The split-lining structure was newly developed for the air-tight lining of the underground compressed air storage cavern. This structure consists of separated reinforced concrete (RC) segments and air-tight membrane. It is most important for the Compressed Air Energy Storage Gas Turbine (CAES-G/T) system to develop the economical lining. In order to verify the applicability of split-lining structure, CAES-G/T pilot plant was constructed and operated for 6 months. We confirmed the practical usefulness and safety of this system through the operation. This paper presents the mechanical behaviour of surrounding rock mass and the lining structure observed through the operation of CAES-G/T pilot plant. Nous avons mis au point une structure de revêtement modulaire pour le revêtement des cavernes souterraines hermétiques à pression. Ce revêtement est composé de segments de béton armé et de membranes hermétiques. Il était très important, pour le CAES-G/T (Compressed Air Energy Storage Gas Turbine), de développer un revêtement économique. Afin de vérifier l’aptitude d’application de notre revêtement modulaire, nous avons construit un système pilote CAES-G/T et nous avons effectué des essais de fonctionnement pendant six mois. Ces essais nous ont permis de confirmer l’utilité et la sécurité du système. A travers le présent rapport, nous rendons compte de la structure de ce nouveau type de revêtement et du comportement mécanique de la masse rocheuse environnante que nous avons pu observer au cours desdits essais. Als luftdichter Druckbehälter wurde eine gegliederte Belagsstruktur für tief unterirdisch liegende Felshöhlungen entwickelt. Diese Struktur ist aus Stahlbetonabdeckung und luftdichter Plane aufgebaut. Bei der Entwicklung des Pressluftgasturbinen – Stromerzeugungssystems (CAES-G/T) war es die wichtigste Aufgabe, einen wirtschaftlichen Belag zu entwickeln. Deswegen wurde zum Nachweis der Effektivität der gegliederten Belagsstruktur eine Pilotanlage errichtet und 6 Monate lang betrieben. Durch den Betrieb konnten wir die Praktikabilität und Sicherheit des Systems bestätigen. Dieser Aufsatz ist ein Bericht über das Verhalten der durch Betrieb der CAES-G/T Pilotanlage beobachteten Belagsstruktur und umliegenden Felsmasse.

Fine phosphate feed is considered to be slime and normally disposed of as a discard in settling ponds or dumped as landfill. The purpose of this research was to establish whether commercially acceptable qualities and yields could be obtained from this material using dry separation methods. The results obtained from the electrostatic separation of <105 µm phosphate ore are presented. An existing separator was upgraded in order to improve on product and flotation concentrate recovery, to test different mineral, and to reduce particle residence time between the charging chamber and the separating zone of the separator. The operating conditions were varied according to the charges imparted to the particles in the electric field, and according to other device parameters. Parameters such as splitter position, charge reversal, rotation speed, charging voltage and separating voltage. The <105 µm phosphate feed was concentrated under both triboelectrification and inductive charging. The use of inductive charging and charge reversal resulted in a significant increase in grade for <105 µm phosphate feed, with the P205 grade increasing from about 12 per cent to 20.50 per cent, and a recovery of 26.30 per cent under a single stage of separation. It was found that better separation was achieved at rotation speed of 6000 r/min, -8 kV charging voltage, and 25 kV separating voltage.

The occurrence of heavy minerals in the oil sands of Alberta has long been known and has been well documented in the literature. Unfortunately most of the researchers working on this resource have been unable to produce products that meet acceptable market specifications. This has resulted in many misconceptions about this resource. Recent efforts have shown that with some innovative approaches, marketable material can be produced and as a result it might finally be possible to realize the potential of this immense resource that, some have estimated, could contain in excess of 20% of the world demand by 2010. This paper highlights the uniqueness of this mineral assemblage and the mineral processing challenges it presents. It shows the most recent work that has resulted in the production of marketable titanium and zircon products. This paper also focuses on some of the special problems resulting from the variability in the heavy mineral suite. Of special interest is the occurrence and removal of bitumen and pyrite without adding to the sulphur dioxide loading in the regional airshed. The trend by the mining industry to develop various positions on ‘sustainable mining’ has some significance for the heavy mineral industry. Although the industry generally has an excellent track record of eventually rehabilitating disturbed ground in an acceptable manner, heavy mineral mining operations tend to have a relatively large footprint of disturbance and the industry is under considerable pressure to develop options that are more environmentally acceptable. In addition, as operators move to exploit deposits that are lower grade and/or are further from a port site, the emissions per unit of sold product will also rise and the industry will be under pressure to address this issue as well. Because heavy minerals from oil sands are by-products of existing operations, there are virtually no incremental disturbances or emissions that would be associated with heavy mineral production. All mining and tailings remediation issues are accounted for by the oil sand operation. The only incremental emissions would be those associated with the mineral processing operations and transport of finished products to a port site. This paper discusses the environmental and cost implications of this situation.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. Transportation cost is the dominant cost and accounts for almost half of the total mining cost in surface mining. Therefore, determining transportation cost is critically important for the economic feasibility of mining projects. Turkey produces around 85 million tons of lignite per annum. The biggest state-owned company, Turkish Coal Enterprises (TKI), accounts for 43 per cent of the country?s total lignite production. Around 85 per cent of the produced lignite is used in power plants for electricity generation and 15 per cent is used for domestic heating in cities and urban areas. On behalf of the Turkish government, TKI distributes around 2 Mt of lignite annually, at no cost to poor needy families countrywide in accordance with Social Assistance and Solidarity Funding aid. Subcontractors are utilized for lignite transportation, and conflicts arise due to the different transportation cost calculations at different mines. A robust model that provides unbiased cost estimations is therefore of paramount importance. This paper presents the transportation cost estimation software, NAKMAL, that has been developed for estimating the transportation cost of lignite from the mine face, including excavation and loading, to various final destination points through five different transportation scenarios. NAKMAL was designed using VisualStudio.NET, validated using field data and some case studies, and it is currently being used by TKI for calculation of transportation cost country-wide.

Dowding, Reynard and Associates Mineral Projects (DRAMP) was approached by the ARM/Lion Ore JV during July 2006 to conduct a feasibility study and control budget estimate for a new greenfield project for their NKOMATI Nickel mine 45 km east of Machadadorp. The scope included the evaluation and review of previous studies as well as a techno-economic trade-off on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous milling. The following document encapsulates the thought process, decisions and the references used in selecting the final comminution route for the new 375 ktpm MMZ concentrator. Apart from the pilot test work performed, design simulations from a number of sources, performance results from a recently commissioned 100 ktpm MMZ concentrator, together with an understanding of the geology and mineralogy of the orebody and possible variations in the characteristics of the orebody over the life of mine were assessed. The results from all the above-mentioned work indicated that it would be possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding (ABC-type) circuit. Autogenous milling is generally considered to be one of the higher risk milling circuits. This is mainly due to the fact that the ore, which is utilized as the grinding media, could be variable in terms of hardness and mineralogy/geology. Nevertheless, it is a very popular route as the cost benefits, more specifically the operating cost, are normally very attractive. This is especially the case when large low grade orebodies are evaluated. In North/South America, autogenous and semi-autogenous grinding circuits have been successfully employed during the past 20 years on large scale low grade operations. Taking all the above factors into account, the DRA/Nkomati project team recommended an autogenous circuit with the option to add steel to both the primary and secondary mills (if required) for the new operation in order to create the opportunity for significant operating cost savings. One has to bear in mind that all the new design simulations and decisions are based on previous work and potential unknown variations within the orebody will never be fully understood until the pit is operational for some time.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM The technique reported here involves measuring the air pressures generated within sealed boreholes located behind blasts. Results from twelve free face blasts in competent rock environments a represented. There were no instances of high pressure gas penetration, even at distances corresponding to less than one blast burden. Rapidly generated underpressures were measured in most holes, with the magnitudes of the peak pressures decreasing with distance behind the blasts. It has been proposed that the under pressures are the result of new volume created due to crack formation and overall rock mass dilation. The experimental evidence is consistent with this, including a correspondence of the onset times of the peak underpressures with the nominal firing times of the nearest blastholes. New post-blast cracks were observed when using borehole video cameras in the monitoring holes. A calculation of new volume produced within the monitoring holes is proposed as an indicator of damage. While the data exhibit considerable scatter, there is a power function dependence on scaled distance, which resembles that of typical vibration data. The data also lie within the normally quoted vibration regimes for rock damage and are consistent with measured extents of damage. It is concluded that this technique may provide an inexpensive and practical comparative measure of near-field rock damage due to blasting. It is further concluded that gas penetration is not a common phenomenon. Damage appears to be mainly attributable to the nearest blastholes and the control of charge mass in perimeter blastholes is emphasized for damage minimization.

The proposed Gautrain Rapid Rail Link (GRRL) will require approximately 15 km of double or twin high-speed rail track tunnels located for the greater part beneath the northern suburbs of Johannesburg, including Houghton, Rosebank and Sandton. During the Environmental Impact Assessment (EIA) it became clear that potential surface vibration above and in the vicinity of the tunnels was a matter of serious concern to the residents of the affected properties and that the impact required assessment. The general method proposed is based on a US Department of Transportation, 1998, publication in which abase vibration curve derived for typical high-speed passenger trains is adjusted for the topological, geological and other features to predict the surface vibration and the associated ground-borne noise. The predictions indicate that some isolated areas might be impacted but that the impact will likely be limited, and it is possible to mitigate the impact using suitable track construction methods and track support systems.

The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a &apos;Health Risk Assessment for Metallic Chromium and Trivalent Chromium&apos; under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

The legislation for the disposal of heavy metals contaminated substances is still going to be tightened up in the future. The main criteria for the utilization or deposition of these residues are the content and the water solubility of these metals. Through this, the use of slags from the lead-and zinc-industry in road building may become limited or even not possible at all. From an economic point of view this would lead to Pb/Zn losses and costs for safe dumping. This paper investigates the feeding of the reducing agent via hollow electrode DC smelting and the yield of metal reduction. After carrying out thermodynamic calculations, the process window conditions for electric-arc furnace tests were determined. Doing this, the zinc could be reduced, evaporated and recovered as an oxidic intermediate product flue dust, while the lead was present either in flue dust or in metallic form. The zinc content in the final slag could be reduced by up to 90%. The slag product has undergone an eluation test which allows it to be used as building materials. Conventional stoping in hard rock mining is largely considered an operational environment. This paper suggests that stoping falls within the realm of a project management environment typified by uncertainty, variation, and large numbers of interdependencies. Stoping was then equated to a micro-project with many simultaneous activities that had to be executed accurately using finite resources within limited shift durations in order to reach specific goals. Critical chain project management (CCPM) principles were applied to the stoping activities, and the results showed that the number of blasts per panel can be significantly increased by successfully moving the distribution of work as close as possible to the start of shift. Critical chain principles also assisted in facilitating re-focusing and teamwork among stoping crews as well as between day- and night-shift crews. The main recorded success was in managing inherent protective capacities/local contingencies/fat/buffers that are found in all projects. The impact on mine health and safety (MHS) was significant as individual operators and crews became convinced that they could perform all stoping tasks (activities) without compromising accuracy or speed.

Southern Africa has a history rich in the pyrometallurgical processing of ores. Two of the alloys produced are high-carbon ferromanganese (74?83 per cent Mn) and silicomanganese (59?67 per cent Mn and 14?31 per cent Si). The largest land-based manganese ore deposit in the world is based in the Northern Cape Province of South Africa. In 2010, 6.3 Mt of ore from the deposit was exported, mainly to China, Norway, Japan, and India, and an estimated 1.1 Mt beneficiated locally to produce manganese ferroalloys. In southern Africa the producers of manganese ferroalloys are Metalloys and Assmang, and of silicomanganese Transalloys, Mogale Alloys, and Match Corporation. Submerged arc furnace technology is utilized in the production of high-carbon ferromanganese (HCFeMn) and silicomanganese, applying the discard slag practice in both instances. The carbon content of HCFeMn is reduced using converter technology and that of SiMn using the Perrin process. Ninety per cent of the world?s manganese ferroalloys production is consumed by the steel industry. The consumption (and production) of manganese ferroalloys therefore closely follows worldwide steel production. From 2001 to 2010, the doubling of the worldwide production of manganese ferroalloys can be attributed to an increase in production capacity in Asia and Oceania, with the largest increase in the production of SiMn. Manganese ferroalloys produced in Asia and Oceania are mainly for the local market, with North America, Europe, Russia, and Turkey the major markets for alloys from southern Africa. The major challenges faced by the southern African manganese ferroalloy producers are increasing electricity tariffs and productivity of labour, which require a concerted effort by all parties involved to achieve a satisfactory solution. Slags have been produced as by-products from pyrometallurgical processes for thousands of years, and have generally been regarded as waste. Many of these slags are no longer seen as residues merely to be discarded, but as potential economic sources of metals, or as useful by-products in their own right. Slag cleaning can enhance the recovery of valuable metals in existing pyrometallurgical processes, or can produce economic value from recycling old slag dumps. For example, a process has been developed and implemented industrially for recovering cobalt from copper smelting slag in a DC arc furnace. The relatively non-leachable behaviour of glassy slags allows them to be used as a very safe means of disposal of metallurgical waste streams, including many that are classified as hazardous. The high temperatures, reducing conditions, and good mixing that can be achieved in a DC arc furnace enable the effective functioning of this environmentally beneficial means of disposal. Lead blast furnace slag can be rendered safe for disposal by treating it using the Enviroplas process, which strips most of the hazardous lead from the slag (and traps the rest in an insoluble glassy slag) and recovers economic quantities of zinc by absorbing (in a lead splash condenser)the zinc vapour that is fumed off in the furnace. Another example can be seen in the recovery of a chromium- and nickel-containing alloy from stainless steel plant dust, while producing a disposable residual slag. The examples presented here illustrate that it is possible to develop processes that are both economic and environmentally beneficial. South Africa hosts some of the world?s largest known resources and reserves of minerals that are strategically important to the global economy. The country?s mining industry contributes significantly to the national economy in terms of gross domestic product, export earnings, corporate tax receipts, remuneration earnings, and employment. Platinum, gold, and coal are significant minerals because they make the largest individual contributions to these economic indicators. Several factors impact the cash cost performance of operations that mine these minerals, thus affecting the future sustainability of these operations, which are generally ?price-takers?. It is therefore important that the cash cost performance of operations for these key minerals is analysed. Commercially available industry cost curves can be used for such analysis. However, some companies may not be able to afford to purchase these curves. This paper presents a simple Microsoft Excel® algorithm for constructing the curves. It also demonstrates how the constructed industry curves were used to analyse the cash cost performance of South African mining operations for the three selected minerals for the period 2007 to 2011, which included the 2008 global financial crisis. The analysis revealed that the operations were affected by several global and local factors during the review period. Ferro-alloys are sold according to the size grading specifications of users. Fines are produced during crushing and the amount produced depends on the crushing process and the physical characteristics of the ferro-alloy. The market value of fines has declined. Market demand is very weak and in some extreme cases is nonexistent. An induction furnace melt process has been developed to solve this problem. The process feasibility has been demonstrated on a small scale with charges of approximately 2.5 kg. The piloting was carried out using a 100 kW furnace with a metal liquid capacity of 140 kg. The operating parameters were determined during the pilot process. The procedures were defined and the equipment required for melting fines produced at the client&apos;s site was sized. With the production of ingots, the client can now recover the full value of ferro-alloy fines.

This paper traces the rise of South Africa&apos;s mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the &apos;developmental state&apos; is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep &apos;extractive&apos; characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.
