Workers in underground stone mines have a high fatality rate caused by falls of ground from the mine roof or rib. NIOSH recommendations to reduce ground fall injuries and deaths address baskets, mechanical scalers, mechanical bolters, drill steel changing, personal protective equipment, and training. Description of Exposure An informal National Institute for Occupational Safety and Health (NIOSH) review in 1998 identified approximately 17 new underground limestone operations in vari¬ous stages of planning; as many as 35 new underground stone mines are expected by 2005. Many of these new underground stone mines will employ new or inexperienced workers with minimal knowledge of the hazardous conditions that exist underground. Workers in underground stone mines have a fatality rate nearly 20 times that of workers in the manufacturing sector. Three quarters of the fatalities in underground stone mines are caused by falls of ground from the mine roof or rib (Figure 1) [Statistical Abstract of the United States 1985-1999; MSHA 1983-1999]. During 1983-1999, nonfatal ground falls resulted in 140 injuries, or 15% of all underground, lost time stone mine injuries. These nonfatal ground fall injuries resulted in more than 13,800 lost workdays (one third of all lost workdays). Ground falls generate more disabling injuries and time away from work than any other type of incident. [ ]

Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). Based on the investigation by the Bureau of Mines, tungsten is the principal metal found in the study area; gold and silver were the primary metals found at one property. Tungsten occurs in tactite zones formed near contacts of calcareous metasedimentary with granitic intrusive rock. Gold and silver were found primarily along quartz veins in granitic rocks; small amounts of those petals also occur in the tactite zones. Since 1856 approximately 200 lode claims or relocations have been recorded, mainly in the southwest corner of the study area. Tungsten production in this part of the area has been inure than 7,800 short ton units (70,800 kg) of tungsten concentrates; about 4,800 short ton units (43,500 kg) were from the Mud Lakes Mine; and 3,100 short ton units (27,200 kg) were from the Rainbow Mine 1/.

A mineral resource survey of the 236-mil (611-km2) Hyalite-Porcupine-Buffalo Horn wilderness study area (RARE 11 Areas No. 1-155 G, Gallatin Divide; and H, Hyalite) between the Gallatin and Yellowstone rivers in Montana, indicates there are phosphate rock and petrified wood resources (fig. 1). The area also has some potential for oil, gas, and geothermal resources. Stone and alluvium are abundant but appear to have little potential for development because other sources are available nearer to markets.

Occupational noise-induced hearing loss continues to be one of the most pervasive health problems in the mining industry, despite over 25 years of regulation. One of the loudest pieces of equipment used in underground mining is the continuous mining machine. Noise sample data collected by the Mine Safety and Health Administration indicate that 42% of noise overexposures between 2000 and 2005 involved continuous mining machine operators. Previously conducted field and laboratory tests have determined that the continuous mining machine conveyor system is a dominant noise source. Loud impacts occur as the conveyor chain flight bars, used to move the mined aggregate, traverse their path from the top to the underside of the conveyor deck. Various noise control treatments have been applied to abate noise caused by the conveyor system. A durable polyurethane coating has been developed for the conveyor flight bars, resulting in a time-weighted average reduction of 3 dB(A) for an eight-hour work shift. In an attempt to further reduce continuous mining machine operator overexposures, a similar urethane coating has been applied to the tail roller component of the conveyor system. Laboratory results showed a 2 dB(A) reduction in sound power levels, but the component failed during underground durability testing. An outer steel sleeve has been added to the urethane coating of the tail roller to enhance wear resistance during mining. The urethane jacketed tail roller is the latest effort, combined with previous noise treatments, to bring the continuous mining machine into compliance with federal noise regulations.

Over the past century coal miner safety and health has seen tremendous improvements, the fatality and injury rates continue to decrease while productivity continues to increase. Many of the hazards that plagued miners in the past, such as coal bumps, methane and coal dust explosions, ground fall accidents and health issues have been significantly reduced. The contribution of NIOSH research includes products for prevention and survival of mine fires, methane control measures, design procedure for underground coal mines, methods for excavation surface controls, methods and procedures for blasting, laser usage in underground mines and prevention of electrocution from overhead power lines that have reduced accidents and injuries in underground coal mines. Health research has produced products such as the personal dust monitor, noise abating technologies and ergonomic solutions for equipment operators. Research priorities at NIOSH are set by considering surveillance statistics, stakeholder inputs and loss control principles. Future research in coal mining is directed towards respiratory diseases, noise induced hearing loss, repetitive musculoskeletal injuries, traumatic injuries, falls of ground and mine disasters. The recent spate of accidents in coal mines resulted in the Miner Act of 2006 which includes a specific role for NIOSH in future mine safety research and development. The mine safety achievements in the USA reflect the commitment of industry, labour, government and research organizations to improving the safety of the mine worker.

In relation to dust, there are three categories of continuous miner faces depending on the type of ventilation and whether or not a machine-mounted dust scrubber is used. These are— 1. Mining machines with dust scrubbers used with blowing face ventilation 2. Mining machines with dust scrubbers used with exhaust face ventilation 3. Mining machines without scrubbers used with exhaust face ventilation The approach to dust control is somewhat different in all three of these. However, there are many dust control features (such as the need to provide adequate airflow) common to all continuous miner sections. For workers at roof bolter faces, there are two dust sources: 1. Dust from the continuous miner when it is upwind. 2. A malfunctioning dust collector on the bolter, which allows dust to escape DESIGN AND OPERATION OF MACHINE-MOUNTED SCRUBBERS [Almost all new continuous miners are equipped with scrubbers. When the dust is excessive, it is possible that the scrubber needs some maintenance.]

A primary means to reduce environmental levels of diesel particulate matter (DPM) exposure to miners is to reduce the amount of DPM emission from the engine. A quick and economic method to estimate engine particulate emission levels has been developed. The method relies on the measurement of pressure increase across a ?lter element that is brie?y used to collect a DPM sample directly from the engine exhaust. The method has been re?ned with the inclusion of an annular aqueous denuder to the tube which permits dry ?lter samples to be obtained without addition of dilution air. Tailpipe ?lter samples may then be directly collected in hot and water-supersaturated exhaust gas ?ows from water bath-cooled coal mine engines without the need for dilution air. Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.

Sample results suggest the only mineral resources in the study areas are placer gold deposits along the South Fork Kern River in the Woodpecker RARE II unit (fig. 1). These deposits, in Rockhouse Basin, total 4.5 Figure 1.--NEAR HERE. million cu yds (3.4 million cu m) of indicated subeconomic gold resources in four deposits of "older" gravel. Gold value in samples averages $0.36 per cu yd ($0.47 par cu m) and is as much as $4.44 per cu yd 1/. Cost of mining the gravel and recovering the placer gold is estimated to be more than $2 per cu yd ($2.62 per cu m) for a deposit of this size and type. Additional inferred subeconomic placer gold resources with similar grade probably occur in four other deposits of "older" gravel on which no mining claims were located. Placer gold occurrences on upper Trout Creek contain gold worth as much as $4.50 per cu yd ($5.88 per cu m) 1/. Average grade is much lower, and only about 1,000 cu yds remain (760 cu m). These occurrences do not constitute a resource, but may attract hobbyists not dependent upon making a profit.

This final report documents the work dune by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract H0122026 (which began in August of 1971). Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau&apos;s programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau&apos;s contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

The Bureau of Mines investigated lode tin deposits on Potato Mountain, Seward Peninsula, Alaska. Tin was found to occur as cassiterite associated with quartz, tourmaline, pyrite, arsenopyrite, and earthy clays, but the deposits lack the varied accessory minerals commonly found in tin districts. The tin-bearing deposits are in metasediments along minor breaks and bedding planes but not in the crushed earthy filling of major faults. Cassiterite and sulfides occur with quartz in veins, both with and without earthy clays, and disseminated through tourmalinized wall rocks. The deposits are characterized by irregular segregations containing 1 to 10 percent tin within zones averaging not over 0.25 percent tin. The largest segregation exposed is on the summit of a low hill on the east-central slopes of Little Potato Mountain; most of the outcroppings are in an area trending east to west, roughly 10 to 30 feet wide and 300 feet long. Sample values ranged as high as 12 percent tin, but the average grade may be about 1 percent tin. The extreme irregularity of both grade and composition precludes a more exact determination. Similar concentrations are scattered for over 1,000 feet to the west and north, but these are smaller and lower in grade. Elsewhere on Potato Mountain, generally similar deposits occur as clusters of veinlets at widely separated points in the metasedimentary walls of major faults.

To help reduce the Nation&apos;s dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

Tungsten, silver, lead, zinc, and placer gold occur in the Cucamonga B RARE II area (no. B5174). A strata-bound, scheelite-bearing zone at the Blue Diamond prospect (fig. 1, no. 1) contains an estimated 16,000 tons (15,000 t) of identified, subeconomic resources averaging 0.16 percent tungsten trioxide (W03). There is a high potential for discovering additional tungsten resources at this property. The California-Hercules prospect (fig. 1, no. 5) ha; a mineral occurrence which contains an estimated 1,000 tons (900 t) of tactite averaging 1.3 oz silver per ton (45 g/t), 0.75 percent lead, and 0.72 percent zinc. Another occurrence, at the Blew Jordam Prospect (fig. 1, no. 4) has an estimated 100 tons (90 t) of tactite averaging 10 oz silver per ton (340 ,/t), 3.75 percent zinc, and 2.3 percent lead. There is a moderate potential for discovering silver, lead, and zinc resources at these prospects, which are in metamorphic pendants. There are a few lode gold prospects in the area (fig. 1, nos. 3, 11, 14) are on geologic structures which parallel the San Andreas Fault, northeast of the area. These deposits are not well exposed and have been historically unproductive. Placer gold in area B occurs locally in the beds of intermittent tributaries to Lytle Creek (fig. 1, nos. 10, 12, 13) in concentrations as high as $1.17 per cu yd ($1.53/cu m, at a gold price of $450 per troy oz). The deposits have no significant volume, but could be utilized for recreational panning and suction dredging. In the Cucamonga C RARE II area (No. C5174) placer gold occurrences locally contain as much as $1.23 per cu yd ($1.61/cu m). However, gravel containing the gold appears to be limited to stream beds, and does not occur in sufficient quantity to constitute resources. Recreational panning and dredging also may occur in this area.

THE INVESTIGATION of barrier pillars in the Southern field is part of the comprehensive study of the mine water problem in the anthracite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8, 9, 10, 11, 12, 15, 16, 18).4 Tim Southern field is in Carbon, Schuylkill, Dauphin, and Lebanon Counties, in eastern Pennsylvania; has an area of 200 square miles; is 70 miles long from Mauch Chunk on the east to the Susquehanna River on the west; and is 1 to 6 miles wide. In the Southern field are 37 underground water pools containing 37312 billion gallons of water (5). Most of these pools overflow to the surface because the barrier pillars controlling them are effective under existent, conditions. Abandonment of mines in the Southern field has resulted in the hooding of 34 percent of the field. The largest tonnage of reserves of anthracite lies in this field, where mining conditions are most difficult. Large reserves of anthra¬cite underlie the abandoned mine workings, and before a great part of these reserves can be developed and extracted, the abandoned workings must be unwatered and kept drained (5).

An investigation of the possibility of improving the grinding characteristics of a gabbro ore containing copper and nickel sulfides via a thermal shock treatment technique has been carried out. The results obtained indicate that the breakage characteristics of the gabbro are particles can be significantly improved by preheating the are particles to a temperature around 400°C followed by rapid water quenching. For a given power input and feed size, the thermally treated material produces a product of much finer distribution than the untreated material. An assessment of the improvement in grindability has been made by calculating feed size selection functions for untreated and heat-treated materials.
