Introduction The Afton property is located 290 km (180 miles) by air east-northeast from Vancouver and 14 km (8.7 miles) west of Kamloops, a city of 60,000 people, in south central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 670 m (2198 ft) above sea level. The ore body is a porphyry copper deposit that has undergone supergene alteration. The major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is 1% with an overall copper distribution - 70% native, 25% chalcocite, and 5% chalcopyrite with bornite and covellite. The ore also contains important but variable amounts of gold and silver. The mill was designed to treat 6350 t/d (7000 stpd). Semiautogenous grinding was selected to minimize capital cost and because of the expected high clay content of the ore, which would have caused problems in a conventional crushing and screening plant. Test work indicated that a recovery of 87% was possible in a circuit incorporating both flotation and gravity separation. Flowsheet Run-of-mine ore is crushed in a 1.06 x 1.65-m (3.5 x 5.4-ft) Allis Chalmers gyratory crusher set at 228.6 mm (9 in.), closed side setting. The surge pocket, below the crusher, is emptied by a Hydrastroke feeder onto number one conveyor, which discharges onto a 180,000-t (198,416-st) coarse ore stockpile. Six Hydrastroke feeders on two conveyors withdraw the crushed material from the bottom of the pile. These two conveyors, in turn, discharge onto the belt feeding the semiautogenous mill. The live storage in the stockpile is approximately 22,000 t (24,250 st), sufficient for three days' mill feed. Primary grinding is accomplished in an 8.5-m (28-ft) diam by 3.7-m (12-ft) long Koppers (Hardinge Cascade) mill (Fig. 1) containing a 10% ball charge and driven by a 4000-kW dc variable speed motor. The mill dis¬charge is pumped by a 10 x 12 G.I.W. pump to a 1.22 x 4.88-m (4 x 16-ft) stationary screen sloped at 20°. Screen oversize returns to the semiautogenous mill (SAM), and the undersize flows by gravity to the ball mill discharge pump box. Secondary grinding is performed in a 5-m (16.4-ft) diam by 8.84-m (29-ft) Koppers overflow ball mill driven by a 3430-kW synchronous motor through an air clutch. The mill is in closed circuit with a Krebs Cyclopac containing 10 635-mm (25-in.) cyclones and the cyclone overflow, at 35% solids and 65% to 70% -200 mesh, is flotation feed. In order to limit the buildup of native copper, circulating in the secondary grinding circuit, a portion of the underflow from the cyclones is processed in a circuit containing screens, cyclones, and shaking tables to produce a finished metallic copper concentrate. Primary mill variable speed drive The overall waste to ore ratio at Afton was 4.5:1. The mining was to be done with only three shovels, which meant that it was highly unlikely that more than one of them would be in ore at any one time. The resulting inability to blend the mill feed made it impossible to prevent wide swings in the grade and grindability. The variable speed do drive motor installed on the semiautogenous mill was selected because of the extreme variability of the Afton ore body. This variability has persisted throughout the lifetime of the mine. There are times, however, when due to ore conditions, the mill is operated at full speed (78% of critical) for extended periods of several shifts duration. There are other times when the mill speed may be changed several times in a 12-hour shift due to changing ore conditions. When ore is processed that contains a fairly large proportion of fine native copper, the primary mill speed and, consequently, the tonnage may be reduced to improve the secondary grind and to maintain an acceptable grind and recovery. High clay ores require less mill speed and more dilute grinding densities. In the latter case, the slower primary mill speed also helps to minimize damage to the mill liners. Approximately 57% of the time the mill operates between 90% and 100% of full speed or between 71% and 78% of critical. The variable speed is also used for inching during mill relines.

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a mine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. It must be controlled long before it reaches this stage. Water standing in the working faces is unpleasant for the men who have to work there and also cuts down on the amount of work they can do, as they must watch where they step all the time. It is especially unpleasant in low coal.

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.

The Penjom Gold Mine is one of the world's worst preg-robbing gold ores, yielding very low recoveries from traditional CIL methods. Gold recovery from the cyclone underflow was targeted to recover as much gold as possible in the absence of the fine preg-robbing carbon. Gold is recovered by intensive cyanidation and tabling of a gold concentrate produced by gravity from the cyclone underflow. The circuit was designed together with Gekko Systems and uses their InLine Pressure Jig and InLine Leach Reactor technology to reject the preg-robbing carbonaceous material and obtain high recoveries from the gravity concentrate before over grinding the carbon and sulphides. The gravity and intensive cyanidation circuit now recovers almost 50% of gold in new mill feed, with unit recovery in intensive cyanidation of up to 90%, the highest unit recovery in the plant. Operating costs for the gravity and intensive cyanidation circuit are under US$2.50 per oz, while the cost to recover gold from the cyclone overflow is -US$200 per oz. (not including common costs of milling, stripping and electrowinning). Figure 1 shows the increase in gold recovery due to the gravity and ILR circuit coming on line at Penjom.

Column flotation technique is applied for the depression of the magnetic material by the application of an axial magnetic field from chalcopyrite ore. It is observed that an increase in the intensity of magnetic field from 0 to 316.8 oersteds decreased the magnetic content in the froth from 25 to 2 %. . This might be due to retention of magnetic material in the magnetizable zone and the diffusion of nonmagnetics through it. The effect of air velocity increased the magnetic content in the froth and total froth content also. At low gas velocity the tiny bubbles are formed whereas at high gas velocity these coalesce into big bubbles and slugs formed breaks the magnetizable zone. This study opens a new field called 'Magneto-flotation'.

Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining's reward Tabor traveled west in the 1859 Pike's Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne's Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season's end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district's best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor's by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor's silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County's wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

The existing Hetch Hetchy water system, owned and operated by the San Francisco Public Utilities Commission (SFPUC), serves 2.4 million people within the San Francisco Bay Area. The system has existing 1920s-era pipelines crossing under the Bay that are vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The SFPUC plans to replace the pipelines with the first TBM-driven tunnel underneath the San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance machine. The new tunnel will pass under environmentally sensitive habitats and will be approximately eight kilometers (five miles) long with no intermediate shafts. The project challenges will include tunneling through a prominent buried bedrock ridge that transects the alignment and through soft soils under the Bay. Seismic performance criteria include maintaining service flows after a large earthquake on one of the active faults in close proximity to the project site.

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

The contrasting behaviour of electrolytes in inhibiting coalescence of bubbles was explained by the positive and negative distribution of anions and cations at the gadwater interface. Further, the efficiency of electrolytes which do inhibit coalescence of gas bubbles can be linked to a counter ion hydration mechanism and the effect of electrolyte concentration on gas solubility. A correlation was found between the transition concentration of electrolyte needed to prevent the coalescence of bubbles and the reduction in gas solubility. Hence, the inhibition of bubble coalescence in electrolyte solutions appears to be linked with the utilization of water molecules in the hydration of cations and a consequent reduction of water available for gas solubility.

This paper will discuss bentonite deposits in Texas, Oklahoma, Louisiana, Mississippi and Alabama. The discussion will be re¬stricted to a review of the so-called calcium or non-swelling bentonites. In other words the exchangeable cation is calcium. The term "bentonite" is used to describe a clay material, composed essentially of the clay mineral montmorillonite. In addition, bentonites may contain various impurities such as glass shards, feldspar, quartz, muscovite and biotite mica, glauconite, pyrite, hydrated iron oxide, gypsum, organic material, etc, Most of the southern calcium bentonites contain at least 70% montmorillonite, Bentonite as mined may range in color from dark grayish greens through various shades of grays, reds, yellows and browns to nearly white. It is normally massive and breaks with a conchoidal fracture. When air dried, closely spaced shrinkage fractures occur. Moist bentonite has a soapy feel, with little or no obvious "grit". Bentonite deposits were first discovered in Mississippi about 1925, in southern Monroe County. During the thirties and early 1940's, deposits were identified in Alabama, Texas, Oklahoma, and Louisiana. Perhaps the earliest production of southern bentonite was from a deposit in the valley of the Tombigdee River, south of Jackson, Alabama in 1936. Production commenced in Mississippi during the latter part of 1938 at Pontotoc. The growth and development of the bentonite industry in the southern United States owes its beginning to three events. Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. After a century of variable government-supplied housing on their cold, windswept lands, and facing extremely limited natural resources and no timber, the Standing Rock Sioux Tribe has launched a study into alternative housing approaches for their people. Considering that they have little more than the soil and limited river aggregates under their feet, the Tribe has elected to consider adobe and earthen-wall construction. Earthen construction is no stranger to the Sioux lands. Smaller tribes, including the Mandan, Arikira, and Hidatsa, lived here among the Sioux in earthlodges for centuries. Such earthlodge structures were not unlike the Southwestern jacal style-a framework of upright branches and branches covered with mud-employed by the Anasazi about A.D. 700-900. Indeed, the Sioux people themselves evolved from earlier earthlodge dwellers. Indigenous peoples in New Mexico, Arizona, and neighboring Mexico have used earthen-wall housing for many centuries, reinforcing Sioux observations that this is today an earth-friendly, cost-effective, and practical approach. The Cheyenne River and Pine Ridge Sioux Reservations also recently have conducted studies on earthen- wall construction. This paper describes the search for and evaluation of potential raw-material resources for earthen-wall/adobe construction on the Standing Rock Reservation in North and South Dakota. Significant resources of clay/silt materials (8 million tons in the Striped Cloud clay bed) suitable as adobe binders and sand-and-gravel aggregate (2.5 million tons) that could support earthen/adobe construction have been identified throughout the Fort Yates Flat area on the Reservation. Also addressed is how adobe and rammed-earth construction could add to the diversity of reservation construction and address future Tribal housing and other building needs.

Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

The use of paste technology for underground cemented backfill is widely accepted in the mining industry today as a potentially cost effective alternative to cemented rock and hydraulic slurry fill. While paste backfill is not the appropriate backfilling method for all mines, there are presently 23 operating tailings paste backfill plants throughout the world. This new technology has gained increasing acceptance as a backfill method over the last decade and its use is now expanding into the surface disposal of tailings using the stacked, thickened tailings disposal concept. Over the next 18 months there will be ten new paste plants commissioned in the world. Five of these ten plants will be used exclusively for surface tailings disposal or a combination of surface disposal and underground backfill production. The thickened tailings disposal concept, developed by Dr. Eli Robinsky in the early 1970's, has been in use for decades at several mine sites throughout the world (Kidd Creek Mine site in Northern Ontario), but always utilizing non segregating high density tailings slurry central discharge, stacked tailings placement. With the use of a higher solids content paste, the typical 2-degree beach angle can be increased to ten degrees or more with no runoff water and minimal shrinkage crack development through desiccation. This paper presents the design of the first mine to implement true surface paste disposal, Barrick Gold Corp's Bulyanhulu Mine in Tanzania. The paste system will be commissioned in the first quarter of 2001 allowing performance data to be collected to define the full potential of paste technology for surface tailings disposal.

Dense-medium circuits have been installed in many mineral treatment plants since its, original development about thirty years ago. In the intervening, period the process has been thoroughly evaluated and many innovations have been introduced. The Heavy Density. Cyclone is one of the newer systems which has extended the operating range of this process to 65 mesh size. Several different finely divided materials have been used to produce the separating bath but nearly all new plants use a ferro-magnetic medium. The, advantages of magnetic medium include: 1. Smaller recovery plant 2. Lower cost recovery plant both in initial and operating cost 3. Excellent medium stability 4. Dependable medium supply at reasonable and stable cost. Magnetic separators are used to recover this magnetic medium and the smaller plants and lower operating costs are directly related to their use.

Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

T e mechanization of industry to reduce labor costs and to improve product quality is affecting he scale industry as it has affected many other industries. With increased emphasis on higher production rates many operators are experiencing difficulty in overcoming production problems where weight is a factor. Unfortunately, the scale industry has not shown the development over the last twenty-five years that other instrument industries have. For centuries the balance scale has been the standard and the workhorse of most weighing operations. In recent years considerable effort has been applied to designs to make balance scales more acceptable to industries employing automatic or semi-automatic processes. For the most part the designers have not attempted to replace the basic scale but toautomate functions of material handling and human judgement. Modern dump scales, for example, will accept material from a conveyor until a preset amount of material is on the scale, At this time the scale turns off the conveyor, dumps the load of material and repeats the operation with any desired timing. These improvements have helped industry. Even the scale observer has been replaced with devices which observe the scale reading and operate on weighed objects according to their weights. In spite of' the application of automation to the material handling, the balance scale has not been completely satisfactory. One reason for this is fairly evident when one considers the construction of the scales. Inherently, they are slow devices because of the inertia of the beams. The beam scale, primarily a static measuring device, is at the best limited to slow dynamic measurements.
