Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. Leaching of manganese from low-grade Minnesota ores was studied over the temperature range 25° to 225° C at atmospheric and elevated pressures to demonstrate that good recoveries of manganese could be achieved from unroasted ores using reagents available nearby. Various combinations of ore, pyrite, lignite derivatives, and sulfuric acid were tested on a small scale. Pyrite alone required the highest temperature to effect a good extraction, but the combination of pyrite, lignite char, and sulfuric acid solubilized 99 percent of the manganese after 30 minutes of reaction at 75° C.

In another part of this issue we have reported the results of some test results made upon one of the safety powders. It will pay every c o n t r a c t o r, miner, or user of explosives in any form to carefully re a d the article re f e r red to. Dynamite has done a gre a t work in the service of man, as did black powder before it; but its i n h e rent dangers are admitted by all and are proved by the long list of deaths and injuries, and destruction to property which annually occur through its use. Why should we continue to use an explosive that annually kills and maims hund reds of men, when others are available which are equally powerful, no more expensive and far less liable to accidental discharg e ? Dynamite when first manufacture d is pure and comparatively safe; but most unfortunately it does not always stay pure; it “rots,” and then it is exceedingly dangerous. More than this, the explosive part of dynamite is a liquid, nitro - g l y c e rine, which is absorbed or soaked up by sawdust, wood pulp or the like. So long as this liquid nitro - glycerine remains pure and remains “soaked up,” or absorbed t h e re is little danger. It has been found, however, that the nitro - g l y cerine leaks under certain conditions. During thawing it fre q u e n t l y leaks out of the stick, or if it becomes wet the water causes the n i t ro-glycerine to leak out. In either case free liquid nitro - g l y c e r i n e escapes, and in that free state it may be exploded by any very slight shock. Nor is this all, if a stick of frozen dynamite be bro k e n a c ross it has been found by tests that the frozen nitro - g l y c e r i n e w h e re thus broken is very sensitive to shocks afterward .

Pumpable cribs are being increasingly used in longwall tailgate entries and bleeders for roof support under abutment pressure. Their high peak capacity and confinement-controlled yield characteristics from reinforced-bags make them relatively safe and reliable standing supports for highly productive longwall panels. The pumpability of crib material over a long distance from the surface greatly reduces material handling and makes the underground installation more efficient and flexible. However, the performance of pumpable cribs is dependent upon crib properties, crib pattern, quality of installation, and geological and mining conditions. For proper crib selection and safe support design, it is critical to understand the basic technical requirements and performance of pumpable cribs in longwall tailgate entries and bleeders. Based on more than 10 years of experience using pumpable cribs for longwall standing support, the requirements and performance of pumpable cribs in longwall tailgate entries and bleeders under different mining conditions are presented. Experience shows that the load-displacement curve from full-scale lab testing is a good indicator of pumpable crib suitability for certain applications. Crib peak capacity, stiffness, and residual characteristics define its applicability to certain gate entries and bleeders under different cover depth. Crib pattern and spacing can be determined by abutment pressure level, roof, floor, and rib conditions, local roof stability, and ventilation requirements. To achieve proper in-situ performance, quality control of crib installation is also important.

In this paper a statistical multi-scale method for the mechanics parameter prediction of the rock mass with random distribution of multi-scale cracks/joints is presented. First the micro-structure of the rock mass with random distribution of multi-scale cracks/joints is represented. Then the statistical second-order two-scale method for the mechanics performance predictions of the rock mass structure with random cracks/joints distribution is presented, including the statistical second-order two-scale expression on the vector-valued displacement, strain tensor and stress tensor, and the algorithm procedure of statistical multi-sale computation for the mechanics parameters. Finally some numerical results for mechanical parameters for the rock mass with random distributions of multi-scale joints/cracks by statistical multi-scale method are shown.

In Southern Ontario, Canada, piles are frequently driven through competent clayey soils to obtain end bearing on extremely dense till or bedrock. One reason for this is the difficulty at assessing the adhesion of the clayey soils. This is illustrated by texts, such as the Canadian Foundation Engineering Manual, which is the standard of practice in Canada, that indicate that theoretical analysis of the adhesion values of such soils are unreliable. In this paper, the results of high strain dynamic testing have been used to estimate the shaft resistance of 11 closed end pipe piles driven in overconsolidated very stiff to hard clayey tills at four sites by means of the CAPWAP wave equation analysis. More than twenty-five years of experience with bearing capacity predictions by such means have developed considerable confidence in its accuracy. The results were found to correlate reasonably with the average Standard Penetration Resistances of the clays at the sites. There was a linear relationship between an adhesion of 64 kPa at 20 blows per 300 mm and 192 kPa at 60 blows per 300 mm. At one site, 6 piles were tested and found to have a wide range of Standard Penetration Resistance and estimated adhesion in the same stratum. While there was significant scatter of the results, piles would have been safe at design loads obtained from the relationships established by the analysis carried out for this paper after applying appropriate factors of safety.

Techniques used to safely control the roof in UK coal mines for some 10 years have been applied to a South African coal mine. This new approach known in the UK as advanced rockbolting technology, is based on applying four fundamental principles: ?Understanding the roof failure mechanisms ?Using an effective roof support system ?Designing this support using measurement ?Monitoring the performance of the system. The paper summarizes the approach in detail and describes how it is being applied by Anglo Coal, giving results obtained to date. Investigations at a number of South African coal mines, including stress measurements at two Anglo Coal mines, have confirmed that the mode of roof failure (lateral shearing due to horizontal stress) is the same as in other coalfields worldwide, and aspects of current world best practice, including the use of advanced technology rockbolting, are therefore relevant in South Africa. The stress measurements indicated a high level of stress field anisotropy and further investigation of stress conditions in South African coal mines is recommended. The most effective bolting system to resist shear failure is one with high bond strength and stiffness. Short encapsulation pull testing of existing South African systems confirmed that they have low bond strength and stiffness. An improved rockbolt system with the required performance, and features allowing rapid installation and installation quality and performance audit, has been developed and is currently under full-scale trial. Design by measurement and routine monitoring procedures including the use of a rotary telltale device are also under trial. It is anticipated that South African coal mines will be able to obtain significant safety and productivity benefits from the application of this technology.

This report deals exclusively with roof-fall accidents that occurred during 1955 and 1956 in both anthracite and bituminous-coal mines throughout the United States. The report stems from a cooperative study conducted by the Bureau of Mines and the Roof-Control Committee of the Coal-Mining Section, National Safety Council. The study includes an analysis of individual accident reports, sets forth the measurable factors, and compares such factors with a representative sample of average data from 39 anthracite mines and 117 bituminous mines (appendixes A and B). Particular emphasis is placed on fatal roof-fall accidents with respect to their causes, locations, and the methods of support used at the point of occurrence. INTRODUCTION The purpose of the report is to classify all measurable details of the occurrences of roof-fall fatalities so that the material presented will assist those promoting safety and will serve as a manual for those whose principal duty is inspection of mines.

New South Wales has a successful history of pillar extraction stretching back more than 60 years. Various methods of pillar extraction ranging from the rib pillar methods (such as the Wongawilli system) to the more recent pillar stripping techniques (similar to those used in the USA) are discussed in this paper. These discussions are based on the experiences of the author stemming from a recent research tour of seven underground pillar extraction operations in New South Wales as part of the Coaltech 2020 collaborative research initiative. Some operational issues of each site visited are presented before some general comments pertaining to the overall success of pillar extraction in New South Wales are discussed. Generally pillar extraction in New South Wales is on the decline in favour of longwalling. However, the pillar extraction that is conducted is done so along specific guidelines to ensure their success, and these are also discussed.

Examples are presented in which Time Domain Reflectometry (TDR) was employed to locate deformation of rock masses induced by mining. The first example involved motoring the propagation of overburden fractures above a longwall coal panel and the second example involved the we of a)R to monitor rock mass deformation in the vicinity of a strip mine highwall. Bock mass deformation, strata separation and large block movement generated strains and failure along coaxial cables which were installed in drill holes and the TDR reflections generated by these strains and failures were monitored. Analysis of field data and a preliminary laboratory test indicate that it may be possible not only to locate rock mass movements but also to quantify these movements with TDR data.

The extraction of minerals and coal at greater depth, employing higher-powered machinery to improve production levels, imposes an increased burden on the ability of a ventilation system to maintain an acceptable mine climate. Hence, mechanical mine cooling systems are often adopted, which can be expensive in terms of both their associated capital and operating costs. Consequently, in order to optimize the total mining costs, it is essential to provide the mine operator with a method with which to determine the most cost effective and efficient mine cooling system. In a previous paper1a novel energy analysis employing the concept of exergy was proposed and applied to cooling systems applied to two conceptual model mines, representative of UK deep coal operations, and their resultant subsurface thermal environ-mental conditions predicted. This paper presents an analysis of the results obtained from the application of this novel technique to assess the performance of various cooling systems applied to a current UK colliery that is experiencing climatic problems due to its depth and highly mechanized production and development workings. To perform this analysis, ventilation and climatic data collected at the case study mine were used to construct balanced mine ventilation and climatic network models to replicate the subsurface environment. Where air conditions exceeded specified climatic limits within identified climatically control zones, mechanical mine cooling systems were employed. A number of cooling system configurations were applied to these model to investigate the potential to satisfactorily regulate the thermal environment. The heat energy transferred out of the air stream by the various cooling methods was absorbed using a variety of chilled water systems, which were designed to operate at various water flow rates and temperatures. Models of various cooling system were developed and applied to control the underground climate within this mine network to within pre-set climatic limits. The results of a comparative analysis of the energy transfers that were produced by the application of the different cooling systems are presented in the form of exergy performance indices. The results produced by simulation models constructed to represent chilled water distribution networks to supply the various air coolers, are designed and balanced. The results of the exergy analyses applied to the operation of the various chilled water pipe networks are discussed and used to assess the exergetic performance of the application of each proposed cooling system to the mine ventilation network.

The Bureau of Mines investigated the applicability of the freeze-drying technique for preparing dispersion-strengthened tungsten powders suitable for conversion by powder metallurgy into materials which might have improved high-temperature strength. Extruded rods from compacts of tungsten-5 vol pct thoria had at 1,650° C a tensile strength of 30,300 psi and a 10-hour stress-rupture strength of 12,700 psi, These are slightly below those measured for swaged rods of commercial tungsten-3.7 vol pct thoria. Only those tungsten-thoria dispersions containing a stoichiometric deficiency of oxygen yielded a significant strengthening effect. A low-melting eutectic formed in extruded tungsten dispersions containing either zirconia or yttria, which caused a lowering of the tensile strengths. These tensile strengths were only slightly higher than strengths of elemental tungsten made from commercial powder having a particle size of 2.4 microns (Fisher subsieve). Sheet made from this commercial tungsten had a slightly higher tensile strength than tungsten made by freeze drying, but the freeze-dried tungsten sheet had a lower recrystallization temperature, a lower ductile-to-brittle transition temperature, and a higher purity.

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures, and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

In 2012, a single module heavy medium cyclone plant (HMP) was installed at the Glencore Zinc’s (then Xstrata Zinc) McArthur River lead zinc mine. The HMP formed the first part of the MRM Phase 3 Project to increase run of mine (ROM) capacity from 2.4 to 5.5 Mt/a.The purpose of the HMP is to remove liberated gangue from the crusher product at minimal loss of valuable mineral. The McArthur ores are very finely disseminated requiring a fine primary grind size prior to rougher flotation. Rejecting waste prior to grinding therefore offers significant power and grinding media savings. The plant was designed to treat only those ores with a reasonable upgrade ratio at the target zinc recovery across the HMP of 95%.On this basis, a 1.8 Mt/a single module plant was built based on 250 t/h feed rate and 82% availability. In contrast to existing base metal heavy medium plants in Australia, the MRM Flow sheet utilised the principles in modern coal heavy medium cyclone plant design. Since commissioning, the plant feed rate has been significantly increased and is now normally operated up to 540 t/h (dry basis).Although this throughput increase is partially due to debottlenecking work, it is also attributable to the conservative design parameters for base metal heavy medium cyclone circuits in comparison to those used in equivalent coal circuits.This paper discusses Flow sheet design and compares traditional base metal design parameters with those achieved at MRM and those of modern coal plants. It provides information on plant capital and operating costs and the net savings realised by its installation. In addition to power and grinding cost savings, the paper also highlights the savings in water through rejection of near dry waste and reduction of tailings pumped to the storage dam.CITATION:Wallace, J, Strohmayr, S and Cameron, K, 2015. Bureau of Mines activities for safety and health in the mineral industries were reorganized during the fiscal year to provide direct supervision by the Assistant Director -Health and Safety. On December 19, 1954, the field offices conducting these activities were designated as district health and safety offices reporting to the Assistant Director. The functions of determining the causes of accidents and injuries in the mineral industries and recommending measures to eliminate them were continued, with satisfactory results in improved safety records. The inspection of coal mines and enforcement of the Federal Coal Mine Safety Act of 1952 were conducted as directed by the Congress, and safety conditions in the mines were notably improved. One coal-mine explosion classed as a major disaster occurred during the year. The causes of that explosion and means for preventing a recurrence were still under investigation because of the extreme difficulty in recovering several portions of the mine. Basic research on the nature of certain hazards and ways of eliminating them is continued. Training of individual workmen and supervisors in this knowledge is a major part of the work.

Conditions necessary to obtain optimum yield of useful products when coal is rapidly heated to extreme temperatures by laser irradiation were determined by the Bureau of Mines. Product distribution and yield were investigated as functions of several variables. Low-rank coals with high-volatile matter gave highest total gas yields. Medium-rank coals gave the highest yields of H2 and CA and low-rank coals gave highest yields of CO and C02. Macerals gave gases of approximately the same composition, but the total gas yield increased in the order fusinite, micrinite, vitrinite, and exinite. Total gas and C2H2 yields varied inversely with particle size. The addition of nominally inert gases such as Ar, He, N2 increased yields of H2, C2H2, and total gas. Metals such as nickel and platinum had little influence on the rate of coal decomposition. Total gas yield increased with total energy of irradiation, and the ratio of C2H2-CH4 increased with concentration of energy. A study was also made of the irradiation temperature, and a material balance was calculated.

The Bureau of Mines has conducted research on a flue gas desulfurization (FGD) process as part of its goal of minimizing the undesirable environmental impacts associated with sulfur dioxide (S02)-bearing waste gases. This FGD process, referred to as the modified citrate process, involves absorption of S02 in a buffered citric acid solution. The absorbed S02 is subsequently stripped from the solution using steam, which regenerates the solution and produces a wet S02 product. This product can be further processed to make sulfuric acid or liquid S02. Economic evaluations showed the process to be expensive when the stripper was operated at or near ambient pressures because of the large amounts of steam required for solution regeneration. Research was directed at reducing steam consumption in the stripper. The effect of stripper pressure on steam consumption was investigated. A process research unit (PRU) was operated with the stripper pressurized in the range of 5 to 150 psig. Test results showed that steam consumption decreased with increased stripper pressure. For example, when operating the PRU stripper at 150 psig, 4.1 grams of steam per gram of S02 was required to remove 90 pct of the S02 from a 1.0-vol-pct-S02 gas. This compares to 7.1 grams of steam per gram of S02 required for 90-pct S02 recovery at 5 psig.

Intrinsic remediation is the effect of natural attenuation mechanisms - dilution, dispersion, sorption/precipitation and biodegradation - reducing contaminant concentrations in ground water to specified levels at predetermined compliance points in the aquifer. Current monitoring and modeling for post closure was used to assess the current and long-term potential of intrinsic remediation of contaminated seepage originating from a large reactive (sulfidic) tailings impoundment near Questa, New Mexico. It is concluded that the natural attenuation mechanisms of precipitation within the tailings (as a result of buffering) and dilution/dispersion within the aquifer are currently active and likely sufficient to reduce contaminant concentrations to below state standards in the long-term. Other natural attenuation mechanisms such as sorption and biodegradation within the receiving aquife4s) were not assessed here, but are likely further reducing contaminant concentrations. Active interception and recovery of the seepage water is being maintained until monitoring demonstrates that intrinsic remediation has successfully achieved the level of water quality control required.

A special appropriation made by Congress in July 1940 provided funds for the investigation of methods for recovering manganese from low-grade [ ] domestic deposits. These funds were assigned to the United States Department of the Interior, Bureau of Mines. A committee, identified as the Technologic Committee on manganese of the National Research Council, National Academy of Sciences, was appointed to recommend the allocation of the funds for investigation of the more promising projects.
