This paper demonstrates an application of a recently developed Risk-Cost-Benefit (RCB) Framework to environmental risk management in the mining industry. The environmental application of the RCB Framework as part of an ACARP project (Kizil, Bye and Joy, 2012) involved a thorough selection process with site visits and in-depth discussions with the case study siteÆs environmental management team. Under their guidance, the highest risk of environmental impact at the case study site was identified as æroad subsidenceÆ at the time when the project work was undertaken. This paper presents the unique application of the RCB Framework to examine the risk of mining-induced subsidence and its impact on one of AustraliaÆs busiest highways, with a traffic volume of 38 000 vehicles per day (NSW RTA AADT, 2008). The RCB Framework was employed to assess the optimum group of controls for road subsidence risk management to ensure highway availability while mining occurs. Whilst this paper focuses on road subsidence, the methodology employed can be directly applied to other environmental concerns including preparation for mine closure, rehabilitation planning and waste management. The RCB Framework incorporates mathematical modules which were developed to enable complex yet tightly integrated RCB calculations. The process integrates the risk-control effectiveness assessment to determine that the selected safety initiative is financially beneficial to the mine site and company. This concept has been applied to a number of high-risk mining areas targeting safety, productivity and environmental issues. This paper introduces the five-staged RCB Framework, incorporating the RCB tools RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control-Effectiveness Method), and demonstrates its practical application to the risk management of a road subsidence case study. The case study looks at potential pavement damages, in particular, the occurrence of pavement stepping on the surface of the highway as a result of vertical subsidence. This type of road damage was previously experienced at another major inter-city route while underground mining occurred in the region where the case study site is located. The RCB Framework has been successfully applied to the analysis of the road subsidence case study and determined the risk reduction and financial benefits of implementing a range of risk-controls. User-friendly RCB Charts to provide an aid for decision-making were produced. The value of using the RCB charts to achieve balance between risk, cost and productivity in the decision-making process for risk management has been explained. The case study determined that pavement slots and fibre-optic cable monitoring were relatively low-cost and effective controls applied in the mining industry for the first time at a global level.This paper supports the industryÆs ongoing efforts to manage risk to ALARP (as low as reasonably practicable) and achieve æzero harmÆ by providing a new Framework to more effectively establish the adequacy of controls.CITATION:Kizil, G V, Bye, A and Joy, J, 2012. The Ernest Henry Mine is a copper-gold open pit operation situated in northwest Queensland, Australia. It is owned and operated by Xstrata Copper, with a current throughput of 11 Mtpa, however, open pit operations are scheduled to cease in mid 2011. The deposit dips approximately 45º and extends for at least another 400 m vertically below the final 530 m deep pit design.Construction and development of a sublevel caving (SLC) operation beneath the open pit was approved in December 2009. The feasibility design requires 39 km of development to be completed prior to production, which will commence in the fourth quarter of 2011. Initial ore production will be trucked and will increase to 3 Mtpa by the end of 2012, after which a hoisting shaft will be used. Ore production will then increase to 5 Mtpa in 2013 and ultimately to 6 Mtpa in 2016.Two 3000 kilo watt of refrigeration (kW(R)) modular refrigeration plants will be installed, as well as two 1600 kW mixed-flow fans capable of a combined flow rate of 780 m3/s at a total pressure loss across the mine of 2000 Pa. The main fans will be installed underground and will exhaust into the base of the pit.The following challenges were faced in the development of the ventilation and refrigeration network:•a relatively steep geothermal gradient,•tropical ambient conditions,•working under a wide pit shell, and•a large underground trucking fleet prior to shaft commissioning.A considerable number of ventilation studies were conducted with later studies extensively using Ventsim Visual™ mine ventilation software to complete the design process of the ventilation and refrigeration networks, including the comparison of several alternative designs. The paper focuses on design challenges prior to the commissioning of the hoisting shaft, and discusses resistance optimisation and occupational hygiene-related design parameters, such as heat and diesel emissions, production level ventilation, main fan selection and location, and refrigeration requirements.

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northern New Zealand region. The timelspace distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15 Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.

In Japan, a small-diameter tunnel boring machine (TBM) of diameter 2.6 m applicable to a wide range of geology from hard rock to soft strata was developed with the purpose of reducing construction costs of headrace tunnels for small hydroelectric power stations. And in 1983, a demonstration test was carried out in the No. 1 headrace tunnel work of Hayakido Hydroelectric Power Station. The principal achievements in executing work are the following: (1) Although this TBM was a demonstration test unit, excavation advances averaged more than 200 m/month and exceeded the average 150 m/month with a conventional method. (2) According to PS velocity surveys after tunnel excavation the zone of loosening due to the TBM method was small enough to be ignored and was approximately one-half compared with conventional methods in rock of the same evaluation.

The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

Water recovery from tailings for reuse in mineral processing is essential to operation of mines in the Atacama Desert of Chile. With annual rainfall of 5 mm, the prudent and efficient use of available water resources is a major issue for the Escondida Mine and other mines in the area. The Escondida Mine is located at an altitude of 3100 m, in a very arid, seismically active part of the Atacama Desert of northern Chile. The site is located about 170 km from the coastal city of Antofagasta. From 1994 to 2002, tailings were discharged into the Hamburgo Tailings Facility, which comprises a series of æpaddiesÆ located near the open pit and mill. Because water in the region is only obtainable from groundwater sources, the paddy system incorporated a number of design features with the aim to maximise water recovery from the tailings. As part of the recent mill expansion to 237 500 metric tonnes per day, a new tailings facility, the Laguna Seca Tailings Facility, projected to be one of the largest tailings facilities in the world, was commissioned in 2002. Extensive studies were conducted for the design of the new facility to predict water recovery from the conventional wet disposal of tailings. The predictions were calibrated against the performance of the Hamburgo Tailings Facility and subsequently re-calibrated against actual performance during the first year of operation at the Laguna Seca Tailings Facility. Initial operation of the Laguna Seca Facility was marked by a coincidental change in tailings characteristics from design, which highlighted the need for thoroughly understanding tailings behaviour during deposition, and the parameters and deposition techniques that could enhance water recovery. Systems have been put in place to manage the tailings deposition and respond to changes in key parameters such that water recovery targets can be reliably achieved. This paper describes the background studies that were conducted to evaluate evaporation and tailings behaviour, summarises the water balance and then presents some observations from the commissioning and start-up of the facility.

Remedial options for a waste rock dump (WRD) were considered as part of closure planning studies at an active mine in Western Australia. To minimise the impact of any seepage from the landform it was determined that placement cover system utilising the moisture ‘store-and-release’ concept was appropriate. The purpose of the cover system was to:•Reduce net infiltration of meteoric water to attenuate peak concentrations for contaminants of concern in natural receptors to levels that can be assimilated without adverse impact to the surrounding ecosystem; •Provide a growth medium for establishment of a sustainable vegetation canopy; and •Improve current quality of surface water runoff from waste storage areas.The project comprised several phases of work: materials characterisation, numerical soil-plant-atmosphere (SPA) modelling and finally cover system construction and monitoring equipment installation.CITATION:Barritt, R, 2018. "The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. "Copper-ammonia-thiosulfate?leaching of gold has been researched for several decades as a potential alternative to cyanidation. However, this technology has not yet been applied commercially due to many challenges such as complex solution chemistry, reagent degradation and losses, system instability with losses of precious metals and difficulties in gold recovery from the leachate. Progress has been made at CSIRO in tackling some of these challenges including:better understanding and control of the leach conditions to minimise reagent losses whilst maximising gold recovery use of strong base ion exchange resins to recover the gold strategies to deal with polythionates that adsorb competitively with gold on ion exchange resins development and evaluation of process flow sheets.As a result there has been increased interest from the gold industry and renewed activities to develop thiosulfate based processes for gold recovery. One application area, which has been developed to the point of piloting, is the treatment of gravity gold concentrates using a copper-ammonia-thiosulfate leach with ion exchange recovery of the gold thiosulfate. Despite the recognised importance of tailings management, there remain little data on the potential benefits of biological treatments compared with physical and chemical treatments. The operation of the majority of tailings storage facilities (TSFs) continues to employ mainly physical solutions, such as sub-aerial tailings slurry deposition, with increasing adoption of thickening, paste and filtration to dewater the tailings involving the addition of chemicals such as flocculants and coagulants. However, with tailings production continuing to escalate rapidly due to the increasing demand for commodities and reducing ore grades, available technologies have not demonstrated cost-effective performance at high tailings production rates. This paper examines the emerging role of bacteria to better manage tailings, reducing risks and optimising storage capacity. Bacteria have the potential to enhance tailings dewatering, maintain their permeability, delay the onset of desiccation cracking, and improve their shear strength. Bacteria-treated tailings may be suitable for use as construction materials. Bacteria also have potential in limiting the dusting of tailings and facilitating rehabilitation on closure. The paper describes a series of laboratory involving the addition of harmless bacteria to a range of tailings. The bacteria form a compact material called calcite (a common and stable form of calcium carbonate), which immobilises the tailings particles, releases water, and cements the tailings in a stable and natural matrix. The water released can be recovered or evaporated, depending on site objectives. The bacterial reactions are linked to physical and chemical processes, providing the potential for an optimal mix of technologies for particular tailings and site conditions.CITATION:Cifuentes, H and Williams, D J, 2018. Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. "In the civil tunnelling field, the use of tunnel boring machines (TBM) has now overtaken the use of conventional excavation methods (drill and blast / roadheader). This is due to a number of reasons, including the increasing availability and reliability of TBMs, the ability to deal with a wider range of face conditions, and the reduced excavation cost that TBMs can bring.Mining companies have spearheaded the advances in shaft boring by mechanised means, both in blind and raise boring. However, mining companies have been slower to adopt mechanised tunnelling.When contrasted with a conventional mining contract, there are good reasons why TBMs in mining applications are relatively rare. A conventional decline contract may have very little geotechnical information. The decline alignment can be subject to change as the tunnelling progresses. The infrastructure requirements are less for a conventional decline, and the sunk cost prior to excavation commencing is lower. Contract documents can be very simple.The history of TBM use in mining is reviewed and lessons are described. From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.We believe that despite the additional requirements for TBM declines, the cost and time advantage to mining companies is very attractive. Mine planning is the backbone of all mining enterprises and determines the profitability or otherwise of any mining investment. Providing high quality ore and tailings containment at the right time are the main drivers in oil sands mining. Recent environmental and regulatory requirements also makes waste management an integral part of mine planning in the oil sands industry (Directive 074). Due to the limitation of lease area, the pit phase advancement in oil sands mining is carried out simultaneously with the construction of tailings dykes in the mined out areas of the pit. These in-pit dykes are constructed to hold tailings that are produced during the processing of the oil sands ore after an initial external tailings facility. Most of the materials used in constructing these in-pit and ex-pit dykes come from the oil sands mining operation, making it necessary to have a plan for supplying the dyke material. The research problem here is categorised as: determining the order of extraction of ore, dyke material and waste to be removed from a predefined ultimate pit limit over the mine life that maximises the net present value of the operation û a strategic schedule; anddetermining the destination of dyke material that minimises construction cost depending on the construction requirements of the various dykes as per their designs û an operational schedule. There has been developed, implemented and verified a theoretical optimisation framework based on mixed integer goal programming (MIGP) to address the oil sands long-term production scheduling and waste management problem. The research introduced the development of multiple material types and multiple destination optimisation techniques using MIGP in the context of mine planning. This study presents an integration of mixed integer programming and goal programming in solving large-scale mine planning optimisation problems using clustering and pushback techniques.

"Approximately 32 per cent of the worldÆs total gold production has come from greenstone belts (Frimmel, 2008). In these regions numerous small to large, quartz vein-associated gold deposits are hosted in metamorphic rocks ranging from lower greenschist to granulite facies. Historical exploration has focused its efforts on rocks of greenschist to lower amphibolite facies because these seem to contain the most deposits. Consequently, these regions are now reaching mature brownfield status, particularly in developed nations, and finding new deposits is becoming progressively more difficult. In comparison, regions of similar tectonic setting, but instead containing high-grade metamorphic rocks of mid-amphibolite to granulite facies, have received little attention because the first explorers found fewer deposits there.However, these regions certainly do contain some very significant gold deposits such as Hemlo in Canada (~684 t Au), Renco in Zimbabwe (~31 t Au mined since 1980), the very profitable Challenger deposit in South Australia (~36 t Au; recovered + reserve + resource), and the most recently discovered Tropicana deposit in Western Australia (~182 t Au; reserve + resource). High-grade metamorphic terrains therefore offer explorationists an excellent opportunity to move onto relatively green fields within developed nations, which carry less risk associated with development. However, explorationists have comparatively little knowledge of the geological controls on gold distribution in high-grade terranes because: industry experience lies in traditional lode-style gold deposits these gold deposits are geologically more complex there has simply been minimal research conducted on these deposits as a holistic group.Furthermore, research conducted in the last five years has shown us that the previous widely accepted model for gold genesis in these terranes, the crustal continuum model, is incorrect. Here, I discuss features from several gold deposits hosted in high-grade metamorphic rocks and use these to define two categories for explorationists to consider: deposits that formed prior to peak metamorphism (metamorphosed gold deposits) deposits that formed well after peak metamorphism (post-metamorphic gold deposits). Lime-based neutralisation has long been the remediation treatment of choice for acidic mine pit waters. While suited to the attenuation of acidity, lime-based neutralisation may be difficult to implement efficiently due to variation in quality and the partial loss of neutralisation efficiency due to armouring. Large volumes of gypsum-bearing sludge may also require mechanical dewatering and transfer to final voids prior to resumption of in-pit mining or closure. Thus, operational costs may be substantially higher than primary neutralisation alone. Lime production also results in large greenhouse gas (CO2) emissions.Hydrotalcites (HT) are a class of Mg-Al layered double hydroxide minerals with the composition Mg6Al2(CO3 )(OH)16.4H2O. A range of other divalent and trivalent cations may also readily substitute for Mg (eg Cu, Ni, Pb, Zn), Al (eg Fe, La, Ce) and metalloids/oxyanions (SeO42-, AsO43 -/CrO42 -, MnO4-) for CO3 into the hydrotalcite structure. A common feature of acid mine pit waters, often overlooked in assessment of potential remediation options, is the frequent predominance of divalent and trivalent cations as a consequence of partial decomposition of both ore and gangue minerals during in-pit wall rock leaching. Thus, given the presence of substantial divalent and trivalent cations in acidic mine pit waters, an opportunity exists to exploit and in effect work harmoniously with the prevailing pit water composition to form a polymetallic hydrotalcite.The utility of hydrotalcites in the remediation of acidic mine pit waters lies in their ability to incorporate a wide range of contaminants; instantaneous formation, often in a single step; simple post-treatment solute composition; rapid settling; low sludge volume; and the potential to form ore-grade precipitates potentially amendable to reprocessing to (partially) recover remediation costs. The Sons of Gwalia Mine in Western Australia is situated about 140 miles north from Kalgoorlie in arid country, where supplies of fresh water are difficult to obtain.Mine salt water is used throughout the treatment plant, whilst fresh water for domestic, boiler, and power purposes is pumped from a number of shallow outlying wells. The waters from all wells are constant in character, although they vary in the quantities of salts contained.An average sample of mixed waters gave the following analysis (Gr. per gal.):Sodium chloride 70.82Magnesium chloride 33.03Calcium chloride 26.98Calcium carbonate .. 11.57Calcium sulphate 22.71Iron oxide and alumina 2.10Silica and insoluble 4.58When this water is used in the boilers in its natural state it is scale-forming and intensely corrosive.

This paper outlines the rationale for the location of the crusher, geotechnical analysis and basis of ground support design, design and scheduling of the chamber and supporting excavations as well as the operational outcomes and lessons learned. Contributions from mining operations, planning, geotechnical and infrastructure teams enabled the Crusher Station One excavation to be completed on schedule, with opportunities taken for underground mining and infrastructure to work safely in parallel to deliver crusher station infrastructure on schedule. Installation of crusher infrastructure was ongoing at the time of writing.

The Broken Hill deposit is located in Australia in the far western region of New South Wales. The deposit was found in 1883 and has been mined continuously since its discovery. It is considered the largest lead, zinc, silver deposit that has been discovered in the world and originally contained around 340 Mt of ore at a grade of around 12 per cent lead, ten per cent zinc and 150 g/t silver. The material remaining in the deposit represents only a fraction (perhaps ten per cent) of the original resource. Several of the world’s largest mining companies can trace their origins to the Broken Hill Field. The remaining resources on the CML7 consist of two large lower grade resource lodes that have not been subject to mining, some scattered areas of zinc lode material and the pillars and remnants of the main lead lodes.The deposit occurs in metamorphic rocks of the Broken Hill Group a division of the Willyama Super Group contained within the Curnamona Craton. The Broken Hill Group rocks have undergone multiple phases of deformation. Metamorphism is granulite grade with major shears cutting through the deposit having been retrogressed to mica schists. The deposit lies in an antiform associated with the second phase of deformation.The resultant proposed mine is situated on Consolidated Mining Lease 7 (CML 7) which occupies a strike length of 3.6 km in the central part of the 7.8 km long footprint of the orebody. Underground mining on CML7 ceased in 1975 with surface mining of silver chlorides in the weathered zone continuing until 1991. CBH Resources has been continually working to define and evaluate the remaining resource since 2002. This work has included four surface drilling programs, two underground drilling programs, an exploration decline, enormous amounts of compilation of historical data and detailed three- dimensional (3D) modelling of historical mining and the resource lodes. It is currently planned to commence production at the Rasp Mine in late 2011. The operations will produce from previously unmined lodes and from remnants and pillars.This paper primarily aims to encapsulate the processes involved from information acquisition through to resource estimation and also to highlight some of the challenges encountered and the specific techniques and practices used to overcome them. Many of the experiences at Broken Hill are applicable to all brown field sites.

Paste backfill has been adopted by many underground mines in North America and a growing number elsewhere. Paste offers a number of advantages. This paper suggests wider applications of paste technology to surface tailings disposal and water management. Advantages include improved overall stability, potentially easier permitting, smaller water inventory and earlier reclamation. It may be feasible to use the same plant to prepare backfill and to dispose of surplus tailings. Example cost models are given to illustrate potential applications.
