Grade control systems within Rio Tinto Iron Ore have proven to be robust, when mining full benches. The Hope Downs 1 operation hosting two Marra Mamba Iron Formation deposits (North and South Deposits) presents a new challenge, where increased mining selectivity due to moderately plunging N-verging folds has made flitch mining necessary in the South Deposit. Poor flitch blasthole sample duplicate results in South Deposit over a 12 month period, compared to North Deposit, have highlighted concerns with grade predictions. In contrast a new grade control methodology (grade splitting) was proposed to alleviate blasthole sampling bias, utilising geological mapping and mineralogical logging, currently practised throughout Rio Tinto Iron Ore Pilbara operations, to estimate theoretical grades for each flitch from a single blast cone assay. To assess this method, reverse circulation holes (RC) were twinned to blastholes establishing an ‘actual’ grade. These blastholes were assayed using current flitch sampling techniques where: flitch positions were estimated, flitch positions were marked with paint, and a full cone sample was taken for ‘grade splitting’. Using these data sets multiple grade predictions were produced, then analysed using Half Absolute Relative Difference (HARD) statistical analysis. In addition to testing these grade control methodologies two other findings were ascertained: an inherent bias in blasthole assays exists particularly in the top flitch, where an average absolute difference of 0.6 per cent in SiO2 and 0.42 per cent Al2O3 was measured; and assays derived where kaolin rich soft shales are intersected were less representative. This is likely to be due to these materials not being properly represented in blast cones. Grade splitting accurately estimated block chemistry, except for a slight under-prediction in Al2O3 and P compared to current grade control methodologies. This method is a viable alternative where grade distribution is stratigraphically controlled.

In Canada the federal government's Mining Research Laboratory at EIIiot Lake, Ontario, has been using two aerosol counters to aid its investigations. Specific studies with the units include: a) evaluating total and elemental size efficiencies of dust filtration units: b) characterizing the dust particulate cloud from different mining operations: and c) determining dust transportation characteristics.

Northparkes is located 27 km north of the township of Parkes in central New South Wales, Australia. The operations consist of underground block cave mines and an ore processing plant, which produces high-grade copper and gold concentrate. Production is currently sourced from the E48 Lift 1 block cave mine and open cut stockpiles. Mining commenced at Northparkes in 1994 as an open cut operation. Underground block cave mining began in 1997. Northparkes was the first mine in Australia to use the highly efficient block cave mining method, which relies on gravity and natural rock stresses to fragment and recover the ore.The E48 extraction level is located approximately 581 m below surface and consists of ten extraction drives and 214 drawpoints. Several stress measurements carried out at various levels in both E26 and E48 indicated a low underground regional stress environment and a low to moderate stress state in the E48 orebody. The E48 block used a post undercut strategy that was initiated in 2009, with production commencing in September 2010 and cave-through to the surface occurring approximately four months later in January 2011. Changes to the cut-off grade and fixed prices meant that Northparkes was able to develop an additional two drives to the north of the existing cave and one additional drive to the south. Modelling of the cavability of the additional drives indicated that the cave would not readily propagate to sufficient height of draw to mobilise the ore and tended to arch over to the existing cave shape. Based on modelling and a desire to reduce the risk of the project, preconditioning was adopted. Along with the requirement of safely hydrofracturing an active cave, a measure of the success of the preconditioning was desired. High Voltage Pulse (HVP) technology is a novel process that could potentially be the step-change needed in ore processability in the mining industry. The propensity of high voltage pulses towards mineral-enriched ore particles during treatment makes this technology selective and has the potential to enable ore pre-concentration by size separation. In this study, the potential for pre-concentration of a low grade copper-gold ore sample subjected to HVP pretreatment is investigated and compared to that achievable after mechanical breakage in JKMRC’s rotary breakage tester (JKRBT). The data show that a better pre-concentration result can be achieved after HVP processing than conventional breakage. The gold pre-concentration potential is much better than that observed for copper. 4D HVP pre-concentration characteristic curves were produced to assess the metallurgical performance possible as a function of energy input. The case study shows that when targeting a nominal metal recovery of 90 per cent for gold, the HVP pre-concentration technique can split the low grade ore (0.9 ppm gold and 0.28 per cent copper in the feed size 26.5-37.5 mm) into two components – a low grade oversize material (0.3 ppm gold and 0.15 per cent copper) and a high grade undersize material (1.0 ppm gold and 0.3 per cent copper). The mass split to the low grade is 23 per cent. Under this mass split scenario, gold recovery to screen undersize is 90 per cent and copper recovery is 85 per cent. The HVP treatment of this feed size requires a specific energy (spark) of 2.8 kWh/t.There is further research that would be required before industrial uptake of the HVP pre-concentration technology would be possible. Controls on environmental loading from acid rock drainage (ARD) are not well understood in waste rock material. In particular, relationships between subsurface flow and the timing, duration, and intensity of leaching of metals and acidity from waste rock dumps remain ill defined. This study investigates field-scale relationships between subsurface flow processes and geochemical processes in unsaturated waste rock. A 12-metre tall, unsaturated waste rock pile, constructed in 1994, was deconstructed and sampled at Key Lake, Saskatchewan, Canada, during the summer of 2000. A detailed sampling methodology was developed to characterise physical and chemical properties of waste rock material within the waste rock pile. Physical properties were characterised by measuring soil-water suction, volumetric water content, and grain-size distribution at 60 random locations within the pile and grain-size distribution at 20 grid locations within the pile. Attempts to develop a field-based soil water characteristic curve from physical field-data failed due to spatial variability and hysteresis of waste rock properties. As a result, grain-size distribution was used as a relative measure of subsurface flow. Paste pH, pore-water geochemistry, mineralogy, and water-soluble extraction results were used to characterise geochemical processes and sulfide oxidation at each of the 20 grid locations. Geochemical characterisation results demonstrated the preferential weathering of marcasite relative to pyrite and chalcopyrite. Dolomite was the main buffering carbonate mineral. Gyspum, jarosite and iron oxyhydroxides were the main secondary minerals. Pore-waters contained up to 800, 11.7, and 6 mMolar (78 000, 690, 1400 mg/L, respectively) of sulfate, nickel, and uranium, respectively, suggesting significant weathering has occurred. Measures of weathering indicators show no discernable correlation with grain-size distribution nor do they show any spatial relationship within the sampled grid. Reasons for this may include limited duration of waste rock exposure to weathering and development of fluid flow-paths, and limitations of characterisation methods used. Indeed, six years may not be long enough for weathering patterns to develop due to fluid flow-paths in this unsaturated waste rock pile.

Blasting operations in open cut mines results in airblast, ground vibration and rock movement with the potential for wild flyrock. In some mines there is a trend towards blasting closer to established infrastructure as extraction boundaries alter with increased resource prices and changed economic circumstances. Mine infrastructure in close proximity to blasting has the potential to be damaged by ground vibration and wild flyrock especially. To provide guidance for the determination of appropriate buffer distances and blast specifications, this paper describes methodologies that may be used to determine the potential for damage to infrastructure by predicting:dynamic blast;near field ground vibration levels;dynamic blast strains induced in infrastructure by consideration of ground vibration,ground strain and response amplification;potential for damage by comparing induced strains with allowable working strainsfrom structure design codes and serviceability requirements; andflyrock throw distances based on models developed from flyrock investigations.This report demonstrates the use of strain prediction methodologies developed during Australian Coal Association Research Programme (ACARP) Project C14057 for infrastructure such as conveyor belts, transmission poles and towers, buildings and bridges.

"This paper discusses a method to build a calibrated comminution circuit model, using historic operating data and blend information that is useful for forecasting and optimising plant performance, as well as evaluating expansion opportunities. A preferred method for building a calibrated power-based comminution model is discussed and justified based on two case studies, offering low-cost and effective strategies to utilise existing information for the maximum possible benefit.The first example is the Lefa Gold Mine located in Guinea, West Africa operating a semi-autogenous grinding (SAG) and ball milling circuit with recycle crushing (SABC). Daily blend information and operating data was utilised to build and calibrate a power-based model of the comminution circuit. The least squares regression method was used to solve the SAG mill specific energy requirement and the operating work index (Wio) for each individual ore type. The calibrated model was used to evaluate expansion strategies to sustain throughput at higher proportions of fresh ore based on the proposed life-of-mine schedule.The second example is the Ok Tedi Copper-Gold Mine in Papua New Guinea operating a SAG and ball milling circuit (SAB). The circuit limitation would often shift between the SAG mill and the ball mill due to variable ore characteristics and feed blend. Typical SAG mill relief strategies, such as recycle crushing or secondary crushing, required significant capital expenditure and the potential throughput benefit would vary depending on ore type, making economic justification difficult. Daily blend information and operating data was used to build and calibrate a power-based model of the comminution circuit to identify ore types that might benefit from higher blast intensities to increase fines content, thus relieving the SAG mill limitation and increasing overall throughput without a major capital investment.Citation:Zawadski, A L and Putland, B G, 2016. A short term tyre study of trucks operating in a multiple pit surface coal mine showed significant potential for cost savings. The tyre study, conducted on-site over a three months period covered a mixed fleet of 18 trucks ranging from 27 tonne to 77 tonne capacity operating on overburden removal, coal haulage and watering duties. Some existing plant history records and a variety of tyre related measurements during the course of the study allowed the current state of tyre operations to be quantified. Specific attention was given to determining ger>ral trends from historical records and conducting detailed studies of individual lug damage, pressure monitoring and rectification, as well as tyre maintenance procedures. Important haul road parameters including camber, gradient, curve radii and superelevation, constructional materials and surface clean-up were appraised for their influence on tyre wear. Recommendations for achieving long term cost effective tyre utilisation included increased tyre maintenance, personnel development, compliance with haul road design parameters and more stringent clean-up Procedures.

The Macraes gold deposit is located in a low angle NE dipping (~15¦) shear zone, the Hyde Macraes Shear Zone (HMSZ) cutting greenschist facies metasediments of the Otago Schist. The shear zone is host to large volumes of mineralised schist and relatively sparse quartz veins. Early in the development of this through going shear the schist experienced an episode of hydro fracturing and fluid redistribution. As a result, presently exposed schists within the Intrashear sequence are pervaded by localised swarms of quartz filled pure extension and extensional shear fractures hosting goldscheelite mineralization. The swarms comprise networks or æstockworksÆ of veins that strike NE, are subvertical and form subperpendicular to the shear zone fabric. Vein frequency across strike is typically ~1 m-1, with most veins five to ten centimetres thick and vertically continuous for up to ~20 m. Many of the veins show delicately banded internal textures that are parallel to the vein margins. These bands/lamina indicate incremental growth and are defined by a variation in grain size or alternatively by thin slivers of wallrock schist, though typically uncommon. The majority of veins are overprinted by a weak plastic deformation, although primary structures are largely preserved. This deformation has produced subgrain structures, migration of grain boundaries with sutured margins and undulose extinction of grains. These microstructural observations possibly indicate that temperatures were around 300¦C during stockwork vein formation. In general, the mode of brittle failure that developed the stockwork veins can be directly related to lithological variation. The geometry of stockwork veins indicate that local vertical shortening and extension occurred in the Intrashear sequence of the HMSZ synkinematically with thrusting. Localised extension was mainly parallel to the structural trend; that is, it took place perpendicular to the direction of inferred thrusting. The development of lateral ramps most likely gave rise to extension in parts of the shear zone during continuous shortening to form swarms of stockwork veins.

"The increased costs of underground mining have continually challenged engineers to identify opportunities for alternatives to common approaches to underground development. Considerations to the design of horizontal and vertical development at the Dugald River mine targeted inclined raise boring to reduce horizontal development, not only to reduce cost, but to allow development activities to focus on other areas of the mine.The mine plan consists of 50 raise bored ventilation shafts, of which 17 have been mined to date with diameters ranging from 3.1 m to 5 m and lengths from 30 m to 200 m. The expected performance and stability of these shafts has been determined using methodologies proposed by McCracken and Stacey (1989) and further refined by Peck, Coombes and Lee (2011). Actual raise performances have been collated and compared to a database of raise bore performances across Australia as presented by Coombes, Lee and Peck (2011), and form a database of raise bore performance specific to Dugald River.Opportunities to further optimise the mine plan and reduce costs have seen the introduction of large diameter-inclined raise bored ventilation shafts to minimise the required lateral development to connect the ventilation circuits. Large diameter inclined shafts ranging between 3.1 m and 4.5 m in diameter have been successfully mined with dips down to 70°, reducing the cost of lateral development by more than $1 million over the next two years.Both technical and operational challenges were overcome in the mining of large diameter-inclined raise bores, including modification of: existing methodologies of assessing shaft wall stability for inclined raises. These included variations of the McCracken and Stacey method and the utilisation of the modified stability number (N’) previously developed for stope performance (Potvin, 1988). both the collar and toe development profiles, including the general set-up of the raise bore drill rig to reduce the operational risks associated with angled raises.Due to their success, inclined raises have been designed for subsequent stages of the life-of-mine ventilation system at Dugald River. Air quality is a big topic of discussion in regional mining communities as well as urban environments situated close to port terminals handling bulk solids. Community perception of poor air quality can significantly affect the reputation of the mining operation and handling facilities. Dust monitoring for regulatory compliance relies on using a handful of accurate but very expensive sensors, usually situated at the boundary, relatively far from the activities that generate the airborne dust. These reference monitors measure dust leaving the site but dust mitigation and management on-site largely relies on operator judgement. At a fraction of the cost, small wireless solar powered units can be used to supplement reference monitors in real-time. Due to their compact nature, portability and low price, these units can be implemented on a mass scale to increase spatial resolution of dust measurements and, more importantly, in much closer proximity to both the dust generating activity and the sources of dust. This can provide valuable insights into the origins and timing of dust generation thus producing datadriven decision-making while minimising subjectivity. Similarly, light detection and ranging (LiDAR) is another supplemental technology that can be used to increase the spatial resolution of dust measurements in near real-time, however, the cost of commercial systems even exceeds that of regulatory monitors. LiDAR also presents difficulties in quantifying dust plume concentrations. This study presents learnings of implementing both technologies for dust emissions management. Several low-cost sensor units and a fast-scanning custom-built 3D LiDAR system operating at a range of 1.5 km with a resolution of 1.5 m were deployed on a surface mine to monitor dust emissions from different activities. The project explores the use of real-time sensor data to quantify LiDAR measurements in parallel with integration into mine planning. The approach can assist in prioritising dust mitigation activities thereby reducing instances of emissions exceedance and minimising water use through databased and targeted application. Demonstrated is an opportunity for a step-change in industry best practice as well as commercialisation and operationalisation of the method across different industries, including future mineral extraction.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

"Sheeted vein gold deposits are characterised by multiple subparallel veins and free milling gold. In situ heterogeneity of mineralisation results in grade and process parameter variability, which will increase project risk. Measured variability is often enhanced by poorly designed sampling and test work protocols. Protocols that are optimised within the framework of the theory of sampling to suit the ore type, together with quality assurance/quality control systems, will reduce variability and provide fit-for-purpose results. The geometallurgical approach requires spatially distributed samples within a deposit to support variability modelling. Diverse attributes from core logging, mineralogical/textural determination and small-scale tests are used to measure variability. This contribution emphasises early stage geometallurgical intervention during project development. It presents a discussion of representative sampling in the context of the theory of sampling. Roasting of refractory gold ores has been a commercial process for many years. Improvements in design of fluidised bed roasting technologies and low capital and operating costs compared with other refractory treatment processes can potentially make roasting a viable option.However, gold extraction from roasted ores carried out on laboratory scale equipment often invariably yields lower recoveries than other processes such as bio-oxidation or pressure oxidation. Non-optimal laboratory roasting conditions can incorrectly write roasting off as a process option.Low gold recoveries from the cyanidation of calcine products from roasting can often be attributed to roasting conditions not favouring gold liberation and agglomeration processes, particularly if lockups of elements such as arsenic are being pursued for environmental reasons.This paper reviews the conditions favoured for gold agglomeration and accessibility of gold to cyanide, test conditions to achieve gold liberation and agglomeration on laboratory scale and designs that incorporate staged decomposition and roasting to make roasting a more commercial option.CITATION:Aylmore, M G and de Klerk, L W, 2013. Resolution Copper Mine in Arizona, USA, is planned to be a 2000 m deep panel cave mine with virgin rock temperatures exceeding 80¦C in rock with high crystalline silica content, resulting in a very challenging ventilation and cooling system design. This is one of the largest copper orebodies ever found and, with a planned rock production rate of 120 kton/day. The project is currently in its prefeasibility phase and the paper discusses features of the ventilation and cooling system design which includes multiple ventilation shafts with total primary ventilation flow of about 3000 m3/s and both surface and underground refrigeration plants producing more than 140 MW refrigeration capacity. The cooling system features large surface bulk air coolers chilling all downcast air supplemented by an underground secondary air cooler system and a chilled service water system. This will be a very challenging mine to ventilate and cool but this work has demonstrated that it will be technically achievable with the application of existing technology.CITATION:Bluhm, S, Moreby, R G, von Glehn, F and Pascoe, C, 2013. "Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. "The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. The development and distribution of gold placers in Otago û Southland is related primarily to the evolution and architecture of three distinctly different drainage networks that developed during and since Gondwana breakup: +        Late-Gondwana û Pre-marine; +        Middle Tertiary Post-marine; and +        Modern. Late Gondwana û Pre-marine drainage was dominantly recti-linear and controlled by normal faults and sedimentary basins formed before or during Gondwana breakup. Placers formed dominantly in 2nd order transverse drainages with primary sources in their catchments. This drainage network was progressively destroyed by inundation and burial by marine strata during Late Cretaceous û Middle Tertiary marine transgression that ultimately covered most of New Zealand. Middle Tertiary Post-marine drainage evolved on and incised the newly emergent low-relief landscape during regional marine regression driven by development of the present plate boundary through South Island. Most of Central Otago was drained into Southland and to the southern coast via a large braided river system with an extensive network of tributaries in its Central Otago reach. East Otago was drained by several smaller systems. Placers formed dominantly in proximal and medial reaches of 1st and 2nd order drainages with primary or pre-existing placers in their catchments. This drainage network was destroyed by inundation and burial of the Central Otago reach of the major system by lacustrine strata following tectonic damning of its middle reach by range uplift and development of a lake complex that covered >5000km2 of Central Otago. The Modern drainage network evolved from the Middle Tertiary network through complex response, firstly to uplift of NW-trending and NE-trending ranges throughout the region since the Late Miocene, and secondly to the effects of major Pleistocene glacial advances in West Otago. Placers formed in alluvial fans at range margins, proximal and medial pre-glacial fluvial systems and glacial outwash sequences. Evolution of each of these drainage networks has been accompanied by widespread sedimentary recycling of alluvial gold from older to younger placers, augmented locally by input of first-cycle gold derived from erosion of primary sources in the repeatedly exhumed basement rocks.

A lead-zinc-pyrite flotation middling was pressure oxidised to give residues containing iron hydroxy sulphates (a mixture of basic iron sulphate (BIS) and a hydrated iron sulphate (HIS)) and lead sulphate. Direct thiourea leaching of this residue gave over 90 per cent extraction of gold and silver, but thiourea consumption was high (56 kg/t) because of soluble iron(M) in the residue. Attempts were made to decrease the thiourea consumption by removing the water-soluble iron(M) or reducing it to iron(II). Water washing of the pressure oxidation residue removed most of the hydrated iron sulphate but little of the basic iron sulphate. Iron removal was only 12-20 per cent, depending on the number of washes, from one sample which was low in HIS, and 40-45 per cent in another which was high in HIS. Iron extraction was not appreciably increased by using dilute sulphuric acid (with or without additions of sodium sulphite), dilute phosphoric acid, or sodium chloride solution (150 g/L NaCI). Direct thiourea leaching of the water-washed residue gave over 90 per cent extraction of gold but only 49 per cent of silver, with a thiourea consumption of 27 kg/t. However, the application of a water wash followed by reduction of dissolved iron(III) with sodium sulphite in the presence of thiourea, and then thiourea leaching resulted in over 98 per cent extraction of gold and silver for a thiourea consumption of 26 kg/t.

A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.
