When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Despite the recovery of approximately six million ounces of alluvial gold from the West Coast of the South Island, New Zealand during the last 140 years, a great deal of this having been obtained via sluice boxes and riffle tables, there has been little advance in riffle table technology during this period. In this paper contemporary riffle table design and current operational practices are examined. Studies of gold loss to undersize tailings are described. In addition recommendations derived from recent research carried out in North America are contrasted with gold saving strategies adopted by West Coast miners.

Process control limitations have led to suboptimal performance of the crushing section of Sishen MineÆs Jig Plant. The performance of the PID (proportional-integral-derivative) controller implemented during commissioning was hampered by the relatively small buffer capacity between the crushers and screens. The inability to maintain the tertiary crushing chamber under full choke conditions lead to inefficient crushing and reduced crusher product cubicity.Model predictive control (MPC) was implemented in the tertiary crusher plant in May 2012 and resulted in a throughput improvement of six per cent in its first month. The controller was further optimised and indicated a throughput improvement of 16 per cent during on/off testing in July 2012. The throughput improvement is attributable to the finer crusher product resulting from operating the crusher under full choke conditions and controlled feed rate to the tertiary crusher plant screens. The next step is to couple the model predictive controller, automated gap control system and an economic optimiser to ensure maximised throughput and value from the resource.CITATION:Leeka, E K, 2013. The following brief observations on the mineral composition of the Mt. Oxide copper ore are intended to supplement the geological description of that ore-body recently published by Blanchard (2).'" The Mt. Oxide copper mine is situated about 45 miles W.N.W. of Dobbyn, in the Cloncurry district of Queensland (Fig. 1). A representative suite of specimens from the mine was obtained through the kindness of Mr. P. B. Nye, Executive Officer of the Aerial, Geological and Geophysical Survey of Northern Australia, and Mr. Jack Hall, the tributor of the Mt. Oxide mine. The specimens, as shown in Fig. 2, were nearly all from the sulphide zone, between the l04-ft. level and the 300-ft. level. In most mines using presplitting the final excavated wall shows a zone of damage just below the crest and well defined presplit half barrels. The crest damage (surface dilation) zone varies and is added to by subsequent adjacent perimeter blasting operations. Keeping the preconditioning to a minimum is possible using the methods described in this paper, developed on several diverse and geographically distant mining operations to control crest dilation and preconditioning by presplitting in advance - not just laterally but vertically in advance. The first documented case (Delbridge, Marton and McSweeney, 2004) in the development of the concept was undertaken at AngloGold Australia Pty Ltd's Sunrise Dam Gold Mine (SDGM), located beside Lake Carey, some 730 km northeast of Perth, Western Australia. The mine had been developed in a series of cutbacks to a depth of over 300 m and began underground mining during the latter stages of open cut operations. This mine is fairly unique in that it utilised a single pass vertical presplit which initially extended over three bench heights and after the failure mechanisms were understood, over four benches. The presplit drilling for the three stacked benches started on the floor of the second bench so that any dilation was confined to the surface one bench above the crest and modified perimeter blasting was then developed to curtail damage from blasting adjacent to the new crest. The second case is based on a South African coal mine in the Witbank Coal Measures, 140 km northeast of Johannesburg, Republic of South Africa (RSA). It was important that blasting for optimal wall stability and minimal scaling was developed in advance. A dragline is scheduled to excavate the #2 seam midburden which is the lowest of the economically viable coal seams in the five seam Witbank Coal Measures. Mining of the overburden, coal and partings above the dragline midburden pass are by excavator and truck and each mining layer is individually blasted. The results of presplitting the midburden through the overlying coal seams and partings have provided a presplit with no surface dilation of the midburden crest and ensures any subsequent crest loss is solely due to blasting adjacent to the vertical presplit. Typical of all coal mines in South Africa only vertical presplits are used. Wall control is most commonly delivered by presplit blasting and one common sight after the dust clears is a ridge of broken blocks along the presplit row, usually with a main crack running between the presplit blastholes and often parallel cracks either side of the perimeter line. The surface rock strata or block structures have been dilated by the venting gases and shock waves. Decoupled, fully coupled, single or double deck charges are used depending on a variety of factors, anecdotal practices and perceived benefits. Preconditioning of the crest rock by blasting from above may not be visible to the naked eye (or non-existent in overburden in strip coal mines) but the high speed venting of explosives gases (and often the water in the presplits) preferentially follow existing cracks and structures because there is no developed presplit crack near the surface. This nearly always lifts, shifts and separates the surface structures and geological layers. Stopping the dilation by 'sacrificial' or 'in advance' presplitting has been shown to reduce the crest loss at both metal and coal mines. Drilling and presplit blasting through an upper level of bench or layer provides a degree of restraint to the target layer where the crest must be maintained and any damage caused by the venting gases will not cause concern as it is removed as planned, leaving a stable crest.

Experience is reporled in the operation of the pilot Lurgi carbonization plant at Morwell, afler it had been reconstructed to obtain better control of the heating of the briquettes in order to produce a strong char suitable for use as a metallurgical fuel. The theoretical Ideal Heating Cycle, which had been designed from earlier laboratory research, was closely approached in the carbonizer, and up to 97 per cent of the whole dried briquettes entering the carbonizer were recovered unbroken in the char.The strength of the char produced in the pilot plant was limited by the performance of the drier where the cracking and breakage of the briquettes was more severe. Theoretical studies have indicated that this limitation could be removed by using a hot briquette feed to the pilot plant. Experience indicates that with a hot briquette feed to the drier and with ideal heating in the carbonizer, hard char could be produced from Yallourn briquettes in continuous operation.The project has been terminated for economic reasons...

The evaluation of historical goldfields has been common over the past 15 years, reflecting changing economic conditions, improvements in knowledge and technology and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins, which are structurally complex with an irregular distribution of gold, have variable geometry and architecture and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation, since it contributes to understanding the orebody, exploration target size and setting expectations. Mine records include documents such as plans, sections, reports, news cuttings, production tabulations, etc. A major advantage for the modern explorer is the capability of computer modelling to display this data in 3D. Historical records can give the explorer substantial information on various deposit characteristics, not least grade and geological continuity, geometry and architecture, mineralogy, metallurgical properties, bulk density and ground conditions. From an evaluation perspective, historical records can be used to support a Mineral Resource estimate, though its application will depend upon the quality and quantity of the data and judgement of the Competent Person. Effectively used, historical records can reduce geological uncertainty and focus evaluation efforts û thus reducing project risk.

Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. The variation of carbon monoxide and hydrogen utilization with the amount of the reductant in the blast furnace bosh gas was investigated for the No. 4 blast furnace at The Broken Hill Proprietary Co. Ltd.iron and steel works. Newcastle. The degree of CO utilization decreased with increasing CO in the bosh gas; the H., utilization increased with the H., content of the gas. Empirical relationships for CO and H., utilization are proposed.H2, is 3-6 times as effective a reductant as CO at present levels of CO (34-39 per cent) and H2 (6-10 per cent) in blast furnace bosh gas. H2, gas injection into the blast furnace is proposed as a means of lowering the coke consumption, and the economics of H2 injection are evaluated.

Twin-roll continuous casting technology is rapidly approaching commercialisation. Fundamentally different than conventional continuous casting, heat transfer and hence solidification during twin-roll casting are governed by the interfacial melt/mould thermal resistance, as opposed to the resistance of the solidifying shell. Under these conditions the interface resistance is predominantly controlled by the melt/substrate wetting behaviour. The very early stages of melt/mould contact are characterised by highly transient heat transfer conditions. The overall melt cooling rates prior to the formation of the first solid are reported to be in the range of 1000 - 50000 K/s with melt undercoolings of up to 300 K. At the points of intimate melt/mould contact the thermal resistance is approaching zero, where cooling rates and undercooling much larger than those reported in the literature are probably occurring. Improved wetting will reduce the energy barrier for nucleation while at the same time increasing the cooling rate of the liquid. Since the overall nucleation rate is controlled both by the rate of cluster formation and the rate of atom transfer to the nucleus, a critical cooling rate will exist above which the nucleation rate is expected to be reduced. Under these conditions, it is possible that the first solid phase to form is a metastable glass which subsequently transforms into a crystalline phase. The implications on nucleation and early growth are also discussed.

This paper describes certain analytical methods used at the Rosepery Mine and Treatment Plant of the Electrolytic Zinc Co. of Australasia Ltd., which are not generally in use and may therefore be of more interest than a description of the normal routine methods which are used in most of the mining assay laboratories of the Commonwealth, and which have been published previously.The ore mined and treated at Rosebery is of a complex nature and demands closer control in the concentrating plant than is necessary on some other similar mining fields.It is necessary for the mill shift supervisors to keep constant control on the grade of lead and zinc concentrates produced on their respective shifts, and further, it is essential to maintain an economic compromise between grade of concentrates and the recovery of the particular concent:t:ate. This necessitates a more frequent check on concentrate grade tp.an is provided by the daily assays carried, out by the assay office. Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. For stockpile design, the flowability and structural interfaces are critically dependant on the stress conditions throughout the pile. Historically, the predictive methodologies for stress determination have been too conservative, which adds inefficiency to the stockpile reclaim interface selections, especially for live reclaim stockpile systems. In addition, accurate pressure profiling throughout stockpile is essential to correctly design the stockpile support structures, which are buried within the stockpile. Such buried structures include trestle legs or columns to support load-out conveyors or the roof of bulk storage sheds. Improved methodologies with respect to the development of the hoop stress condition which exists in material ædrawn-downÆ within the stockpile has been developed. This hoop stress approach has significantly improved the live capacity prediction to over 90 per cent accuracy and improved rathole structure prediction within live reclaim stockpiles. Additionally the methodologies in estimating the vertical and circumferential stress variation acting on buried stockpile structures have been significantly progressed, with experimental testing shown good agreement with the theory.CITATION:Williams, K C, Roberts, A W and Prigge, J D, 2013. THE art of mine surveying has made very great progress in recent years, and is still advancing, perhaps faster than any other branch of surveying. The scope of the mine surveyor's duties has greatly increased, his instruments and methods have improved, the responsibility of his position is greater, and the end is not yet in sight.It might be supposed that such a steadily growing subject would have an adequate literature, but this is by no means the case and outsiders commonly judge mine surveyors by their text-books. Hardly any condemnation can be too strong for most of these books. The English books truckle to the antiquated and crude methods apparently still in use in England, and thereby largely aid in perpetuating them; they commonly in illustrative examples give the distances in fathoms, feet, and inches; they spend page after page discoursing on instruments that should have been forgotten long ago; they try to antagonize theory and practice by detailing such calculations as that a certain vein will contain 2,003.907 pounds of galena per square fathom, and then reduce this amazing quantity to hundredweights, quarters, and pounds. Nothing can be more unscientific, or, for that matter, less businesslike, than unwarranted assumptions of accuracy; it is, perhaps, the greatest curse of applied science. Here we have a calculation to thethousandth part of a pound, when there is probably an unavoidable error of two hundred pounds. What shall we say of a man who explains how to measure the depths of shafts to the hundredth part of an inch by means of short brass rods screwed together...
