[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. There were 63 fatalities in the California petroleum industry in 1929, the largest number in any year since 1923 and an increase of 34.0 per cent over 1928, when 47 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalities coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.

The research described in this Bureau of Minus report was conducted to improve the chromium-iron ratio of offgrade chromite. Two methods were used: (1) Iron was selectively reduced from chromite by carbothermic reduction in an electric-arc furnace, and (2) a mixture of carbon, chromite, and sometimes fluorspar was chlorinated to remove a substantial part of the iron. Chromite concentrate from the Mouat deposit in Montana and from northern California was used in the test work. Chromium-bearing slag and chromite that had been beneficiated by a roast-leach process were each smelted to produce high-carbon ferrochromium. Iron was selectively reduced in a laboratory-scale., electric-arc furnace. Carbon additions to the smelting charges varied from 40 to 100 percent of the stoichiometric requirement, and slag basicities were varied from 0.4 to 1.0 chromium-iron ratios of more than 4:1 were obtained with 89 percent recovery of chromium in a chromium-bearing slag.

A new instrumented cable bolt has been developed by the National Institute for Occupational Safety and Health at the Spokane Research Laboratory in Spokane, WA. Although various instruments are available to measure load distribution and magnitude along a grouted cable, this instrument is innovative in that it uses strain gauges internal to the cable as load-measuring sensors. The instrument has been successfully tested in the field at FMC’s Granger Mine, Meikle Mine, and Getchell Mine. A “split-pipe” laboratory pull test was performed on each of three cable bolts instrumented with the new device. Each test consisted of grouting a 1.83-m-long cable in two 0.91-m-long sections of schedule 80 pipe. A numerical analysis was then performed in which laboratory boundary conditions were simulated and model properties derived from textbook guidelines. The loads calculated by the model were then compared to the measured loads.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

This report is t e second of s series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company?s Crucible mine, operating in the Pittsburgh bed in Greene County, Pa, This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. "In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

The purpose of this effort was to investigate the feasibility of employing a piezoelectric transducer for seismic communications applications in mine environments. The transducer, a government furnished device incorporated a high Q, spring-mass resonator to load the air side of the piezoelectric crystal. The resonant frequency was seismic load dependent and fell in the range of 300 to 340 Hz. The effort included a mathematical analysis of the transducer, with corroborative laboratory tests, together with actual communications experiments performed first in an open-formation limestone quarry and finally in an operating iron mine. This work showed that the transducer could be coupled efficiently to hard, competent rock media with power conversion efficiencies of 70 to 80 percent (electrical to mechanical) in typical installations. In the iron mine, when radiating peak power was about 30 W (acoustical) in a gated pulse mode, signals were received at a distance of 760 ft through a massive rhyolite porphyry formation. This represents a 15% radiation efficiency with an input of 200 watts. Despite the high ambient noise level due to operating mine machinery, a signal-to-noise ratio of about 20 dB was achieved using a very narrow band filter to process the received signal, and a data rate of about two pulses/sec was demonstrated.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

Data collected by the Mine Safety and Health Administration (MSHA) has shown that roof bolting machine (RBM) operators are the second most likely type of underground mining machine operator to be are over exposed to noise, per the MSHA Permissible Exposure Limit. In response to this, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has initiated a project to develop engineering noise controls for roof bolting machines. Key to this research is an evaluation of the duty cycle of a typical roof bolting machine operation and this paper presents the results of such an exercise for data collected at two cooperating coalmines. The evaluation entails a time motion study of an operators' shift, logging each activity for time (e.g., tramming the machine, drilling holes, installing the roof bolt, etc.) and the noise levels associated with each task with a Larson Davis Spark 705+ dosimeter. NIOSH post processed the data to determine which tasks the operator devotes the most time to and the noise dosage accumulated during those tasks. These results provide insight into which portion of the operators' duty cycle is the most prominent contributor to noise exposure and thus, where research activities for the development of engineering noise controls should be focused. It was determined that the task of drilling holes is the most significant source of the operators' noise exposure and project research has focused on engineering noise controls to reduce the noise emissions generated during the drilling portion of the machine duty cycle.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.
