"The Anhydrite ProblemThe Nonmetallic Minerals Experiment station of the Bureau of Mines at Rutgers University, New Brunswick, N. J. has recently undertaken a study of the chemical and physical properties of anhydrite having in view its wider utilization anhydrite (CaSO4) in contact with water at ordinary temperature and pressure rehydrates, slowly forming gypsum (CaSO4.2H42O). In nature this is an extremely slow process, and laboratory experiments are being conducted to determine methods of accelerating the rehydration. The tests recorded herein cover one this study, and while they are negative in character in so far as the major problem is concerned, certain facts established by the tests, bearing on the stability relations of gypsum and anhydrite seem sufficiently important to be placed on record.Early Researches on Gypsum and Anhydrite.It is to Lavoisiar that we are the first scientific study of the calculation and hardening of plaster of Paris. He sums up his experiments in the following passage: ""If gypsum, which has been deprived of its water of by means of heat, is again treated with water (to make what is commonly called mortar) it takes it up with avidity, rapid and irregular crystallization occurs, and the small crystals which are formed are so entangled in each other that a very hard mass results."" Later, he observed that the dehydration of gypsum occurs in two stages: three-fourths of the combined water is much more easily driven out than the last fourth. LeChatalier first determined the temperature decomposition accurately, his method was as follows: Pulverized gypsum was placed in a glass tube in the middle of a paraffin bath, the temperature of which was raised in a progressive and regular manner. A thermometer gave at each instant the temperature the salt, and the passage of the mercury column past each division of —co. was cared by a registering chronograph. The rise in temperature was except at 128°C. and 168°C. where breaks occurred."

The Bell & Zoller Coal & Mining Co. recently completed construction of two slopes at Mine 3 near Zeigler , Ill . The slopes are in the Big Muddy River Valley , and construction was particularly difficult because the strata from the surface to a depth of 70 feet comprise water saturated sandy clay and sand . Many mining companies have similar shaft- and slope - sinking problems , and because these slopes were satisfactorily completed and now are in use the methods followed during construction are described in this information circular . It is believed that other companies with similar problems . will benefit by adopting the methods followed at Mine 3 .

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

The Ellington manganese deposit in Reynolds County J Mo., had been known for some time; and limited exploration, consisting of test pitting and sinking a shaft 54 feet deep on the property, had been done by private interests. Late in 1941, the Bureau of Mines cleaned, deepened, and sampled many of the existing pits and dug and sampled 27 new ones. The shaft was unwatered and sampled, and several pockets of manganese ore were trenched to determine their extent. Samples were analyzed and beneficiation tests on 1 ton of the ore were made at the Rolla, Mo., station of the Bureau of 'Mines. Results of the investigation indicated that the deposit was small and low in manganese content.

Thermodynamic calculations for antimony and its compounds have been hampered by the lack of adequate basic thermal data; much work rains even to fill the more important gaps. This paper supplies heat and free energy of formation values at 298.15° K, for the sesquioxide and tetroxide, based upon new measurements conducted by the Bureau of Mines. The heats of formation were obtained by combustion (bomb) calorimetry, and the free energies of formation were obtained by combination of heat and entropy data. The new values are believed to substantially improve the accuracy of thermodynsunic considerations involving these oxides.

THIS CHAPTER reports employment data and injury experience in the metal, nonmetal, quarrying, sand and gravel, and slag (iron blast furnace) industries of the United States in 1959. Each industry is treated separately, and no attempt has been made to combine data to show an overall total for this group of mineral industries. The slag canvass is included for the first time (data on employment and injuries were not collected before 1958), and, like other canvasses included in this chapter, data are voluntary. Employment and injury experience for all mineral industries can be found in volume III. The employment and injury information in this chapter came from reports submitted to the Bureau of Mines before May 31, 1960; therefore, figures are preliminary and subject to revision. Voluntary reports submitted by operators have contributed substantially to safety promotion since 1911, when the Federal Bureau of Mines started collecting employment and injury facts.

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

The Bureau of Mines has carried out investigations on a method for producing zirconyl sulfate solution from zircon sand, comprising (1) reacting zircon sand with molten NaOH, (2) leaching the resultant fusion frit with water to remove sodium silicate and to convert sodium zircon-ate to hydrous zirconium oxide, and (3) leaching the hydrous zirconium oxide from unreacted sand with hot, dilute H2S04 to produce crude zirconyl sulfate solution. The following conditions were found to be suitable: reacting 0.6 kg of NaOH per kilogram of zircon sand for 10 min at 600° C; leaching the frit with 3 to 4 liters of water per kilogram of solids; leaching the residue with 5.1 liters of water and 1.25 liters of 98-pct H2S04 per kilogram of original solids for 10 min at 90° C; and filtering or decanting to recover unreacted zircon sand. A preliminary cost estimate is included.

Develop new technolgies and techniques which enable recovery of strategic and critical minerals such as cobalt from domestic resources, thereby easing the U.S. dependence upon foreign producers for these valuable commodities. Approach The Bureau of Mines, through research, developed a process which uses mineral beneficiation techniques to recover cobalt-rich products from Missouri lead ores. Before development of this process, cobalt was lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minimum impact on present production did not exist.

Bastnasite concentrate was processed to recover total rare - earth content and obtain high - purity ceric nitrate . Reaction of the concentrate with 45 percent caustic soda for 1 hour at 180 ° C in stainless steel vessels resulted in 99 - percent conversion to rare - earth hydroxides . A drying step followed by solution in nitric acid produced a tetravalent cerium fraction amenable to extraction with TBP . Single- stage separatory funnel experiments resulted in 90 -percent recovery of ceric nitrate at a purity of 99.9 percent . Fractional extraction in pressure - bubbler columns resulted in 98.5 - percent recovery of 99.5 -percent - pure ceric nitrate .

Reduce or prevent acid mine drainage from coal refuse piles and surface mines by inhibiting the growth of acid-causing bacteria. Approach A dilute surfactant or deter? gent solution is applied directly to coal refuse piles or overburden using a hydro-seeder or road watering truck. The surfactant treatment can be used either as a preventive measure to avoid a potential acid drainage problem or to reduce water treatment costs by controlling acid drainage at its source. How It Works Acid drainage is prevented or reduced by inhibiting the growth of Thiobacillus ferrooxidans, a type of bacteria which obtains most of the energy it needs to survive by oxidizing ferrous iron in water. The oxidized iron in turn attacks pyrite, which forms an acid and additional ferrous iron for the bacteria to oxidize. T. ferrooxidans is protected by an outer membrane which enables it to survive in its acid environment. Anionic surfactants, or surfactants containing negatively charged ions, can be used to destroy this membrane, thus killing the bacteria and slowing down the oxidation of acid-forming pyrite. Of the anionic surfactants tested to date, sodium lauryl sulfate (SLS) appears to be the most effective as a bactericide. Alpha olefin sulfonate and alkyl benzene sulfonate are acceptable alternatives. These surfactants are major components of common household products, such as laundry detergent, shampoo and toothpaste. They are, therefore, readily available, inexpensive, biodegradable and present no environmental problems at low concentrations.

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

Heat contents were measured for Na2CaSi04 and Na2Ca2S02 between 298° and 1,300° K, for Na2Ca2Si309 between 298° and 1,500° K, and for Na4CaSi3O9 between 298° and 1,350° K. Copper-block drop calorimetry was employed. Reversible, first-order transitions were found for Na2CaSi04 and Na2Ca2Si309. The transition for Na2CaSi04 is at 830° K with a heat absorption of 160 cal/mole; that for Na2CagSi309 occurs at 750° K with a heat absorption of 1,550 cal/mole. Results for the other two silicates showed no irregularities. A table of heat content and entropy increments above 298.15° K and heat con-tent equations are included for use in thermodynamic calculations.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). Equipment is the primary cause of injury in 11% of all mining accidents and a secondary cause in another 10%. Purchasers should select new equipment carefully to ensure that the machine incorporates good ergonomic design criteria that maximize the safety of their mine workers. One potential problem area is the workstation-the control center of the machine. Safety problems often occur when the workstation provides insufficient clearance or visibility to the operator or has controls that are difficult to reach. This is especially true for underground mines, where confined space is an issue. In reclined or stooped postures, operators will have less strength and agility and often experience reduced visibility. We have conducted and published much research in Human Factors design of mining machine workstations. This information is currently being compiled into a series of Human Factors design recommendation reports. The reposts dl cover many topics, including workstation layout, control design, seating, and visibility. Each topic has a list of basic or first principles of design. Understanding these principles is the key to designing or purchasing a workstation that is both safe and efficient. Following is a sampling of these main topics and first principles.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

To cost-effectively reduce noise and vibration in newly manufactured mantrip vehicles. Approach Previous Bureau of Mines research demonstrated that noise controls could be in-stalled on existing mantrip vehicles, thereby substantially lowering noise levels inside the mantrip. Under Bureau sponsorship, a manufacturer of mantrip vehicles agreed to incorporate similar noise controls into a new vehicle during manufacture. Throughout this project, durability, maintainability, and cost were considered to be as important as noise reduction. How It Works The following noise-control features were included in the new mantrip: (a) Suspension Isolation- The suspension components were isolated by inserting elastomeric materials between them and the vehicle frame.

Studies showing the effect of mixing hot exhaust gases with tie intake air of a four-stroke-cycle Diesel engine are described. The results indicate a marked increase in carbon monoxide in tip exhaust gases, a decrease in oxides of nitrogen, and no significant effect on aldehydes. The increase in carbon monoxide was greater at higher fuel-air ratios and was caused partly by the increase in fuel-air ratio end partly by the decrease in oxygen concentration resulting when exhaust has was added. The application of these results to the use of Diesel engines underground is considered.

Mercury exists in coal at very low levels; the structure of coal, the vapor pressure of mercury, and its almost universal occurrence introduce unusual problems into the analytical methods. Round-robin analyses by several laboratories, each using its own techniques, indicate that the average mercury content of coal is about 0.2 part per million. Some western coals are as low as 0.05 ppm.

The Federal Bureau of Mines investigated, on a laboratory scale, a technique for recovery of silver from pregnant solutions generated in the hydro-metallurgical treatment of complex base-metal sulfide concentrates with oxidizing chloride media. This technique provides a means for recovery and simplified reduction of accessory silver to metal from chloride solutions. The method consists of adding NaI or KI to the solution to precipitate AgI, which is then contacted with Na2S to produce Ag2S and to regenerate the iodide salt solution. Silver recoveries range from 99 pct with 20 pct excess iodide precipitant, to 92 pct when the theoretical stoichiometric amount of precipitant is employed. The Ag2S product can be reduced to silver metal by contact with aluminum chips in NaOH solution followed by purification with conventional fire refining techniques.
