THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker’s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. The Bureau of Mines and the Alabama. Power Co. jointly conducted a first experiment in underground gasification of coal at Gorgas, Ala., during the fall and winter of 1946-47. This preliminary experiment showed that it was not difficult to maintain combustion of coal underground, and that coal in place could be completely gasified. It was noted that the high temperature developed by the gasification of coal in place brought about changes in overlying strata that appeared to be favorable to the process. The high temperatures caused the roof rock to become plastic, to expand, and to settle down on the mine floor directly behind the reacting coke face. These results were promising enough to warrant further investigation of the process. It was believed that if this action could be controlled properly with roofs of similar composition, it would tend to force the gas-making fluids underground against the coal faces. Plans for the second experiment were based in part on this favor-able roof action, and the successful operation of the planned initial straightline passages depended on this fact. Gorgas was chosen as the site for the second experiment for the following reasons: A tract of coal land of sufficient size was available and isolated from the main body of coal; the roof rock was similar in composition to that encountered in the first experiment; and the overlying strata were thick enough to eliminate some of the operating difficulties that had been encountered, In addition, power, water, and machine-shop facilities as well as an adequate supply of labor were available in this area, and the friendly cooperation of the Alabama Power Co. further recommended this site for the planned experiment.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

Real output expanded at a 3.0% rate worldwide in 1987, a slightly lower pace than the 3.2% rate in 1986. The decline was accounted for largely by slower growth in the U.S.S.R. and the East European countries, as well as in the developing countries (table 1). According to the International Monetary Fund, output of industrial countries output grew 3.1% and rose most strongly in Japan, the United Kingdom, and Canada (table 2). U.S. economic growth remained at 2.9%, the same as in 1986. Consumer and government spending declined in industrial countries, while gross fixed investment: rent increased. This increase in fixed investment expenditures could be attributed partly to lagged results of some 1986 developments: the fall in oil prices, declining interest rates, and exchange rate changes. The U.S. budget deficit, as well as the large external deficits and surpluses among major industrial countries, hindered further growth .2 A report from the Organization for Economic Cooperation and Development (OECD) indicates that the impact of the October stock market crash was short-lived because it hit economies that were growing strongly, anyway.3 The growth of output in the developing countries slowed in 1987; however, output declined in the fuel-exporting developing countries. These countries have been adversely affected by weakness in oil prices and the depreciation of the U.S. dollar. The weighted average of inflation rates in industrial countries--as measured by the [ ] GNP deflator, was 2.9% in 1987, down from 3.4% in 1986. Prices rose 3.0% in the United States, up from 2.6% the previous year. Inflation for 1988 is expected to remain slightly higher in the United States than in Japan and the Federal Republic of Germany because of recent exchange rates changes and the elimination of slack productive capacity and labor in the U.S. economy. Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. As shown in Table 9, consumption has risen steadily for the period November through April, reaching its highest level since June of 1974. Imports remained at a relatively high level in spite of decreased imports from Zaire and Belgium-Luxembourg. Award prices for cobalt sold by the General Services Administration on June 17, 1976 ranged from $5.058 to $5.41211 per pound of contained cobalt. The high bid was about $1 per pound above the current market price set by the major sales agent in the U.S. for cobalt on April 15, 1976. COPPER: Eight domestic producers on July 1 hiked refined copper prices by 4¢ to 74¢ per pound for cathode and to 74.625¢ for electrolytic wirebar. New York Commodity Exchange (COMEX) June pricing of prompt contracted copper averaged 70.6¢, with daily quotes registering between 67¢ and 72.5¢ per pound. In June, London Metal Exchange (LME) cash wirebar prices averaged 70.3¢, trading between a low of 65.5¢ and a high of 73.6¢. End of the month copper stocks totaled 108,758 short tons for the COMEX and 539,350 metric tons for the LME.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

The design and field testing of a seismic miner detection and location system arc described. This work was carried out over a period of three years. The first two and one-half years were sponsored by Continental Oil Company, while the last period of tests were done as the first part of a one-year contract with the U.S. Bureau of Mines. Laboratory and field experimentation in three different nines under simulated emergency conditions have led to three important results: (1) Taps on roof bolts with normally available objects can usually be detected up to horizontal distances of 1,000 ft. (2) The origin of the tans can be located by on-site processing with a small computer. (3) Some predetermination of the approximate location is necessary for a quick and successful rescue. This report also includes preliminary specifications an,d cost guidelines for construction of a transportable field system capable of matching the performance characteristics of the one used during the field tests.

Dielectric constants and dissipation factors were measured by the Bureau of Mines for 13 simulated lunar rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Measurements were made at room temperature and normal atmospheric pressure. Results are presented and some comparison is made with data reported by others. The rocks used include a broad range of physical characteristics and chemical compositions from the large areas of volcanism in Oregon and northern California, and two nonvolcanic types. These rocks make up a suite of rock standards used by a group of laboratories engaged in lunar research. The data presented will add to the basic scientific and engineering knowledge needed to utilize extra-terrestrial mineral resources for support of future space missions.

AGAIN in 1963, as in nearly every year since 1946, the Canadian mineral industry has established a new national record in value of mineral production. The 1963 estimated total value of $2,976 million is 5 percent higher than the 1962 value of $2,845 million.2 As in previous years, metals made up more than half the value of total production. For selected years since 1949 the category percentages and total value are as follows: [ ] Crude petroleum, Canada's most valuable mineral product, accounted for 21 percent of the total value of minerals in 1963. In descending order came nickel 12 percent, iron ore 10 percent, copper 10 percent, gold 5 percent, and uranium 5 percent. Asbestos accounted for 5 percent, sand and gravel 4 percent, and cement 4 percent. The complete list of Canada's mineral products includes more than 50 basic commodities.

The need for more and better basic thermodynamic data for the oxides of many of the rare metals is evident to anyone who attempts thermodynamic calculations involving these substances. In continuation of a Bureau of Mines program to meet this need, this paper reports new experimental values of the heats of formation at 298.15° K. of the hexagonal crystalline variety of germanium dioxide and germanium dioxide glass. The values were obtained by means of combustion calorimetry and sodium hydroxide-solution calorimetry. The calorimetric results also made possible the derivation of values for the heat and entropy of fusion of hexagonal germanium dioxide at its melting point. The newly measured data were combined with previously known entropy and high-temperature heat content values to obtain heats and free energies of formation of germanium dioxide (in the hexagonal crystalline, glassy, and liquid states) over the temperature range from 298.15° to 2,000° K.

The U.S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reduc ing demand. This paper examines poss ible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

"INTRODUCTION The term ""friability"" as applied to coal may be defined as the physical property of coal which expresses its tendency to become reduced in size during handling as a result of such external forces as impact and attrition. Thus friability is a quantitative concept and property, and hence can only be defined in relative terms or in terms of measurement. Methods of measurement are difficult to formulate and apply because coal is anything but homogeneous in physical structure and chemical constitution. aMoreover, friability itself is a composite property obviously dependent upon a group of other specific characteristics such as cleavage, fracture, tenacity, hardness, and elasticity, which vary from coal to coal with change in rank and even between individual coals of the same rank. These characteristics affect the friability values of different coals to varying degrees, but this fact does not impair the usefulness of and the need for friability measurements.The amount of breakage or degradation in size that a coal suffers in mining, preparation, and subsequent handling depends upon its inherent friability and the severity of the handling treatment which it receives from the time it is taken from the bed until it reaches the consumer. The value of the coal to the producer and jobber depends in large measure upon these same factors--friability and severity of treatment—because the larger sizes still command a premium in the ordinary market. Although much has been accomplished by the coal-producing industry in minimizing the breakage of coal in mining and preparation, it is apparent that additional reductions in breakage must await further improvements in design of coal-handling equipment. Such improvements will result from more intensive investigations of the extent of breakage or degradation in size occasioned by specific mining and handling operations and the development and application of standardized methods of evaluating friability.The work described in this report was undertaken to assist in the development of standard methods for evaluating the friability of coal. Specifically, the work deals with a Comparison of the various methods previously proposed for estimating the friability of coal and coal products. This same objective is now being sought at a number of other institutions, both in the United States and Canada, by a committee of the American Society for Testing Materials. It is believed that by providing additional information concerning a property of coal pertinent to its increased usefulness, the work described will supplement and increase the useful of the data which long have been, and still are being, furnished by the bureau of Mines on the composition of coals of the United States."

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

Reduce respirable dust exposure of workmen operating auger-type continuous mining machines. Approach: An auger miner was fitted with an exhaust system which draws dust laden air through a [scruber] and discharges it behind the line curtain. How It Works: Dusty air is drawn into the space above the coal conveyor and through a scrubber, by two fans mounted side by side above the conveyor. Exhaust from the fans passes through a duct to the side of the auger miner, and into tubing that runs back and into the air return passage formed by the line curtain. See Figure 1. Of the 5,000 cubic feet per minute of air normally entering the working place, 4/5 is drawn out through the dust exhaust system. The system was installed on a Wilcox Mark 20 Miner and tested underground by personnel of the Bureau's Pittsburgh, Pa., Mining and Safety Research Center, under a cost sharing

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.
