In 1988 a major exploration program was undertaken to determine the characteristics of the rock and soil for a 7.6 m diameter sea outfall tunnel beneath Boston Harbor out into Massachusetts Bay. The diffuser discharge location had been mandated by the EPA to a 10 sq. km area of seafloor connected to the proposed Deer Island Treatment Facility by a 14.5 km tunnel corridor. Geophysical surveys, deep rock borings, and laboratory testing, provided the information for the conceptual design. The program identified the range in material types and parameters to prove feasibility of a TBM driven tunnel and to locate the optimum alignment and depth.

INTRODUCTION High in the Sierra Nevada Mountains of California, some 50 airline miles (80 km) northeast of Fresno, and near the John Muir Wilderness and Kings Canyon National Park, a large underground hydroelectric project is under construction. Pacific Gas & Electric (PG&E) Company's 1,125 MW Helms Pumped Storage Project exhibits a number of impressive statistics, unusual features, and other characteristics of interest to the tunneling or power plant designer and construction contractor. The most significant underground facilities include almost 20,000 ft (6,096 m) of 27-ft (8.2 m) diam concrete-lined pressure tunnel; 3,700 ft (1,128 m) of access tunnel; 1,600 ft (488 m) of steel-lined high-pressure conduit, 2 major underground chambers more than 1,000 ft (305 m) below ground; 3 deep vertical shafts, and one steep inclined shaft. Maximum static pressures within the conduits range from 200 ft (61 m) to 1,744 ft (532 m), with hydraulic transients that increase pressure to 2,500 ft (762 m). The purpose of these underground works is to provide 475,000 hp (354,350 KW) of water power to each of the 3 reversible pump-turbines, each connected to a 375 MW generator motor. The units, rated at 1,744 ft (532 m) maximum static head, are among the world's front-runners, considering the size-head combination. The Helms Project develops the existing power drop between two of PG&E's reservoirs, Courtright Lake and Lake Wishon. These reservoirs are retained by two concrete-faced rockfill dams completed in 1958, each storing approximately 125,000 acre ft (154 x 106 m3) of water. Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kw (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)

INTRODUCTION Fluorspar is the common term used for the mineral fluorite, which is naturally occurring calcium fluoride (CaF2). It is the principal source of fluorine, the most reactive of the chemical elements, from which a great variety of unique and strategically important chemicals are produced. Commercial deposits of fluorspar are widespread throughout the world, and its availability is essential to the industrial progress of all nations. GEOLOGY AND MINERALOGY In its pure form fluorspar, CaF2, contains 51.1% calcium and 48.9% fluorine, and has a sp gr of 3.18 and a hardness of 4. It is commonly a glassy mineral. colorless, white, or grayish. but may also be various shades of purple, pink, blue, green, yellow, or tan. It belongs to the cubic system mineralogically, and commonly crystallizes into cubic shapes in vugs and cavities, although most of it is massive, with interlocking crystals. Talc, when it can be isolated as a pure mineral, has a composition of 63.36% SiO2, 31.89% MgO, and 4.75% H,O. However, as a commercial commodity less than half of all talc sold has a purity exceeding 95%. Nevertheless, impure talc products find a multitude of uses and few substitutes in many industrial applications. Minerals commonly associated with and sold together in talcose mixtures are chlorite, dolomite, mica, magnesite, and tremolite. Steatite was originally a mineralogical term applied to pure talc. Today steatite usually denotes a high-talc ceramic body used as an electrical insulator, and the talc used in such applications is known as steatitic talc. Steatitic talc generally is found in massive, high- purity form and in the past was machined directly into electrical parts, which rarely is done today. Impure varieties of massive or block talc are still commonly termed soapstone. Soft massive talc, suitable for crayon manufacture, has been referred to as French chalk. It has been common practice to discuss talc, soapstone, and pyrophyllite under the same general heading. In the case of soap- stone and talc this is natural, since many different types of platy, soft minerals exhibiting a high degree of lubricity (commonly referred to as slip) have been grouped together and called soapstone or talc. Further, there are mineralogical relationships between pyrophyllite and montmorillonite and between talc and hectorite. Thus, talc and pyrophyllite are sometimes referred to as clay minerals. When finely divided talc or pyrophyllite are combined with water in proportions to make a slurry, the end product does have the appearance of a clay-water mixture. Soapstone for utensils and ornaments was mined by prehistoric Native Americans on Santa Catalina Island, CA. In the mid- 1800s soapstone from deposits along the western foothills of the Sierra Nevada Mountains was used by white settlers as building and ornamental stone and for the linings and foundations of furnaces (Anon., 1956). Previous to 1916 the annual recorded production in California did not exceed 1.8 kt. From 1912 to 1918, however, output rose sharply when the Talc City, Western, and Silver Lake mines were put into operation. From 1916 to 1935, the state's annual output of talc was in the range of 8.2 to 18.2 kt. There was another increase in the mid-1930s, when the use of talc in wall tile grew rapidly. In California the production of talc grew to 57.2 kt in 1943. The post-war building boom helped California's production to grow to 108.9 kt in 1951. Production stood at 149.8 kt in 1968, 13 1.6 kt in 1969, 167.9 kt in 1970, and 140.7 kt in 1972. In the mid-seventies and early eighties, however, California's talc production declined to approximately 20 kt in 1992 due to reserves exhaustion and the material's tremolite content, which raised significant product liability concerns at the time. Talc mining in New York State dates from about 1878, when a Colonel Palmer and associates opened the first commercial talc mine on the Nelson Freeman farm near Talcville. In 1893 this operation was sold to International Pulp Co., which changed its name to International Talc Co. in 1944. The company was acquired by R.T. Vanderbilt Co., Inc., in 1974. A new talc operation, Gouverneur Talc Co., owned by R.T. Vanderbilt Co., began operations near Balmat, NY, in 1948. The initial capacity of the processing plant was 180 tpd (Gillingham, 1950). Subsequent expansions have increased capacity to more than 725 tpd. Talc was discovered in the area of Johnson, VT, in 1902, marking the birth of the Vermont talc industry. American Minerals Co. initiated plant operations at Johnson in 1904. MagnesiaTalc Co. opened a plant at Waterbury, VT, in 1913 (Burmeister, 1963, Trauffer, 1964) and acquired American Minerals Co. in 1923. The Waterbury mine had a long history as a producer of talc crayons. Eastern Magnesia Talc Co. was formed in 1924 by the merger of Eastern Talc Co. and Magnesia Talc Co. In 1956 Vermont Mineral Co., with a talc mine at Hammondsville, VT, was also acquired. A new plant was then built at Gassetts to produce roofing products. In order to produce high grade products for several markets, Eastern Magnesia Talc Co. began operating a modem froth flotation plant at West Windsor, VT, in 1964. The ore was provided by the Hammondsville mine. This operation, known as Windsor Minerals, Inc., continued from 1972 to 1989 as a subsidiary of Johnson and Johnson Co. In 1989 Cyprus Minerals Co. acquired Vermont Talc, Inc. and Windsor Minerals, Inc.. thus consolidating the talc mining and processing operations at Hamm, Windham, Johnson, Chester, Ludlow, West Windsor, Troy, and Reading, VT, under one ownership. As the result of Cyprus' sale of its worldwide talc assets to the RTZ Group in 1992, its US talc operations are now part of Luzenac America, Inc.

Pretreatment of sulfidic refractory gold ore by biooxidation in coarse-crushed ore heaps is a promising new technology, especially for low-grade ores that cannot afford pressure leaching or roasting. An algebraic equation for determining the economically optimum biooxidation of the sulfide minerals in the ore is provided that is based on the empirical biooxidation rate constant for the ore, the project's financial discount rate, the ore grades of both refractory and non-refractory gold, and the gold price. Then, the economically optimum duration of bioheap pretreatment, t$, is determined from its logarithmic relation to the optimum fractional extent of ore biooxidation, F$, through the ore's biooxidation rate constant. In doing so, it is assumed that the ore is adequately crushed and amenable to bioheap pretreatment and that the cumulative oxidation of the ore with time is known from ore testing so that the rate constant can be determined.

The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

During the last 30 years, a dramatic increase in the supply of byproduct sulfur substantially reduced the share of the market held by Frasch-mined (non-by-product) sulfur in North America. Even though Canadian sulfur production is not discretionary, the geographic remoteness from the large US markets and the high transportation costs associated with delivering sulfur to those markets has meant that Canadian producers act like discretionary producers in many important ways. They have effectively replaced the US Frasch producers as the cost-marginal sulfur source to large US markets. Implications of this change in market structure include more volatile sulfur prices and longer sulfur price recessions.

Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

EMR's recently commissioned Pilot Plant in Fredericton, N.B. Canada, the latest and largest in the company's sequence of prototype and demonstration systems, is being used as a process development facility for mining clients worldwide. Fitted with two microwave reactors and 75 kW generators, this plant is designed as a two-stage continuous processor with a throughput in the 5-10 tpd range depending upon the material feedstream. This facility has been used principally to calcine pyrite and arsenopyrite gold concentrates although it can readily accommo­date carbonaceous materials as well as a wide range of other ore types. Engineering details of the plant and the results of the first nine months of operation are presented. The plant has proven very successful as an advanced process development facility as well as a basic production unit module.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

This paper analyzes the 1982 coal mine accident data collected by the Mine Safety and Health Administration (MSHA) for key equipment types, by mine type, and by geographic region. The differences in hazards associated with the various equipment types are studied both in absolute (i.e., total number of incidences) and relative (i.e., incidence rate or the number of incidences per 200,000 employee or exposure hours) terms. The paper compares and contrasts the total number of incidents as well as incidence rates classified by several types of severity measures such as lost workdays cases, mean number of lost workdays per lost workdays case, fatal cases, non- fatal cases without lost workdays, total number of cases, and total number of lost workdays This statistical analysis shows that significant differences in hazards exist not only due to equipment type but also due to mine type and geographic region.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. Resin bolt performance is dependent on the size of the resin annulus, i.e., the difference between the hole and bolt radii. The majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 3.175 or 4.775 mm (0.125 or 0.188 in.). Short encapsulation pull tests with resin annuli of 3.175 and 2.413 mm (0.125 and 0.095 in.) resisted an average of 0.08 t/grouted mm (2.25 st/grouted in.) with no significant variation. Resin loses to simulated fractures increased as annulus size decreased.
