Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

The paper deals with the remediation of two areas formerly utilized for the disposal of hazardous wastes in a petrochemical plant. The works, designed on the basis of the criteria of maximum safety and minimum environmental impact, consisted in the confinement of the contaminated soil and groundwater within surface caps and perimetrical cut-off walls embedded in the underlying clay layer. The cut-off wall is 0.8 m thick and has a maximum depth of 33 m: it was designed to guarantee, as a minimum, the level of safety for a landfill for hazardous wastes, in accordance with the applicable National Standards. It was constructed with self-hardening mud and with the installation of an HDPE geomembrane. The HDPE liner of the cut-off wall was then sealed to that of the capping to obtain the complete encapsulation of the contaminated soil. A system of piezometers allows the monitoring of the cut-off efficiency measuring the fluctuations of the groundwater table and testing the chemical contents. Some wells installed within the contaminated areas will contribute to guarantee the full efficiency of the system in case of state of emergency, controlling the water-table level inside the confined areas.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Common offset and refraction seismic data have been collected over four longwall panels at two different locations within West Virginia. Surveys prior, during and after mining were made in both areas. The velocity of seismic wave propagation in the overburden rocks is observed to decrease in response to panel emplacement. Variations in the magnitude of this reduction, apparent as an additional first arrival time delay in the after mining common offset surveys, do not appear to correlate directly to the amount of subsidence that has occurred. Velocity reduction and signal absorption zones are also produced in the cover beyond the panel face over the adjacent unmined areas. Signal absorption and velocity reduction zones have also been observed over room and pillar entry areas between mined panels. Velocity reduction zones have been- observed beyond the panel face in both shallow and deep mines, but the signal absorption zone has not been observed over the deeper mine. Changes in the compressional wave velocities of the cover rocks are associated with changes in their elastic moduli. Differences between borehole derived and surface seismic derived interval velocities, are related to differences in the properties of the bulk volume sampled by each method.

Experiments measuring the kinetics of oxidation and making visual observations of the oxidation of approximately 6 g static lead baths containing arsenic, antimony and tin were conducted in the temperature range from 500 to 600 oC. A range of repeatable behaviours were observed, notably: the formation of a coherent, solid oxide layers on pure lead and lead-tin alloys; the formation of liquid oxide droplets during the initial oxidation of lead-arsenic and lead-antimony alloys and the eventual formation of a complete oxide layer covering the entire free surface of these alloys. Thermogravimetric measurements revealed that the rate of oxygen uptake was strongly influenced by the form of oxides being generated at the melt/gas interface. Compared to the rates of oxidation of pure lead, arsenic increased the rate of oxygen uptake throughout the temperature range via the formation of liquid oxidation products. The presence of antimony resulted in a moderate increase in the rate of oxygen uptake as compared to arsenic. Tin was effective in lowering the rate of oxidation even in the presence of arsenic because the oxidation product was always a coherent layer that acted as a physical barrier to oxygen transport to the underlying alloy.

INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

The flotation response of a Pb-Zn sulphide ore from the Rosh Pinah Mine (Namibia) was studied in the presence of inorganic depressants such as sodium cyanide and zinc sulphate. Poor flotation selective was observed in the rougher concentrate of the galena circuit despite the use of excessive amount of sodium cyanide. Batch flotation tests have shown that the use of cyanide alone is not efficient for the depression of sphalerite from the Rosh Pinah ore when milling is carried out according to the current plant particle size distribution. The use of both cyanide and zinc sulphate improved the selectivity between galena and sphalerite much better than cyanide alone. Flotation selectivity is limited by the mineralogical texture of the Rosh Pinah ore sample. Microscopic analysis has shown that the presence of sphalerite in the galena concentrate is also due to poor liberation between galena and sphalerite, especially in the middlings. Hence selectivity could be improved by regrinding the rougher concentrate prior to the cleaning stage. Keywords- Sulphide ores, Flotation, Flotation depressant, Mineralogy.

Where pasture production is the intended land use of the areas to be reclaimed, the creation of a suitable growing +medium is a major objective. To achieve this land reclaimers require a sound understanding of the proposed mining plan and a knowledge of the physical, biological and chemical properties of materials intended for resurfacing disturbed areas. Where the original soil is not being replaced in its natural state, research is usually required to determine an alternative growing medium. Results from field research conducted on waste material from the Waihi Gold mine are reported with emphasis on the significance of soil depth in relation to pasture production in this environment.  Problems in extrapolating field research to large scale operations are also considered.   Essentially the requirements for successful pasture production, on surrogate growing medium, are akin to conventional approaches used in New Zealand in the development of unimproved agricultural land. High inputs of fertiliser are initially needed, especially where volcanic soil is used, and careful management of pastures and soils is required to minimise soil erosion and create a sustainable system. In the first three to five years of pasture production, grazing use of the land requires to be dictated by pasture availability and soil conditions and not by animal feed requirements. The use of light stock (young dairy or sheep) is recommended.   Successful land restoration requires a team approach by a range of cooperative specialists including engineers, soil scientists, farm managers, agricultural contractors, landscape architects and environmental officers.

Steel is a highly versatile material due to its low cost and good mechanical properties, but typically needs some or other form of corrosion protection due to its tendency to corrode when exposed to atmospheric conditions. In the case of organic coatings, the corrosion protection and functionality of the final product is critically dependent on the adhesion of the coating to the surface of the steel. In this work the effect of contaminants and the nature of the surface layers present on industrial steel products are investigated by means of paint adhesion tests, Auger electron spectroscopy (AES), and X-ray Photoelectron spectroscopy (XPS). It was found that the presence of sodium species on the surface is very detrimental to paint adhesion under wet conditions, while satisfactory adhesion may be obtained even in the presence of silicon and carbon residues. It was also found that the nature of the Fe-O layer, formed under wet conditions is labile and different from that formed in dry air, and that subtle changes in process conditions, such as changing the oxygen content of the quench water, may change the adhesion of paint to the surface of the steel. Lewis acid-base interactions are discussed as a mechanism that may determine the bonding between the steel and polymer coating.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

"Hydrometallurgical technology and equipment have been developed in the Gintsvetmet Institute (Moscow, Russia) for processing of rhenium-containing alloys waste to produce commercial- grade metal products with recovery of all valuable components. The technology is based on waste treatment with hydrofluoric acid with subsequent decomposition with nitric acid at pH = 1 to 1.5 to ensure maximum degree of rhenium conversion to the liquid phase of pulp. Some experimental lots of ammonium rhenate and ammonium molybdate were produced at a pilot plant. The following main techno-economic performance values have been achieved when processing grinding residues (balance-based tests were conducted with a lot of SP-2 alloy waste) to produce ammonium rhenate of high purity, as well as tantalum-niobium, nickel-cobalt and tungsten-molybdenum concentrates: rhenium recovery of 92.3% into a commercial product from grinding waste; production cost of 170-210 US Dollars per 1 kg of rhenium in commercial-grade ammonium perrhenate taking into account its recovery; tantalum and niobium recovery of 75- 77% into bulk concentrate; nickel and cobalt recovery of 88-89% into a mixed concentrate; tungsten and molybdenum recovery of 88% to 91% into concentrate. Introduction During the recent years the use of rhenium has been increasing at a fast pace worldwide [1]. The growing prices for this refractory metal are an essential factor encouraging collection and processing of rhenium-containing wastes. Double-component waste, such as molybdenum- rhenium or tungsten-rhenium alloys can be readily decomposed and the process of rhenium recovery does not cause, therefore, any difficulties. The main separation of metals takes place at the stage of waste digestion with acid, because molybdenum and especially tungsten remain in precipitate in the form of hydrated oxides and rhenium reports in the liquid phase, from which it can be easily extracted by solid ion-exchange or solvent extraction techniques. However, most of rhenium is contained in super-alloy waste [2]. Such waste has different contents of valuable components, such as tantalum, niobium, molybdenum, tungsten, cobalt, nickel, chromium and other metals. The basis of all such super-alloy waste is nickel. Refractory metals in the super- alloy composition are in the form of metallized target-oriented eutectics, and due to this reason hydrometallurgical decomposition of such alloys is a difficult technological task."

Mining companies are increasingly looking to the developing world for the next generation of mining projects, often in countries that have little or no previous history of large-scale mining. One of the major challenges for such projects is hiring?and retaining?personnel that have technical skills and experience in mining-related disciplines. Staffing a mine with an expatriate workforce is neither cost-effective nor sustainable, and many countries now insist that mining companies ?transform? the profile of their workforce to more closely mirror the demographic profile of the host population. The need to nurture mining-related skills in emerging mining nations is not solely limited to the workforce: there are also pressing economic and sustainability imperatives to develop capacity within local service providers such as consultants and contractors, as well as to facilitate informed engagement between mining companies, government and civil society. However, few educational institutions in emerging mining nations currently have the ability to offer practical training in mining-related disciplines. Local employees who are sponsored by companies to develop their skills through international study maybe impeded by language and cultural barriers, and may also be taught using course content that is of limited relevance to the specific challenges of their future working environment. This paper addresses the challenge of skills development and retention in emerging mining nations and uses examples from sub-Saharan Africa and the Asia Pacific region to explore practical means of developing capacity in mining-related disciplines. It examines the need for companies to implement strategies to develop local technical capacity in countries where they envisage a long-term operational future and also highlights the need to foster partnerships between academia, developmental institutions, mining companies, governments and civil society to establish the critical mass of mining-related skills required to nurture the development of a sustainable mining industry.

"Abstract The economic and safe design of deep foundation systems in difficult soil conditions is based on a reduction of construction material used, construction time spent, energy consumed and a high-level modelling of the soil-structure-interaction. The special foundation system Combined Pile- Raft Foundation (CPRF), in-situ load tests on the construction site and a sufficient soil investigation allow cost optimised constructions. In any case at challenging projects the observational method has to be applied for verification and quality control of the design. Regarding the 4-Eye-Principle as basis of the quality control management an independent peer review of the planning, design and construction phases is the guarantee for safety, serviceability and optimisation of all projects. Main execution standards for the construction of deep foundations based on the Eurocode 7 are summarised and discussed. The paper presents the basics of the safe and qualified design and construction of foundation systems including quality assurance. Worldwide, the major Manganese ores can be separated into three different types: ?Oxidized ores (MnO2): in Australia, Gabon, Brazil,?. ?Semi-oxidized ores (Mn2O3): in South-Africa, Australia,?. ?Carbonated ore (MnCO3): in Ghana, South Africa, Kazhakstan?. The other Manganese ores are less rich but can be used locally or in the neighbour countries (China, Ukraina, India?). Since the beginning of the 20th Century, Manganese has played a big role in the steel industry process average usage ratio: 9,5 kg/mt of steel). The recent grow-up of this industry has led to an increase of Manganese ores demand. In parallel, several companies have increased their Manganese ore producing capacity. In this presentation, we explain the link between the main Manganese ores characteristics and the key different factors for an effective and low cost Mn alloys production (HCFeMn and SiMn): ?Chemistry ?Size ?Reactivity Then we will point out the advantages of Comilog ore and Sintec ® usages in various Manganese alloy metallurgical process compared with the other main ores and with the local ores. Some advised formulations for the different kinds of furnaces and alloys will be also discussed.

Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38km north east of Cloncurry. The EHM ore body has an average grade of 0.9% copper (chalcopyrite), 0.5g/t gold and 22% magnetite.Open pit mining commenced in March 1998, but EHM transitioned to underground mining in December 2012, extending the life of operations beyond 2024. The underground mine currently produces up to 3Mt/year of ore, hauled up a decline by truck. This figure shall double in 2014 with the completion of a 1000m shaft. The EHM Concentrator has a nameplate capacity of 10Mt/year. In June 2011, Xstrata Copper acquired the Mount Margaret resource to supplement underground production and utilise the full capacity of the Concentrator. The Mount Margaret Mining (MMM) operation was established to develop the five deposits making up the resource by way of open pit mining.Copper concentrate is produced by the EHM Concentrator via grinding, flotation and dewatering circuits. The grinding circuit comprises a SAG and ball mill in a closed AB configuration. Flotation consists of a rougher train, regrind and three stages of cleaning, with the tail from the first stage reporting to the tailings thickener.The mineralogy of the MMM ores is complex, comprising fine textures of active pyrite, copper oxides, native copper, clay and secondary copper sulphides. This paper provides an overview of the metallurgical test work completed to forecast the performance of the MMM ores through the EHM Concentrator and identify flow sheet modifications for maximising copper recovery and producing a saleable concentrate. Moving groundwater is generally recognized as the most adversarial condition for ground freezing. Moving groundwater can occur due to natural or man-induced groundwater flow, but either way may result in freeze formation difficulties. History has shown that if the condition goes undetected, catastrophic failure of the frozen shaft or excavation can occur. The success of ground freezing under potentially flowing groundwater conditions depends on an evaluation of the likelihood for this condition; an accurate and early diagnosis, with a careful evaluation of freeze pipe temperatures and piezometer water levels; and timely reaction to mitigate the possible delays. Successful remedial measures have included the reduction of ground permeability by modifying the soil properties between the freeze pipes with various kinds of grouting, or increasing the freezing effect by adding freeze pipes and/or the use of liquid nitrogen as the freezing agent.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

"The mineral processing industry has had a long history of innovation that is recognized but not often celebrated. These include significant advances in mineral measurement, testing, comminution, mineral separation and process control technologies that have transformed mineral assemblages into ore.This presentation presents some of the major mineral processing innovations and the impact they have had on our industry. As we look to the future, it is critical that we innovate and change. We will explore some examples of the next developments and how they can be catalyzed in the face of risk management, lower metal price cycles, resource constraints, inertia and the challenge of short term value delivery."
