 percent Fe, 0.8 percent Pb, 0.05 percent Ni, 0.6 percent Sn, and 0.9 percent S. Smelting tests were made on the precipitate using laboratory-size induction and electric-arc furnaces. Three types of furnace linings were tested during, the investigation: Carbon, including graphite; clay-graphite; and silicon carbide. Although all proved satisfactory, either carbon or graphite was preferred because of their superior refractory properties and low permeability to molten copper. Copper recoveries in the induction and arc smelting tests averaged 92 percent in commercial-grade metal assaying 99.8 percent copper. Refining the molten copper by oxidation and gaseous reduction or by chlorine lancing increased the purity to plus 99.9 percent.

It is also the third report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers.
