The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The Lanfranchi Nickel mine is located approximately 48 km south of Kambalda in Western Australia. Mining first commenced in the mid-1970s under the previous owner, Western Mining Corporation Ltd. After two years on care and maintenance, Panoramic Resources (previously known as Sally Malay Mining Ltd) purchased the operation in November 2004. The site currently produces approximately 10?000 tonnes of nickel metal annually from approximately 430?000 tonnes of ore. The Ore is mined from four main orebodies; Deacon, Helmut South, Lanfranchi and Schmitz. The Helmut South orebody is situated approximately 790 m below surface and extends to a resource depth of 940 m. Horizontal thickness of the orebody ranges from 10 m to 45 m in width, with the average being 30 m. Previous mining at the Lanfranchi operations specifically the Helmut orebody, had a history of seismic activity. When Panoramic Resources acquired the operation it was decided that seismicity was going to be an issue and therefore a mining method needed to be selected that could effectively manage this potential risk. The dip of the orebody is quite shallow at 45º, with a 30º plunge to the south . The hanging-wall comprises of very weak ultramafics. Due to these factors the orebody posed several mining challenges. To safely and effectively mine the Helmut South orebody in the Lanfranchi Nickel mine, underhand cut and fill mining was selected as the most appropriate mining method. Paste fill comprising of cemented gold tailings was the backfill of choice. This paper is intended to convey some of the key learnings from the use of a mining method that has not been commonly practiced in Australia.

Construction work on one of the world's largest landslide stabilisation projects is drawing to a close in Central Otago. Begun in mid 1990, major stabilisation work has been carried out on seven large rockslides which will be partially inundated when the Clyde dam reservoir (Lake Dunstan) is filled. The work has required the construction of 14.5 kilometres of tunnel, 60 kilometres of surface drilling, 78 kilometres of drilled drainage holes and five million cubic metres of earthworks. The stabilisation programme has been carried out by the Electricity Corporation of New Zealand as part of the Clyde Power Project, a hydroelectric development on the Clutha River.

Globally, private minerals companies considering the transition to a public company and entrepreneurs looking to create a new public company through, for example, an initial public offering or by a reverse takeover have many options. For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. Microprobe analyses of electrum grains in some Hauraki Au-Ag deposits indicate that gold fineness is in the range of 500 - 800 (50 - 80 per cent Au), but for most deposits the range is usually narrower than this. The electrums contain minor amounts (<0.8 per cent) of copper, arsenic, antimony, mercury, iron, and sulphur. Platinum and palladium were analysed for but were not detected (detection limit 0.24 per cent for Pt or Pd). For some deposits (eg Waihi), the average fineness values for the analysed electrums correspond fairly well with the electrum fineness determined by assay during the historic mining operations.

Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. Lead smelter slags, produced during the last century in quantities ofmillions of tonnes at Lavrion, Greece, have recently been used in theconstruction of Lavrion harbour. In order to evaluate the geochemicalstability of slags and assess their environmental impact on the aquatic environment, a detailed study on lead leachability under conditions that simulate subsea environments was carried out. Leaching experiments using magnesium chloride solutions under mild temperature conditions were conducted and the effect of main parameters on lead solubility was examined. Furthermore, kinetic analysis on the experimental results was performed. Based on the results, lead dissolution increases by increasing the reaction time, magnesium chloride concentration in the bulk solution and temperature, whereas it decreases by increasing the slags particle size. The reaction order was found to be approximately 0.5 at the initial extraction stages and the activation energy value from the Arrhenius plot was estimated to 29.8 KJ/mole. Diagnostic equations applied to all the experimental data reveal that lead dissolution is mainly controlled by diffusion through the ferrosilicate matrix of the slag particles, which is in accordance with the low activation energy value. The JanderÆs diffusion equation [1-(1-a)1/3]2=kt was proposed as the equation representing the reaction of lead dissolution from slags using magnesium chloride solutions.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

In 2012, a single module heavy medium cyclone plant (HMP) was installed at the Glencore Zinc’s (then Xstrata Zinc) McArthur River lead zinc mine. The HMP formed the first part of the MRM Phase 3 Project to increase run of mine (ROM) capacity from 2.4 to 5.5 Mt/a.The purpose of the HMP is to remove liberated gangue from the crusher product at minimal loss of valuable mineral. The McArthur ores are very finely disseminated requiring a fine primary grind size prior to rougher flotation. Rejecting waste prior to grinding therefore offers significant power and grinding media savings. The plant was designed to treat only those ores with a reasonable upgrade ratio at the target zinc recovery across the HMP of 95%.On this basis, a 1.8 Mt/a single module plant was built based on 250 t/h feed rate and 82% availability. In contrast to existing base metal heavy medium plants in Australia, the MRM Flow sheet utilised the principles in modern coal heavy medium cyclone plant design. Since commissioning, the plant feed rate has been significantly increased and is now normally operated up to 540 t/h (dry basis).Although this throughput increase is partially due to debottlenecking work, it is also attributable to the conservative design parameters for base metal heavy medium cyclone circuits in comparison to those used in equivalent coal circuits.This paper discusses Flow sheet design and compares traditional base metal design parameters with those achieved at MRM and those of modern coal plants. It provides information on plant capital and operating costs and the net savings realised by its installation. The spatial and temporal evolution from the porphyry to high-sulphidation epithermal environment can be assessed by integrating new results on such deposits (Arribas et al, 1995; Hedenquist et al, 1998) with past studies of plutonic and porphyry systems (Dilles and Proffett, 1995; Cline, 1995; Shinohara and Hedenquist, 1997; Hedenquist and Richards, 1998). Some time ago, Sillitoe (1973) argued for the nature of the tops and bottoms of porphyry deposits. He concluded that epithermal deposits may form over the tops of some porphyry systems. We can now conclude more confidently what the tops and bottoms of many high-sulphidation ore deposits appeared like while active (Arribas, 1995; Hedenquist, 1995). In addition, we better understand the nature of the zonation of high-sulphidation epithermal systems from the intrusive to surficial environment (Sillitoe, 1999), and how these two styles of ore deposit are related. Geological and geochemical evidence clearly indicates a continuum between these two ore environments. This improved understanding of genesis allows more efficient exploration for these deposits. There are many examples of spatially associated porphyry and epithermal ore deposits. A genetic connection has been suggested by some, and argued against by others. Nowhere is this spatial association better seen than in northern Luzon, Philippines, where the Lepanto high-sulphidation epithermal Cu-Au deposit overlies the Far Southeast (FSE) porphyry Cu-Au resource (Figure 1). Together these mineralised bodies contain a resource of >3.8 M tonnes Cu and >550 tonnes Au. Lepanto was largely mined out in early-1997. Post-war production until 1995 was 0.73 Mt Cu, 115 t Au and 393 t Ag at an average grade of 2.2 per cent Cu, 3.5 g/t Au and 11 g/t Ag. The recent discovery of the adjacent Victoria low-sulphidation quartz-Au-base metal vein deposit, with a resource of >68 tonnes Au (Cuison et al, 1998), illustrates the variety and abundance of mineralisation in the Mankayan district. This district also hosts the Guinaoang porphyry Cu-Au deposit (Sillitoe and Angeles, 1985) and other epithermal vein occurrences (Figure 1). This brief summary reviews the results recently published on the Lepanto-FSE deposits (Arribas et al, 1995; Mancano and Campbell, 1995; Claveria, 1998; Hedenquist et al, 1998), and stresses the evidence for coupling of mineralisation between the porphyry and high-sulphidation epithermal environments.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The classification of Mineral Resource estimates for reporting in accordance with the JORC Code is a statement of the Competent PersonÆs confidence in the estimate and an attempt to convey that confidence to the various users of the resource estimate. In general the classification process is either largely subjective, relying on the Competent PersonÆs experience, or relies on statistical measures derived from the estimation process. These statistical measures may not necessarily relate to the overall confidence in the resource which must also take account of the confidence in the geological inputs to the estimation. Several authors, including Jackson et al (2003) and Dominy, Noppe and Annels (2004), have addressed methods of including consideration of geological data and its reliability into the classification process. Henry and Parker (2005) have discussed a quantitative measure for classification of Measured and Indicated Resources related to mine production parcels. These methods rely on the availability of sufficient information for the application of geostatistics, data evaluation techniques or repeated interpretation of data to provide an indication of confidence. They are suitable for very advanced projects. In 2005, using a modification of the financial audit æcontrol and quality criteriaÆ principles, then widely accepted within Newcrest Mining Limited (Newcrest), the principal author developed a scheme which categorised the classified resources into æcontrolÆ and æqualityÆ (or risk) categories. Control covers all aspects of the data collection, the geological interpretation, the data analysis and the modelling of tonnage and grade; it is also influenced by the documentation of the estimate. The quality criteria are a subjective measure of risk associated with the estimation of the resource and refer to the risk that the tonnage and grade are not realised and the consequences if decisions are made on the basis of these estimates. By evaluating the generally accepted level of risk attributed to these quality ratings by Competent Persons within Newcrest, a graphical representation of the confidence in the resource ounces was prepared for communication of the expected confidence in the resource statement.

A methodology for assessment and remediation of acid mine drainage (AMD) developed at the Sullivan Mine in the West Coast Region has been applied to the closed Blackball Mine, Blackball, West Coast Region. AMD from the Blackball Mine has low pH, high acidity, and elevated levels of iron, aluminium, manganese, nickel, zinc and arsenic. The AMD flows at a variable rate (36 - 101 L/s) into adjacent Ford Creek, causing an increase in acidity and trace element concentrations in the creek. To test the effectiveness of treatment with a simple limestone-based treatment system, a column leaching experiment was conducted over a nine day period. The results show effective removal of acidity, reduction in the concentrations of iron, aluminium, manganese and zinc, and production of alkalinity. To determine if this treatment method reduces the toxicity of the AMD to aquatic invertebrates, a 96 hour ecotoxicity experiment was conducted. The results show a significant decrease in mortality in the treated AMD compared to untreated. The column experiment, in conjunction with the ecotoxicity work, suggest that a passive treatment system consisting of a limestone leaching bed and an open limestone channel may be sufficient to treat the AMD from the Blackball Mine. Further work, such as large-scale treatment trials, is recommended.

A number of mineral deposits occur in close proximity to the Pacific plate fronts. Among these deposits are gold-silver and the base metal sulphide deposits of copper, zinc and lead. Gold deposits that commonly occur in these areas are of hydrothermal origin. Of these the epithermal deposits have attracted the attention of the exploration geologists as well as the metallurgists. One vital aspect of the activity of the geologists is the development of models for epithermal gold mineralisation in the Pacific Rim. These models can also be used by metallurgists for predicting gold extraction processes. This paper reviews the mineralogy, fineness and the host minerals of gold and examines the data in the light of gold mineralisation in the southwest Pacific Rim. The gold mineralisation models proposed for the Pacific Rim have been used to predict gold extraction processes suitable for the various mineralisation types. Discussed also are the mineralisation and treatment processes of some selected epithermal gold deposits and gold-rich porphyry copper deposits in Indonesia, Papua New Guinea, Solomon Islands, Fiji and New Zealand.
