The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn't dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

Overall the domestic abrasives industry had one of its best years in 1965. Production and value of all commodities increased over that of 1964 which also was a good year. Production of tripoli that was down in the previous year rebounded and production from two new mines was reported. Plant capacities for production of silicon carbide and fused crude aluminum oxide and production from plants in the United States and Canada increased, but demand was high and yearend stocks were less than at the end of 1964. Foreign Trade.-Increases in value of most imports of abrasive materials in 1965 were offset by a decrease in the value of imported industrial diamond. Production of fused aluminum oxide and silicon car-bide in the United States and Canada and imports of these commodities into the United States increased, but combined exports of finished grain of these materials was virtually unchanged from the previous year.

RESEARCH strengthened the position of cesium as the preferred material (commonly but erroneously called "fuel") for ionic propulsion engines. Its use as an element of the plasma thermocouple for generating electricity also seemed more likely. Domestic Production.-No domestic ore of cesium and rubidium was produced. San Antonio Chemicals, Inc., San Antonio, Tex., and Maywood Chemical Works, Maywood, N.J., continued to produce cesium and rubidium compounds including carbonate, chromate, hydroxide, nitrate, sulfate, and all four halides. Rocky Mountain Research, Inc., Denver, Colo., began producing various cesium and rubidium salts. American Potash & Chemical Corp., Los Angeles, Calif., offered cesium and rubidium for sale.

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

It is estimated that well over 20 million lb of chromium and 8 million lb of nickel, plus other metal values, are diverted annually to furnace dusts, mill scale, and contaminated swarfs in the domestic stainless and other specialty steelmaking industry. Little inroad has been made toward the in-plant recycling of these wastes to reclaim the metal values. The Bureau of Mines has devised a process for recovering about 90 pct of the chromium and molybdenum and well over 90 pct of the nickel and iron from stainless steelmaking furnace dusts, swarf, and mill scale. Other metals such as manganese are also recovered. Initial laboratory results were confirmed and expanded to include a wide variation of stainless steelmaking waste mixtures. Later experiments have included specialty steelmaking wastes other than from stainless steelmaking. Significantly, the ease of technology transfer has been demonstrated by a number of industrial-sized (19-ton) commercial electric furnace heats, in which the pelletized wastes represented some 10 to 20 pct of the furnace charge, replacing part of the normal scrap charge. Results of these successful large-scale trials are presented. Some information is also presented on incorporation into the pellets of chromium-bearing particulate wastes originating from other than steelmaking production. Cost evaluation indicates the process is economically attractive.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

This Bureau of Mines publication contains analyses and related source data for 349 natural gas samples from 26 States and 2 foreign countries. The 3 samples from foreign countries and 339 of the U.S. samples were collected during calendar year 1983. The remaining seven samples were collected earlier, but releases granting permission to publish were not received until 1983. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-seven publications have presented the results of 13,332 gas analyses made prior to 1983. The first three bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-27) containing 8,104 analyses of sam¬ples collected since 1960.

A study of subsurface waste disposal in the United States shows that in eight States a wide variety of industrial wastes are being injected into formations ranging in age from Precambrian to Recent. More than 30 wells ranging in depth from 300 to 12,000 feet are used for waste disposal into subsurface formations which include unconsolidated sand, sandstone, vugular limestone, and fractured gneiss.

The The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) is continuing to investigate the behavior of fully grouted roof bolts in the weak roof rock of the Safety Research Coal Mine (SRCM). This paper describes the results of three studies: • A series of 24 pull tests of bolts installed fully grouted and overcored to leave 12 inches of grouted bolt. The tests compared the pull-out performance of offset-head roof bolts with that of standard 5/8-inch bolts; • A second series of 24 tests that compared the pull-out loads obtained by bolts installed with 1 ft of resin (a Short Encapsulation Pull Test or SEPT) to that of fully grouted bolts overcored to leave only 12 inches of grouted bolt, and; • An investigation into the pressures generated during the installation of fully grouted resin bolts. All of the bolts installed and pulled were overcored and removed from the roof after the pull tests to allow inspection of the resin. The first study found that there was no significant difference in pullout load between the offset-head bolts and the standard bolts. The second study, comparing the SEPT bolts and the partially-overcored fully grouted bolts, indicated that SEPT can significantly underestimate bolt anchorage grip factor, suggesting that the SEPT is a conservative measure of actual bolt performance. Significant loss of resin to cracks in the roof was observed in the bolts overcored in the SRCM. The third study explored one possible explanation for the resin loss, high pressures generated during bolt installation. These tests employed bolts installed in strain gauged steel tubes. The results confirmed that significant pressures (greater than 4,000 psi) can be generated during bolt installation. The results of the pressure tests, combined with the observations of resin loss in bolts installed in the SRCM, suggest that under some circumstances resin loss and under-encapsulation could take place and lead to degraded bolt performance. Glove fingering was observed in all recovered bolts to various degrees. The limited comparative data suggested that the effect of glove fingering ranged from slight to moderate. Complete mixing of the resin was observed on all of the 40 bolts recovered (28 fully grouted and 12 SEPT). Australian and U.S. resins were compared and the Australian resins were observed to have much smaller catalyst compartment areas and lower resin viscosities. These differences are suggested as potential explanations for occasional resin mixing problems noted in Australian resin bolt installations.

[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1955 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 116 samples of aviation gasoline and for 38 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers' 1955 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 16 producers of aviation jet fuels are represented.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. In 1930 the Bureau of Mines published a description3/ f the concentrating process of the Magma Copper Co. as it had been developed to that time and was then employed. The prevent paper revises the description to the end of 1943 and includes a description of the smelting processes. Data from the mild and smelter operations for, 1942 are given in tables 1 to 14, Billing costs are included, but it is not permissible to publish smelter costs.
