The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

There are many compelling reasons why correct sampling schemes should be standard practice in the mining industry, yet there are numerous examples where poor sampling practices are known to exist in the business yet permitted to continue. It is not just technical issues that can be ascribed to the reasons for the continued use of incorrect methods. This paper proposes non-technical reasons why incorrect sampling practices continue, and identifies potential ways to overcome them.

Three principal features of the ore at Captain's Flat, New South Wales, tend to complicate concentration of the valuable minerals, these being:1. The ore occurs in three more or less separate bodies which vary in texture and mineral ratios. Mining of constant proportions of the three sections, or adequate blending of the ore, is not fully effective, and consequently the flotation section is subjected to feedof varying texture.2. The mineral association in the heavily pyritic ore is extremely intimate. Composite particles exist even at 20 micron sizeI, and probably finer.3. The copper content of the ore averages_about 0,6%, which is high enough to justify recovery of the chalcopyrite in a separate concentrate. A review of the metallurgical history of the mine shows that this feature has been the cause of the several major changes in flowsheet of the flotation section since the commencement of milling.METALLURGICAL HISTORYThe mine started production in January 1939, at the rate of 250 tons per day of sulphide ore, assaying 0·68% Cu, 6·52% Pb, 10·8% Zn, and about 1 dwt. A passive acoustic emission (AE) monitoring system has been developed and trialled on two M10000 IsaMillsTM. The analyser detects AE stress waves generated by grinding media impacts with the mill liner during mill operation. Locally propagating stress waves can be detected on the exterior liner surface using strategically mounted broadband accelerometers.The analyser has been developed into a robust commercial prototype system, and has been designed, installed and commissioned with Xstrata Technology at two mineral processing plants.A six-month field trial showed large-scale variation in AE power signature with process conditions. Analysis of the enveloped AE power output demonstrated a strong correlation with mill process conditions – more specifically grinding media relative loading, feed pulp density, feed volumetric flow rate and feed type.Placement of accelerometers along the length of the mill body provided key information on the grinding media relative deportment. Three soil cover test areas were constructed on waste rock backfilled into the Lichtenberg Pit, near Ronneburg Germany. A fourth, uncovered area was included as a control. Each test area measures 50 m by 65 m, and was constructed using full-scale equipment and construction practices. Extensive material sampling and testing was included as part of the construction. Devices were installed in each plot to monitor meteorology, infiltration, run-off, interflow, soil moisture, soil temperature, and soil pore gases. Boreholes were completed in each area and instrumented for temperature, pressure and pore gas sampling to a depth of approximately 60 m. Data from the monitoring instruments have been collected since July 2000, and have been comprehensively analysed and modelled on two occasions. The paper presents an overview of the test area design and instrumentation and the results of the two comprehensive data reviews. The reliability of the various monitoring methods is discussed and experience with several innovative methods is reviewed. The difficulties encountered in modelling the data set using common soil physical models are discussed.

During the period 1981 - 1991, Esso Australia and their Joint Venture partners have discovered about 180 MB of liquids (crude and condensate), 60 MB natural gas liquids and 800 - 1000 GCF of gas. A total of 48 wildcat wells were drilled including 12 new pool discoveries drilled from platform facilities. Significant discoveries include the West Tuna, Kipper, Blackback and Terakihi fields. These four discoveries, contribute to 75 per cent of the total reserves discovered in the last decade and were all high-risk plays. The Kipper discovery, in the pre-Latrobe Golden Beach Group top sealed by volcanics, and the Blackback-Terakihi discoveries, located on the present day continental slope in water depths ranging from 300-700 metres are both the result of successful drilling outside the traditional exploration bounds for the basin. During the last decade, Esso and its partners have spent about A$400M on wildcat exploration activity. The exploration success rate, excluding platform based drilling, has been 50 per cent for wildcat wells. On a technical front, the last decade has heralded substantial improvements in seismic data quality. Peak frequency content in seismic data at the Latrobe Group target levels is now double that of the early 1980s. Significant advances have also been made in our understanding of sequence stratigraphy, geochemistry and geohistory of the basin.

Reliable face support pressure is necessary for shield driven tunnels in cohesionless soils to prevent excessive ground movements. This paper presents experimental work on stability of a tunnel face using transparent soil models aiming to obtain magnitude of tunnel face minimum supporting pressure, failure pattern and extension of failed zone. A model tunnel was preinstalled in transparent soil which was supported at the face by means of water pressure. Tests were performed by reducing supporting pressure until collapse occurred. Model tests were sliced optically with laser sheet and images were captured for every decrement in tunnel supporting pressure. Later, these images were analysed by digital image correlation (DIC) and vector fi elds of incremental displacements were obtained. Values of minimum support pressures were given for different cover/diameter (C/D) ratios. Geometry of the failure zones depicted for different (C/D) values and appeared to be of chimney shape with a limited extension front of the face. A minimum support pressure was achieved with support pressures as low as 10 ± 1 per cent of the effective vertical stress at the tunnel axis. The stability of the tunnel face was related to the coefficient of active earth pressure with C/D ratio having a small effect on the magnitude of required pressure at collapse. In general, results of the study were in agreement with current knowledge of full-scale situations.

Block modelling is a well-established method for modelling ore reserves as a basis for strategic mine planning and mine development. Off-Earth mining, particularly of asteroids, can benefit from block models; however, the significantly different characteristics of asteroids and their methods of mining require reconsideration of the geometry and annotations of block models. Terrestrial block models consist of rectangular prisms within Euclidean coordinate systems. Their labels and parameters typically include location within a mine-specific coordinate system, x, y and z dimensions, specific gravity, hardness, grades of metals of interest and so on.These data provide an input to mine design and strategic mine planning. Mining asteroids may require different coordinate systems (eg spherical, elliptical or cylindrical, rather that Euclidean) and attributes that vary from Earth-based block models. These include: variable gravitational vectors throughout the block modelrotational moment or accelerationrotation rates. Materials within asteroids may show different isotopic compositions. Asteroid mining has the unique characteristic of a mine being identical with an asteroid. The position of the asteroid/mine in space and its full orbital elements provide critical inputs to mission design and costing. Hence, the block model concept needs to be extended with this metadata. The orbital position and behaviour of the Earth must be included for active mine planning, and increasing automation of mine planning and operations needs to consider terrestrial weather and telecommunications infrastructure. Financial planning requires analysis of the net present value of extraterrestrial mining compared with terrestrial alternatives, so a fully automated mining enterprise should integrate terrestrial and extraterrestrial block models at different scales and resolutions. The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. The flow of information, and consequently the decision-making along the chain of mining from exploration to beneficiation, typically occurs in a discontinuous fashion over long timespans. In addition, due to the uncertain nature of the knowledge about deposits and the inherent spatial distribution of material characteristics, actual production performance in terms of produced ore grades and quantity and extraction process efficiency often deviate from expectations. Reconciliation exercises to adjust mineral reserve models and planning assumptions are performed with timely lags of weeks, months or even years.With the development of modern information and communication technology over the last decade, a flood of data about different aspects of the production process is available in a real-time manner. For example, sensor technology enables online characterisation of geochemical, mineralogical and physical material characteristics on conveyor belts or at working faces. The ability to utilise this additional information and feed it back into reserve block models and planning assumptions opens up new opportunities to continuously control the decisions made in production planning to increase resource recovery and process efficiency. This leads to a change in paradigm from a discontinuous method to near real-time reserve reconciliation and model updating, which calls for suitable modelling and optimisation methodologies to quantify prior knowledge in the reserve model, process and integrate information from different sensor sources, back propagate the gain in information into reserve models and efficiently optimise operational decisions in real-time.This paper introduces the concept of an integrated closed-loop framework for real-time reserve management, incorporating sensor-based material characterisation, geostatistical modelling under uncertainty, modern data assimilation methods for sequential model updating and mining system simulation and optimisation. A proper economic analysis of pit slope design must reflect the trade-off between the benefits and the increased risks of slope fail- ure inherent in steeper slope angles. However, no formal framework for a proper analysis existed to date. This paper describes the results of the past four years' effort in which a formal eco- nomic analysis framework was developed and tested through a case study. This framework, in essence, consists of the availability of tested procedures and com- puter programs. The procedures as well as the programs are divided into two broad functional categories; (1) the first category related to assessing the economic benefits and costs associated with various pit slope angles and (2) the second category that determines the overall financial impact which the assessed benefits and costs exert to the mine operator's overall economic stature.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

This paper describes the current and finished design work which has been performed for shallow rock station caverns for New York CityÆs first new subway construction in 60 years. A new robust, sophisticated, design procedure has been developed for two up to 30 m wide caverns, with overburden of less then 12 m, and rock cover to span ratios (C/S) in the order of 0.25. The design is based on empirical input parameters like the Q-value, rock mass rating (RMR) values, rock mass class after Cording (1984), cover to span ratios, which have been validated by the use of structural computer models as well as two- and three-dimensional numerical discontinuum models. The design approach is a staged approach using first principles, empirical models and non-linear FEM and DEM models. In addition, the paper describes the factors and circumstances why shallow caverns have been selected instead of cut-and-cover structures and why all the underground station structures have been developed as drained structures.

At Bulong, the mineralised (>0.8 per cent nickel) ore exists within numerous lithologies, which can and do occur coincidently. It is very important to discriminate between the different host units for estimation purposes, stockpiling and scheduling. This allocation of host unit has relied upon visual interpretation by the geologist recording the information, which can be very subjective by its nature. By using quantified constraints, such as assayed magnesium oxide and iron, the subjectivity of describing the host material of nickel laterite ore is reduced. The constraints permit consistent identification of the various host units, which improves the confidence in the overall estimation and scheduling of the ore.

BHP has recently constructed a Hot Briquetted Iron Plant at Port Hedland in the Pilbara region of Western Australia. Supply of iron ore fines to the plant is by conveyor from the companyÆs existing Nelson Point stockyards. The conveyor passes under Port Hedland harbour in a concrete segmentally lined tunnel, approximately 1030 m long and with a 5.1 m external diameter. The tunnel was constructed by a Tunnel Boring Machine (TBM) which both excavated the ground and erected the tunnel lining. The tunnel was bored between cut and cover in situ concrete portal structures, the TBM being launched from the Finucane Island side towards Port Hedland town. The alignment required lengthy gradients of 1:6 on either side of the harbourÆs dredged channel, under which the tunnel is bored with a minimum clearance of 8 m.The tunnel is fitted-out with:1800 mm belt conveyor capable of 10 000 tph;walkway along which a specially designed inspection/ maintenance vehicle can run; andtunnel services including power, light, fire detection and suppression communications, water mains for wash down and sumps and pumps for drainage.This paper gives a general overview of the design and construct contract, important aspects of the design and the construction process itself.

Failings di,posal presents many challenges at metal mines in Peru where the extreme relief yields very little useable land area. These challenges are amplified by other hazards such as the high seismic environment, high rainfall, and frequent debris torrents down the steep hillsides. As a result many mining operations have resorted to in-river disposal of mill tailings. This paper presents a case history of one underground metal mine located in the high Andes mountains of Peru where in-river disposal of tailings has been used for some 30 years. The paper outlines a comprehensive engineering study that was aimed at increasing the utilisation of tailings disposal underground. The scope of this study included modifications to the grinding and flotation circuits to produce a high sulphide and low sulphide tailings for underground and surface disposal respectively: mapping and cataloguing of abandoned stopes for hackfilling: modifications to the existing backfill system to improve icliahility and throughput, and a preliminary evaluation of alternatives Such as silicated and paste fills.

The 1100 orebody is a massive copper sul- phide orebody which contains a major portion of the Isa Mine copper ore reserves of 130 million tonnes at 3.2%. The underground mining of a deposit as large as the 1100 orebody is technologically a complex operation as extraction strategies have to be evaluated with reference to 1. rock mechanics considerations, 2. safety and environmental standards, 3. production and operating require- ments and 4. metal recovery and costs. The mining philosophy in the orebody has undergone considerable change over the past five years as a result of experience and improved technology. At this stage, primary stopes are extracted by high rise sublevel open stoping and pillars by slot and mass blast drawn either under rock fill or as an open Stope.

Many projects fail because project performance in unfavourable economic conditions was not anticipated at the investment decision stage. This type of failure may have been avoided through the selection of a strategy that enables the project to perform well under a range of possible future economic conditions (a ærobustÆ strategy); rather than an æoptimalÆ strategy for expected future conditions that will never eventuate. This paper describes a method of rapidly generating mine plans for a number of project strategies, and then evaluating it against a representative range of equally likely economic conditions. The key performance indicators derived for each strategy are the mean value and the distribution of values (variance). A prudent investor will identify prospective strategies not only on the merit of highest mean values (as a proxy for economic reward), but also on the probability of not meeting specified investment hurdles (a proxy for risk). A robust strategy will achieve its financial objective even under adverse economic variations. This paper focuses on the effect of commodity price uncertainty; particularly around the choice of mining and processing capacity levels. Results from enumerating 2000 prices scenarios against 63 strategy combinations show how processing and mining capacity can be manipulated to manage the risk-reward trade-off.

Why is it so difficult? Why are there differences throughout the resources industry in how reconciliation factors are reported and calculated? Why is there no standard formula to use? These are common questions asked when mining companies try to compare reconciliation results across operations or attempt to undertake internal or corporate governance reporting processes. For many mining companies the calculation of reconciliation factors is often a very time and resource intensive part of mandatory reconciliation reporting. Some major mining companies, that move millions of tonnes of material per annum, dedicate full time resources to the calculation of reconciliation factors. The willingness of these companies to set aside resources demonstrates the value that operations place on good reconciliation reporting. Reconciliation is about measuring the variance between two like measures at different points along the mining sequence. It can be undertaken between predictive models, forecast plans and actual measured performance. Calculations are used to derive a variance between two sections within the mining sequence, with the result being commonly known in the resources industry as a æfactorÆ. Mining companies use the calculation of reconciliation factors as key performance indices (KPIs) to provide a æhealth checkÆ of their operation, with variances often pointing to issues either with the accuracy of the original estimate or the quality of the measurement being used in the comparison. There are many reconciliation factors that can be calculated and reported. This paper will set out, clarify and provide a recommended standard means of calculating each specific factor that, where adopted by a company, will ensure compliance with the international reporting codes, such as JORC. Using case studies from Rio Tinto Group (Rio Tinto) and BHP Billiton Mitsubishi Alliance (æBMAÆ), and the authors experience across a wide range of mine sites, the outline of a generic solution for tracking a parcel of material from the pit through to the port along with appropriate reconciliation factors is provided. The intention of proposing standardised reconciliation factor terminology and methodology is to provide the foundations of a system to enable communication and comparison across different commodities, companies and mines sites.
