Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

"The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) is a subsidiary of a five-year Economic and Regional Development Agreement, signed on June 11, 1984. The objectives of the M.D.A. are to strengthen and diversify the Nova Scotian mineral industry and to coordinate federal and provincial policies and programs. The agreement outlines the activities and responsibilities of each government, including the division of the cost (60:40, federal: provincial) between governments. The agreement established a framework for joint planning to avoid overlap or duplication of programs.The M.D.A. programs are broadly divided into five sectors (Table 1 and Fig. 1): Geoscience, Minerals Technology, Development, Firm Specific and Public Information. Each sector is administered by a subcommittee composed of one federal member and one provincial member. The subcommittees report to a Management Committee. The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) Management Committee is made up of Dr. Jack Reeves from EMR and Dr. Richard Potter from the NSDME.The Geoscience subcommittee, co-chaired by Peter Giles (NSDME) and William Poole (EMR), manages the regional geologic, geochemical and geophysical studies in the province. Included in this sector are studies into mineral deposits and the basic geological relationships between mineral deposits.The Mineral Technology sector is co-chaired by the authors, Don Doyle (CANMET) and Pat Hannon (NSDME). This sector of the M.D.A. conducts studies into mineral processing, sampling, deposit byproduct commodities and project feasibility analysis."

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

Conventional dynamic sheetpiling techniques are ill-suited to urban development because of the emission of excessive noise and ground vibrations. Drilled shafts and slurry walls alleviate some of these environmental concerns but add additional problems due to large bulky machines, reliance on dusty concrete plants and urban trucking grief. To solve these problems, pre-fabricated sheetpiles are hydraulically jacked-in by reaction principle using a compact and lightweight press-in machine, a so called the "Silent Piler". Through scientific analysis, definition and systemization of press-in machines and methods, new construction concepts such as the one-step approach, implant structures, functional design and life cycle design have been developed to comply with new basic construction principles.

"l. IntroductionA reliable sampling system is the basis for an on-stream analyzer. This was realized in Outokumpu company when the development work of the Courier 300 On-Stream X-ray analysis system was started. Because Outokumpu Oy is a mining and mineral processing company, its engineers have been able to thoroughly test sampler prototypes in actual operating situations. The sampler development has been going for several years in close co-operation between company's concentrators, the Institute of Physics and the Instrument Division of Outokumpu Oy. The most active part of the work was done between 1969- 1972. Besides the reliable operation of a sampler special attention was paid to the representatively of the samples taken by the samplers. 2. The Courier 300 Sampling SystemThe sampling system comprises up to fourteen sampling circuits in one Courier analysis system. Each circuit consists of the following components:1. Primary sampler 2. Secondary sampler 3. Cleaner screen 4. Feeding tank5. Sample cell6. Timer-controlled sampler7. Analysis of data on the equilibrium exchange of sodium ions from salt solutions for calcium ions, from various fractions of an oxidized calcareous iron ore from Lorraine, France, strongly suggests that the calcium may be attached to the solid by only one of its bonds. Nearly equal values were found for the equilibrium expression from data covering concentration ranges of 1000 fold for the salt and 235 fold for the ion-exchangeable calcium. Differences indicated between the exchangeable calcium contents of the slime and the sandy portions of the ore, as well as the equilibrium relationship itself, are of importance in the flotation of the ore. During an experimental program on the flotation of oxidized calcareous iron ores from Lorraine, France, ion-exchangeable calcium was found in the ore. Because this source of calcium ions, if not controlled, could thwart all efforts at flotation, an extensive study was made of the phenomenon. The part of that study reported here was to obtain data on the equilibrium established between ore solids and solutions of sodium chloride, and to analyze the data to try to understand better the physical chemistry of the exchange. The ore contains oolites of goethite and quartz grains embedded in a matrix consisting of calcite and a brown cement believed to be the residue from oxidation of the silicate minerals found in fresh unoxidized ore. When ground, a substantial fraction of the ore becomes a fine slime in which is concentrated more than half of the alumina content of the ore. It is believed that the alumina occurs as unidentified clay minerals with which most of the ion-exchange capacity of the ore is associated. A preliminary experiment on the exchange of ions from the ore for sodium ions from solutions of NaCl showed that calcium was about ten times as abundant as magnesium in the exchange solutions. Thus calcium was the predominant ion in causing difficulties with flotation, and it was the only one for which data was obtained in this study. It is believed that the omission of magnesium ion exchange from consideration does not invalidate the results. It is possible, however, that inclusion of magnesium in the analyses and calculations or its prior elimination from the samples would have improved the consistency of the results. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

S. Russell*: It was there pointed out that it was the intention to prepare lead as pure as possible, to determine its properties and then to make alloys with the various elements added singly, and in various combinations, in order to determine the effect of each. The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). Paper presented at the conference Economic geology in Europe and beyond II, models for mineral deposits in sedimentary basins, held in Keyworth, UK, 13-14 April 1994. The modified basinal brines, containing partly oxidised sulphur species, scavenged metals from basement rocks and sediments and transported them through the host rock, which contained local concentrations of organic matter. Reacting in various ways with the mineralising solution as temperatures at the sites of mineralisation changed, organic matter caused the precipitation and dissolution of a variety of minerals in the ore zones; it was organic matter that caused all of these reactions to occur at the same sites. Thus all components of the mineralising fluid - salt, water, heat, sulphur and metals - were obtained within the ore district. The siting of the mineral districts was related to the locations of faults through U- and Th-enriched granites beneath sediments containing basinal brines, and the locations of ore deposits within the districts were controlled by local concentrations of organic matter

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

"Enterprises are faced with increasing economic competition and managers are obliged to look for methods that will ensure a competitive edge in their companies’ markets. These methods include managerial concepts that employ common sense and are low cost. One of these approaches is the KAIZEN methodology, of Japanese origin; kaizen means continuous improvement (CI) when translated. A mining company, despite some of its idiosyncrasies, is just an enterprise where the application of KAIZEN can be advantageous. The company investigated, OKD, is the only domestic producer of hard coal in the Czech Republic and operates four mines that produce 11 Mt of coal annually. The OKD management team opted for KAIZEN as their principal method of continuous quality improvement. This paper suggests ideas for development and application of processes that provide for continuing improvement of production and management. The authors have taken the OKD Company to be their benchmark in the field of mining activities. The paper also focuses on possible difficulties accompanying the introduction of CI sustainable methods. Three years of application of CI methods has increased the income of the company by almost US$38.1 million, which provides a strong argument for continued application."

IN previous discussions on the occurrence of gold in the Bendigo quartz reefs the opinion has been put forward that the gold shoots are primary concentrations in the quartz reefs during the period of vein-formation. The view has been based upon the constant features of the gold shoots in a large number of individual reefs, independent of their depth below the surface. These features include the mineral associations accompanying the gold, the appearance and association of the gold in the quartz, the similarity in all respects (excepting mineral content) between richly gold-bearing quartz and poor quartz, and the variations in mineral content in the reef apart from gold. The view has been supported by a relation of the gold shoots to faults, together with the dependence of the reefs on the existence of pre-mineral faulting. The secondary deposition of gold has only been observed in a few instances .associated with the younger monchiquite dykes, and is of no economic importance.

Dry separation of iron ore fines and other heavy minerals has previously been achieved using one of two main approaches. The first is an inclined table with an upward airflow via small holes to help form an autogenous dense medium. The second is based on fluidised beds comprising a dense medium formed by fine particles suspended in an upward flow of air. In either case, vibration can be introduced. This paper describes recent findings using a novel system referred to as the Sink-Hole Fluidiser, which utilises elements of both these two former approaches. This device consists of a conventional gas-fluidised bed of fine medium with a 1 mm aperture mesh located at the surface. This mesh contains relatively large holes that act as sink-holes. The fluidised media flows upwards through the sink-holes and then falls back into the fluidised bed via the fine apertures in the mesh. The particles being separated, which are much larger than the fine media, pass over these sink-holes, where they either sink or float. The sink-holes offer a more precise balance of forces, applied on a single particle basis, resulting in robust density separation.Experiments have been performed using 2.0–4.0 mm tracer particles of density varying from 2.4 to 4.8 relative densities (RD) separated in a 200 mm diameter Sink-Hole Fluidiser with a single 13 mm diameter centrally-located sink-hole. In this preliminary semi-batch work, it was found that the Sink-Hole Fluidiser was able to achieve sharp separations (Ep as low as 0.20). Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

The process of electrostatic separation was developed in the late 19th century, but did not make much headway for about 25 years. High dc voltages, of the order of 20 kilovolts, are involved, and the only means of obtaining such voltages at that time were by the use of frictional machines, such as the Wimshurst. These were not reliable, for two reasons:-a. If a spark discharge occurred it took an appreciable time before a steady voltage was again attained.b. In damp weather the machines were almost useless.In the first 20 years of the 20th century the advent of mechanical and vacuum-tube rectifiers led to promising developments of 'the process. In the early 1920's flotation became widely used commercially, and proved to be more reliable, and capable of wider application, than electrostatic separation. During the last 15 years or so, with a better knowledge of the fundamentals forming the basis of the process, electrostatic separation is beginning to compete with flotation, especially in the treatment of smallsizedgranular material, such as beach sands. Electrostatic separation can be, and is, widely used in many cases where flotation is impossible, such as in the cleaning of food products which must be kept dry.

Tunnelling under squeezing ground conditions poses significant challenges. There are fundamental differences in the choice of support for mining as opposed to civil engineering. This paper reviews ground support strategies that have been used to control large deformations in mining excavations based on field data from five different mines in Australia and Canada. Recommendations are made for improved ground control strategies in squeezing rock conditions.
