INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. Antamina is a large open-pit copper and zinc mine located within the Central Andes of Northern Peru at an altitude of 4300 masl. The facilities are situated within the headwaters of several watersheds, within the Amazon basin. Nearby villages rely heavily on springs and streams for drinking and irrigation water. The principle source of baseflow during the dry season is from Cretaceous karstic limestone aquifers. Antamina will produce nearly 1.4 billion tonnes of waste rock over its mine life. Finding suitable sites for storing large volumes of waste rock is often a challenging task – especially in karstic, alpine terrain. Detailed hydrogeological investigations are essential for delineating the karstic hydrogeologic watersheds associated with the proposed waste facilities, which are often very different than topographic (hydrologic) watersheds. Contamination vulnerability mapping at Antamina consisted of geological and karst mapping, geophysical surveys, geochemical testing, dye-tracer studies, drilling and aquifer testing. Detailed mapping followed by dye-tracer studies proved to be the most cost-effective methods for characterizing the karst aquifer systems. The results were used to optimize waste rock management at the site to minimize potential impacts on groundwater resources.

Modified after procedures for assessing acid-generating potential of coal spoils, most acid-base-accounting (ABA) analyses inadequately characterize highly varied metal deposits. Although mineralogy critically controls acid generation and metal leaching, acquisition of appropriate data and their interpretation are poorly developed. Metal loading rates are commonly determined by kinetic testing, which rarely duplicate actual field samples and conditions. Accurate predictions and reduced assessment costs can conceivably be achieved by (i) use of geochemical analyses to define surrogate indicators; (ii) intelligent acquisition and use of mineralogical data; and, (iii) compilation of geo-environmental ore-deposit models to validate inference based on detailed geology.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. The mining/mineral processing industry constantly faces the challenges of handling tons of material in a variety of processes such as crushing, milling, drying, belt transfer and loadout. These processes result in the production of high volumes of dust. A variety of dust detection and collection equipment is needed to properly manage these emissions to remain compliant with stringent air quality and safety requirements. Dust monitoring and bag leak detection can provide ways to reduce air pollutants, make work environments safer and remain compliant with requirements from the U.S. Environmental Protection Agency (EPA), U.S. Mine Safety and Health Administration (MSHA) and U.S. Occupational Safety and Health Administration (OSHA). There are several approaches to monitoring particulate emissions from dust collection equipment. These can include visual inspections, differential pressure gauges or bag leak detection systems. Bag leak detection and monitoring systems can be optical, light based or electrostatic/triboelectric. Recent developments have advanced the efficiency and reliability of electrostatic/triboelectric style monitors. New technological improvements have been developed that are based upon the principal of unifying dc (impaction) and ac (induction) signals and incorporating other proprietary circuit innovations. This higher signal resolution technology results in a more robust and stable measurement for detecting the presence of particulate in a dust collector emission duct or a flow process pipe.

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology's adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. "Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.

A PC image-based, on-line coarse particle size analysis system is being developed for the control of crushing and grinding circuits. Initial results had indicated that the system is accurate when tested with irregularly shaped particles which are stationary and do not overlap with each other. Now the system has been successfully tested in the dynamic mode with a moving belt conveyor. On-line size analysis for actual plant operations is discussed and includes: (1) the video system with respect to lighting and data acquisition requirements for a rapidly moving belt and, (2) image sampling, specifically the number of observations needed for accurate sampling and the total time required to perform the calculations for a representative data set.

An application of geostatistics to financial decision analysis is the linking of reserve parameters estimation precisions to a mine economics computer program calculating profitability. The estimates of economic reserve parameters are obtained by the kriging method, while precision are calculated by a technique more akin to the polygon method. To indicate the effect of the variables probability distribution on a distribution of profitability, their values are sampled by a Monte Carlo technique and entered into a mine economics modelling program developed by T. R. Ellis. The distribution of profitability calculations are in essence, a superior method of sensitivity analysis. The method is applied to a roll-front uranium deposit in the Powder River Basin, Wyoming.

Barneys Canyon Mine is a 1.8 million t.p.y. gold heap leach operation near Salt Lake City, Utah. The gold recovery plant has been operating since September of 1989. Carbon elution is done at atmospheric pressure with a high temperature caustic solution. No cyanide is used in the process. Operating experience is discussed.

The intensive use of computers for mineral application at Serrana's phosphate mine in Jacupiranga, State of Sao Paulo, Brazil, began in the late seventies. The early hardware and software available are described in sufficient detail to allow comparisons between that solution and the new one, based on a personal computer and a new software package - PC MINE SYSTEM from GEMCOM SERVICES INC - that provides full color graphics capabilities plus mine design and planning tools. The process needed for adaptation to the new technology' and its impact on SERRANA S.A. DE MINERACAO are described. Finally, future enhancements to the System and mine control and planning are focused.

The new Lyon-Turin railway project involves the construction of a 57 km twin-tube tunnel between France and Italy. Pini France (project leader) and Systra-SWS are the designers of Construction Site 8 (CO8). This part of the project includes the construction of the tunnel portal on the Villard-Clément platform, two 2.8 km long tubes of the base tunnel in the direction of Saint Martin la Porte, the cross-passages between tubes and the niches. This paper presents the general approach followed to design the temporary support for the base tunnel, cross-passages, and technical rooms. The design of the temporary support accounts for the variability of the ground and water conditions, the excavation attended behavior, the construction planning and the identified geological hazards that could be encountered along the alignment. Particular attention is paid to the intersections between the tunnels both in terms of numerical modelling and construction methods and phases. Two types of intersections are present in the project: the intersections between the cross-passages and the base tunnel and the intersections between the base tunnel and the niches. 3D models have been developed for the tunnel intersections.

The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).

As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

Yucca Mountain, located in Southern Nevada approximately 160 krn northwest of Las Vegas, is currently the site of intensive surfacebased and underground investigations. The investigations are required to determine if the site is suitable for long term isolation of the Nation's high level nuclear waste inventory. A major component of the program is the Exploratory Studies Facility, or ESF. The ESF, when completed, will consist of approximately 25,600 meters of tunnels and drifts. The network of tunnels and drifts (Figure 1) will house and support a wide array of testing programs conceived to provide physical information about the site. Information on geologic, geomechanical, and hydrologic data will be used in the repository design if the site is found suitable. Besides a few special requirements, the general ESF ventilation criteria during construction are similar to that of commercial tunneling and mining operations. The minimum air velocity at the Tunnel Boring Machine (TBM) and other active mining faces is 0.51 meter per second (m/s) (100 feet per minute [fpm]). Airways, estimated leakages and ventilation controls are converted into equivalent resistances for input to mine ventilation network computer simulations. VNETPC Version 3.1 computer software is used to generate the ventilation models for optimized system design and component selection. Subsequently, actual performance of the ventilation system will be verified and validated to comply with applicable nuclear regulatory quality assurance requirements. Dust control in the ESF is dependent on effective dust collection, enclosure, and airflow dilution. Minimum use of water, as feasible, is necessary to avoid adding moisture to the potential repository horizon. The limitation of water use for test drilling and TBM operation, and the rigid compliance with applicable federal and state regulations, make the ESF a ventilation design challenge.

Recently, the North American mining industry experienced a severe recession, forcing managers to take dramatic steps to cut costs and compete in the difficult international market. Some of these steps were closing mines, reducing work forces, renegotiating wage agreements, and purchasing the most productive equipment. Managers are now looking beyond these traditional avenues and are focusing more on advanced technology. In the present environment, it is essential that mine operators obtain the maximum use of capital expended on equipment. However, mine workers do not obtain maximum efficiency or productivity from equipment because the adverse and hazardous mine environment impedes human performance. Also, the efficient use of large, complex machines calls for levels of precision that many times are beyond the capability of even highly trained miners. A possible solution to this problem is a machine that mines without operators - autonomous mining machines. However, numerous problems confront researchers who are attempting to develop such equipment. Some mining tasks are not always composed of a series of cyclic motions readily performed by factory floor robots. In addition, mining takes place in the geological environment where conditions are highly variable and unpredictable. As a result, these machines must be able to sense and adapt to variations in operating tasks and environment. Considerable autonomous vehicle research has been completed, especially for defense. However, autonomous vehicle (AV) technology has not advanced to practical application yet (King, 1988) and mining research is necessary in areas: representing mining specific knowledge; •analyzing and reasoning about sensor data in the mining environment; and •discovering completely new mining methods or new approaches to existing methods that become apparent when we remove the constraints imposed by the necessity of human operators. A specific machine, the LHD, can be used to show the problems for researchers who are attempting to develop autonomous machines for mining. This author chose the LHD because it can borrow concepts developed for autonomous navigation by military programs. But considerable mining research is also required. Furthermore, studies done at the Henderson mine, in Colorado, show autonomous LHD 's promise cost and safety benefits (King, 1988). At Henderson, LHDs load ore from draw points, tram to an ore pass, dump and return, or switch to another draw point. An autonomous LHD must sense vehicle position along the route, relate sensor data to stored-map information, to determine location, follow drift center lines, plan paths between dump position and initiate appropriate control commands, sense vehicle operating status and vehicle health, key on features or targets for special tasks like high speed turns, perform end of travel tasks (loading and dumping), and detect and avoid obstacles. These goals are similar to those for shuttle cars, trucks, and front-end loaders. Therefore, much of the technology is transferable. Each Henderson LHD extracts six to 40 dippers from each of a series of draw points. The LHD transports the ore to an ore pass within 55 m (180 ft) of the draw point, making the longest round trip 110 m (360 ft). The LHDs have very fast hydraulic dumping and loading systems that reduce the round trip cycle to less than one minute. Even though the LHD is capable of 500 trips per shift, the average production is 300 dippers. Man trip and lunch reduce available operating time to 6.5 hours per shift. Mucking difficulties (setting large boulders aside), operator breaks for activities like talking shop, and cleaning and smoothing roads further reduce operating time. Supervised autonomy can reduce the number of operating units by increasing operating time per shift since computer controlled machines can operate during lunch and between shifts and reduce operator errors. If dippers per shift increase from 300 to 350 (long-range goals are 500 dippers per shift), constant production requires only 10 operating LHDs and two spares. Manpower requirements drop from 24 to four by controlling five machines from one workstation. A review of technology available from the Autonomous Land Vehicle, the Advanced Ground Vehicle Technology, the Ground Surveillance Robot, and other programs, show the following differences between others work and mining industry needs: •If we focus initially on mobile haulage vehicles, we can navigate from a map. We do not need to explore. •We can modify the environment to reduce the navigation requirements. •We have a harsher environment than any of the research programs have encountered. •Our equipment must operate faster and more precisely than present AVs. •Our equipment must operate reliably over long periods of time. •We must have better onboard machine health monitoring and diagnostics. •The AV programs do not address geosensing. •The major AV programs are not cost-effective. For example, we cannot afford the computer power for robust image processing, yet. To computer control an LHD, we must replace the guidance and monitoring skills of experienced operators with sensors, computing hardware, interfaces, and several software mod¬ules.
