Rather like the mythical "Economic Man" "an employer" in this context must necessarily be an abstraction, and the views possessed by such an abstraction, a composite of many views known to have been expressed. Not even the complex Conciliation and Arbitration legislation in this country provides any helpful specifications, except in one peculiar particular. The Australian Conciliation and Arbitration Act provides an almost totally tautological definition, except in that one oddity referred to above. It is this : "An employer means any employer in any industry, and includes any person who is usually an employer in an industry, and also includes a Club." No doubt there is some perfectly justifiable reason for such specific and unique particularity in an otherwise meaning- less definition. That need not trouble us in this exercise.

In April 2013, Rio Tinto Kennecott Copper’s (RTKC) Bingham Canyon mine experienced what is arguably the world’s largest ever in-pit slope failure. The failure initiated along a major, continuous, low-strength bedding fault, named the Manefay bed, and comprised approximately 145Mtonnes of rock and waste dump material. Initial East wall slope deformations were detected some months prior to catastrophic slope collapse by RTKC’s slope monitoring systems. However, the failure mechanism was different to that which had historically been experienced in the prior more-than-100 years of open pit mining. Failure occurred as two separate events, the initial one likely consisting of a frictional failure of rock materials along the Manefay bed itself, before a second phase of failure occurred, which included a large mass of old rail dump material. The combination of these events led to a much larger failure run-out than had been anticipated by the RTKC team which led to loss of, and damage to, mining equipment and infrastructure as well as significant interruption to mining activities. Due to the diligent monitoring of the slopes no safety impacts were experienced at the mine, and as such the details and learnings from this failure can readily be shared with the broader mining and geotechnical industries to avoid similar recurrences elsewhere. Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

The flame front is a narrow region in the iron ore sintering bed where coke particles combust. The maximum flame front temperature is as high as 1400°C. At high temperatures, the sinter mix components react to form melts, which facilitates material coalescence and the formation of dense sinter particles. It is well-established that flame front speed is an important factor influencing sinter productivity, sinter quality and fuel rate. In this work, the effect of suction, coke addition and mix moisture on flame front speed was studied in a pilot-scale sinter pot and also using the outputs of a recently developed theoretical model, which takes into account most of the significant physicochemical processes in sintering. Airflow through the bed has a large influence on flame front speed. A power law relationship between these two parameters means that increasing sintering airflow rate will lead to increased flame front speed, but the increases become smaller at higher airflow rates. Sinter pot test results showed that increasing coke addition decreased green bed permeability and increased flame front temperature, which resulted in increased flame front resistance and decreased flame front speed. Studies also showed that green bed properties are sensitive to sinter mix moisture level. Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy. Traditional methods of resource modelling and mine planning rely upon geostatistical methods applied to exploration drill core data to derive a three dimensional model of the distribution of metal grades, quantised into rectangular prisms or blocks. The resulting block model is a primary input into short, medium and long term mine planning. However, block attributes are averaged or interpolated over a complete block, meaning that information at smaller scales is lost to the mine planning process. Grade engineering for new mining methods, such as the development of more accurately controlled blast designs, continuous miners for hard rock and sensors for rock properties that can be distributed along the operations process and value chain, allows excavation to be much more selective than traditional blasting, and provides data for driving earlier separation of waste from ore. This selectivity can be optimised if the resolution of resource models can match or exceed the spatial resolution of selective mining technologies. Opportunities for selective mining increase as a deposit becomes more heterogeneous. This leads to an interest in methods for estimating the distribution and characteristics of mineral heterogeneity within the ore-body. Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

Copper plays an essential role in our society. It is one of the key materials supporting economic growth and human development in emerging economies, for its common use in construction, power generation and transmission. It is also a critical metal for the transition to a low carbon future, particularly for its uses in renewable energy and electric vehicles. As a result, global demand for copper has been increasing steadily and is predicted to continue in the future. The demand-supply gap is currently growing, and new mines will be needed to fill it. This project observes the current pipeline of copper mining projects, which are characterised by technical complexity (lower grades, deeper deposits, complex mineralogy etc.) but also environmental, social and governance (ESG) complexities. A common assumption in the mining industry is that a rise in copper prices will unlock these deposits. However, while most technical complexities are price sensitive and are likely to be overcome in favourable economic conditions, the influence of ESG complexities is more difficult to evaluate. The lignite deposits of Southland and Central Otago are a potentially significant energy resource for New Zealand. Current estimates put the technically mineable lignite reserves at 5.3 billion tonnes, which is more than ten times the energy content of the Maui gas field. Thus, the strategic importance of the lignite as a basis for maintaining current levels of self-sufficiency in transport fuels, or as a possible feedstock for electricity generation, deserves full investigation. The full extent of the lignite deposits was only recently established as the result of a scout drilling programme undertaken between 1976 and 1979 by the Mines Division of the Ministry of Energy, and from companion studies conducted by the New Zealand Geological Survey. These discoveries of large quantities of lignite coupled, at the time, with rising oil prices, raised the prospect of their development for production of transport fuels.

Iron ore mining is a major source of export income for Australia. However with the decreasing reserves of high-grade, low-phosphorus hematite ore, there is mounting pressure to provide consistent mineralogical ore grade. Enhanced 3D characterisation and modelling are crucial to respond to these exigent requirements. To tackle this problem a revolutionary mine-based, imaging system (based on Visible Near Infrared û Short Wave Infrared reflectance spectroscopy û VNIR-SWIR) has been developed. This innovative, CSIRO-built prototype produces mineralogical maps that will have a major impact on ore grade characterisation. Australian iron ore companies will benefit immensely by pioneering this emerging and unique mining technology. The significance of VNIR-SWIR reflectance spectroscopy is well demonstrated with field portable spectrometers and airborne hyperspectral systems. At the mine-scale level, this newly developed imaging system will allow accurate and objective mineralogical mapping of mine faces and benches with very closely spaced sampling. These spectral mineral maps will improve deposit delineation and bring accurate and objective ore grade characterisation that will minimise drilling and enhance ore recovery. This will in turn lead to cost saving and better long-term block model planning. This system will also improve safety for mine geologists in providing mineralogical information at a distance, avoiding the need for any close contact with the mine face. The mine imaging concept is a logical response to the industry need for automatic and objective tools for sustainable and future mining practices.

This paper addresses the problem of prediction of grade variables over volumes (block estimation) for an autonomous mine. Resource estimation is usually concerned with the prediction of the quality of material over volumes (blocks in resource models). This problem is tackled by developing Bayesian block estimation with the Gaussian processes (GPs) framework. GPs are commonly used for nonparametric regression and classification and offer an elegant solution to deal with incomplete knowledge and information. A GP is defined by its mean and covariance function. The parameters of the covariance function can be learnt by maximising the marginal likelihood of the data. This offers a way of automating the covariance fitting process, while at the same time allowing for an assessment of how well the covariance function fits the data. Within the GP framework the calculation of the average grade over a volume can be performed using Bayesian quadrature, which treats an integral as a random variable. First, it is demonstrated that the block kriging equations in geostatistics are the same as Bayesian quadrature. Then, it is determined when closed form analytical solutions for the integrals are possible and quadrature approaches for approximations are briefly discussed.

A broker relies heavily on mineral valuations and independent experts' reports to provide the fundamental information, both technical and commercial, which provides the basis of estimating the sharemarket value of securities and underlying assets. It is important to appreciate the significant variance that can occur between the market value and other types of valuation at a particular point in time. In general, most experts' reports and valuations seek to provide estimates of technical/fundamental or ""fair"" value which correspond to the Corporations Law and accounting standards requirements. They do not usually attempt to estimate (stock) market values and it is usually and quite correctly the broker's task to estimate market values on the basis of a technical appraisal and consideration of all other commercial, market and financial influences. Therefore ideally, an independent experts' report or information memorandum will include material relating to commercial and management aspects of a company as well as detailed technical reviews and fundamental valuations. Wherever sensible cash flow projections can be made, cash flow-derived valuations, usually based on discounted cash flow (DCF) calculations, remain the preferred valuation methodology. Brokers in general would not argue with this preference. However, there is a paucity of examples of valuations where alternative methods are applied as a check on the reasonableness of a DCF-based estimate.

In a little over three years, Chevron Niugini has built up a team of relatively young, hard working men and women, mostly Papua New Guineans, who spend most of their working days out among people in the Southern Highlands and Gulf Provinces who are directly affected by the Kutubu Petroleum Development Project. These are Land and Community Relations officers, or LACROs. They take on a huge responsibility, not only representing Chevron but also being friend, advisor and negotiator, frequently dispensers of medicines, and agricultural advice and more. When things go well, others get the praise, when things go wrong, LACROs are the martyrs. Just as the geologists who locate the oil, the drillers who find it, the engineers who design the facilities, the construction gangs who build them, the landowners who claim it, and the Government who monitor it, so are the LACROs part of a team.

The old Trekelano mining area is situated in the Cloncurry Gold and Mineral Field 14 km east-south-east of Duchess. It connected with the main Cloncurry-Dajarra railway line by a private line from Juenburra, a distance of 10 km. The distance by rail from Townsville is 561 km. The area was first mentioned circa 1902 - 1903 when a very short report said, that a Tony Allis had taken a parcel of copper ore out of a mine which, he called æThe InheritedÆ. After that report, nothing further was printed until about 1906, when traces of copper were noticed on a wagon track going to Kiama Well. The Trekelano deposit did not outcrop, with the cap covered by about two metres of soil. The deposit was named after an early pastoral holding. The early prospectors were however disappointed by TrekelanoÆs low copper grades, approximately five per cent Cu. This is understandable when, in those days, about 25 per cent was the cut-off grade for mines in the district. Meanwhile, The Hampden Mining and Smelting Company were constructing a smelter to treat their sulphide ores at Kuradala that was replacing their high grade oxides ore. By about 1910, the Hampden Mining and Smelting Company was experiencing smelting problems, and needed suitable oxidised copper ore to blend with the Kuradala pyritic ore. Someone must have remembered the Trekelano low-grade oxides, resulting in agreement to mine and cart the ore to Duchess, from where it was railed to Hampden, as Kuradala was known at that time.

The Bureau of Mineral Resources (BMR) and the Queensland Mines Department are engaged in integrated regional- and deposit-scale studies in the Burdekin Falls-"Conway" area, about 100km southeast of Charters Towers (Fig. 1). The regional work augments recent mapping in the Mount Coolon area farther south (Hutton et al., in prep.). These studies are aimed at improving understanding of gold mineralisation and its geological setting in the Drurunond Basin and associated rocks. Knowledge of the regional stratigraphic- structural framework and setting of mineralisation has until now been based on investigations dating from the early to mid 1960's (mainly Bowen 1:250 000 Sheet; e.g. Paine et al., 1974; Wyatt et al., 1971), and on regional syntheses (Olgers, 1972; Levingston, 1981). Some recently explored epithermal gold occurrences in the region have been interpreted on the basis of this early work as being hosted by the Late Carboniferous Bulgonunna Volcanics. The objective of our field research was to refine the regional geology, paying particular attention to the Bulgonunna Volcanics. The results summarised here indicate that unnamed Devonian-Carboniferous volcanics (DCv) of the northern Drummond Basin and mid to late Palaeozoic granitoids are much more extensive, and the Bulgonunna Volcanics much less so, than was previously recognised.

On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

In order to develop the HF-free flotation reagent system, the main objective of this investigation was to study the possibility of separation of quartz from feldspar using non-ionic surfactants as the collector. The non-ionic surfactants used were polyoxyethyl cethyl ether (PECE) and polyethylene glycol monocethyl ether (PGME). The flotation behaviour of quartz and microcline with PECE and PGME was investigated. Each surfactant was a good selective collector for quartz with its recovery being influenced by pH and surfactant concentration. Quartz is floated favourably by both types of polyoxyethylene non-ionic surfactant whereas microcline was not so much. The floatability of quartz increases as the oxyethylene length of surfactants increases. Zeta potential measurements in the system of PGME/mineral were also carried out. It was determined that in the absence of PGME the points of zero charge for quartz and microcline should be approximately at pH 2.5 and 1.8, respectively. The addition of PGME to the system causes both minerals to become less negatively charged. Differences in the zeta potential value between quartz and microcline, in the presence of PGME, were detected. It can be suggested that the interaction of the oxyethylene group to the microcline surface should not be as strong as that to the quartz surface. In the mixed surfactant system of PGME and dodecylamine acetate (DAA), a small addition of DAA causes drastic enhancement of quartz flotation in the wide pH range of 1 ~ 10.
