Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

"DEFINITIONDiatomaceous earth consists almost entirely of the silicious remains of minute flowerless aquatic plants known as diatoms. The name diatomaceous earth, therefore, is to be preferred to others such as trade names, inappropriate terms, or names correctly applied to some other product. The following names should, therefore, not be used for diatomaceous earth,-- kieselguhr, infusorial earth, diatomite, celite, moler, bergnehl, English rottenstone, tripoli, tripolite, fossil earth, desmid earth, white peat, tellurine, randanite, ceyssatite, or any trade name.FORMATIONDiatoms live in practically all kinds of water, fresh or salt, hot or cold, still or running and under different conditions of depth and pressure. These minute plants assimilate inorganic salts from their environment and produce skeletons of silica much as mollusks secrete lime and form their Shalls. When the diatoms die they settle to the bottom together with anything else which may be present, such as sand, clay or volcanic ash. The organic matter gradually disappears leaving the silicious skeletons of the diatoms which, with impurities, make up the deposits of diatomaceous earth. These deposits which are still being foamed at the present time and which were produced throughout very different epochs, were more prolifically formed in the Tertiary, so that the thickest beds so far discovered are of that Age."

The influence of blasting on the excavators’ efficiency, defined as mucking rate (amount of rock mucked per unit time) and mean bucket load (amount of rock loaded in each bucket operation), is investigated. Rock characteristics, blasting parameters (drill pattern, explosive energy, and charging), and the excavator’s performance (truck loading time and number of buckets to fill a truck) were monitored in eleven blasts in an open pit iron ore mine. ANFO, ANFO/emulsion blend, and watergel were used in the blasts and the powder factor was varied between 0.98 and 1.45 kg/m3. The mean bucket load is mainly affected by the bucket size, which is independent of the blasting parameters. Besides the relation with the mean bucket load, the mucking rate was found to be positively correlated with the explosive energy, whereas no significant correlation with the rock properties was found. The analysis of the data, together with other published works, suggests a non-monotonic relation of the mucking rate with the powder factor, with a maximum mucking rate at a certain powder factor. This is especially true when the useful work of the explosive per unit rock volume is used rather than the classical mass powder factor and when only the amount of explosive above grade is considered.

Lithium minerals occur predominantly in pegmatites that contain mineral assemblages derived from the crystallization of post- magmatic fluids or from the metasomatic action of residual peg- matitic fluids. They have been the traditional sources of raw material for ceramic and chemical industries. With the discovery of the Searles Lake deposits, brines became new sources of lithium, and, today, two brine deposits satisfy nearly one-half of the free world demand for lithium chemicals. Indeed, lithium production from pegmatites has been superseded by brines sources. In the United States, the brines of Clayton Valley, NV, have been exploited since 1964 by Cyprus Foote Mineral Company, a subsidiary of Cyprus Minerals Company. In Chile, Sociedad Chilena de Litio Ltda., an affiliate of Cyprus Minerals Company, is now producing lithium carbonate from the brines of the Salar de Atacama. Recently identified brine deposits suggest that these may well become the prime sources of lithium chemicals. In Bolivia, the government is negotiating the rights to exploit the brines of the Salar de Uyuni. The Salar del Hombre Muerto in Argentina is being evaluated as a future center of chemical production. The brines of the Great Salt Lake of Utah, the Smackover Formation, and the Imperial Valley geothermal field have been defined as important resources of lithium. In Tibet, high concentrations of lithium have been reported in several saline lakes. In the People's Republic of China, lithium may be produced from the brines of the Dabusan playa in the Qinghai Basin. The 1950s saw a great number of lithium companies develop. However, following the termination of the Atomic Energy Commission purchase program in 1959, several companies, such as Maywood Chemical Co., American Lithium Chemicals, and Quebec Lithium Corp., were forced to close their operations. Nevertheless, with the development of new applications in glass ceramics, air conditioning systems, synthetic rubber, and metallurgy (aluminumpotlines), the lithium industry grew steadily. With the potential application of lithium metal in batteries, nuclear reactors, and fuel cells, a steady growth can be foreseen. New products and new applications are likely to stimulate exploration for expanded reserves as well as the search for new sources from which lithium could be extracted economically. Presently identified reserves and production capacity are sufficient to satisfy the conventional market growth of lithium.

Laboratory studies were carried out at West Virginia University to investigate the rock fragmentation mechanism by continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be: bit spacing, bit geometry, depth of cut and cutting drum rotational speed. This paper presents the influence of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation process. Tree bits were used simultaneously on Indiana limestone while the bit tip angle was varied from 60° to 900. Bit spacing was varied from 2.54 cm (1 in.) to 5.08 cm (2 in.) while the cutting process was assessed for varying cutting depths. Restorable dust generated during the course of the experiments was analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism by continuous miners in terms of energy consumption and dust generation.

Experience with knowledge-based systems for Layout planning and roadway support dimensioning is on hand in European coal mining since 1985. The systems SOUT (support choice and dimensioning, 1989), SOUT 2, PLANANK (planning of bolt-support), EXOS (layout planning diagnosis. 1994), Sout 3 (1995) have been developed in close cooperation by CdF1. INERIS2. EMN3 (France) and RAG 4, DMT5, TH - Aachen6 (Germany); ISLSP (Integrated Software for Layout and support planning) development is in progress (completion scheduled for July 1996). This new software technology in combination with conventional programming systems. numerical models and existing databases turned out to be suited for setting-up an intelligent decision aid for layout and roadway support planning. "A number of silver producers have identified a need for a system to recover silver and gold from base metal flotation concentrates on site rather than sending the concentrate to third party smelters to improve mine economics. Historically intensive cyanidation has only been used for coarse gold gravity concentrates in batch machines but Gekko have applied the InLine Leach Reactor (ILR) to these difficult to leach concentrates.The ILR’s unique ability to operate at various solid to solution ratios, high mass capacity, the ability to handle fines, the use of peroxide to aid silver leach kinetics and simple operation has resulted in significant economic benefits to Hochschild PLC’s Selene and Arcata operations. This paper describes the commissioning phase of the ILR5000BA intensive cyanidation reactors on concentrates from the Selene mine at the Ares Concentrator.INTRODUCTIONIntensive leaching of high grade concentrates in gold ore treatment is now commonplace and is considered an essential feature of most gold circuits (Lane, Fountain and LeBrooy, 2008). The devices commonly used for intensive leaching (InLine Leach Reactor, Acacia Reactor, etc) are specifically designed for the typical coarse nature of the concentrate.In some of these intensive leach applications, significant amounts of silver are co-recovered with the gold. In fact, the intensive leaching conditions of 1 to 2% NaCN in solution and high dissolved oxygen levels, overcome the issue with silver’s slow dissolution rate in traditional CIL/CIP circuits and avoids the formation of insoluble silver sulphide minerals on the surface of the gold (Marsden, 2006).There are a significant number of mine operators producing silver in the form of mixed base metal sulphides flotation concentrates. Typically the mine operators are paid for the silver after processing of the concentrate by the base metal smelter whom recovers the silver during the refining process."

"THE ECSTALL CONCENTRATOR is situated adjacent to Highway 101 and the Ontario Northland Railroad, 15 miles east of Timmins, Ontario. Ore is delivered to the concentrator by rail from the mine, which is 17 miles northwest of the plant. Power and fuel are obtained from the hydro and natural gas lines which pass close to the plant site. Water is obtained from the Frederickhouse River, 6 miles east of the concentrator. The main concentrator building is a large structure 500 by 640 feet by 90 feet high and contains facilities for fine crushing, crushed ore storage, grinding, flotation, tin recovery, concentrate handling and reagent handling. Located in the same building are the machine shop, warehouse, metallurgical laboratory, pilot plant, men's change room, sample preparation area and an assay laboratory. The general concentrator layout is shown in Figure 47. Originally designed to handle 9,000 tons per day, the concentrator now treats 10,000 tons per day. Two different ore types are processed by selective flotation in three individual circuits to recover copper, lead and zinc concentrates. In 1973, another circuit was added to recover pyrite and tin concentrates from the combined zinc tailings of the three main circuits."

I. INTRODUCTION. THE facts is presented in this paper, based chiefly on recon¬naissance made, during the summer of 1903, by myself and my assistant, Mr. R.. C. Brooks, cover practically all that portion of Texas lying east of the 99th meridian. The work was undertaken for the University of Texas Mineral Survey, and was to have been extended over the entire State, but the sudden termination of the survey prevented even the official publication of the results already obtained. Most of the mineral resources of Texas were fully treated by the First Geological Survey, but the clay-industry was tit that time little developed, so that only a few scattered notes concerning it are to be found in the Survey reports. The extensive exploitation of the clay-deposits, however, has emphasized their commercial importance, and has also made accessible many facts of exceptional interest concerning their geologic conditions. The erection of new plants for the utilization of clay-products is usually preceded by more or less prospecting, which, by reason of the scarcity of outcrops, and the geologic and topographic conditions of eastern and southeastern Texas, is often slow and difficult work. This is especially true in the Tertiary and Pleistocene areas, where the structural conditions much resemble those of the Atlantic coastal plain, the deposits being mostly lenticular in form, and surrounded by beds of sand. II. GENERAL GEOLOGY OF THE CLAY-DEPOSITS. The accompanying sketch-map, Fig. 1, shows the location of nearly all the deposits examined, their relation to the geology of the State, and the type of clay found in each. The geology is based on the published work of Hill, Cummins, Tail, Adams, Hayes and Kennedy, but the boundaries have unfortunately not been determined over the entire region covered by the map, and, in many areas, are only approximate. It will be seen that the clay-deposits range from Carboniferous to Pleistocene in age, the older deposits being found in the northwestern part of the area, while those of Cretaceous and Tertiary age lie to the east, southeast and south. The Pleistocene clays are found in part in a belt along the coast, and in part along many of the larger rivers, where they often underlie extensive terraces.

Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.

On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

The International Salt Company has long been interested in finding an efficient process for the removal of impurities from rock salt, and particularly from the rock salt produced at the Detroit mine. Methods which have been used previously at the Detroit mine included both hand sorting and differential crushing in a Bradford breaker with rejection of the oversize. Neither of these methods was adequately effective. The development of a new process for removal of impurities from rock salt has been described in the preceding article." Basically, the process consists of exposure of crude rock salt to radiant heating which selectively heats the impure particles. Subsequently the heated particles are removed by adhesion to a heat sensitive-coating on a conveyor belt. This method was found to be effective in improving both the quality and appearance of rock salt by the rejection of the dark, impure particles. The first commercial unit employing the new thermoadhesive method of dry separation of minerals was installed at the Detroit mine of International Salt Company in Detroit, Mich. (Fig. l). This unit was first put into operation in March 1957. The purpose of the Detroit installation was 1) to serve as a pilot plant for evaluating the process on a commercial scale and 2) to produce marketable quantities of rock salt of improved quality and ap- pearance. The design of this plant was based on the results and information obtained from a 1-tph pilot plant at Battelle Memorial Institute. DESCRIPTION OF PLANT Location: The separation plant was installed underground near the crushing and screening plant, for this was the most suitable location from the standpoint of material handling. Furthermore, ample space was availabe at this location. Because the process requires a relatively constant temperature, the uniform year-around temperature of the mine (57°F) gave an added advantage to an underground operation. Feeding: The rock salt is conveyed to a surge bin, from which it is fed to the heating unit by a conveyor. The feed-rate control consists simply of an adjustable gate at the bottom of the surge bin. The plant may be fed either No. 1 grade of rock salt (0.279 to 0.375 in.) or No. 2 grade (0.375 to 0.500 in.) with a maximum input capacity of 500 tons per 15-hour day. Heating Unit: The heating unit (Fig. 2) consists of a panel of infrared lamps suspended inside a low-speed revolving screen. The radiant-heat panel, which is curved for most effective utilization of the heat, holds 240 infrared lamps of standard industrial type, each rated at 500 watts. The position of the panel is adjustable so that it can be placed centrally over and to within 6 in. of the salt bed on the screen. The entire heat panel is suspended by rollers in ¦ R. J. The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

Mr. Natta graduated in 1973 from Colorado School of Mines with a B.S. in Metalurgical Engineering and a M.S. in Mineral Economics. Since 1974, he has been employed by Utah International having spent 5 years in San Francisco as Senior Market Analyst. In this capacity he was responsible for market development efforts for Utah's U. S. coal reserves. Recently, he was transferred to Craig, Colorado, as Administrative Manager of Utah's Trapper Mine. In this position, he is responsible for purchasing, warehousing, accounting and sales contract administration. The second speaker was Brucks Mitchell, President, Human Resources Management, Inc. Richardson, Texas. Subject-"Making Unions Unnecessary in the Coal Industry." Mr. Mitchell has a B.A. degree in English-Oklahoma State University. M.B.A. degree in Organizational Behavior-Southern Methodist University. Ph.D Candidate - Organizational Behavior - North Texas State University. Mr. Mitchell formed an Association of Consultants to perform assignments in Industrial Psychology and Human Resources Management. Particular emphasis has been to establish policies and procedures to make labor unions unnecessary. He has been consultant to various industrial and municipal organizations.

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

UNLIKE most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are-I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital-it is not, those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his: approach to the problems of metallurgy, his broad-mindedness and fair-ness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude-his refusal to accept them as masters-that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united.

In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported 'in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. The term "Ichtnyol" is a name applied loosely to certain preparations used in pharmacy. These preparations do not occur as such in nature but are manufactured by various chemical processes. Ichthyol is the name trademarked for a product manyfactured by the Irhthyel-Gescllschaft (Cordes Hermanni & Co.) of Hamburg, Germany, and marketed in thin, country by Merck & Co., Inc., (5, 86, 87)3/. Although used in the literature rather loosely, the correctly applied word refers to the product obtained by sulphonating and then neutralizing with ammonia a distillate from the oil retorted from a certain high-sulphur bituminous shale found near the village of Seefeld in the Austrian Tyrol. Due to the fact that fossils of fish and marine animals occur in the limestone associated with the bituminous shale, these deposits have long been known as, the "lchthyolite schistc of Seefeld" ( 55) . The Greek word "ichthys"" for fish and the Latin word "oleum" for oil are the words from which the term is derived. The crude, tarry shale oil, whose distillate is the raw material for the sulphonation process, has been referred to since the Middle Ages as "Dürsten" or "Tirschen" oil, and the term "ichthyel oil" has been used occasionally in the literature to designate the retorted crude oil (92, 93, 106, 117). The first application of the name "Ichthyol" to a particular product is credited to Schröter (35, 129). Various names for products manufactured by sulphonating bituminous distillates have been coined, and in some of these names the root from the word ichthys has been retained. Some of these names can be found in New and Nonofficial Remedies under the heading, Sulphoichthyolate Preparation, and Substitutes (5).
