INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. There are approximately 1,800,000 t of discarded dolomitic-limestone tailings from the Gays River lead/zinc mining operation in Nova Scotia. Neutralization effectiveness similar to an agricultural grade limestone and low contents of residual metals make the tailings a suitable source' of soil conditioner material for the local market. However, the fine particle size, 98% passing 147µm, and a high moisture content make their handling and application difficult. Agglomeration of the tailings into relatively small hard pellets was investigated and difficul¬ties were overcome. Pellets with a range of pH values and various amounts of soil nutrients and moisture content less than 10% were obtained, from tailings containing 20% initial moisture, through the addition of less than 15% selected materials.

In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

Recent work by Haas has made available information on densities and vapor pressures of solutions of differing salinities at temperatures up to 330°C. From these data it is possible to predict the behavior of volcanic exhalations of various degrees of salinity as they approach the sea floor. Particular attention is devoted to solutions of 5.0 weight per cent NaCl and 20 weight per cent NaCl, two fluids that approximate quite closely the salinities of what Roedder termed: (1) normal hydrothermal fluids and (2) fluids typical of stratiform deposits of low-temperature conditions of origin. It is apparent that solutions above 220-230°C. cannot reach a sea floor on which the depth of water is 600 feet or less in the liquid state but will boil at some appreciable depth beneath the sea floor. Such boiling would result in the precipitation of all constituents of the ore fluids of significantly lower vapor pressure than water. The principal such constituent would be salt, and no sulfide deposits, the major constituent of which is salt are known. It follows, therefore, that ore fluids probably never get close to the sea floor of shallow seas at temperatures high enough to permit boiling. Ore fluids significantly above 230°C. can reach the sea floor in the fluid state only if the depth of the sea in the area. in question is well above 600 feet, for example, solutions at temperatures of ±300°C. reach the sea floor in the liquid state only if the depth of sea water is slightly over 3000 feet. Ore fluids reaching the sea floor at such depths may be the parents of such fluids as the Red and Salton Sea brines. On the basis of these data, the Cyprus and Kuroko deposits are discussed.

Poor plant start-up performance is usually blamed on poor design and unsatisfactory equipment. But, in most cases, the real cause of poor performance is inadequate preparation for operations and maintenance. Inadequate maintenance preparation, unlike inadequate operations preparation, will not immediately manifest itself in a new plant. However, not taking advantage of the window of opportunity afforded a new plant to organize the maintenance operation ensures that the new equipment honeymoon is unexpectedly short. Also, once a plant has entered a “breakdown mode,” it is extremely difficult to turn around.

The photographic measurement of bubble diameter is tedious and restricted to vessels with transparent walls and relatively low bubble concentrations. A new method for predicting bubble diameter in a flotation column has been developed and confirmed by comparison with measured mean bubble diameter (Yianatos et al., 1987) Flotation columns are not mechanically agitated. This note describes an extension of Ms method to a mechanically agitated flotation machine. A recent publication by Szatkowski (1987) provided sufficient data to calculate bubble diameter by the proposed method and compare with values determined photo- graphically. Method In a two-phase system (gas and liquid), bubble diameter (db), superficial gas rate (Vg) and liquid rate (Vl), and gas holdup (Eg) are linked by two relationships (see the nomenclature at the end of the paper for definitions of symbols). [ ] Equation 1 is the definition of slip velocity (relative gas to liquid velocity) for a countercurrent gas-liquid system, and equation 2 is an adaptation (Yianatos et al., 1987) of the expression of Masliyah (1979) for hindered settling in a multispecies system. The solution for bubble diameter is by repetitive substitution of estimates of db in equation 2 until the calculated Ubs is equal to the measured Ubs in equation 1. Results and discussion Table 1 presents the data obtained by Szatkowski (1987) from a mechanically agitated laboratory flotation machine. The machine generated bubbles by directing a gas stream into the vicinity of a disk rotating at Ngh speed (up to 8000 rpm) in the flotation slurry. The air was completely dispersed in a swarm of fine bubbles. A photographic technique was used to determine the distribution of bubble size. The mean diameter and standard deviation were then calculated. Table 1 provides all the information necessary for computing bubble diameter (Vl is assumed zero). The calculated bubble diameter is presented in Table 1 as d;. Figure 1 plots measured versus calculated bubble diameter and shows reasonable agreement between values. There is an apparent tendency to undercalculate the small bubbles and overcalculate the large ones.

The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia's mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. The bucketwheel stacker/reclaimer is suited for a variety of bulk material handling systems, especially those operating with stockpiles in excess of 30,000 tons. The bucketwheel stacker/reclaimer, although relatively new in the United States (first introduced here in 1964), has been successfully used in European countries since the early 1940's. Basically the machine is the outgrowth of the bucketwheel earth excavator and the traveling tripper boom type stacker. Since their introduction here they have achieved wide acceptance, especially with coal fired power plants. (Figures 1, 2, and 3.) The stacker reclaimer has been utilized in barge and ship loading/unloading facilities, and in the material handling systems for steel mills, where it has been used to stack and reclaim iron ore at rates up to 6000 tph stacking and 4000 tph reclaiming. They have also been employed at mine mouth power plants for the handling and storing of the plant fuel supply and to help balance the mining rate with the fuel consumption rate.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

INTRODUCTION The majority of ground water flow models have been developed for large computer systems. Most of these operate under a batch mode of operation, that is, the data are input with a deck of punched cards. The advent of micro- and minicomputers over the last few years opens the possibility of adapting many of these large flow programs to the smaller computers. In general, this adaptation will require more computer time to run the program, but in many cases if the small computer is in-house, the overall cost may be less than that required for a large computer. There are also a number of peripheral devices that can be used to make the data input much easier. As an example, the use of a digitizer with a finite element or finite difference mesh reduces the data input time considerably; the use of a graphics terminal for display of the mesh immediately after it is developed shows immediately whether there are errors in the location of node points. DEVELOPMENT OF AN INTERACTIVE SYSTEM The finite element program, UNSAT2, has been used over the past several years by the authors for several ground water flow problems (Bloomsburg, 1977; Bloomsburg and Wells, 1978; Zahl and Bloomsburg, 1980). In the past these programs have been run on an IBM 370/ 145 computer under the batch mode of operation. One difficulty that has been encountered has been in determining the length of time step that must be specified for operation of the program. The problem is that if the time steps are too large, the program becomes un- stable and operation ceases. If this happens in the middle of the problem, the only alternative is to reduce the length of time step and repeat the entire run. This problem has been alleviated in other pro- grams by using a subroutine that determines the time step automatically. If the solution becomes unstable, the time step is reduced automatically and that portion of the solution is repeated. With an interactive system this can be done by storing the output pressures and restarting the program with the new output pressures. Under the batch mode of operation, there is an option in UNSAT2 that allows restarting of the program from the last point of solution, but this must be specified when originally starting the program. The interactive computer system that we use currently consists of a PDP 1 1 /23 with hard disk drive, CRT terminal, plotter, graphics terminal, digitizer, and printer. The computer has 256 K bytes of core storage and the hard disk drive will accept a 5.2 M byte disk. To run a large program on a computer such as this, some overlaying must occur; that is, subroutines are stored on disk and put into core storage only when they are actually needed for running the program. UNSAT2 required very few changes to run on this computer but some changes were necessary to take advantage of the interactive capabilities of the system. One of these changes consists of the development of a program called DBUILD to build the data file for running the program. This program calls for each piece of data by prompt statement and gives instructions for using the digitizer. The data are then entered in completely unformated form. The node points must be entered in order and the coordinates are determined automatically by the digitizer. The pressure readings or initial conditions on each node point are entered through the terminal. All element information also is entered through the terminal. After DBUILD is run the mesh may be displayed immediately on the graphics scope whereupon any error in node point

The removal of metals from an acid mine drainage (Leviathan Mine, Alpine County, California) water by precipitate flotation was investigated. The Leviathan waters vary from about pH 4.0 to pH <2.0and contain from about 2,000 to about 12,000 ppm SO42-.The main multivalent metals present in solution are Fe, Ca, Mg, Al and Mn. Both Cu and Co are present in small amounts. The pH was adjusted with lime. The collector used was either sodium oleate or tall oil. The sodium oleate was used as a function of pH to establish optimum flotation conditions and the tall oil was used only at the optimum pH. Dow Froth 250 was used as a frother. In some test additional Cu was added to the system. Excellent recovery of Fe and Cu were achieved at optimum pH. The process achieves results comparable to precipitation and filtration without as much problems with screens blinding because of less material to filter.

Introduction This is an exciting day. It isn&apos;t often that you can find the best minds in a particular business gathered together in one place. But that is what we have here. You are the best and the brightest people there are in the business of gold mining. What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway&apos;s complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson&apos;s Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson&apos;s Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. The title of my paper today is "public relations challenges for the pending minerals crunch". There isn&apos;t anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

Continuous miners (CM) are the most popular underground mining machinery in soft rock mining, playing a dominant role in the production of minerals ranging from coal to evaporites while finding increasing use in salt and potash mines. Along with the ongoing technological advancements in the mining industry and the underground equipment, new generation of CMs offer several new features that are designed to enhance their operational capabilities and production rate. In addition to new bits and bit holders, one of the areas of improvement is the cutterhead design through computer modeling and simulation based on the full scale cutting tests. This paper discusses the state-of the-art CM technology and development of the computer models for design analysis and performance estimation of CMs. The general approach used in the modeling, along with the results of field trials for several projects will be presented.

The regulatory landscape has changed considerably since the first passage of Oklahoma&apos;s land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers&apos; concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers&apos; ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers&apos; projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers&apos; use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects.
