This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. U. S. WITHDRAWS ARMY FROM MEXICO The American invasion of Mexico lasted less than 24 hours. The troops which crossed the Rio Grande June 15 to put a stop to the firing that was causing death and injury in El Paso were back in their billets on the American side of the border the next night. They had broken up the battle between Villa rebels and the Carranza garrison and driven the rebel forces headlong out of Juarez and into the hills. The Carranza Consul, Garcia, and Gen. Francisco Gonzales are reported by American officials to be pessimistic, if not indignant, at the swift reprisals made by the Americans against the stray shots which were falling in El Paso during the Villa attack on Juarez. In announcing his action in ordering Americans into Mexico Brigadier General Erwin in a formal statement said he had done-so to prevent the indiscriminate firing into El Paso by rebel soldiers, endangering the lives of Americans. "But on no account were they to undertake an invasion into Mexico," continued the statement. Americans with interests in the vicinity of Chihuahua are alarmed lest Villa, smarting under the defeat administered his troops by the American forces, should make a campaign of destruction. General Candido Aguilar, President Carranza's confidential ambassador to the United States, issued to the press, on June 17, a formal statement that "the government and people of Mexico consider as a violation of Mexican sovereignty the crossing of United States soldiers into Mexican territory" and expressing the hope ?that the situation created by the latest occurrences in Juarez will be satisfactorily adjusted between the two countries." Discussion of Mexican affairs was evoked in both houses of Congress by the crossing of the Rio Grande by American troops.

Br far the greater number of the members of this Institute are men who are engaged in the strenuous work of the technical part of their profession, and find little time for the abstract scientific work which is less distinctly practical and pecuniarily emunerative. There is, however, a small but increasingly numerous class whose members devote themselves to broad geological problems which underlie the systematic development, and whose work, theoretically, ought to precede and form a basis of that of their more practical brethren. These are the so-called mining or economic geologists, who are, for the most part, connected with State or National geological surveys. From the character of their work, the life of these men necessarily follows rather different line's than that of most of their colleagues, and is not generally familiar to them. It seems admissible, therefore, that to the life of a prominent member of this class, who died during the past year, having literally sacrified his life to his work, a more extended notice should be given than the relatively small number of his contributions to the Transactions might seem to justify. George Romans Eldridge, son of Ellery and Sarah (Mathews) Eldridge, was born on Cape Cod at Yarmouth, Mass., Christmas day, 1854. His boyhood education in the public school at Yarmouth was followed by a six years' course in the Public Latin School at Boston, from which lie entered Harvard Uni¬versity in 1872, being graduated with the highest rank in his class in the natural sciences in 1876. During his college course he spent the summers of 1875-6 at Cumberland Gap, Ky., as volunteer aid to Prof. N. S. Shaler, who was then in charge of the State Geological Survey of Ken¬tucky. CRUSHING and concentration flow-sheets of western mills have become greatly simplified and more or less standardized of recent years with the introduction of modern grinding methods and flotation. Improvement has not stopped, however, and advancement is continually being made in crushing and milling practice. A case in point, where remarkable improvements in efficiency have resulted from comparatively minor changes in the flow-sheet, is in the New Cornelia mill of the Calumet and Arizona Mining Co. at Ajo, Ariz. This mill, completed in 1924 for the concentration ,of the sulfide ores of the New Cornelia mine, was originally designed for a 5000-ton capacity. The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

IN JUNE 1921, the Sullivan &lining Co., owned jointly by the Bunker Hill and Sullivan Mining & Concentrating Co. and the Hecla Mining Co, started work on the development of the Star Mine. The development work contemplated called for a crosscut from the Hecla workings on the 2000 level to the Star ledge. The length of crosscut necessary to encounter the Star ledge was approximately 8900 ft. from the Hecla shaft. By using workings formerly made by the Hecla Mining Co., only about 8100 ft. of actual crosscutting was necessary. This crosscut has a direction of S 20° W and would have a tendency to crosscut any ledges in the intervening ground.

IN October, 1925, J. R. Finlay delivered an address entitled, "The Future Price of Lead." Lead was then selling at 8.85c. and Mr. Finlay and most of the rest of us were concerned about the shortage. Now, a little more than six years after, lead is selling for 3.55c., and nobody is worrying about the difficulty of getting plenty of it. For 1931 the U. S. G. S. reports United States produc¬tion as 390,000 tons of recoverable lead in ore. Our estimate is slightly higher than this; nearer 400,000 tons. This is the smallest production since 1911 and 1912, but in spite of this, stocks for the year-have increased nearly 50,000 tons. Our estimate for the production outside the United States is 1,120,000 tons, or more than double the production of either 1920 or 1921, and 30 per cent more than in 1913. Stocks abroad probably have not increased more than stocks in the United States. In other words, foreign consumption is double what it was in 1.920-21, whereas domestic consumption is substantially less. It looks as if Mr. Krueger, president of the Swedish match trust, was right when he said that "This country had better stop worrying about Europe and think a little bit more about its own affairs."

The big mass of anorthosite in the Lake Sanford district and the bodies of titaniferous magnetite that occur in a small area near the south margin of the mass have been described repeatedly, and the puzzling problems of the genesis of the rocks and ores have stimulated the deductive reasoning of geologists for a hundred years. Some of these men have taken a leading part in describing the anorthosite rock and forming hypotheses concerning its origin; some have contributed most to the study of the ore deposits; and some have made classical Studies introducing a basic approach to the problems of the anorthosite rock and genesis of the titaniferous magnetites. Much of the writing on the problems of rock and ore genesis has been based on physical-chemical reasoning rather than on field and microscope observations of the rocks and ores. Most of these geologists conclude that the anorthosite was formed by true magmatic crystallization, involving previous settling or squeezing out of ferromagnesian minerals from the parent magma. The associated gabbro is a separate segregation or later intrusion, and the lighter colored and finer grained facies of the anorthosite is either a chilled border zone of the anorthosite or the result of granulation by crushing of the coarse, dark blue rock of the main mass. This blue rock, called the Marcy type, is named after the highest peak in the range. The finer grained and lighter colored rock is called the Whiteface, after another mountain appropriately named for a cliff colored by this facies of the anorthosite.

The nature of fracture in unnotched tensile and notched tensile sheet and round specimens and V -notched and precracked Charpy-type sheet specimens of both wrought stress -relieved and re-crystallized molybdenum was investigated over the temperature range of -78° to 300°C. The sharp rise in fracture stress, for unnotched tensile samples, as the temperature is increased above the brittleness transition temperature (Tb), is found to be a result of an increase in flow stress due to plastic constraint and an increased strain rate which results from the onset of necking at Tb . Quasi-brittle fracture in notched tensile samples is found to occur when the tensile stress at the elastic-plastic interface, beneath the root of the notch, reaches a maximum critical value, which is independent of test temperature over the range from —78° to 25°C, but dependent on microstructure. In the temperature range between 150° and 300°C, unnotched tensile and notched tensile samples alike are found to fracture by a ductile fibrous tearing process which is discontinuous in nature, as a result of the competition between the processes of tearing, through continued plastic flow, and local work hardening. Results from the V-notched and fatigue-cracked Charpy-type impact tests demonstrate that crack initiation is the governing factor in the low-temperature (-78° to 25°C) fracture process for molybdenum. In recent years, there has been considerable interest, and a commensurate number of investigations, concerning the duc tile-to-brittle transition in refractory metals. There has not developed, however, a satisfactory explanation for the uniaxial tensile fracture-stress transition which accompanies the well-known ductility transition. This matter therefore warranted investigation. In a similar manner, the increased importance of notched tensile strength values in evaluating materials and in design criteria requires a better understanding of the factors which control the fracture behavior of notched tensile samples. In a previous investigation1 of the nature of initial yielding and fracture in notched sheet molybdenum at room temperature, it was suggested that plastic constraint was the controlling factor in governing the fracture behavior of notched samples. The final portion of this investigation was concerned with the fracture toughness of molybdenum. Of particular interest was the comparison of effective surface energies for fracture in V-notched samples with fatigue-cracked, Charpy-type samples in order to ascertain the relative importance of the initiation and propagation phases of the fracture process. MATERIALS AND TEST PROCEDURE Sheet tensile, notched tensile, and V-notched Charpy specimens were prepared from 50-mil, stress-relieved molybdenum sheet.* Half of these specimens were vacuum-annealed for 1 hr at 1200°C and 7.5 x l0-5 Torr and furnace-cooled to produce a relatively uniform grain size of 0.30 mm diameter. Round notched and unnotched tensile specimens were prepared from warm-rolled and swaged 5/8-in.-diam bar.* These specimens were vacuum-annealed for 1 hr at 1350°C and 5 x lom5 Torr and furnace-cooled to produce a grain diameter of 0.11 mm. Material analyses in ppm were: C N O H Sheet 290 10 4 1 Bar 50 30 30 2 The unnotched tensile sheet specimens had a 1/4-in. gage width and a 1-in. gage length. The unnotched tensile round specimens had a 9/32-in. gage diameter and a 1-1/4-in. gage length. The sheet and round notch tensile specimens are shown in Fig. 1. All of the notched tensile specimens tested were tandem-notched in order to study the location and mode of fracture initiation. The tandem-notched specimens were carefully machined so that the largest variation in notch depth on a single specimen was 0.001 in. Thus, when fracture occurs, the extent of plastic deformation that exists in the un-fractured notch section is that which exists just prior to fracture. All of the tandem-notched sheet specimens were electrolytic ally polished and chemically etched prior to testing. The V-notched Charpy-type specimens machined from the 50-mil sheet material had the standard dimensions of 2.125 in. long, 0.394 in. deep, and a 0.010-in. root radius. CLEANING fine coal in jigs is not new in Europe, where the feldspar jig is being used almost exclusively for this purpose. A feldspar jig operates with an artificial bed made up generally of feldspar or other hard rock material. Dimensions and specific gravity of this material must be of suitable values for good bedding qualities. For good efficiency, the size should range between 1x2 in. and 2x2x½ in. thick. The disadvantage of an artificial bed is that it is not mobile and must be replaced every so often with new material to obtain good cleavage characteristics. A semi-mobile bed has been developed to retain only a part of the feldspar on the sieve screen— the other part is drawn off with the refuse material, from which it is reclaimed and returned to the jig feed. Recirculating this feldspar rock offers definite advantages. However, in time it will lose its original shape because of wear, and new bed material must be added to the jig feed. The latest feldspar jigs arc generally air-pulsated, Baum-type jigs, although more than 70 pct of the feldspar jigs operating in Continental Europe are still of the piston type. These jigs are very popular in Europe, but they do require a great deal of time and attention. New Theory to Eliminate Artificial Bedding: At the preparation plants of Pittsburg & Midway Coal Mining Co. it has always been the contention that a small piston-type jig could be developed to clean fine 1/4x0-in. coal down to 28 to 60 mesh efficiently by obtaining and admitting bedding material from the present plant refuse circuit to the jig feed. This eliminates use of artificial bedding materials. The jig should incorporate these essential adjustable features as follows: Adjustable Sieve Screen A screen that can be raised and lowered to increase or decrease washing compartment depth. The sieve screen also can be set on an incline level, or decline. Adjustable Plunger Eccentric Length of stroke can be adjusted to increase or decrease pulsion and suction. Variable Plunger Speed Variable speed reducer for decreasing and increasing the number of strokes per minute. Water Distribution Adjustable baffle plate separating the plunger and sieve compartment so the water can be distributed uniformly over the entire sieve screen area. Refuse Ejector Special unique rubber-type refuse ejector gate operated by air and electrically controlled (as a conventional jig). Automatic Control Conventional float that measures the specific gravity of the coal-water refuse medium in the jig is of the submerged type. The float is mounted on a vertical stem held in position by two parallel arms. A movable weight regulates the effective specific gravity of the float. The float stem can be raised and lowered, having a graduated scale to indicate the depth of bed for the setting of the float. Hutch Drawoff Hutch material is drawn from the cell compartment to the elevator compartment by gravity. MANUFACTURE is the transformation of material by the application of energy and power. The energy of a man exerted throughout a day is equivalent to about one horsepower-hour of mechanical work an amount which can be purchased for less than 2c. It is evident that manual labor is uneconomical if mechanical energy can be applied effectively, or without disproportionate expense. Since manual energy is relatively so costly, economy demands that mechanical power be employed so as to reduce the human effort connected with mining operations to a minimum. Power, like other commodities, is most efficiently produced in large quantities. Mechanical transmission, once prevailing, is being rapidly superseded by electric drive. There are many reasons for this change; such as increased production, ease and accuracy of control, convenient application, ease of moving, etc.

This paper is a brief description of the design and equipment of a new coal mine in southern Illinois, which has many features not common practice in shaft coal mining and which is laid out and equipped for such unusually large capacity that it promises soon to become one of the largest mining operations of its kind. Shaft sinking for the mine, New Orient, was commenced in May, 1921, by the Chicago, Wilmington & Franklin Coal Co. In October, 1924, the plant was practically completed and was producing over 6000 tons of coal per day. There is good prospect that within a few years, when the mine is fully developed and manned, the output will attain a daily rate of 12,000 tons. The coal seam at New Orient lies approximately horizontal, about 500 ft. below the surface, and may be said to run from 9 to 12 ft. in thickness. The tendency in Franklin County has been toward large mining units (5000 to 6000 tons per day) with great care being given to protection against fire and explosion hazards, and usually with quite elaborate surface plants permitting careful preparation of the coal into graded sizes comparable with those made in the anthracite region. The field is unionized, with uniform conditions of wages for various classes of work, hours, etc., and the Illinois mining laws are quite specific with regard to fireproofing and safety measures. These conditions make it difficult for any hut well-equipped and well-operated mines to meet the competition of the numerous fine properties of which this county can justly be proud. The coal company's property was already developed on the western side by the Orient mine—a much visited and written about operation (with which many of you are possibly familiar through the Department of Mines' film "The Story of Coal") which until recently held the 8-hr, production record with 8218 tons and usually ran quite consistently with production of slightly over 6000 tons per day. Experience at Orient wat naturally one of the greatest influences in determining the location and character of the New Orient.

ALL mine ore here must be concentrated before shipment, which involves selective flotation. Three products are made: lead, zinc, and pyrite concentrates. The equipment and practice are so well outlined in the accompanying flow sheet that only a few amplifying remarks are necessary. After crushing at the mine to approximately 4 in., the ore is carried by aerial tram about 4 1/2, mi. to the mill. From 1800 to 2000 metric tons per day, excluding Sundays, is thus transported. At the mill, the buckets are hand-tipped into the bins. After crushing to pass a ¼ -in. square opening, the ore may be stored in reserve crushed-ore bins or ball-mill feed bins as desired. Total bin capacity at the mill is about 4000 metric tons. The concentrator is arranged in three independent grinding sections, each fed from its own storage bin. Grinding operations follow standard practice, with ball mills in single-stage closed circuit with classifiers, the overflow from which is delivered to the lead circuit rougher flotation machines,

A drilling-rate formula for roller-cone bits is derived from rock crater-ing mechanisms. This formula holds for "perfect cleaning", which is defined as the condition where all of the rock debris is removed between tooth impacts. Under these conditions, the drilling rate is directly proportional to the rotary speed and to the bit weight squared, and inversely proportional to the bit diameter squared and to the rock strength squared. Under imperfect cleaning conditions, such m those usually present in field drilling, re-grinding of the cuttings occurs under the bit, and the drilling rates fall below those for perfect cleaning. INTRODUCTION Drilling with a roller-cone bit consists of two fundamental operations: the formation of craters under the bit teeth, and the removal of the broken rock from the craters. To delineate the mechanisms of drilling, it is first necessary to understand the mechanisms involved in the formation of individual craters and then to relate these mechanisms to the over-all drilling operation. CRATER FORMATION When a bit tooth impacts a rock, the rock is elastically deformed until the crushing strength of the rock is exceeded, at which time a wedge of crushed rock is formed below the tooth1, 2 as shown in Fig. 1. As additional force is applied to the tooth, the crushed material is compressed and exerts high lateral forces on the solid material surrounding the crushed wedge.- en these forces become sufficiently high, fractures are initiated below the tooth and propagate to the free surface of the rock. The trajectories of these fractures intersect the principal stresses at a constant angle,'s4, as predicted by both Mohr's and Griffith's theories of failure. It has been experimentally 3,1 .6 that the volume of an impact crater, V,, varies as where Ec is the total energy imparted to the rock during the formation of the crater, and E is the threshold energy required before cratering is initiated (Fig. 2). Indexing experiments' have shown that, when there is a second free face to which the crater can fracture, a larger volume of material is removed and that above a transition zone there is a linear relationship between V, and Eo., which has a slope equal to the relationship for the single crater. The beneficial effect of indexing tends to offset the threshold energy requirement to a large extent, as shown in Fig. 2, and the relationship is closely represented by Rate-of-loading effects have been used to explain the nonproportional relationships usually obtained between drilling rate and rotary speed. The data4, in Fig. 3 show that the Ec/Vc parameter remained constant for craters produced with impact velocities ranging from 10 to 8,000 ft/sec. Since no rate-of-loading effects were detected over this wide range of loading rates, it seems improbable that there would be detectable rate-of-loading effects present in the small changes in impact velocities produced by varying the rotary speed. The writer has shown (Fig. 4) that, for craters produced in rock by impacting spheres, where X is the depth of penetration. In preparing the Steep Rock Lake iron ore body for mining, it was necessary to drain Steep Rock Lake. Using diamond drills, a cut 1800 ft long, 100 ft wide, and maximum depth of 95 ft amounting to 300,000 cu yd of material, was excavated in Greenstone to provide a drainage channel. This was done under the general contractor C. A. Pitts, of Toronto, who in turn employed a diamond drill contractor, Boyles Bros., to do the drilling. The method of excavation was selected be- cause a clean square cut and grade could be maintained in the bottom of the channel. Bootlegged holes would have left blocks of rock in the corners which would have created a situation which would have become progressively worse as the open cut advanced from one side of the ridge to the other.

The progress made to date in the mineral dressing of complex Arkansas titanium ores is reported in this paper. Concentrates of rutile, a dioxide of titanium, were produced by treating a submarginal ore from the Magnet Cove Rutile Co., Inc., Magnet, Ark. The rutile recovery at present is 45 to 50 pct of the total TiO2 with the possibility of increased recovery with additional research. The work reported herein is part of a general study which will later include results of investigation of other titanium ore bodies in the Magnet, Ark., area. The fragile character of the rutile minerals, the softness of the gangue, the occurrence of pyrite and leucoxene, and the considerable proportion of extremely small size rutile in the presence of montmorillonite- and illite- type clays in the Magnet Cove open-pit mine are the important factors in the mineral dressing of this submarginal rutile ore.

FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

A SPECIAL meeting arranged by the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers was held on Tuesday and Wednesday, Sept. 21 and 22, in the Assembly Room of the American Annex Hotel, St. Louis, Mo. Preceding the first session on Tuesday morning, the members and guests were registered and presented with the usual Institute badges. The morning session was opened at 10:30 by Ralph Arnold of Los Angeles, Calif., Chairman of the Petroleum and Gas Committee. In his opening remarks, he suggested that the petroleum section specialize more and more on the technical problems of the oil industry and that an effort be made to enlarge the membership of the Institute among the technical men of the industry. The following program was presented : OIL FIELDS OF RUSSIA, by A. Beeby Thompson and T. G. Madgwick, of London, England. Presented by H. A. Wheeler; discussed by Arthur Knapp and R. VanA. Mills. This most comprehensive paper was one of what is hoped to be a series to be presented by some of our foreign members. It is by far the best description in English of the world-famous Baku and other fields of Russia.
