15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

Demand for multifunctional drilling fluids continuously increases. In the quest for more hydrocarbons, drilling has extended to deep water areas (now in excess of 2.000 m) and to very deep wells (now in excess of 6.000 m). In these extreme conditions, low temperatures, as low as 1-5°C on the sea bed, high temperatures, in excess of 200°C, and high pressures, more than 1.000 bars, in the bottom of the well, are frequently encountered. In these harsh environments, synthetic oil and oil based drilling fluids are used, but the former are expensive while strict environmental requirements have limited the use of the latter. Thus, drilling industry has turned back to water based drilling fluids which use bentonite as primary viscosifier and as a fluid loss control additive. However, in conditions of high temperatures, bentonite suspensions gel and loose their exceptional low temperatures properties, thus, additives are needed to overcome such problems. In this article we review these challenging drilling environments and establish the requirements for the multifunctional drilling fluids. Our research indicates that demand for continuing use of bentonite by drilling fluid industry is strong. Furthermore, we bring forward the opportunities for new additive development which can expand the operational ranges of bentonite suspensions.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Chromite ore processing tailings and low-grade manganese ores are typically considered waste due to their limited or negligible utility, leading to environmental and storage concerns. Researchers globally have explored various methods to utilize or upgrade these wastes, particularly because dumping chromite ore has been linked to severe health issues through Cr(VI) leaching. Individually, these ores lack economic value, and there has not been research on simultaneously reducing both low-grade ores. In this study, the focus lies on smelting these ores together, aiming to create a precursor alloy for 200 series stainless steel scrap. Initial research indicates the potential for scrap formation, validated through laboratory experiments with varying coke rate, basicity and holding time. The investigation discovered that smelting this combination could yield a metal product consisting of 59 percent Fe, 24.93 percent Cr, 7.56 percent Mn, 0.62 percent Ni and 0.93 percent Si. The optimum basicity was found to be 0.6 with 80 percent recovery. Notably, this process eliminates intermediate steps in 200 series stainless steel production, potentially reducing overall carbon dioxide emissions. This proposed method represents a cleaner, sustainable approach to repurpose these two waste ores, projecting a net profit of US$330/t.

Apollo Gold’s Black Fox project is located 10 km (6.2 miles) east of Matheson, Ontario, Canada, on Hwy 101 East It is located within the prolific Destor Porcupine Fault Zone, which is also the host for the Dome and Hollmger mines to the west and the Holt and Holloway mines to the east. The local host rocks are intensely deformed and carbonized ultramafic volcanics, pillow basalts, syenitic felsic intrusives and argillaceous sediments. Gold occurs with pyrite and as spectacular specimens in native form. Past production accounted for a total of 195,337 oz (6,075,606 g) of gold. Apollo Gold Exploration, Inc. is conducting an intense drilling program aimed at expanding the reserve base.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

A variety of approaches have been used in the recent literature for the estimation of pre-mining (or natural background) metal concentrations in areas affected by mining. The following is a list of some of these approaches: (1) historical and anecdotal data, (2) remote analogues (other similarly mineralized areas), (3) proximal analogues (nearby mineralized areas), (4) sediment sampling (streambeds, lakes, estuaries, floodplain deposits, and soil profiles), (5) stable isotopes (hydrogen, oxygen, sulfur, and carbon), (6) geochemical modeling (forward, equilibrium-based), (7) geochemical modeling (forward, kinetic- and transport-based, and inverse), (8) statistical analyses, (9) mass balance on oxygen flux, (10) mass balance with age determination of weathered material. Examples of each approach are described, and the strengths and limitations of each approach are discussed.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated far a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

Over the past few years, the use of fully grouted bolts to support the roof of underground openings has increased dramatically. While conventionally anchored bolts effectively reinforce the strata of over 80 percent of mine workings, the use of resin grouted bolts in areas of severe roof conditions has resulted in a substantial reduction in roof falls and an overall improvement in both safety and production. The Roof Control Group of Pittsburgh Technical Support Center, Mining Enforcement and Safety Administration, has conducted numerous field and laboratory investigations to isolate parameters which contribute to the effectiveness of both conventional and resin bolting systems. Specially developed strain-gamed resin bolts, compression pads and differential sag stations installed during the mining cycle have generated data reflecting the loading characteristics and resulting roof stability associated with each type of support. Additional investigations have produced optimum installation parameters of the two systems including the effectiveness of thrust/torque controls for conventional bolts and various bolt/ hole diameter combinations for fully grouted rods. Theoretical analyses, coupled with the actual field and laboratory findings and numerous installation observations have facilitated basic comparisons of the working mechanisms and failure modes of both resin and conventional systems.

Sotiel mine is situated in the Iberian Pyrite Belt in southern Spain, some 40 km north of the port of Huelva. Although mining operations at the site date back to Roman times, the present mine came into production in 1983 and 5.6 million tonnes of ore had been extracted by 1993. The orebody is volcano-sedimentary and consists of fine grained copper, lead and zinc minerals in massive pyrite surrounded by slates and volcanics. Prior laboratory research had resulted in the synthesis of a new collector, belonging to the MercaptoBenzoOxazole (MBO) class that acts selectively towards Cu and Zn minerals after activation with CuS04. The MethylMercaptoBenzoOxazole (MMBO) version of this collector had been used for the laboratory flotation of Cu minerals and sphalerite activated by CuS04. This resulted in identification of the optimal physicochemical conditions for laboratory-cell flotation of the two minerals from samples of complex sulphide ores, and subsequently the reagent has been tested in the Sotiel plant (Spain). The plant has three flotation sections. With conventional re-agents, the first section yields a Cu concentrate grading 21% with a total recovery of 29%, and the second one yields a 40% Pb concentrate with total recovery of 34% and a 47% Zn concentrate with total recovery of 78%. Application of the new synthetic reagent in the copper and zinc circuits produces a more selective process with a decrease in re- agent concentration grade and recovery are increased by 2 and 9 points respectively in the case of Cu and by 1 and 3 points where Zn is concerned. Moreover, the penalty elements in the Cu concentrate are halved.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of generally accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

Off-highway truck purchasers know the amount of tonnes, pounds, kilograms, etc, a truck will carry. However just because a truck is rated at 240 tons may in no way correlate to what that truck will actually carry. Two numbers define the carrying capacity of an off-highway truck: 1. The weight carrying capacity of the truck; 2. The volume carrying capacity of the truck. These two numbers must be in sync or the amount of payload carried will vary from the carrying capacity of the truck. Currently the Society of Automotive Engineers (SAE) standard J1363 January 1985 defines the volumetric carrying capacity of an off-highway truck. However as is well known in several South American countries, the SAE standard overrates the truck’s effective volumetric carrying capacity 15% to 20%. This paper presents a method for measuring “effective” body volumetric carrying capacity, resulting in a truck body for carrying the targeted load, matched to the loading equipment that interacts positively with the truck chassis.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). It is well known that processing of the high-silicon bauxites for obtaining alumina by the hydrochemical Bayer process is irrational due to the significant losses of alumina and alkali with red mud. The main source of losses of the mentioned compounds under the conditions of leaching by the Bayer process is the formation of difficultly soluble sodium alumosilicate of the composition Na20 .Al203, 2Si02 . n H20. A conventional method of an extra recovery of alumina as well as of regeneration of alkali out of red mud is the high-temperature sintering of the latter with soda and limestone with the subsequent leaching of sodium aluminate from the sinter by water or soda solution. A sequential version of the Bayer-sintering flow chart recommended for the prosessing of bauxites with an increased content of silica is based on this method. However, the sintering method is not the only alkaline method allowing to make an extra recovery of alumina likewise of alkali from red mud. Our investigations showed/I/, that the components mentioned can be recovered by a pure hydrochemical method of treating red mud with concentrated alkaline solutions, with lime (Ca0) being present, that was earlier succesfully used in the development of the hydrochemical method of processing nepheline rocks/2/. The possibility of extracting alumina and alkali from red mud is based on the reactions which can be schematically represented in the following way:

In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. Three dimensional comparisons between calculated and measured displacements in the hanging wall of a rock mechanics study region at the Homestake Mine show correlation coefficients of 0.7 or higher. Two and three dimensional back analysis of the data lead to different scale factors for determining rock mass strengths and moduli from laboratory values and seemingly to different rock mass properties. A simple analytic model suggests that indeed not only are there two independent scale factors, one for strength and one for moduli, but that there is a logical relationship between the scale factors obtained from two and three dimensional back analyses of the same mine measurements. The three dimensional modeling procedure implemented in the finite element code UTAH3 thus seems to have a realistic potential for investigating underground hardrock mine questions not amenable to two dimensional analysis.

Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

Laboratory data on the time-dependent compaction of porous rocks are presented, and various attempts to model this behavior are described. These lead to a discussion of the problems that arise in using laboratory data to estimate long-term effects. A method is suggested for combining laboratory data with information from the geologic record to estimate long term effects.

In June of 2002 Hilti North America received the first MSHA permissible approval for usage of a powder actuated tool device in a gassy mine atmosphere. The purpose of this paper is to discuss the implementation of this commonly utilized tool technology in the construction industry, to the underground gassy mining industry over the course of the last 5 years. Prior to June of 2002, underground gassy mining industry had attached materials such as ventilation curtains, power cables, communication cables, signage, and other materials by either manually driving individual spads or nails into the mine roof or rib or by attachment to existing roof bolt bearing plates. The Hilti DX 460 powder actuated tool is portable, durable, and lightweight (4.5 pounds). The Hilti DX 460 powder actuated tool system is powered by Hilti .27 caliber permissible explosive boosters. The energy force of the Hilti .27 booster?s acts on a captive piston principle in the Hilti DX 460 powder actuated tool, that applies the setting force for the direct fastening to the individual fastener chosen for the application by the end user. Each year Hilti can be called upon by MSHA to provide booster materials for re-testing per our Hilti DX PAD 1/00 approval.

Computer software for mining applications has been in development since before 1970. These packages cover tasks from exploration data management through final reclamation planning. These programs were originally written in Fortran and have evolved into colorful, user-friendly packages. Programs that produced printed symbol maps now show color, three-dimensional image of an ore deposit on a computer screen. Pictures can be rotated and looked at it from all directions and layers can be peeled off to show other parts of a model. Computer users have also evolved. In the early Fortran days, users had to learn computer operating systems, have someone punch data cards, set up run files and wait a day or so to find out if there was one little mistake somewhere that caused the program not to run. With today's technology, users sit at their desks in the office, key in some data, read other data from digital files and build a model within days, rather than weeks or months.
