Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

Blind areas around construction equipment are a major contributing factor in incidents involving a piece of equipment striking a worker. In highway construction, these types of incidents result in an average of 22 deaths a year in the United States. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these incidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers or other objects. Several camera and sensor systems are available for this application. These systems were evaluated on various trucks used in road construction and maintenance. Tests were conducted on sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted on dump trucks and utility vehicles during the warmer months to study the effectiveness of the systems in highway work zones. Results showed that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in congested work areas.

Introduction This Instructor’s Copy contains most of the information needed to use the Wearing Hearing Protection Properly 3-D training reel. It offers practical suggestions on how to use the reel as a training aid, performance objectives for deciding if the training is appropriate for your needs, and discussion notes that provide additional information to the user. The 3-D reel was designed as a self-teaching aid that drillers and others who work at a drill site can use wherever the opportunity for such training presents itself. The latter could be a company preshift requirement or a tailgate session where workers would have an opportunity to view and discuss the reel. It could also be an individual looking at the reel in a pickup truck prior to beginning work at a drill site. The 3-D training reel is versatile in that it can be used for a small group of persons or for a single worker. For any of these situations, information is transferred to the individual by viewing each of the seven colorful, in-depth 3-D scenes and relating the words that appear in each scene to what is depicted in the visual. In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

The area encompassed by the political entities included in this study com-prises 11 million square miles or about 15 percent of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest is-land or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The region is noted for its great rivers. The Chang, Huang, Amur, and Mekong are respectively the fifth, sixth, eighth, and eleventh longest rivers in the world. The Ganges-Brahmaputra has created the world's largest delta, which covers 30,000 square miles. Abutting East Asia are the Sea of Japan, Dong Hai, Nan Hai, Bay of Ben-gal, and Arabian Sea. In the Southern Hemisphere, there is the Indian Ocean and the South Pacific Ocean. The Continental Shelf adjacent to the region constitutes a large proportion of the world's readily accessible shelf area. On the other hand, the Philippine and Java trenches and, further out, the Mariana Trench reach to formidable, abyssal depths, downward to 6,000 fathoms. Contrasting to this is Mount Everest, which reaches a lofty height of 29,028 feet. And then there is Xizang, whose high plateaus have been called the roof of the world.

Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

Procedures of mining high-calcium limestone underground at the Kimballton mine of the Standard Lime and Cement Co. in Giles County, west-central Virginia, are described. Drilling and blasting procedures arc discussed in detail, and direct mining costs are tabulated in percentage of total cost. Output, about 1,725 tons of limestone a day, is attained with heavy trackless equipment by the room and pillar method of ruining; modified by benching floors. Operating features include underground air compression, electric-eye control of curtained doorways, use of a single jumbo drill rig for all drilling, and an effective plan for maintenance of equipment. The company's safety program has contributed to an outstanding safe mining record. The mina is integrated with a plant on the property which converts the stone to metallurgical and chemical grade lime.

A test system was developed at the National Institute for Occupational Safety and Health's ventilation test gallery for measuring airflow using a three-axis ultrasonic anemometer. The gallery war used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data, collected at multiple sampling locations between the face and the end of the curtain, were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations and displayed as methane distributions in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within 0.6 m (2ft) of the face.

This paper is the third of a series of reports on asbestos prepared by the Bureau of Mines. The reports already issued contain general information, including descriptions of deposits throughout the world.3/ The present paper deals chiefly with milling and marketing. Many grades of asbestos are marketed, and an important phase of milling is the grading of fiber; these subjects therefore are related so intimately that contiguity in their treatment is fully justified. Although the Bureau of Mines is interested primarily in the mining and preparation of raw materials, the fabrication of asbestos products has attained such importance in the United States that brief reference to processes of manufacture is included. CLASSIFICATION OF FIBER Canadian asbestos fibers are divided into three main groups - crudes, mill fibers, and shorts. The term "crude" is applied to fiber of spinning grade measuring three eighths inch or longer, that is. hand-cobbed and not passed through a mill. Mill fibers are obtained by crushing and beating the fiber-bearing" rock, until the, asbestos is freed and, then removing the fiber from the rock by screening or air separation. Shorts are the lowest grades of mill products.

In response to the ever- increasing demand for high temperature materials, the Bureau of Mines instituted a program for the study and development of superrefractories, One of the major tools obtained for use in this research was an image furnace of the double-paraboloidal mirror type. Although extensive theoretical analyses of solar furnace performance may be found in the literature, comparable detailed information on the double-paraboloidal-mirror image furnace has been nonexistent. This report presents an analysis based on an investigation undertaken to ascertain the limitations and characteristics of the furnace so that it can be used most effectively. The quantitative determination of the energy available at the image, the control of this energy by mans of a 60-inch iris diaphragm, and its variation with position and time relative to the heat source used have all been dealt with in detail. The quantitative results were obtained using a specially designed waterflow calorimeter and these measurements, in conjunction with the theoretical analysis, are used to present a fairly complete description of the furnace and its capabilities.

THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. In other, words because of the pervious condition of the strata overlying the mine workings, approximately one-third of the total runoff in the Lackawanna River drainage area becomes mine water. This report, reveals that less than 7 percent of the 72 miles of pervious stream beds examined between Archbald and Pittston have been unproved.

This report describes an in situ combustion project and three waterflood projects in Allen, Anderson, and Wilson Counties, Kansas, that will be visited during the 1964 annual tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the movement of heavy crude oil through the reservoir and into the wellbore with energy furnished by burning a portion of the crude oil therein. Another feature is the simultaneous injection of C02 and water, through separate tubing into input wells during early development, to increase injectivity at moderate pressures, Discussion of individual projects includes information on their early history, source and treatment of injection fluids, oil production-decline curves, and the results of water injection on oil production.

Ground fault and overcurrent protection criteria for coal mine a.c. distribution systems were examined under a Bureau of Mines funded investigation. The report begins with a literature review which discusses relaying topics including instrument transformers, ground-fault pickup methods, static relaying, and comparison of relaying techniques. A chapter on ground-fault relaying provides recommendations for maximum and minimum pickup levels as a function of maximum ground current and power system line-to-ground capacitance. Research in the area of phase overcurrent protection has resulted in a complete set of procedural recommendations for the selection and setting of overcurrent relays and current transformers, molded-case circuit breakers, and distribution system fuses in coal mine power systems. The final chapter, which discusses relay system maintenance, introduces a unique test set which was developed by KETRON and used to test the performance of relaying systems in coal mines.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

The Bureau of Mines study indicates that land utilized by the mining industry for mineral extraction and processing from 1930 through 1980 amounted to 5.7 million acres, or 0.25 percent of the land mass in the United States. Land reclaimed by the industry during the same period was 2.7 million acres, or 47 percent of the land utilized. Land use by the mining industry includes surface land used for excavation or mining, for waste from underground mining, and for wastes from milling or processing operations. Data on land use for disposal of overburden waste from surface coal mines and on areas affected by subsidence associated with underground mining are included for the period 1930-71 only. The 10 leading States in total land used for mining over the 51-year period were, in decreasing order, Pennsylvania, Kentucky, Ohio, Illinois, West Virginia, Florida, Indiana, California, Alabama, and Missouri. Seven mineral commodities accounting for 92 percent of land use are, in decreasing order, bituminous coal, sand and gravel, stone, phosphate rock, clay, copper, and iron ore, all predominately surface mined. Bituminous coal production was responsible for nearly half of the total area utilized. Reclamation of mined lands and waste disposal sites over the reporting period was largely on lands utilized in mining bituminous coal; 75 percent of the land used for bituminous coal production was reclaimed.

Prolonged exposure to noise can cause permanent damage to the auditory nerve and/or its sensory components, known as noise induced hearing loss (NIHL). It is the most common occupational disease in the United States today. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is addressing NIHL in the mining industry through several research efforts. This paper presents a general review of NIHL, the status of NIHL in mining, the results of the longwall noise surveys, and a review of the longwall engineering controls research efforts.
