The extractive industry has been faced with a situation where there has been no systematic and formalised training and education structure available. Previous structures which were available, e.g. the quarrying diploma and the mining papers as a part of an engineering degree, have suffered the same fate as the Dodo. They are now extinct.   In providing for a training strategy, the past strategies need to be examined and reasons behind their demise examined. This paper examines the reasons for past failures in education and training in the extractives industry, the factors that need to be taken into account in creating an education and training culture, the strategies required, the Government regulations and trans-Tasman agreements, and the quality management which must surround the entire training programme.

This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

The successful development of industrial minerals projects requires an integrated, holistic understanding of the metallurgical and product performance test work in the context of the geological setting of the deposit and applied to mining, processing and marketing of saleable products. The product specifications provide the essential starting point for geometallurgical studies. A sound understanding of the desired product is needed to design and interpret a program of test work. Examples are provided from recent studies on bentonite and graphite deposits.For bentonite projects, the naïve testing of only the cation exchange capacity (CEC) as a measure of purity can lead to unexpected outcomes when the deposit is mined. The CEC attribute may remain the same, while other important properties such as pH and swelling index change markedly with depth, due to weathering and oxidation, leading to disappointing production outcomes.For graphite projects it is not enough to report only total graphitic carbon content (TGC). Knowledge is required of the in situ flake size and textures in addition to purity and flake size distribution of extracted graphite, which may all vary from one domain to another across the deposit. Such geometallurgical attributes of the ore will impact on the ‘basket price’ used to estimate the value of marketable parcels of expected product.Disclosure of such information must be considered part of fully informing the market. As with all new project developments, consideration of the JORC (2012) and VALMIN (2015) Codes requires disclosure of all material information. Once the draw process has begun in a block cave, it is very difficult to identify which regions of the cave have successfully propagated, where the caved material is flowing from and where it is flowing to. The uncertainty around cave flow increases as the cave is drawn and can be further compounded by poor draw control practices. These uncertainties make it difficult to plan effective draw strategies to control dilution, as flow model predictions tend to gradually diverge from the actual state of the cave. There have been documented occasions where observed caving phenomena, such as muck pile surface rilling, could not be reproduced with the cave flow models of the time. The ultimate consequence of cave flow uncertainty is generally manifest as higher dilution and lower grades.In order to measure the real-time flow of caved material within an active block cave, CRC Mining and Elexon have developed, together with Rio Tinto, a cave flow monitoring system called Cave Tracker, which is being trialled at Argyle Diamond Mine (ADM) in Western Australia. The Cave Tracker system at ADM comprises electronic ‘beacons’ that have been installed down long HQ diameter drill holes located above the extraction level. As the cave-back propagates and the rock mass fragments, beacons are released into the muck pile and flow along with the caved material to the drawpoints below. At Argyle, the beacons are configured to emit a signal every three days. These signals are picked up by detectors installed on the extraction and undercut levels, allowing the positions of the beacons to be determined.By examining the real-time material flow in different regions of the cave, flow mechanisms can be better defined. Draw control strategies can then be actively tailored to manage the current state of the cave. Thus, previously undetectable indications of excessive rilling, rapid cave propagation, cave stall, air gaps and dilution entry can now be identified early and assessed continuously as the cave progresses. As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

LKAB operates two underground iron ore mines located in the northern part of Sweden, both using sublevel caving (SLC) as the mining method. Knowledge of the mechanisms of gravity flow is important since it affects both ore recovery and waste dilution. This paper describes results from a large-scale field test carried out at the Kiruna mine with a focus on gravity flow. It is part of Work Package 2 in the I2Mine project financed by the EU. A total of ten rings were blasted. Smart Markers based on radio frequency identification technology were used to monitor the gravity flow. An accurate delineation of the isolated extraction zone requires reliable detection of all recovered Smart Markers and precise knowledge of the 3D position of the markers within the burden. It was therefore necessary to carry out borehole deviation measurements (collar, alignment and trajectory). The blast performance was monitored by high-speed filming, near-field vibration monitoring and velocity of detonation measurements. Three-dimensional stereo images were taken from the drawpoint and the loaded bucket after each mucking cycle. Based upon that, fragmentation was assessed both in 2D and 3D. Furthermore, volumetric differences were determined at the drawpoint, which reflects the mobility of loaded material. For draw control, the Fe content is estimated by measuring weight and assuming a full bucket. The measured volume of rock in each bucket further improves this estimate. Possible flow disturbances occurring at the drawpoint were revealed by video recording. Two-dimensional laser scanning was carried out during mucking to track the position of the bucket and estimate the position and slope of the muck pile.The results from this test clearly show that the gravity flow in the large-scale sublevel cave in Kiruna mine is often of disturbed character. Standard draw occurred only in three rings and shallow draw in the remaining seven rings. In five cases, shallow draw developed towards standard draw, but occurred at rather late stages during extraction (70–125 per cent). The maximum width of the draw varied between 10 m and 13 m except for one ring (6 m). The draw reaches the cave rather early (5–25 per cent extraction) in shallow draw situations and much later (about 50 per cent) during standard draw. Waste originates from above in most cases, while more significant portions often occur at about 20–45 per cent extraction.All the results from this extensive field test are not yet fully analysed, and further field tests are planned. An understanding of the origin of mineral deposits and their relationship to local and global geotectonics is essential if regional targets for mineral exploration are to be chosen. Volcanism, metamorphism and tectonism are especially significant for the origin and emplacement of mineral deposits, which, far from being fortuitous oddities of nature, occupy well defined positions within distinctive lithofacies. Thus, suggestions for mineral exploration targets can be made taking into consideration the position of 'fossil' convergent and divergent plate tectonic boundaries to indicate areas of specific types of mineralisation. To be borne in mind, though, that level of exposure, time and location of magma generation are all additional and important controlling factors. To further understand the importance of the above parameters, one must refer to the concept of paired metamorphic belts (Miyashiro 1973) which develop during an orognic cycle. These belts are generally constructed in such a way that an ophiolite type complex with metamorphic grades related to high pressure and moderate temperature regimes is flanked by an area of calc-alkaline volcanism and granitic activity with metamorphic grades within a region of high temperature and low pressure. The former situation is usually the seat of primary magmatic mineralisation, whereas the latter contains base metal. Deposits of acid plutonic and volcanic association. As will be seen later, this particular metamorphic-volcano-orogenic situation is well developed in some parts of New Zealand. For the present purpose a distribution of potential ores as related to plate tectonic processes is given below:a) Divergent plate boundaries: primary magmatic Ni-Cu, Pt,Cr, PeS2 and Cu, Pb,Zn in hot brines-hydrothermal environments Mn deposits.b) Convergent plate boundaries: stratabound Cu-Fb-Zn-Ag of felsic volcanogenic association. Porphyry eu-Au of island arc type, porphyry Cu-Mo of continental type. Cu, Au, Y, Sn, Hg, Sb of vein type and replacement lode related to granitic activity.c) Au of hydrothermal vein association, related to late dynamo-metamorphic events. By virtue of ocean floor spreading, regions of divergent plate boundaries are eventually juxtaposed or welded n to areas where plate collisions occur. This is then followed by partial melting due to various causes, just above the descending plate; thus creating a zone of acid to intermediate magmatism. The final picture is that of an orogenic zone with the paired metamorphic belts outlined above.

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

The Grasberg Block Cave (GBC) Mine is one of the future underground mines of PT Freeport Indonesia (PTFI). Located in the remote highlands of Papua, Indonesia, the GBC mine is scheduled to start production in 2017 reaching its peak production capacity of 160 000 t/d in 2023.In order to reach planned production capacity, the GBC mine will utilise an ore handling system consisting of rail haulage, crushing and conveying. The rail haulage system will utilise over 20 km of track while crushing is accomplished by way of three gyratory crushers each with a capacity of 3300 t/h. Nine conveyors operating in two parallel systems, each system over 3 km in length, will move the ore from the crushers to the stockpiles. These systems require a network of larger tunnels and mass excavations to accommodate the planned production facilities.This paper will describe the ore handling system, tunnel and mass excavation methodology as well as some of the challenges encountered with ground conditions and excavation quality during the execution of the project. Continuing the systematic investigation of the influence of elements on the properties of lead(1). If the effects of additions of copper (up to 0.3%) on Port Pirie lead have now been determined in so far as creep rate is concerned.The results in the present paper contain also a survey of the influence of copper on the micro-structure of lead, a feature which has not appeared in the previous papers of this series. Further, it has now become known that creep is but little related to the more usually determined properties such as hardness and tensile strength. Since, however, these properties are of considerable importance in connection with the fabrication and use of this metal. Brinell hardness determinations have also been made and are here included.It is becoming more and more realised also that to be useful, creep data should refer to stresses of the order of those used in practice. This is due to the fact that as soon as deformation takes place, the properties of the metal are automatically changed. Lead does, of course, creep during industrial use, and probably (in lead chamber construction for example) extensions of the order of 5%...

Active geothermal systems occur widely in Sumatra and in the Taupo Volcanic Zone (TVZ) ofNew Zealand. There are also many occurrences of epithermal gold mineralisation in Sumatra, some of which are economic. Minor sub-economic occurrences of gold have been reported in the TVZ but none have yet been mined. There are both similarities and differences in the nature of the active geothermal systems and mineral deposits in Sumatra and New Zealand, which can be systematically related to the tectonic setting. The thicker crust and consequent predominance of silicic volcanism in New Zealand leads to hydrothermal systems which are little eroded and with limited lateral outflows. The systems in Sumatra are of mixed character, with some of the characteristics of those in andesitic island arcs such as Java or the Philippines, e.g. a higher proportion of systems with identifiable acid magmatic volatiles, a greater potential for deep erosion and lateral outflows than in New Zealand; but modified by the more oblique component of subduction and thickened crust so that some are localised in volcano-tectonic depressions and consequently have high piezometric levels of primary hydrothermal fluid. The unusual occurrence of calcic zeolites in veins associated with gold mineralisation in Sumatra is thought to be indicative of æsatelliteÆ boiling zones along de-gassed hydrothermal outflows.

Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.

This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.
