A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Frequently materials handling operations are compromised by transfer chute problems ranging from high wear rates, blockages and ineffective loading of the downstream conveyor. This paper will present the design flow implemented to overcome problems in two case studies utilising discrete element modelling incorporating material characterisation.Material testing is relevant in achieving a valid discrete element method (DEM) simulation model and subsequently a valuable design tool for transfer chute assessment and design. It is well recognised that in the current growth and demand for mineral resources, leading to ever increasing conveyor capacities associated with export terminals and mineral processing facilities that transfer chutes are a key focus point. The successful performance of the transfer chute is also dependent on operating with a ærobust rangeÆ of material flowability and handling characteristics. This requirement is crucial in accommodating mineral ores from developing resources, which are often more friable and stickier than in past decades.This paper will include details of chute installations associated with iron ore and coking coal, from the DEM simulations through to the performance of the installed and commissioned plant.CITATION:Moore, B A, van der Merwe, S and van Aarde, N, 2013. Enhancement of Energy Efficiency in Fine Grinding of Copper Sulfide Minerals Using a Pilot-Scale Stirred Media Mill - IsaMill The mineral liberation size of run of mine ores has dramatically reduced over recent years. As a result, the demand for fine grinding which is the most energy-intensive form of grinding has markedly increased in the minerals industry. Furthermore, the fine grinding costs increase exponentially with decreasing product particle size. As a result of the increased energy requirement for fine grinding, it is desirable to optimise fine grinding processes such as stirred media milling (ie IsaMill) to enhance energy efficiency, throughput and the product fineness. In the present study, the influence of slurry rheology, grinding media type and grinding media-to-feed size ratio on energy efficiency in a pilot-scale IsaMill was investigated under certain industrially relevant pulp processing conditions. It was shown that a critical rheological state existed, below which the energy required to achieve an 80 per cent passing (ie P80) 20 ¦m product size was unaffected by shear rheology (ie apparent viscosity and shear yield stress) whilst above which the grinding energy required increased dramatically with increasing shear rheology. Colorado River sand (3.35 mm) showed higher energy efficiency than MT1 ceramic media (2.5 mm) for a target P80 of 20 ¦m in the solids concentration range of 38 to 55 per cent by weight, but the former experienced more than four times the wear rate of the later. The high wear rate of the Colorado River sand may be due to its much lower hardness. For feeds with an 80 per cent passing (ie F80) 70 to 110 ¦m, 2.0 or 2.5 mm MT1 media appeared to be more energy efficient than 3.5 mm MT1 media whilst a media-to-feed size ratio of 41 to 53 is applicable for ~50 ¦m (ie F80) feeds for efficient grinding.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

Downer’s mining division has made an operational and financial commitment to developing engineered solutions that mitigate the risks associated with operator proximity to uncontrolled development drill boom movements, and unguarded rotating drill steels.With the potential for serious injury or fatality, these identified risks are categorised as critical. Previous attempts by the industry to engineer them out have produced limited success, with numerous incidents still occurring year on year. Ultimately, the industry (as a whole) remains reliant on procedural prevention for operator safety.Downer understood the success of such an initiative would largely depend on the effective collaboration between operational experience, technology experts and automation. With so many variables requiring consideration; such as physical operator movement, machine boom movements, variable machine positions, and underground environmental impacts – challenging traditional technologies was necessary to deliver an optimal solution.For that reason, discrete detection (similar to laser curtains or beams) was considered not fit for purpose. The use of situational mapping, using rotating lasers, however, provided the optimal solution. The lasers collect data that is then processed using a custom software application.The software application is specifically programmed for tracking and classifying objects within detection zones, using advanced algorithms and filtering. Recognition and removal of non-positive disturbances are possible without losing personnel detection capability. The detection of relevant classified objects (humans) is determined by analysis of object size, age, movement, and speed etc. When the relevant object is detected, an alarm and inhibit function is applied preventing drilling functions.Any breach of the safety zone (forward of the front jacks) will automatically disable the hydraulic boom function. This can only be reset in the cabin once the person or persons have returned past the front jacks of the development drill into the safety zone.Downer, in collaboration with partner YUMARR Automation, has successfully developed this reliable boom isolation system, and is called JumboGuard. The oxidation of iron and nickel sulphide concentrates, and the dominant sulphide minerals which comprise them, has been studied under ignition conditions using thermogravimetry (fG). The concentrates were derived from various minesites and they showed differing tendencies to ignite. Ignition temperatures ranged from 416 to 488°C and the extents of reaction, measured at 500°C, varied from 64 to 88 percent. The reactivity of the least reactivematerial was improved significantly by grinding. Particles <63/lm showed 85 percent oxidation compared with 55 - 65 percent for particles >63/lm.Examination of the individual sulphide minerals revealed that these materials also have significantly different degrees ofreactivity and are subject to particle size effects. For particles <45/lm, the ignition temperatures were as follows:ò pyrite and violarite 380 - 385°C; pentlandite 425 - 430°C; and pyrrhotite 470 - 475°;ò for particles >90 /lm, the ignition values were: pyrite 395 - 400°C;ò violarite 430 - 435°C; pyrrhotite 540 - 545°C; and pentlandite 560 - 565°C.Using the data on the individual minerals it was possible to rationalise the differing degrees of reactivity of the concentrates. The role of the most reactive constituent in initiating the ignition reaction has also been discussed.Finally, the results of this work were found to compare. favourably with the behaviour ofthe concentrates in industrial and pilot-scale flash smelters.

This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

Experimentally determined and theoretically explained phenomenon of zonal disintegration of rock around the development working brings about the radical changes in existing ideas about the mechanism of interaction rock massive with engineering constructions.The essence of the phenomenon consists in the fact, that forming of non-elastic deformations zone goes on by way of more intensive deformation and destruction of rock simultaneously in several zones, covering partially or fully output circuit and divided by zones of destructed rock. Under the influence of change of massive strained-deformational condition of depositional rock an accidental deviation of zones of supplementary expansion and compression of rock from the previous positions take place. One can observe multiplicational change of the outline, size and form of all disintegration zones in the time within the area of the working influence at massive. This phenomenon was named "fluctuation of zonal disintegration of sedimentary rock around development working".

A fundamental component of grade control at Tarmoola Mine has been the monitoring of assaying through quality assurance programs. The programs have concentrated on issues related to accuracy and precision of leachwell and fire assay techniques, sample preparation and grade variability within a sample. An outcome of monitoring has been identification of shortcomings in the application of assaying techniques to Tarmoola ore types that contain coarse particulate gold. Leachwell has shown satisfactory precision since introduction as the primary assay technique in October 1998 but leachwell accuracy and recovery through comparison with fire assay techniques has identified bias. A bias toward higher fire assays in grades above 2 g/t invoked an investigation into the cause of the discrepancy between leachwell and fire assay. Testwork evaluated Leachwell assay recovery by varying leach time duration, which showed that by increasing the leach time improved recovery significantly. Monitoring of leachwell against fire assay had shown that a leachwell (200 g) with a one hour leach has under-called grade when compared with fire assay by up to 18 per cent, on average, for Tarmoola ore types. Alternatively, optimisation of the leachwell assaying technique using a 200 g pulp and a two hour leach has returned, on average, higher assays than fire assay by up to eight per cent. Testwork on screen fire assays, duplicate assays and fire assay to extinction has demonstrated assay variability associated with coarse, particulate gold. The variability and distribution of gold in Tarmoola ore types has emphasised the importance of high quality sample preparation for leachwell assaying to ensure liberation of gold to leaching solutions. Assay quality assurance protocols are vital to assay data integrity and enable confidence in delineation of ore-waste boundaries and provide early recognition of problematic assaying periods and isolation of grade control practices, which depart from performance standards critical to the operation.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.

Lower greenschist quartzo-feldspathic schists within the N-S trending Earnslaw Synform of the Upper Wakatipu area are pervaded by late-stage quartz filled extensional and extensional shear fractures, with quartz-scheelite lodes infilling normal faults. Exposed veins/lodes mapped over at least 1000 km2 define a paleoflow system developed during late metamorphic exhumation of the schist. Both veins and lodes have consistent angular relationships to the schist foliation independent of their location on the Earnslaw synform. Unfolding the synform leads to a regional subhorizontal foliation and a systematic set of subvertical quartz veins striking NNW extending over a depth interval >5 km, striking parallel to a set of normal faults hosting the quartz-scheelite lodes. The structures define an extensional regime with s1 sub-vertical, s3 oriented WSW-ENE, a low differential stress, and suprahydrostatic fluid pressures.   The quartz-scheelite lodes (<2 m thick) occupy faults which cross-cut the quartz veins, and are traceable for a few hundred metres, at most. The lodes consist of laminated and/or massive quartz, slivers of crushed and folded schist, random and discontinuous lenses of scheelite with clay selvages separating the lode from relatively undisturbed wallrock schist. Textural evidence suggests that slip developed incrementally with total displacement on faults during lode formation on the order of a few ten's of metres.   The distribution of Glenorchy veins demonstrates broad scale hydrothermal flow through low-permeability schist, channelled within dilatant mesh style structures comprising interconnected shear and extension fractures. Flow through the lodes was likely derived from the greater surrounding area via the interlinked network of fractures and focused into the low displacement shears. Available evidence suggests the system developed together in a uniform extensional stress regime toward the bottom half of the seismogenic regime.

In different parts of the world the term epithermal is commonly used for a variety of deposit styles. Using the redox state of the ore-forming fluid (inferred from mineralogy and alteration), the metal assemblage of deposits, and other characteristics, at least five different styles of epithermal deposit can be distinguished. Most of these different deposit styles appear to be related to magmatic fluids, with differences resulting from different compositions of source magmas. The most common style of epithermal deposit (low-sulfidation gold-silver deposits associated with calc-alkaline volcanic rocks) remains the most difficult to explain; the metals in these deposits may be derived by basement leaching without magmatic input, or they may come from magmatic volatiles, with contaminated I-type or S-type magmas as the most likely source.

Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

The Rise and Shine Shear Zone is a mineralised low angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. Rocks from the shear zone obtained from recent drillholes are unweathered and facilitate paragenetic studies. There is a progression of mineral deposition from semiductile foliation-parallel shearing, to subsequent folding, and brittle fracturing. Sheared rocks are dominated by microshears containing fine grained hydrothermal muscovite and rutile that has recrystallised from metamorphic muscovite and titanite respectively. Euhedral pyrite occurs within segregations in the schist and is locally brecciated by the shears.   Arsenopyrite occurs within microshears and is intergrown with hyrothermal muscovite. Fractures within relatively undeformed schist are filled with ankerite, siderite, chalcopyrite, sphalerite and galena and these veinlets also crosscut the microshears. Locally the schist is folded and zones of brecciation, silicification and vein deposition overprint the rock. Vein quartz and albite predominate and arsenopyrite and gold infill breccia matrix and crosscutting veinlets. Sulphide deposition began in the later stages of metamorphism with pyrite deposited in quartz-albite segregations. Subsequent shearing caused brecciation of some grains and accompanied deposition of arsenopyrite ¦ gold and rare sulphides along foliation-parallel microshears. Minor amounts of chalcopyrite, sphalerite and galena were then remobilised in ankerite veins that crosscut the shears. In areas of high strain, arsenopyrite was then deposited as euhedral grains in veins and breccias. Synmineralisation deformation caused the brecciation of some grains and gold was deposited infilling fractures in the arsenopyrite. The paragenetic sequence shows gold mineralisation occurred in two distinct sets of structures (semiductile and brittle) that formed at different times in the formation of the shear zone.

Chemical and isotopic analyses of fumarole gases from Galeras Volcano, Colombia provide significant insights into the origin of volatile components in the magma. Water comprises a mixture of magmatic (rock-equilibrated at high temperature) and meteoric, with the relative proportions varying through time. Carbon isotopes are most consistent with a mantle source, although other contributions to the system cannot be ruled out. Nitrogen most likely originated from organic matter in subducted oceanic sediments. All of these 'primary' components have been modified somewhat by interaction or exchange with other reservoirs during ascent to the surface. In addition to information on the origin of the gases, these data show significant temporal variations precursory to eruptive events. Chemical ratios change and water becomes more meteoric in character prior to eruptions.
