Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

The bioleaching of sulfide minerals involves a ferric attack of the mineral with the role of the micro-organisms being the oxidation of the ferrous-iron back to the ferric form, and the oxidation of sulfur, either via thiosulfate or polysulfides, to sulfate. The kinetics of bacterial ferrous-iron oxidation and the chemical ferric leach kinetics of sulfide minerals can both be described as functions of the ferric/ferrous-iron ratio. The independently determined bacterial ferrous-iron oxidation and chemical ferric-iron leaching kinetics have been successfully used to predict continuous bioleaching operations.

The LCLS project at SLAC will allow new insights into material properties, chemical reactions and biological processes. The project includes half a mile of new underground construction. Excavation in weathered rock is by NATM, using AM 50 roadheaders. Construction began in 2006 and is expected to be completed in 2008. This paper details the construction of the tunnels and cavern on the project.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. The excavation and lining of the Washington Park Station 79 m (260 ft) below the park zoo.

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

The ST separator utilizes electrical charge differences between materials produced by surface contact or triboelectric charging. When two materials are in contact, material with a higher affinity for electrons gains electrons and thus charges negative, while material with lower electron affinity charges positive. This contact exchange of charge is universally observed for all materials, at times causing electrostatic nuisances that are a problem in some industries. Electron affinity is dependent on the chemical composition of the particle surface and will result in substantial differential charging of materials in a mixture of discrete particles of different composition. In the ST separator (Figures 1 and 2), material is fed into the thin gap 0.9 ? 1.5 cm (0.35 -0.6 in.) between two parallel planar electrodes. The particles are triboelectrically charged by inter-particle contact. For example, in the case of coal combustion fly ash, a mixture of carbon particles and mineral particles, the positively charged carbon and the negatively charged mineral are attracted to opposite electrodes. The particles are then swept up by a continuous moving open-mesh belt and conveyed in opposite directions. The belt moves the particles adjacent to each electrode toward opposite ends of the separator. The electric field need only move the particles a tiny fraction of a centimeter to move a particle from a left-moving to a right-moving stream. The counter current flow of the separating particles and continual triboelectric charging by carbon-mineral collisions provides for a multi-stage separation and results in excellent purity and recovery in a single-pass unit. The high belt speed also enables very high throughputs, up to 40 tonnes per hour on a single separator. By controlling various process parameters, such as belt speed, feed point, electrode gap and feed rate, the ST process produces low carbon fly ash at carbon contents of 2 % ± 0.5% from feed fly ashes ranging in carbon from 4% to over 30%.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. Electrical Vertical Sounding (EVS) profiling has proven to be a valuable tool to set the alignment and guide the design of a 17 km-long, 4.7m diameter water-conveyance tunnel in the Peruvian Andes at an altitude of 4,260 m. EVS profiling helped determine where to locate boreholes, and reduce the amount of drilling to 1,200 m of vertical and inclined boreholes. EVS profiling allowed the designer to identify and verify by drilling the existence of zones with difficult tunneling conditions that were avoided by realigning the tunnel. The rock quality was checked by drilling and a combined scheme of excavation by TBM and conventional drill and blast technique was developed for the final design.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

Over the past several years, the mining and minerals market was overloaded with discussions around reviving mature terminologies like distributed control systems (DCS), programmable logic controllers (PLC), and the ?new comers?: hybrid control systems (HCS) and programmable automation controllers (PAC) and, in parallel, which technologies would be more appropriate for mining and mineral processing applications. Ten years ago, a careful comparative analysis would make more sense. Control approaches had very distinctive differences where users needed to choose the right approach.

Since 2008, the Portuguese Task Group for the Extension of the Continental Shelf has been operating the ROV "Luso" (rated for 6000m depth) for geological sampling of the deep North Atlantic seabed, performing surveys on, e.g., seamounts and hydrothermal vent fields. Amongst other sensors, the ROV is equipped with a full HD video camera with which still images of the deep ocean floor are recorded. Fixed on the ROV’s frame are two underwater "line" lasers, each generating a sharp green line (532nm) over the seabed. The two lasers are paralleled and calibrated at a set distance. Provided that the camera’s angle of view is known, numerical values for seabed surface area may be calculated using direct measurements taken from the pictures containing the laser lines. We present the corresponding main mathematical formulas, which are derived from simple geometrical considerations, and discuss how to generalize these results for an arbitrary camera tilt or pan. We present an example of application of our method by estimating values for percent coverage of rock substrate versus sediment. Our results are also relevant for determining seabed polymetallic nodule abundances from still images obtained during ROV surveys.

The Homestake Gold Mine at Lead, South Dakota, has been proposed as the host site for the Deep Underground Science and Engineering Laboratory. The laboratory will house neutrino experiments in mine workings at the 7400-foot depth, as well as research in geomicrobiology, rock mechanics, and ground-water flow. Initial plans for the laboratory were developed in 2000 after Homestake Mining Company announced the closing of the underground gold mine. Homestake’s owner, Barrick Gold Corporation, had agreed to donate the mine for a laboratory if it could be protected from environmental liability. That initial agreement was delayed, and Barrick turned off the mine’s pumps in 2003, allowing lower levels of workings to begin to flood with water. In early 2004, the Governor of South Dakota signed an agreement with Barrick that would indemnify the company and eventually transfer ownership of the mine to a state laboratory authority. South Dakota’s governor also announced plans to ask the state legislature for funds to help in the initial construction of the laboratory. A consortium of scientists from several states is currently preparing a detailed laboratory proposal for the National Science Foundation.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

INTRODUCTION The state-of-the art in the area of soil-structure interaction is not sufficiently developed that one can accurately predict the earth load distribution on buried structures. This lack of knowledge has led to the use of high factors of safety in their design and conservative assumptions for the loading diagrams. As a step towards the improvement of the design methodology for buried structures, it is important to be able to apply new analytical techniques and monitor the performance data obtained on full-size buried structures. The performance data should preferably include: 1) the actual stress distribution on the buried structure, 2) stress distribution in the buried structure and surrounding soil media, 3) vertical and lateral movements in the soil adjacent to the buried structure, and 4) deflection of the buried structure. Brown (1967), Davis (1972), Krizek, et al (1974), Krizek and MacQuade (1978), and some few others have compared the performance of full-size culverts with finite element results. Despite all these efforts, a complete understanding of the soil-structure interaction problem has not yet been fully achieved. In an effort to make improvements in the existing design procedures for buried structures constructed in an open-cut, the Department of Environmental Services (DES), Washington, D.C., in conjunction with Howard University, undertook a detailed study of Section II of the Capitol Hill Relief Sewer (CHRS). Inclinometers were used to measure lateral movements of the excavation wall and the total normal interface stresses acting on the concrete sewer were obtained using glotzl total pressure cells. This paper describes the results of the field instrumentation program for acquisition of data, their comparison with the design assumptions, and the results of a series of post-construction finite element analyses of the CHRS project.

The Mine Safety and Health Administration (MSHA) conducted a respirable dust survey to evaluate the effectiveness of a water curtain utilized for dust control on continuous miner sections. The purpose of this survey was to determine if the water curtain was effective in reducing respirable dust concentrations, since several mines currently use water curtains to control miners? respirable dust exposures. The survey was conducted on a supersection of an underground coal mine, which utilized two continuous miners on the same split of air. Each continuous miner alternated taking a cut so that both continuous miners would not operate at the same time. The underground coal mine is located in Knox County, Indiana. The water curtain evaluated in this survey was located in the last open crosscut between the intake side continuous miner and the return side continuous miner. When the intake side continuous miner cuts coal, its exhaust air would be used to ventilate the return side of the section. The intent of the water curtain was to reduce the intake air respirable dust concentration (generated by the intake side continuous miner) before the air stream ventilated the return side of the section. To determine the effectiveness of the water curtain in reducing respirable dust concentrations, respirable dust sampling pumps were placed on both the intake side and the return side of the water curtain. Additional respirable dust sampling pumps were placed farther downstream from the water curtain to monitor dust levels downstream of the water curtain, but in an area where respirable dust would not be created by anything other than the intake side continuous miner or additional section air. The water curtain and the respirable dust sampling pumps were operated only when the intake side continuous miner was cutting coal. The samples were analyzed for respirable dust and quartz content. The water curtain showed minimal effect in controlling respirable dust and respirable quartz dust, but the reduction was so negligible that this survey could not quantify the reduction. The measured reductions are within the accuracy of the sampling equipment.
